HomeMy WebLinkAboutFEBRUARY 18,1986 I I 26:0037 CITY COUNCIL MEETINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK ROLL CALL AGENDA ITEHS AGENDA ITEMS HEARINGS SCHEDULED / M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING FEBRUARY 18, 1986 The City Council and the Arcadia Redevelopment Agency met at 7 :00 p. m., February 18, 1986 in the Arcadia City Hall Conference Room. PRESENT: Councilmembers Gilb, Hannah, Lojeski, Young and Pellegrino ABSENT: None The City Manager distributed copies of a corrected map of an item on the agenda (10d) concerning plans and specifications on Public Works project Job No. 586 - resurfacing of various streets. Also an open letter concerning use of alcohol and drugs from the Superintendent of Schools, the High School, Police Chief Johnson, PTA and Parent Alert. Reference was made to the request of Linda Baum for permission to represent the City officially in parades, events, and the like. Ms. Baum is a trick horse rider. The City Attorney said he has received some material from Ms. Baum which he has not had an opportunity to review. However, it was the consensus of the Council that the request be denied ... by permitting this, it would only be a forerunner of many other requests for projects over which the City would have no control and there is the possibility of liability on the part of the City. It was MOVED by Councilmember Gilb, seconded by Councilmember Young and CARRIED on roll call vote that the request be denied. AYES: NOES: Counci1members Gi1b, Hannah, Young Counci1members Lojeski, Pellegrino (Counci1member Lojeski felt that Ms. Baum should have had the opportunity of relating what information she had.) ABSENT: None Hearings were scheduled for March 4 on the following items: Consideration of Tentative Map 35657 for a proposed 6 lot subdivision at 1925,and 1929 South Second Avenue (Chris Construction Company) and Consideration of an appeal of Resolution No. 1307 granting a Conditional Use Permit to operate an eating establishment at 328 E. Foothill Blvd. (Carme1o Palazzolo) Two of the hearings scheduled to be heard this evening will be heard simultaneously and acted upon separately as they refer to the same location, one is a Tentative Map and the other is a Conditional Use Permit. The action of the Planning Commission was appealed by the City of E1 Monte. Items 2 and 3 on the agenda. 2/18/86 -1- TRAFFIC SIGNAL FIRST & WHEELER (APPROVED) CHAMBER RE ELECTIONS APPOINTMENT TO PLANNING COMSN. WASTE-TO- ENERGY NO ACT! ON / 26:0038 Counci1member Lojeski reported that he attended the last Parking Place Commission meeting and it was recommended by the Commission that the traffic signal at First and Wheeler be installed at the earliest pOSSible date. This has been brought about by the near misses and accidents which have occurred at this location. It was MOVED by Counci1member Lojeski, seconaed by Counci1member Hannah and CARRIED on roll call vote as follows that this project go forward immediately. It was noted that Gas Tax Funds have been set aside for this project. AYES: Counci1members Gi1b, Hannah, Lojeski, Young and Pellegrino NOES: None ABSENT: None I Counci1member Lojeski referred to a communication from the Chamber/ Commerce relating to reducing costs for City Elections and recommendi placing before the electorate a measure to change the process whereby the elections would be held in odd numbered years in the month of November. It was the consensus of Council that this matter should be discussed in depth at a future date. On MOTION by Counci1member Gi1b, seconded by Counci1member Lojeski and CARRIED on roll call vote as follows, Lawrence Papay was appointed to fill out the unexpired term of Robert Harbicht on the Planning Commission. This will expire June 30, 1988. AYES: NOES: ABSENT: Counci1members Gi1b, Hannah, Lojeski, Young and Pellegrino None None Council acknowledged the communication from R. Pete Watson concerning promoting Waste-To-Energy as a viable option for disposal of solid waste. At this time Council indicated it is not interested. TENNIS Counci1member Gi1b stated that neither the City Council nor the COURTS/POL:! Planning Commission have been approached about a tennis club, polo, FIELD etc., being constructed in the Los Angeles County Debris Basin. It seems a great deal of concern has been expressed by residents in the area probably due to an article that appeared in the Los Angeles Times, San Gabriel Valley Section. Councilmember Gilb would hope the local press would make it known that this project has never been presented to the tity. Counci1member Lojeski agreed a's he has received many calls and inquiries about this. Counci1members Hannah and Pellegrino' also recited some of their experiences in this regard. In response to an inquiry, staff advised that information of this project has never' /reached them. Counci1member Young addressed this ... gardeners running their b10we~s~ for so long... and felt perhaps something should be done about gaso1ih~ blowers... that electric blowers are much lower in noise. Ways of alleviating or reducing the problem were discussed. Staff will take I and process complaints and the matter will continue to be studied. Council entered a CLOSED SESSION, reconvened and adjourned immediate1' thereafter sine die.
