Introduction and Order of Business Comments by Mayor and City Manager.
Bill Kelly, City Manager, and Mayor John Wuo noted the Order of Business of tonight's Special Meeting,
Mayor Wuo clarified that no action will be taken by the City Council on any of the proposed projects.
Don Penman, Assistant City Manager/Development Services Director, Donna Butler, Community
Development Administrator provided an overview of both Santa Anita Park Specific Plan (Caruso Project)
and expansion of the Westfield Santa Anita Mall project.
Westfield Santa Anita Mall Expansion Presentation
Kenneth Wong/ President, U.S. Operations, from the Westfield Company introduced Richard Green, Vice
Chairman of Operation; John Healy, Vice President of Development and Keith Ray, Executive VIce
President of Design. Mr. Wong provided a Power Point presentation and a brief background on
Westfield's operation and proposed expansion of the Westfield Santa Anita Mall,
c, Santa Anita Park Specific Plan (Caruso ProJect) Presentation
George Hanes, General Manager of Santa Anita Race Track and RIck Caruso, ChIef Executive Officer,
Caruso Development, provided a Power Point presentation and an overview of the proposed development
at Santa Anita Park,
Following the presentations Mr, Caruso and Mr. Green responded to City Council inquiries regarding
different aspects of the proposed Santa Anita Park SpeCific Plan and Westfield Santa Anita Mall projects,
d. Audience participation
Brent Beckwith, Rebecca Ruiz, Cnstina Tamborini, Adriana Urn, Dick Hudson and Curtis Leach, appeared
to speak in favor of the Caruso ProJect.

Mercedes G'Bryan, appeared to speak in opposition of the Caruso Project.
James Scott, Dolores 10ley and Carlton Maese, appeared to speak in favor of both projects, I

Mary Dougherty, appeared to ask the City Councii to address the traffic, parking and security adequately,
Shirley Scott, commehted that she is not in favor of an election to resolve conflicts between the
I
developers. I
Judy McKinley, commented that the City shouid conduct these meetings in larger faciiities,

The City Council adjourned this rrieeting at 10:00 to November 28, 2005, 5:30 p,m, for a Special Meeting in the City
Council Chamber.
