The City Council of the City of Arcadia and the Arcadia Redevelop-
ment Agency met in a regula~ session April 15. 1986 at 7:30 p. m,
in the Arcadia City Hall Council Chamber.

The Minutes of the Adjourned Meeting of 'March 5, 1986 and the
Adjourned and Regular Meetings 'of April 1, 1986 were APPROVED with
correction of a name spelling noted on Page 1 of the Adjourned Meet-
ing of April 1,1986, on MOTION by Councilmember Gilb. seconded by
Councilmember Young and CARRIED.
It was MOVED by Councilmember Lojeski, seconded by' Counci 1 member
Young and CARRIED that all ordinances and resolutions be read by
title only and that the reading in full be waived.
ELECTION CERTIFICATION
The City Clerk recited the results. of the General Municipal
Election held in the City on the 8th day of April, 1986 and
declared the results indicating the election of Dennis A. Lojeski,
Robert C, Harbicht and Roger Chandler. The City Clerk presented
and read the title of Resolution No, 5285, entitled: nA RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, RECITING THE
FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE 8th
DAY OF APRIL, 1986 DECLARING THE RESULT THEREOF PURSUANT TO THE
PROVISIONS OF THE CITY CHARTER".
It was MOVED by Councilmember Young, seconded by Councilmember Lojeski
and CARRIED on roll call vote as follows that Resolution No. 5285 be
and it is hereby ADOPTED, (Results by precinct set forth in this
resolution,) .

PRESENTATIONS TO MAYOR PELLEGRINO
Mayor Pro Tempore Young presented Mayor Pellegrino with a plaque
in honor of his tenure as Mayor, with appreciation from the,Members
of the City Council for his efforts and accomplishments during his
eight year tenure.

Mayor Pellegrino stated, "I feel very humble fn face of all these
honors. My cup runneth over. Over the years as a'City' Councilmember,
I have learend many lessions -- that conviction overcomes conniving;
being a gentleman is better than gossiping; honesty is better than
ornery and keeping faith is better than finding fault, Thanks also
to my fellow Councilmembers for sharing thoughts and time. To all
citizens of Arcadia who have continued to be loyal to me, I thank you
-- the pleasure has been truly all mine. That's all I can say."

Retiring Council member David S. Hannah then stated, "I am surprised
that so many people are present to celebrate Donald's and ~ going
off Council. I want to say 'thank you' to the staff -- they have all
been very patient during the past four years, They have been willing
to give of their time and effort to make my four years rewarding,
Thank you. I would like to thank my associates on the Council. I
have enjoyed spending time with them and I respect each and every
one of them. I would like to thank the people who worked on ~
campaign and helped me get elected to the City Council four years ago. I
To ~ family -- ~ wife, Nancy; my daughter, Susan; ~ son-in-law, Bob;
my only grandchild, Stacey; and my youngest daughter, Jennifer who now
recognizes the fact that I don't have much to do so she brought me a
teddy bear. I guess, most importantly, I would like to thank the people
of Arcadia for the opportunity of really serving them for four years.
It has been a very rewarding four years, I would like to tell the new
Councilmembers that they have a challenge before them, I think it will
be a rewarding challenge and that,they are going to enjoy it. I certainly
have and I want to thank you a 11 . "

REORGP_NIZATlON OF THE CITY COUNCIL FOR 1986-87
The City Clerk declared the Office of Mayor vacant and called for
nominations for that office. Councilmember Gilb nominated Council-
member Young as Presiding Officer for the ensuing year. No other
nominations were made and the nominations were closed and a un-
animous ballot was then made that Councilmember Young be Mayor for
the ensuing year.

Mayor Young-assumed her place at the Council Table and called for
nominations for the Office of Mayor Pro Tempore. Councilmember
Harbichtnominated Councilmember Gilb for Mayor Pro Tempore for the
ensuing year. No other nominations were made and the nominations
were declared closed. Mayor Young then called for a roll call vote.

