Steve Deistch, City Attorney, reported that the City Council met in Oosed Session to discuss one item; no
reportable action was taken by the City Council,

MOTION TO READ ALL ORDINANCES/RESOLUTIONS BY TITLE ONLY AND WAIVE READING IN FULL
A motion was made by COndl Member Chandler, seconded by Coundl Member Marshall, and carried without objection
to read all ordinances/resolutions by title only and waive reading in full.
PRESENTATION
a. Presentation of Certificate to Princess Alyssa Jones (Tournament of Roses).
b. Presentation of Certificate to the Padfic Harmony Quartet.
c. Presentation by Baldwin Stocker Elementary School PTA President.

Mark Renfrew. 1126 N. Second Street, appeared to speak regarding Council's action regarding the A1ta housing project.

Reported that the Arcadia High School Consitution Team recently traveled to Sacramento for the State Rnals where
they placed 3rd among all participants; noted the success of the Joint Meeting between the Arcadia Board of
Education and the Oty Council; thanked Mr. Renfrew for his comment tonight's during Audience Participation.

Apologized for his comments during the recent Council discussion on the Alta Street property and explained the
reasons for his vote on the matter.
Congratulated Alyssa Jones and her grandparents for the honor that she received in being selected as a Tournament
of Roses Princess; encouraged the community to visit the Historical Museum's exhibit on Arcadia Educators: thanked
Mr, Olandler for his explanation regarding the Alta Street property,
Read a statement regarding the history of Habitat for Humanity in Arcadia and explained the Council actions regarding
the development of the A1ta Street Pproperty.
Thanked the Council for their comments regarding the Alta Street property matter and encouraged Members to move
forward regardmg the decisions already made on the project; noted that a community education program should be
initiated regarding Measure A; noted several community meetings which will address business-owner and single family
design review Issues in Arcadia.

Reported that ho City employees were pictured on a recent mass mailer from the Westfield Corporation which featured
pictures of pollee and fireman; he further noted that Oty empioyees did not partidpate whatsoever in the mailer and
take no position on the matter at this time.

Santa Anita Avenue and Sunset Boulevard Proiect as comolete and authorize the final navment to be made

Ordinance No. 2216. amendina Article VII. Chanter 8. of the Arcadia Municioal Code relatina to reduction
of Dollutants in stormwater.

A motion was made by Council Member Chandler, seconded by Council Member Kovadc, and carried on roll
call vote to approve items 1. a. and b., as amended, and items 1.c. through 1. e.. on the Redevelopment
Agency and Oty Council Consent Calendars,

Commission and Plannina Commission.
Recommendation: Discuss, provide direction and/or make appointments.
The City Council elected to appoint candidates to fill unexpired terms on the Arcadia Beautiful Commission
and Planning CommiSSJon.
Council Member Marshall nominated Ann Kidd to serve on the Arcadia Beautiful Commission, and she was
appointed via a 5 . 0 roll call vote.
CoundJ Member Chandler nominated Richard Beranek to serve on the Planning Commission, and he was
appointed via a 5 - 0 fall call vote.
Council/Agency Members Marshall, Segal, Chandler, Kovacic, and Wuo
None.
The Oty counal adjourned this meeting at 8:07 p.m, in memory of Ronaid E. Baker to February 21, 2006, 6:00 p,m.,
in the City Council Olamber Conference Room.
