The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday,
February 17, 2004 at 6:00 p m. in the Council Chambers Conference Room.

Don Penman, Assistant City Manager/Development Services Director presented a brief
overview of transportation funding, Proposition A and C funds and the projects and amounts
budgeted In FY 2003-2004 using transit funds, The City of Arcadia, in conjunction with the
San Gabriel Valley Council of Govemments (COG) and the other nine cities located in the
Gold Une Phase II COrridor, is moving toward the possibility of realiZing the Phase II
extension, the City will be asked to finance the construction of a transit station using local
funding. In addition, the City Council has gone on record for grade separations at Santa
Anita Avenue and First Avenue. If the crossings do not meet established criteria set by the
Los Angeles County Metropolitan Transportation AuthOrity (MT A) for grade separations, the
City will be required to finance both separations using local funding. Construction of a grade
separation at Santa Anita Avenue will cost approximately $10m A grade separation Will
increase the cost of a light rail station because the passenger platform and related
Improvements such as elevators and stairs need to be constructed aiso.
The City Council recently entered into a Memorandum of Understanding with the MTA to
reserve $5 million of Proposition A and C funds for future Gold Une capital proJects. The
funds will remain on reserve with the MTA until October 2006, at which time the funds must
be expended.
It was noted that the City is projected to receive $1,373,500 of Proposition A and C Local
Return revenue for fiscal year 2003-2004. The City also receives transportation funding from
a variety of federal, state and local sources that must be used exclusively for the dial-a-ride
program. Overall, the City receives approximately $2.1 million annually in transportation
related funding. All funds must be used on transportation related projects, with the street
reconstruction program using Proposition C funds. Future allocations may be affected by
actions taken at the state legislallve level to address budget concerns. The City will expend
all revenues, including interest and Proposition C carryover reserves, on public transit activity
and eligible street projects in fiscal year 2003-2004.

City Attorney Deitsch announced that Item 2a. was discussed In Closed Session held earlier

AUDIENCE PARTICIPATION
Edward Gelfand, 282 Oakhurst Lane, Arcadia, stated in part that. MTA is planning to take
out two bus stops at the Intersections of Colorado Place, Oakhurst Lane and Colorado Place
and Harvard Dnve. He fell that It IS gOing to be a real detnment to the residents who use this
public transportation everyday
City Manager Kelly advised that staff Will meet with both Foothill Transit and MT A and bnng a
report back to the CounCil at a future date regarding this Issue
Anaela Gartsman, 10318 Daines Drive, Temple City, President, Longley Way Elementary
School PTA, commented on the Pnnclpal, teachers and staff of the Longley Way Elementary
School who are highly trained, extremely motivated and sincere educators She invited
everyone to visit Longley Way Elementary School and experience a first rate school and
meet some wonderful people.
Herbert Chambers, owner of a property on Oakhurst Lane. felt that the primary reason for
removing the bus stops by MT A IS the traffiC. The traffic IS moving so fast at the north bend
of Colorado Place and a stopped bus would provide a distinct hazard He felt that there
needs to be more controls on the speed gOing around that curve He also suggested moving
the bus stop to the north side of Oakhurst Lane for more VISibility and greater safety.
STATE OF THE CITY ADDRESS
In his State of the City Address Mayor Mickey Segal stated that. "first I would like to thank my
fellow Council members for indulging me With thiS opportunity and I'd like to also state that
the accomplishments and the events and the actiVities that took place dunng last year, were
all part of a CounCil that has worked together to accomplish many things, and I think you Will
hear tonight some of those accomplishments. I would also like to thank my Wife Lee, for
shOWing up tOnight and adding some moral support With that I will begin,
"From a float In the Rose Parade to special banners all over the City, to a dinner that brought
together Arcadians who have been Involved In public service for decades, to a fashion show,
a ball, a record crowd at the Lucky Baldwin Day PicniC, and the Holiday Snow Festival, a
colorful, new Peacock Corner and fountain, a new home for the Hugo Reid statue, a poetry
contest, the centennial chorus concerts, and an all day birthday party on August 5th, The
Centennial Celebration was fantastic Numerous special events and actiVities took place
thrOughout the year and the level of community pnde and enthusiasm was unparalleled
The Centennial Celebration was a testimony to the pride we have In our City, and it brought
out the best In everyone Congressman Dreier's office recently commented, they had seen
other centennial celebrations put on by other Cities, but Arcadia did It nght, with great events
and something for everybody, I could not agree more.
"Thinking back to Just over a year ago, remember that Wind storms that occurred on Live
Oak Avenue iate January 5, 2003 and early In the morning hours of January 6th Wind