REMARKS AND INTRODUCTIONS BY MAYOR YOUNG
"I have to thank you all for thi s great honor. I am very humb 1 e and
most appreciative. During the past two years 1 have endeavored to
serve all of the clt;zens and 1 have had quite an education myself.
It has been a pleasure working with the immediate past Council and
I look forward to the year ahead. The wheels of progress are turning
in our City and in many areas. Hopefully, in the next year, you
wi'" all see signs of this. We have a good City, a great City. Thank
you all for your faith in me and, most of all, I thank my husband,
Dick. He has been most supportive. My two sons are involved buslness-
men and one is very busy in the City of Irvine and could not get away
tonight and the other one is in the State of Tennessee right now. His
family -- my son, Bob, his wife, Sidney, are here -- and my two grand-
children, Loren and Reed. My daughter and her husband, Caroline and
Howard Giffis are here -- and my brother and his wife, Bob and Sandy
Burlingame. And I do thank you all and I will try to do a good job
for the year ahead."
REMARKS AND INTRODUCTIONS BY MAYOR PRO TEMPORE GILB

"Thank you very much. I wi sh to thank the Counc n for thi s honor.
I would like to congratulate the staff of the City that is most
professional and for all the work they have done. I don't know if
many people in the audience know, but this begins my eleventh year
on the Council so I've been through a few of these and sitting out
there looking at Bob Arth (past mayor) who went off when I came on and
then it's been a few years. But people like the past mayors and the
councilmen -- people who have served on various commissions and boards
and continue to service this community and I think what has made the
community great is the great volunteer people in the community. I would
like to introduce my wife, Ruth. I think she could probably get elected
to this job before I could again. When I drive in the driveway, she is
driving out going to a meeting. I want to thank her for all that she
has done for the community and I would like to introduce my daughter,
Valerie. I believe in the democratic process and representative
government and I have always felt that -- and I have to tell this story
every time I come here: I came on the Council and the first thing I
was supposed to do was go to a party for a Senator who was a Democrat
and I happened to be a Republican and I wasn't going to go, but Ed
Butterworth told me -- it was about the first week -- and he said,
Charles, you have to remember that you are elected to represent everyone
in the community. I have to tell you that was one of the greatest
things he ever told me.

"In representative government, you rE!p:r~sent the people in the
community whether they are one monto olp, one hour old or 100
years old. You have to represent everyone' and, everyone'else's
points of view and I think that you find out in this that if you do
your homework and have an honest opinion on things and vote your
conscience, that's all the community can.expect you to do and, that's
all you can do. I have tried to do that. I think, with the help of
our staff and the fine Council we have just served on and the other
Councils I have been privileged to serve on and the one coming on and
with our friend, Christine, in her office and all the other things we
hear from the City and the community, that we can do that and I thank
you very, very much for all the support that you have given me and all
those in the audience who have supported me in mY past elections.

REMARKS ANO INTRODUCTIONS BY COUNCILMEMBER LDJESKI

"Ladies and Gentlemen, thank you very, very much. Exactly four years
ago, I spoke of the humbling experience of being elected by the people
of Arcadia to be their new City Councilman. The election four years
ago, I felt, was a turningpoint for our City and definitely was not
the cliff hanger of last week. Regardless, once again, fellow concerned
Arcadians woke up and rallied behind the Qualities and traditions which
have made our City the proud City that we are and I thank you for your
continued vote of confidence and ,I look forward to the next four years.
After four years on the City Council "of often agreeing yet often
disagreeing, I will miss two gentlemen I surely respect and they are the
Mayor Don Pellegrino and Dave Hannah. We often viewed things from
many different perspectives, but there was always only one beneficiary
that being the City. In their place, I welcome two new councilmen --
Councilman Robert Harbicht and Councilman Roger Chandler. Gentlemen,
you both campaigned long and hard and should understand what the
community wants from their Council. It is now time to pull all of our
promises, all of our thoughts and resources together-and go forward.
The Council has worked long and hard as a team to build a strong founda-
tion which can lead us to the accomplishments of tomorrow. But the
many promises made during the past three months -- let's try to keep
three -- maybe at the top. Let's stay aggressive toward redevelopment
of our business areas; let's continue to build a strong tax base through
an excellent working environment and let's continue to build an excellent
environment of our outstanding community of homes. Let us as Council
people stay independent yet work toward a common goal in true teamwork
fashion. We must be a working Council for the betterment of our City.
Arcadia possesses many key resources such as an excellent hard-working
City Hall staff, a beautiful community environment, a great tradition
and a caring community of productive citizens. The spirit of Arcadia
has only been tapped in this past election -- we must continue to be
creative and perpetuate the feeling of growth of this spirit.
"I would like to personally extend mY congratulations to our new I
Mayor -- Mary Young, and our new Mayor Pro Tem -- ,Charles Gilb.
There are many people throughout the City that I owe a great deal of
thanks to -- to my original nominators and endorsors,my campaign staff,
my campaign supporters and you the people of Arcadia -- just a big
'thank you' to all who worked so tirelessly as volunteers. Campaigning
is a tough, tough business. I would like to introduce mY parents --
they are in the audience tonight -- Mr. & Mrs. Edward Lojeski. These
are the people who gave me the guidance -- the meaning of honesty --
the true meaning of a family who cares and thanks for your continuing
support through all of my personal endeavors. I would also like to
introduce my in-laws, Dr. & Mrs. McKay Neilson. I believe somewhere
in the audience is my youngest brother, Stephen and his family -- Dr.
& Mrs. Stephen Lojeski.

