M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING FEBRUARY 4, 1986 The City Council and the Arcadia Redevelopment Agency met at 7:00 p. m., Februa ry 4, 1986 i.n the Arcadi a City Ha 11 Conference Room. PRESENT: Councilmembers Gi1b, Hannah, Lojeski, Young and Pellegrino ABSENT: None The City Manager presented various items -- the first referring to an item on the agenda for the regular meeting to convene at 7:30 p. m. this evening. One was a communication just received from Los Angeles County Flood Control Di stri ct concern i ng a 'proposed tenni s club in the Santa Anita Debris Disposal Basin area. The Option to Lease Agreement, executed Januarv 6, 1986, provides for an 18 month option to lease an 8.23 acre site located easterly of the Santa Anita Wash approximately at Elkins Avenue in both the Cities of Arcadia and Monrovia. If the option is exercised, the lease period would be for 55 years. If the development proceeds it would be subject to the normal City review process and environmental impact evaluation. Material concerning the Third Avenue Project (Request for Proposals). List of the new Officers of the Highland Homeowners' Association. Information concerning a request from Linda Baum for permission to act as an Ambassador of Good Will for the City in representing the City in parades, events and the like. Ms. oaum recently won the Statewide championship in the Fiesta Novelty Division of the California State Horsemen's Association annual competition held in San Dimas. Ms. BClum will address the Council in the regular meeti!,g this evening. At Council direction, the City Attorney will prepare an ordinance for consideration concerning iron bars on the inside or outside of businesses. Tentative date of February 11 at 7:00 p. m. was scheduled for a meeting with the Arcadia School Board and the City Council. This will have to be confirmed and the Council will be advised accordingly. An agenda will be prepared to include the all weather track and the bike lanes, among other items. A meeting on Neighborhood Watch will be held by Police Officer Alcorn to approximately 80 oriental citizens on February 25, 1986 at 9:30 a. m. in the Council Chamber. It was noted that neither the Historical Commission or the Historical Society know whose responsibility it is for certain duties ... it is not spelled out in the Code or by direction of Council. It was the consensus that the Historical Commission have jurisdiction over the building and the grounds... it is a City building now and decide what is to be inside the building and prepare the budqet. The Finance Officer will assist in this regard. The Society will be responsible for fund raising and volunteers to man the bui1dinq., Counci1member Lojeski reminded Council of the forthcoming Chamber of Commerce Town Meeting to be held on February 13 at the Methodlst Hospital and to make reservations if they plan to attend. 2/4/86 -1- ALL- WEATHER TRACK LABOR RELA TI ONS SGV ASS'N MEETING FEBRUARY 20 26:0028 Pursuant to Councilmember Lojeski 's inquiry, reference was made to a communication from the Director of Recreation regarding the proposed a ll-weather track at the Hi gh School; that June 1, 1 986 has been un- officially given the School District to commit to the' proiect: bhat if the project is not going to go, the Director lTjust come up wit.h a.nother project to utilize the Roberti-Z'berg funds. Council member Young said, in part, that she had recently attended a Labor Relations meeting in San Diego and safety for the police, fire and paramedics was stressed. In checking, she has been advised that Arcadia is well supplied with the necessary equipment. ,,,I Counci1member Young said, in part, that on February 20 the Finance Director will be speaking to the San Gabriel Valley Association of Cities on the insurance situation -- self-insured, etc. LIBRARY BOARD Councilmember Gi1b will attend the next Library Board meeting.
