FEBRUARY 4, 1986
The City Council of the City of Arcadia and the Arcadia Redevelop-
ment Agency met in a regular session February 4, 1986 at 7:30 p. m.
in the Arcadia City Hall Council Chamber.

The Minutes of the Regular and Adjourned Regular Meetings of January 21,
1986 were APPROVED on MOTION by Councilmember Hannah, seconded by
Councilmember Young and CARRIED.
It was MOVED by Councilmember Lojeski, seconded by Councilmember Hannah
and CARRIED that all ordinances and resolutions be read by title only
and that the reading in full be waived.
PRESENTATION
On behalf of the City Council, a presentation was made by Councilmember
Lojeski of a plaque with the appreciation of the City Council for the
efforts and achievements of Outgoing Planming Commissioner Schaefer
Dixon. Mr. Dixon will be moving out of the City.
Vacation of additional air rights for Huntington Drive pedestrian
bridge connecting the new medical building with the Arcadia Methodist
Hospital. Staff report given. Mayor Pellegrino declared the public
hearing open.
Tony O'Keefe, 1137 Hugo Reid Drive, representing the Neptune & Thomas
Architects, was present to answer questions from the Council. He
presented copies of profiles from the structural engineers. Council-
member Gilb stated that he fte1t that the pedestrian bridge should be
marked "16 feet". Mr. O'Keefe said he understood this and his firm
had no problems with that request.
No one else desiring to be heard, the hearing was CLOSED on MOTION
by Counci1member Lojeski, seconded by Counci1member Young and CARRIED.
During the Discussion, Counci1member Hannah noted that Resolution No.
5277 did not specify a definite height limit. The City Attorney
stated that this had been addressed in the former Resolution No. 5275
adopted January 21, 1986 and will become part of this record.
It was MOVED by Counci1member Gilb, seconded by Counci1member Lojeski
and CARRIED on roll call vote as follows that Resolution No. 5277, the
title of which was read by the City Attorney, entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, VACATING A
PORTION OF CERTAIN AIR RIGHTS OF A PORTION OF HUNTINGTO.N DRIVE" be
and it is hereby adopted and that the City Clerk be directeo"to record

Consideration of T. A. 85-8, adding and amending Sections of the
subdivision regulations of the Arcadia Municipal Code, making
provisions for vesting Tentative Maps and vesting Tentative Parcel
Maps, pursuant to State law. Staff report given. Mayor Pel1earino declared
the hearing open and no one desiring to be heard, the hearing-was CLOSED
on MOTION by Council member Young, seconded bv Counci1member Gi1b and I
CARRIED. -
It was then MOVED by Counci1member Hannah, seconded by Counci1member
Young and CARRIED on roll call vote as follows that Text Amendment \
85-8 be approved; that the Negative Declaration be approved and fi1~d;
and find that the Text Amendment will not have a significant effectj
on the environment and that staff be directed to prepare the appropriate
ordinance for introduction.

Draft Environmental Impact Report for the proposed South Side Gribble
Development. This Public Hearing was for the purpose of gathering
the public's input on the DEIR. Notices have been placed in the
Arcadia Tribune and mailed to owners and tenants on the South Side
area. Staff report given.
Mayor Pellegrino declared the hearing open.
Present to answer questions were George Grosso, Duane Mears and Pat
Gibson. Geor~e Grosso, 1'600 Dove Street, Newport Beach, spoke to
the problems ralsed by Counci1member Gi1b relative to the parking situa-
tion. Counci1member Gi1b referred to the Huntington Oaks Center in
Monrovia and noted that parking in the Vicinity of the restaurants
is very tight. Mr. Grosso said he realized that and that the restaurants
have done 150% of projection and thus have been more successful than
expected. He noted that parking was adequate in the center of the
shopping area, but that people did prefer to park as close to the
restaarants as possible and that the department store customers took
part of that parking. Mr. Grosso said this will be less of a problem
in the proposed South Side development because of the placement of the
proposed restaurants. Councilmember Gil b inquired as to why parki ng
was not penni tted on curbs ide in Monrovi a. Mr. Grosso will look into
this.
Pat Gibson, 505 Coyle Avenue, Arcadia, representative of Barton - I
Aschman and Associates spoke to the matter of traffic. Counci1member
Gilb asked if there was planned curbside parking. Mr. Gibson said
that by the time the appropriate red zones were painted on the curbs
to allow cars coming out of the shopping center to make safe right
turns, there would be very little room left for curb parking.
Mr. Gibson also responded to questions from Councilmember Hannah re-
garding the signalization of the intersection. Counci1member Hannah
also questioned the problem of all the additional traffic on those
streets during the racing season. Mr. Gibson said, according to their
traffic studies, a good deal of the traffic has turned off to the freeways
before it reaches that area.
Councilmember Gi1b inquired about the possible sewer deficiency. Staff
replied that the improvement at Second and Huntington is already on the
agenda.