"No introduction would be complete ,without my family. You did
elect a true family into office four years ago and I think you have
seen it continue and it is going to continue that way. If I may introduce
my wife, Janet; my son, Brian; and my daughter, Michelle. I am personally
extremely proud and grateful for thei\ love, support, hard work and
understanding. All of you have been involved as much as I have. Once
again, I pledge to you my hard diligent work and strong, effective
leadership for the next four years. Let's, ladies and gentlemen,
meet the challenges of the future head on by being the resourceful,
prosperous, enviable and"great City that we are. Thank you very much."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER HARBICHT
"Thank you. I am pleased to se~ so many p~ople here this. eve~dng. And,
I can assure you that I am pleased to be here. I would like to start
out by introducing my wife, Patsy and daughter, Jill. Jill is a
sophomore at Pitzer College and my son, Rob, is a senior at U. S. C.
He has a class tonight and could not be here. I am also very proud to
introduce my mother and father, Bob and Dale Harbicht and I would also
like to introduce my mother and father-in-law, May and Fritz Barlow.
This is the third time that I have been sworn in as a City Councilman.
The first time in Arcadia and I have to tell you that this is the most
exciting of all for me.
"Arcadia is a wonderful place to live and a truly class A City. I
have to tell you that I am absolutely thrilled to have this opportunity
to represent you as City Councilman. And because I think that Arcadia
is currently a great City, I don't take office with the idea in mind of
making revolutionary changes. I like the City very much the way it is
and I kind of see my role as a trustee for the citizens to insure that
the City remains the wonderful City it is and we have to recognize that
it did not happen by accident. It happened because over many, many
years we have had ,Council people. arid cititens who have wor.ked very hard
to make Arcadia the kind of community that they wanted it to be and so
I am looking at this as an opportunity that I hope twenty years from now
when someone is being inducted into the City Council, they will be
thanking some of us who served now and that we will have been as success-
ful as our predecessors in creating such a fi ne commun i ty. I am look-
ing forward to working with the members of the Council and I would like
to offer my congratulations to Dennis and Roger on their election and
I am looking forward to working with you and Mary and Charles also.
"If I could just share with you -- a few nights ago Patsy and I got
out a scrapbook that she had compiled some sixteen years.ago when I
was first elected to the City Council in the City of Duarte and there
is a story on the swearing-in ceremony in the newspaper -- a story that
I was looking at and I was twenty-nine years old at the time and in the
article they referred to me as the 'youthful Robert Harbicht' which kind
of bothered me a little bit because I was..trying to project the image
of a responsible City father and now, sixteen years have passed and I
would like to tell the reporters, if you now want to refer to me as the
'youthful Robert Harbicht', I will not be offended at all. Thank you,
once again, for the confidence that you have shown in me and for the
opportunity to serve as your City Councilman."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER CHANDLER
"I was trying to figure out how I could make a speech without sound-
ing like a politician, but I think it is a little late for that now,
so I talked my way into this and, hopefully, will keep talking and work
with the other people on this City Council to achieve the goals of this
City. I would like to introduce people that helped me, particularly
starting with my wife, Jane. Our youngest son, Jeff, is here. The next
important person in line is Jane's mother, my mother-in-law, Pat Niedecken
and her father, Jack Niedecken. This woman is very special and her
name packs a lot of clout. This is my mother, Dorothy Chandler and .
my father, Stan Chandler. My mother and father lived in Arcadii-for---

