ADJOURNED REGULAR MEETING
May 20, 1986
The City Council and the Arcadia Redevelopment Agency met at 7:00 p. m.
May 20, 1986 in the Arcadia City Hall Conference Roam.

PRESENT: Councilmembers Chandler, Gilb, Harbicht, Lojeski and Young
ABSENT: None
The City Manager distributed material concerning the following:
Communication from the Historical Commission regarding costs and
expenditures thus far on the Museum. It was agreed that the Chairman
of the Commission could speak at the appropriate time during the
regular meeting this date.
Communication:from Eloise Ward (King Arthur's Pizza) regarding small
business development. (Included in the May 16 Newsletter.)

Copy of a communication written by Councilmember Gilb to Supervisor
Schabarum regarding the situation at the Arts and Crafts Fair held
at the County Park. It was noted that a similar letter had been
written to the Supervisor by the Chamber of Commerce and a reply had
been received:by the Chamber advising that the matter was being
referred to the County'Recreation Department.
During this consi~eration, Councilmember Chandler also made reference
to the situation at the County Park for the Arts & Crafts Fair. As
Council Liaison to the Arcadia Beautiful Commission" he was interested
in what was transpiring as the Commission was very concerned.
Hearing scheduled for JUNE 17,1986 an the proposed 1986-87 Operating
and Revenue Sharing Budgets.
It was the consensus of Council that an advertisement in the Los Angeles
County Marketing Brochure not be taken'out. (Report dated May 14 and
included in the May 16 Newsletter.~
The City Attorney responded to Councilmember Harbicht's question regarding
a possible conflict of interest in the retention of an architect for the
range building alter.ation portion of the police station project. (No
conflict in this instance.)
Councilmember Harbicht also made reference to the significant reduction
of citations given'for'hazardous violations. The Police Chief-said, in
part, that it is due primarily to 'personnel changes and the situation
will 'improve shortly.
The Police Chief took notice of Councilmember Chandler's comment that
residents in the Second and Sixth Avenue (North from Live Oak) would
like radar to be used due to traffic generated in that area.

Councilmember Lojeski was advised that the work going on now at the
race track is for extension of the clubhouse area.
In response to Councilmember Lojeski's question regarding an agenda
item (No. lld, Annual agreement for providing employee relations legal
services by Labor Attorneys). The City Manager explained in detail the
service the firm in,question provides and the necessity of using this
assistance in order to comply with all of the Labor Laws.
The replacement of street trees on Huntington Drive and First Avenue
was explained by the Director/Public Works.
The Recreation Commission had questioned the $20,000 contingency figure
in the recommendation for award of contract for'the recreational
facilities on school district property. The low bid came in at about
$l04,000 and the $20,000 was added for inspectlon, engineering, etc.
Staff explained. The Director/Public Works will prepare an explanatory
report which will be available. Co~ies to go to Council.

Mayor Young noted that the landscaping at the 100 to 1 Club is dying ~
from, apparently, a lack of water. The Code Enforcement Officer will
look into this.
With reference to an ,agenda item concerning the issuance of permits
for sale of fireworks, Councilmember Harbicht asked about the City' of
Hope application. It appears that the home base is not in Arcadia and
the Code specifically requires that organizations be from the City.
This will be discussed in the regular meeting.
In response to Councilmember Harbicht's question concerning the final
fee in connectio~ with the Kim V Arcadia (Shiatsu) case, the City
Attorney said it is between six or seven thousand dollars. Will
research this.
The City Attorney announced that the City Council would then enter a
CLOSED SESSION to discuss litigation pursuant to Government Code
Section 549S6.9a.
Council reconvened and adjourned sine die at 7:30 p. m.