Counci1member Lojeski said he thought the EIR was exc~l1ent_
and inquired about the matter of report on pg. 18 of the EIR
hydrology and the drainage which will be in the direction of a mobile
home park nearby. Mr. Grosso replied, in part, that with proper
grading, the greater part of the water would drain back down Fifth
Avenue. .

Counci1member Lojeski also inquired about the 24% of the parking
area being marked for' compact cars. Reply was that it could be changed
to 20%.

Councilmember Gilb asked'Mr. Grosso to find out about the curb parking
in Monrovia ... possibly curb parking could be utilized in Arcadia.
No one else desiring to be heard, it was MOVED by Counci1member Lojeski
seconded by Counci1member Young and CARRIED that the hearing be CLOSED.
Tonight's hearing was for the purpose of gathering the public's input
on the DEIR. No other action need be taken at this time.

Minutes of the Regular Meeting of January 21, 1986 were APPROVED.

DDA Request of WLA Arcon for a gO-day extension of Disposition and
Extension Development Agreement (DDA) relating to the proposed project at the
WLA Arcon N. W. corner of First and Huntington. Mr. Warren Lortie, President of
(APPROVED) WLA Arcon was present to answer questions. He is requesting a 90 day
;, . extension from March 20 to June 20, due to the fact that he has been
~(3unable to show the financial backers that he has located a substantial
,.:t tenant. However, both he and Merrill-Lynch are optimistic that they
l;;t q will find a tenant shortly.
.,. f A discussion ensued regarding the probabilities of WLA Arcon securing
a suitable major tenant and his request for the additional extension.
Also discussed was the appreciation of the property involved. It was
agreed that the escalation was about 4% per year. It was noted that
the office market is highly competitive in the area at this time.
Counci1member Hannah also noted that the Agency wou1d.be losing interest
on the purchase price of $410,000 during the gO-day period,and that
the subject site has been' vacant a very long time.
It was then MOVED by Member Hannah, seconded by Member YounQ and
CARRIED on roll call vote as follows that WLA Arcon be granted a gO-day
extension from March 20 to June 20 of their Disposition and Develop-
ment Agreement with an additional 4% of the purchase price of $410,000
to be paid monthly.

AUDIENCE PARTICIPATION
Herb Fletcher, 175 W. Lemon, spoke to the matter of the City charging
for-transporting patients to the Emergency Room at the Arcadia Methodist
Hospital. He felt that since the Arcadia Methodist Hospital is an non-
profit organization, and therefore receives tax-free police and fire
protection as well as other City services, they are making large amounts
of money and perhaps should be the one to pay for ambulance transporta-I
tion to the Hospital. He also thought that perhaps this should be an
issue in the upcoming election.
Linda Baum, 1520 S. Eighth Avenue, spoke to the pOSSibility of being
designated as a special representative of Arcadia for the purpose of
representing Arcadia in parades and various other recreational areas.
She owns, trains, and rides a Pinto pony and has two trick miniature
Pinto horses which also are with her when she rides in parades. She
would be willing to perform at schools, old people's homes, parks, etc.
in Arcadia entirely free of charge and would also like to represent
Arcadia, for instance, in the up-coming Beverly Hills St. Patrick's
Day Parade.
Counci1member Gi1b brought up the matter of insurance in regard to
liability to the City. Ms. Baum outlined the liability and general
insurance she carries on herself, the horses and the vehicles. Counci1-
member Hannah said this was a precedent to have someone unconnected with
the City be designated as an official representative and that he felt,
since the Council had just received this request a few minutes before
the meeting, they should have some time to consider it. Counci1member
Lojeski felt that he had no problems with it. Mayor Pellegrino stated
that he thought it was a good idea if the insurance question were
settled to the satisfaction of the City Attorney. Consensus was that
. decision would be made before next Council Meeting.
Linda Schaller, 2057 Highland Oaks Drive, spoke at length and referred.
to her comments made at the previous Council meeting regarding the need
for bike lanes in the City. She said that she was disappointed that
no action had been taken -- that the Council had referred the matter to
the School District and that the School District has referred the matter
back to the Council. She felt that nothing was being done about this.
She also stated that the bike lanes could first be placed on Cimp~s .
Drive and Duarte Road near the high school and later in other parts of
the City. Counci1member Gilb recalled that a few years ago cross-
walks had been painted across Duarte near the high school; three people
were hurt in the crosswalks soon after; so the crosswalks were removed
'" so very careful thought must be given to possible solutions to the
problems. ~layor Pellegrino stated that Mrs. Schaller's assumption I
that nothing was being done was not quite accurate -- ~hat actually a
joint meeting of the School District and the City Council was schedu1~d
in the near future; that this matter was being addressed by the Citv
Council and staff and Council would like the School District to
he1 p. It is a top priority.