years, but they came down from Santa Barbara for this so I am
glad they did and next to my father is Marilyn Michael. She helped
me very much. There is a fellow here, Dave Moraga, who is a Director
of Finances. In the back, there is a young fellow name of John Joseph.
And there is another fellow over there -- Mike Schively. He is also on
our committee. Mike was, I quess, the first person on our committee
and hung in there like a bull terrier. Pat Morrow, from our committee.
We have most of our committee here. It was her phone number we put in
the paper, not mine. I didn't want those calls. Pat's husband, Mike,
is sitting right there. Is Helen Schrader out there? Because I just
can't see her. I would like to make special thanks to Helen Schrader
who helped me very much in this campaign -- helped with a lot of strategy
and a lot of good advice. Before I stop, I would certainly like to I
thank some of the employees of Arcadia -- Earl Curtis is here and the
Fire Department for their support and endorsement; the Police Associatiou
for their endorsement and the Public Works employees for their endorse-
ment. I think that was very important to our effort and I would just
like to say that, as we work, you are going to hear terms like efficiency
and effectiveness thrown around a lot. I think efficiency is described
as doing things right and effectiveness is doing the right things and
I think that is what this Council has as a challenge, to do the right
things, and when we do, you will see this City do great things and I
think you will be happy with your elected officials. Congratulations,
Bob and Denn is. Than k you."

Staff recommended an allocation to obtain updated appraisals on the

AUDIENCE PARTICIPATION
Herb Fletcher, 175 W. Lemon, spoke to the matter of the new
Council being seated tonight and that each and every Council has
an individuality all its own. He felt it important that the five
individuals learn to work together as a team. Start right out to
develop good working relationship. Because there are three weeks
before the next Council meeting, he suggested that they drive around
the City together, observe what has been done and what needs to be
done and get on each others' wavelengths. Councilmember Gilb remarked
that if they all went on such a trip around the City, they would have
to include the City Attorney and the City Clerk... . al so the media.
CONSENT ITEMS
Consideration of T. M. 44534, a proposed tentative map for a 6
lot single-family subdivision (3 existing lots and 3 new lots)
at 35 West Longden, 29 West Longden and 30 West Las Flores (Angelo
R. Passemato, applicant).. PUBLIC HEARING scheduled MAY 6, 1986.
Consideration of T. M. 44536, a proposed tentative map for a 20-unit
residential condominium project at 410-434 California Street, 417-421
Diamond Street (Rodine Development, Inc., applicant). PUBLIC HEARING
scheduled MAY 6, 1986.
Consideration of T. A. 86-2, a proposed text amendment adding
Section 9281.5 to the Arcadia Municipal Code, adding regulations
prohibiting exterior use of security bars, metal grates and similar
security devices in commercial and industrial zones. PUBLIC HEARING
scheduled MAY 6, 1986.
Consideration of an appeal of Resolution No. 1309, denying C.U.P.
86-2, a request to reconstruct the garage portion of an existing
automobile service station and construct a 3,600 square foot retail
building at 529 E. Live Oak Avenue (Marcis Aroyan, applicant).
PUBLIC HEARING scheduled May 6, 1986.
APPROVED the plans and specifications and AUTHORIZED the City Clerk
to advertise for bids for work on recreational facilities on School
District property - Job No. 559.
In response to a question, staff advised that additional possible
sources include State Bond Act Funds and reserves in the Parks and
Recreation Facilities Fund. The City Manager also pointed out that
Capital Outlay funds could also be considered should Council so desire.
Staff advised that G & S Towing Service is requesting an adjustment
to its service rates. The Company owner has stated that his liability
insurance has increased dramatically and future increases can be
anticipated because of increased liabilities and penalties for this
and/or technical errors of Vehicle Code Section 22658. Staff'noted
during this consideration that the company has provided above average
levels of service and ~s responsible in dealing with the Police Depart-
ment and the community and recommended the increased charges. NOTE:
RESOLUTION NO. 5294 ADOPTED LATER IN THIS MEETING. SEE PAGE NO.9

