HomeMy WebLinkAboutJULY 15,1986 1 1 '- 26:0170 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK POUICE PROMOTIONS DINNER MEETING (Sept.4, 1986) LIABILITY INSURANCE (Public Officials) M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REPEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JULY 1:, 1986 The City Council and the Arcadia Redevelopment Agency met in an adjourned session at 7:00 p. m" July 15, 1986 in the Arcadia City Hall Conference Room, PRESENT: ABSENT: Councilmembers Chandler, Gilb, Harbicht, Lojeski and Young None The City Manager distributed material as follows: a. Communication from Robert O. McCallum regarding a proposed development at 819 Golden West Avenue, (This is in connection with an appeal and is an agenda item to be considered at the regular meeting this date,) b, Memo from Pblice Chief Johnson regarding service calls at the County Park between July 1 through the 13th, An extra patrol program is being conducted at said location, c, Scheduled a public hearing on an agenda item for August 5, (Tentative Map 44534 to create an 8-10t subdivision at 29 and 35 W,' Longden, 30 W, Las Flores and 2105 S, Santa Anita) Because of Chief Johnson's absence due to vacation, Captain Honaker introduced the following Police Department personnel who have recently been promoted as listed: Lieutenant Hinig Sergeant Ostashay Investigator Louise Brandsma Investigator Bruce Smith to Capta i n to Lieutenant to Agent to Agent Council congratulated each and wished them success in their new assignments, The City Manager advised of a request by State Senator Newton R, Russell for a dinner meeting with the City Council and submitted suggested dates. September 4 was indicated by Members of the Council as being a preference. Council considered the information contained in a communication from staff relating to public officials' liability insurance, Covered by this insurance are the City Manager, City Attorney and Department Heads, They are already protected by the City's legal responsibility under the Government Code and thus the City's current self-insured retention of $300,000 plus our excess coverage of five million dollars under the new program with Independent Cities Risk Management Authority is fully applicable to the protection of all public omficials, The subject coverage expires August 1, 1986, 7/15/86 -1- 26:0171 F0110wing discussion, it was MOVED by Councilmember Harbicht, seconded by Counci1member Chandler that the subject public officials' liability insurance be cancelled, THE MOTION DlD NOT CARRY ON THE " FOLLOWING ROLL CALL VOTE: AYES: NOES: ABSENT: Councilmembers Chandler and Harbicht Counci1members Gilb, Lojeski and Young None USE OF CITY SEAL (DENIED) Ouring the ensuing deliberations, it was determiend that staff obtain quotes to be submitted to the City Council by the City Manager In response to the second r~uest of Trevor Hammonds for permission to use the City Seal in connection with making a video on the history of the Arboretum, it was MOVED by Counci1member Lojeski, seconded by Counci1member Gilb and CARRIED on roll call vote as follows that the request be DENIED, It was noted that the Arboretum is a Los Angeles County and a State facility and should rightly carry the State and/or County seal. AYES: Counci1members Gi1b, Harbicht, Lojeski and Young NOES: Counci1member Chandler (He did not have a problem for the use of the seal by Mr. Hammonds.) 1 ABSENT: None MINUTES CORRECTION (July 1) On MOTION by Counci1member Harbicht, seconded by Counci1member Lojeski and CARRIED the name of Margo Crumley was deleted as being one of those who were sworn into office on July 1. This was in error, Mrs, Crumley will be sworn into office at the regular meeting to convene this date, Counci1member Gi1b said he was pleased to see the proposed improve- ment of the Arts and Crafts Fair held at the County Park, It will be held only once a month henceforth, Mayor Young advised that the Los Angeles Gounty Sanitation District is having a tour of its facilities on July 26 and all Council persons are welcome, Mayor Young also noted that the Public Utilities Commission has approved Waste-Energy Plants in Spadra, Palos Verdes, but not Puente Hills, Council entered a CLOSED SESSION, RECONVENED AND ADJOURNED IMMEDIATELY THEREAFTER, ATTEST: M'~~ (ff,; ~T 1 -2- 7/15/86
