The complete staff report and all other written documentation relating to each item on this agenda are on file in the office of the City Clerk and the reference desk at the Arcadia Public Ubrary and are available for public inspection and review. ROLL CALL 6:00 p,m., City Hall Administrative Conference Room PRESENT: Councii Members Chandler, Marshall, and Wuo ABSENT: None COuncil Members Kovacic and Segal arrived at 6: 10 p.m. and joined the proceedings. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. AUDIENCE PARTICIPATION - (S minutes per person) 1. None. CITY MANAGER a. Report and discussion concerning Emerald Necklace. b. The City Councils of EI Monte and Arcadia received a report regarding the "Emerald Necklace" project from EI Monte Deputy City Manager/Recreation and Community services Tom Hatch; he noted the significance of the project in terms of expanded recreational, conservation, educational, and transportation opportunities throughout the San Gabriel Valley; he walked the Councils through a presentation that highlighted the "jewels" of the necklace, which included property acquisition, recreational developments, and environmental protection along the 17-mile route; Mr. Hatch also responded to various questions from the City Counciis regarding boundary descriptions and future oartnershiO oDoortunities. Report and discussion concerning Baldwin Avenue Underpass (Ace Corridor). Juan Mireles, EI Monte City Manager, reported that the Baldwin Avenue Underpass will be first priority during Phase II of the project; staff also discussed the cost prohibitive nature of property acquisition in the areas, as well as the possibiiity of obtaining support from surrounding cities. 1 04-27-05 c. Report and discussion Phase II Gold Une. Bill Kelly, Arcadia City Manager, provided both CouncHs with an update regarding the Gold Line Phase II project; he noted that the completed project will ease the transportation burdens on both the 210 and the 10 freeways; he further commented on the status of the crossing at Santa Anita in Arcadia; Mr. Kelly remarked that Los Angeles County 5upeIVisor Mike Antonovlch has been very supportive of this project.