CITY MANAGER
Extensive discussion held on alternative ways of providing liability 1
insurance which has increased from $25,000 in the 1984-85 fiscal year
to $125,000 for the same coverage, $9.7 million, for 1985-86 and the
quoted costs for 1986~87 are up again at $174,OOO:fon,only $700,000'in
coverage. No additional insurance, other than the $700,000, is avail-
able after June 1, 1986. The Finance Director explained in detail what
is being considered by staff -- Arcadia could join with about 20-25 other
cities through the Independent Cities Risk Management Authority (ICRMA)
to provide its own insurance. In brief, the ICRMA would sell
Certificates of Participation to provide a pool of approximately
$30 mill ion to give each City $10 millrioh om coverage. The Cities
would have to pay the'lnte~est on the bonds through payment of
premiums. For instance, Arcadia would pay $104,951 per yea~ after
which the rates would be adjusted either up or down.
The Finance Director continued, in part, that the situation is very
serious and the City Manager said with reference to ProposHion 51,
which would modify the way jury awards are made, that if it pasoes, it
may help -- although there may not be dramatic changes in the ~nsurance
business as a result. Staff asked that Council approve the participa-
tion and it was MOVED by Councilmember Lojeski, seconded by Council-
member Chandler and CARRIED on roll call vote as follows that the City
enter into an agreement with the Independent Cities Risk Management
Authority as set forth in the staff report dated April 15, 1986.

The City Attorney presented, for the second time, read the title and
explained the content of Ordinance No. 1832, entitled: "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADDING AND
AMENDING SECTIONS OF THE ARCADIA MUNICIPAL CODE PERTAINING TO THE D
ARCHITECTURAL DESIGN ZONE".

The City Attorney presented, for the first time, read the title and
explained the content of Ordinance No. 1833, entitled, "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION

MATTERS FROM ELECTED OFFICIALS
Councilmember Lojeski referred to the possibility of Fire Department
personnel servicing the Fire Department vehicles. The Fire Chief will
be asked to provide a report on this. It was felt that it could save
money and time since the vehicles would be serviced at the Fire
Stations instead of having them transported to the City Yard.
In response to a question concerning proposals for the North side of
Huntington Drive, staff advised that- the proposals will be submitted
to Council during the next week or so ... in order for Council to
give direction to staff at the first meeting in May.

The possibility of a joint meeting with the Planning Commission was
brought up ... a meet i ng wi 11 be schedul ed a fter the fi rs t of June.
During the interim the Commission will be asked to submit suggested
items so an agenda may be prepared.
In response to a question' by,Councilmember Lojeski, the City Attorney
said, in part, that the matter referred to could be heard through
the appeal process to the Planning Commission ... it is a case of
the property owner desiring to add an outside patio which could not
be seen by anyone ... the request had been denied by the Homeowners'
Architectural Review Board.

Reference was made to the ordinance concerning political signage and
Councilmember Lojeski said, in part, that he feels there is an
abundance of private property where political signs may be placed
during the campaign period and not have them placed on the publlC
right-of-way. He also felt 3D days is plenty of time for the signs
to be up. Councilmember Chandler agreed and felt the ordinance
should be amended to provide guidel ines. The City Attorney will
have a report on this for the May 6 meeting.
Mayor Young said she would endeavor to make the liaison appointments
to the various Boards and/or Commissions by the end of this week.
At 9:30 p. m. the meeting ADJOURNED to 7:00 p. m. MAY 6, 1986 in the
Conference Room for the purpose of conducting the business of the
Council and Agency and any Closed Session necessary to discuss
personnel, litigation and evaluation of properties.
