California. authorizina a budaet for fiscal vear 2005-2006: Resolution No. 6471 - A Resolution of the City Council of the City of Arcadia, California. outllnina a CaDital ImDrovement and EauiDment Plan for fiscal vears 2005-2006 throuah 2009-2010: and aDDrovina the investment Dolicv. 1 06-21-05 Staff Report 47:0057 Bill Kelly, City Manager, presented the:information on the public hearings; staff recommended consolidation of Agenda items La. and Lb. for discussion/public hearing purposes; Mr. Kelly noted that that budget documents presented for the fiscal years 2005-2007 was distributed to the City Council and Redevelopment Agency Board on June 2, 2005; On June 7, 2005 a study session was held to discuss the budget, respond to questions and receive input from the City Council; Mr. Kelly, noted that the proposed budget is a "nat line" budget and described the various impacts to the City's overall financial outlook including the state budget, status of retirement benefits and compensation studies, and city-wide revenue expectations. As a result, staff recommended adoption of the fiscal year 2005-2006 operating budget as presented. Additionally, staff recommended that the Redevelopment Agency Board approve the Investment Policy as applicable to the Agency. I In respons~ to a question from Council Member Kovacic, Mr. Kelly described the various reserve funds and the realistic imoacts of additional reductions in the overall city budget. Public None. Deliberation Motion RollCall Staff Report Public Testimony A motion was made by Council/Agency Member Chandler, seconded by Council/Agency Member Segal, and carried on roll call vote to adopt Resolution No. ARA-21S, a Resolution of the Arcadia Redevelopment Agency of the City of Arcadia, California, adopting a budget for the fiscal year 2005-2006 and appropriating the amounts specified therein as expenditures from the funds Indicated; and approve the existing Investment Policy as applicable to the Agency, and to adopt Resolution No. 6470 - A Resolution of the City Council of the City of Arcadia, California, authorizing a budget for fiscal year 2005-2006, adopt Resolution No. 6471 - A Resolution of the City Council of the City of Arcadia, California, outiining a Capital Improvement and Equipment Plan for fiscal years 2005-2006 through 2009-2010, and approving the investment policy. Recommendation: Adopt Pat Malloy, Public Works Services Director and Toyasha Black, Management Analyst, presented the staff report regarding residential refuse and recycling rates; staff noted that In accordance with the residential refuse and recycling agreement between the City of Arcadia and Waste Management Collection and Recycling, Inc., Waste Management has requested that the City Council adjust the service rates for residential refuse/recycling collection to renect the change In the Consumer Price Index for the period of March 2004 to March 2005, and adjust the landfill disposal facility rates based on the previous year's percent change; staff is recommending adoption of Resolution No. 6477 setting the service rates for the collection of residential refuse and recyclables. Recommendation: Adopt Bill Kelly, City Manager, noted that since several questions were raised during the introduction of the item related to Resolution No. 6475 (Ordinance No. 2206), staff was requesting that the public hearing on this item be continued to July 19, 2005 In order to provide appropriate research and follow up. A motion was made by Council Member Chandler, seconded by Council Member Kovacic, and noting no objections, the public hearing was continued to July 19, 2005. Recommendation: Introduction Don Penman, Assistant City Manager/Development Services Director, noted that the proposed text amendment was renotlced due to an error regarding the first notice. The proposed Ordinance will create an administrative review process for encroachment into the protected zone of oaks trees; a proposal was Introduced to amend portions of Chapter 7 of Article IX, Sections 9701, 9704, and 9705 to include the application and administrative review procedures for encroachment into a protected zone (oak trees); In addition, the proposed text amendment Includes minor changes to several sections of Chapter 7 to update wording to reflect current Public None. A motion was made by Council Member Chandler, seconded by Council Member Segal, and carried on roll call vote to approve Text Amendment T.A. 2005-03 and introduce Ordinance No. 2207, an Ordinance of the City Council of the City of Arcadia, California, amending Chapter 7 of Article IX of the Arcadia Municipal Code regarding the preservation of oak trees. I Noted the tecent retirement of Arcadia Police Chief David Hinig; commented on the success of the recent Arcadia Relay for Life event which raised $80,000 for the American Cancer Society.