CITY MANAGER
Council received the communication from the Citizens' Sound Wall
Committee concerning the noise emanating from the 210 Freeway.
John Saunders, 841 .San Simeon Road, made reference to the communication
and stated, in part, that the Committee would like to have the registered
engineer on the project replaced -- not because Mr. Van Houten is not
an honest, able and well-recognized engineer -- but the Committee would
like to have someone more sympathetic to the problem the residents have

in the subject area. He continued that in travelling west on the 210
Freeway in Monrovia there are a number of homes fronting on the Freeway
and there is not a wall of any kind on their property or on the Freeway
... they receive approximately the same amount of traffic and noise as
the Arcadia residents. However, in Arcadia many of the residents have
constructed a wall to protect themselves from the noise ... and as a
result the same type of measurement of sound is going to be somewhat
different.
Mr. Saunders continued, in part, that they would like to know what the
real reading is so they could then achieve their case and be placed on
the preferred list with the State the way they did in Monrovia where tPI
were not protected by any barrier. The Committee would also like
Council to appoint a member of Council to act as liaison... someone
with whom they could communicate.
John Van Houten, the engineer, explained how readings are obtained;
that th?levels noted are the equivalent of 75 decibels which is sub- .
stantia11y above the State standard of 67 decibels. He said this da~
has been submitted to the Committee as well as Caltrans. Mr. Van Houten
also stated, in part, that his conclusion is as in the report, that
the sounds are excessive.
Discussion ensued and the Committee was asked if it would have any
objection to Mr. Van Houten finisheing the other two readings and, in
addition, do two or three additional readings at places the Committee
would like. Mr. Saunders said the Committee would accept that ... they
just want the raw material in order to proceed. Mr. Van Houten said he
would appreciate the opportunity of meeting with the Committee and the
Director of Public Works.
Ed Zareh, 1051 Catalpa Road, said that at the time the readings were
taken, 10 out of 24 exceeded the criteria of Caltrans. He referred
to additional readings which Council authorized and explained how they
were taken. He would like to know what the decibel difference was at
those times.
In connection with the Committee's request for Council representation.

as Council Liaison to said Committee.

Council received information that Planning Commissione~ Robert Harbicht
had filed nomination papers for the City Council and, pursuant to City
Charter Section 805, it was MOVED by Counci1member Gi1b, seconded by
Counci1member Young and CARRIED that the office be declared vacant. Mr.
Harbicht's term would have expired June 30, 1988.
Herbert Fletcher was reappointed to the Los Angeles County Watershed
Commission for a two year term expiring May 1, 1988. Discussion held
on the responsibilities in connection with this appointment. The
Commission meets four times each year.

Counci1member Lojeski would like to see copies of resumes of persons
who have evinced an interest in being appointed to the,P1anming Commission.
TO ~In response to a question by Counci1member Hannah, staff said they had
vi' received about 10 inquiries from its mailing and publication concerning
developer interest in the redevelopment area.

Councilmember Lojeski adjourned the meeting in memory of Dexter Jones,
72, long active in Arcadia civic affairs who died January 29 at Arcadia
r~ethodist Hospital. He is survived 'by his wife, Tillie; son, Dexter, Jr.,
and Daughter, Janet Buyvid. Mr. Jones was a local attorney and was a
local attorney and was once a member of the Arcadia Board of Education.
He was a member of the Arcadia Chamber of Commerce, as well as several
professional organizations. He was born on Dec. 9, 1913 in Council
Bluffs, Iowa; attended Nebraska's Creighton University and graduated in
1939 with a doctorate in jurisprudence. He was admitted to the Nebraska
Bar in 1939; to the California Bar in 1944; to the U. S. District Court,
South District of California in 1945; and to the U. S. Court of Appeals,
Ninth Circuit in 1947. Loca.l1y, he was on the Board of the IIrcadia

Public Library in 1957-58; was a member of the Arcadia Board of
Education from 1961 to 1969; and was president of the Board in 1964-
65 and 1968-69; was a member of the Arcadia Chamber of Commerce and
was president in 1973. He was also on the Los Angeles County District
Attorney's Advisory Council from 1965 to 1975; on the Estate Planning
Council- of the San Gabriel Valley; a member of the Foothill, California
and American Bar Associations.
The meeting was also adjourned in memory of James R. Helms,Sr., who
passed away January 23. Services were held at the Episcopal Home in
Alhambra with burial at Rose Hills in Whittier. He is survived by three
daughters and one soli, James R, Helms, Jr., a local attorney; flve gran'd~ 1 J

of the United States Astronauts who died on the Space Schuttle Challenger
