MAYOR WUO'S -STATE OF THE OTY" ADDRESS
Mayor Wuo made his State of the City address which focused on the theme, -Many Voices,. (),e
Community." He noted the Oty's accomplishments over the past year, thanked his fellow Council Members
and the Oty staff, and mentioned several Issues that will Impact the next Oty Cound!.

A on the April 11, 2006 General MUnldpal Election ballot.
Olris Lancaster, a 59th State Assembly Dlstnct candidate, appeared to Introduce himself to the: AJtadia Oty Coundl and
community.
Unda Jean, Arcadia resident, appeared to speak In opposlbon of the torttJre of Falun Gong p.acooues in China.
ArcadIa Girl Scout Troop 388, appeared to request City Council support of their community seMCe project.
Mary Dougherty, Arcadia resident and former Arcadia School Board member, appeared to speak in support of Measure A on the
April 11, 2006 General Munlapal Election ballot.

Congratulated Mayor Wuo on hiS State of the City address; thanked the ArcadIa Chinese Assodabon fur thetr community service,
especially noting their commitment to "Arcadia law Day"; thanked Ms. Dougherty and Mr. Fasching for sharing their comments
regarding Measure A; commented on the nature of elections and the need for accurate information on issues; In response to an
inqUIry from Counal Member Kovaac, Don Penman, Assistant Oty Manager/Development Services Director, reported that the
City's redevelopment plan spedfically prohibits the acquisition of residentially zoned property through the use of emInent domain.
Thanked Mayor Wuo for his State of the Oty address; commented on the excellent work. of aty Manager Bill Kelly, the Oty
Executive Team, and all City staff; noted the history of redevelopment use in Arcadia and its impad: on Oty.services.
Commented on the success of the recent Mayor's Prayer Breakfast; thanked Mayor Wuo for hiS State of the aty address; noted a
recent program by the Arcadia Historical Sadety; encouraged residents to partidpate in programs listed in the recent Recreation
guide; also encouraged all residents to vote In the upcoming April 11, 2006 General Munldpal Section.

Commended Mayor Wuo on the success of the Mayor'S Prayer Breakfast and the State of the Oty address; noted that Mr.
FaschIng, during his tenure on the City Council, made many of the same redevelopment dedsions that the current Council Is
being asked to make In regards to the redevelopment area; announced that the 12th annual Derby Day run/walk on Saturday,
April 8, 2006 - all proceeds will go to Arcadia service orgamzatJons and schools; WIShed Mr. Olarles Gilb. former Mayor, a speedy
recovery from his recent surgery.
Thanked Girl Scout Group Troop 388 for their appearance at tonight's meeting and commended them for their community service
project; also thanked those who partJapated In the recent Mayor's Prayer Breakfast, noting that the proceeds serve Arcadia
projects, programs, and service organizations; commented on the upcoming Boards and Commissions vacancies and encouraged
Arcadia resIdents to apply for open positions.

Bill Kelly, ory Manager, made the report; staff noted that Assembly Bill 1234 requires tities that reimburse members
of their legislative bodies must adOpt, in a public meeting, a reimbursement polK'(; he further noted that tonight's
action is a small adjustment to the Oty's existing policy and wlll not have an impact on the Oty's budget.
A motion was made by Council Member Chandler, seconded by Counol Member Segal, and carried on roll call vote to
approve Resolutlon No. 6515, A Resolution of the Oty Coundl of the aty of Arcadia adopting an expense and use of
public resources policy applicable to members of the City Coundl and other elected and appoInted offidals.
