He~rinq AprH 1. - ----' The appeal of Harvey Heather of the Planning Commission's denial of a tennis court and building modifications at 210 W, Orange Avenue scheduled to be heard April 1. This includes an appeal of the Ho~eowner~' Architectural Review Board relating to a proposed pool... Hearlng Aprll 1, Councilmember Lojeski distributed copies of redevelopment activities in the City of Monrovia .,. information only. Dr. Lojeski also referred to an item in the Newsletter of March 6 relating to processing tentative maps which would provide that tentative maps go before Council only on appeal, Currently tentative maps must be reviewed by Council whether on'appeal or not. Staff felt it would save time as they would appear on the Newsletter at which time Council could decide whether it would 1 ike to appeal. However, it was the consensus of Council that the manner in which they are now handled be continued ... that it affords Council the opportunity of meeting andFtalking with the applicants and they know what is going on in the City. Councilmember Gilb referred to an item in the March 13 Newsletter relating to retaining a ,new consultant for the noise problem from the freeway and explained that the Committe@ Would lik~ another eonsultant1s opinion. It was MOVED by Councilmember Gilb, seconded by Councilmember Young and CARRIEO on roll call vote as follows that a new consultant be retained at an amount not to exceed $1,500. AYES: NOES: ABSENT: Councilmembers Gilb, Hannah, Lojeski, Young and Pellegrino None None Councilmember Gilb also referred to a letter from the Arcadia Chamber/ Commerce relating to the Downtown Revitalization Plan proposed by City staff. It was stated in the communication that the plan makes effective use of available funds and it was hoped that, if adopted, the plan will be implemented as soon as possible. Appreciation to the Chamber was expressed. Councilmember Gilb also referred to another item in the March 6 Newsletter from the City of Duarte toncerning the possible use of its waste by the Pacifit Waste Management plant to fuel its plant. It was the consensus of Council that this should be kept in mind in the future. 3/18/86 -1- . -.' . #' 26:0063 Councilmember Gilb then referred to another item in the March 13 Newsletter and was informed that the matter relating ~o 444 E. Huntington Drive is the Southland Bank location. . In response to an inquiry,the Parks and Recreation Director explained why the Senior Citizens cannot participate in the County "Citizen of the Year" program... it is only for this year and the City may participate in future years. Councilmember Hannah was advised that the signage which the Santa'Ariita I Inn plans to install would have to be discussed with Caltrans .., the area in question is in its jusrisdiction. Councilmember Hannah ex- pressed concern about the City I s 1 iabi 1 ity ... ,injuries have' occurred at that intersection. The City Attorney is researching this matter. L-\oq f\ Councilmember Young referred to a letter written by the Senior Citizen Commission concerning the low income housing development in Arcadia (655 W. Naomi Avenue) and requesting that HUD regulations be changed to give priority tenancy in the subsidized housing to eligible individuals already residing in the City where the housing is needed. The Mayor, on behalf of the City Council will forward a similar communication to the appropriate officials, CLOSED SESSION Council entered a CLOSED SESSION, reconvened and adjourned sine die at 7:30 p. m. The City Manager requested City Council direc- tion relative to a Franchise amendment request made by Group W. Consensus was that no Council action should be taken until details of the sale of Group Ware resolved. ~i7A r !~
