Recommendation: Adopt
Janet Sporleder, Library and Museum Services Director, presented the staff report; she noted that the
Library charges fines and fees for certain services; the recently conducted cost allocation study
recommended certain changes to existing Library fees; the fines and fees will enabie the City to
recover a portion of the cost of providing Library Services to the public,

Ordinance No. 2207 - Consideration of Text Amendment No. TA 05-03 addino an
administrative review orocess for Oak Tree encroachment and introduction of Ordinance
No, 2207 amendino Chaoter 7 of Article IX of the Arcadia Municioal Code reoardino the
oreservation of oak trees.
Recommendation: Introduction

Don Penman, Assistant City Manager/Development Services Director and Donna Butler,
Community Development Administrator, presented the staff report; the Text Amendment
was initiated by the Oevelopment Services Department to propose changes to the Oak
Tree Preservation portion of the Arcadia Municipal Code; the proposed Text Amendment
was initiated to enable Dak Tree Encroachment Permits to be processed administratively;
the applicant's requirements will continue to consist of an arborists report and plan review;
the Planning Commission'at its April 26, 2005 meeting voted to support this item.
In response to questions from the Council Members, staff provided information regarding
other trees covered in the existing Ordinance.

Marshall, and carried on roll call vote to approve Text Amendment T.A. 2005-04 and introduce, by
first reading only, Ordinance No, 2207, an Ordinance of the City Council of the City of Arcadia,
California, amending Chapter 7 of Article IX of the Arcadia Municipal Code regarding the preservation
of oak trees.

Thanked the Arcadia Fire Department for their Annual Pancake Breakfast fundraiser; provided an
update on locai resident Dorothy Denn; noted the May 2Bth Memorial Day Event at Los Angeles
County Park and encouraged all members of the public to attend.
Thanked the city staff who have helped with the recent City events; he noted the, success of the
Arcadia Firefighters Pancake Breakfast and Arcadia Law Oay; encouraged members of the public to
attend the upcoming Arcadia Fourth of July event.
Thanks all of those who sent best wishes to his wife regarding her recent knee surgery.
Thanks to everyone who participated in the annual Arcadia Law Day event.
Thanked the city staff for all of their hard work during the recent Arcadia Firefighters Pancake
Breakfast, community bike ride, and Arcadia Law Day; noted that Eileen Hubbard had recently been
selected as Arcadia Senior Citizen of the Year; thanked the Arcadia Rotary Club for hosting Arcadia
Senior Citizen Day; thanked all teachers who were recently honored as ''Teachers of the Year";
honored the members of Altrusa on their recent installation event.

REDEVELOPMENT AGENCY EXECUTIVE DIRECTOR

a. Desion Review - 133 East 5t. JoseDh Street.
Recommendation: Approve
Mr. Penman and Brian Saeki, Economic Development Manager, provided the staff report;
the Design Review propsed by the applicant is to construct a new two-story 4,500 square
foot warehouse and office building at 133 E, St. Joseph Street; a vacant dilapidated home
and accessory structure are located on the lot but will be demolished as part of th,s
proposal; the purpose of the Redevelopment Agency's Design Review process is to ensure
that proposed projects m'eet adopted City and Agency standards and design guildelines;
the applicant has submitted building plans, a materials sample board, and a rendering of
the elevation; staff is recommending approval of the design review at 133 E, St. Joseph
Street subject to the conditions of approval.

Motion
A motion was made by Board Member Segal, seconded by Board Member Chandler, and
carried on roll call vote to approve the design review for 133 E. St. Joseph Street subject
to the following conditions of approval: 1) the building colors and materials shall be
consisten with the colored elevation, sample materials board and the plans; and 2) the
Applicant shall comply with ARA Resolution No. 126 - which approves this design review
for a period of one year.