destroyed approximately thirty power lines on Live Oak, from Santa Anita to the east City
limits. Thousands of homes were without power and several interseclions were without I
traffic lights The good news IS that. because of our great effort by the City and Southern
California Edison, the damage was cleared and power restored In record time The long
awaited opening of the police station took place on October 3rd, The station is qUite a
bUilding and will serve the community for many-many years Whenever I mention the new
station, I must also give thanks to the community for generously supporting a bond Issue to
help pay for the bUilding Phase II of the proJect, the landscaping, IS just about finished and
we are also working on a project to install a statue outside the building, The statue will be
paid for by the City and donations from the COPS Committee, the Reserve Officers
Association. Volunteers In Patrol and any Individuals or groups who wish to contribute.
Expansion of the mall IS well under way and things are moving along smoothly The grand
opening IS scheduled for October 1 st Tenant negotiations are on gOing, but we know we
can look forward to a Sport Chalet, Borders Books, AMC Theaters, a Dave and Buster's and
several new restaurants
"A fifty-four (54) unit Senior Housing Project IS being bUilt at 150 West Las Tunas Dnve and
IS expected to open thiS summer Forty-five (45) Units will be one bedroom and the rest will
have two bedrooms Each unit will have a full kitchen and an outdoor balcony. To be eligible
for one of the apartments you must be sixty two (62) years of age or older and meet certain
Income reqUirements. There IS a process to follow in order to get one of the apartments.

The last day to submit an application is March 5, 2004, Another proposal for a pnvate
development, Senior Condominium project is currently being reviewed by staff and will
probably come before the City Council In the next several months.
"The Library under went a renovation project recently to create space to store newspapers
and over size books and to create an office for Fnends of the Library. Landscaping was I
Improved and an outside sitting area was bUilt. primarily, to accommodate the many
teenagers who congregate at the library after school. Station 107 on Orange Grove was
renovated. Stations 105, headquarters, and Station 106 also need rehabilitation, and we are
In the pnmary steps of working on some of the architectural changes to these bUlidings nght
now, We have recreation faCilities for children, adults and seniors and we have one for our
beloved dogs now A new dog park will open In Apnl at Eisenhower Park, One of the most
prestigiOUS sporting events took place in Arcadia this fall, With the 20th running of the
Breeders Cup World Thoroughbred Championship In October. This event Involved horse
owners, horse racing fans and media from all over the world. 1 am delighted to say that due
to many months of advanced planning by Santa Anita, the City and vanous state and federal
agencies, the event went off Without a hitch and It was also financially beneficial to local
bUSinesses, especially the restaurants and hotels Arcadia's Youth and Senior Cllizen
programs remain strong and numerous. The number of classes offered through the
Recreation and Community Services Department has increased, The Apache Pit at the high
school IS a success and last summer we opened Bonita Skate Park Our Senior Citizen
program is the best In the valley and the Senior Cilizen CommiSSion has been qUite active In
the last year, getting involved In the senior hOUSing project and the Arcadia TranSit program.
"Arcadia continues to have high Involvement in CIVIC affairs and put forth a great effort
towards community service In 2003, the City of Arcadia benefited from over 25,000
volunteer hours ThiS is an amazing effort, and all of you who report for duty every week as
a volunteer deserve our gratitude. You help the City maintain the high level of service that IS
expected and cherished by the people who live here. We have created a new group of
volunteers. Arcadia Silver Circle Volunteers; these people each provided over one hundred
(100) hours of service In a calendar year, 2003. In terms of volunteers they are the cream of
the crop so to speak, and many of them treat their volunteer work as a part time Job, logging I
in many more than a hundred hours a year. For the first time thiS year the City Council
Withhold a recognition dinner to recognize thiS special group for the outstanding service they

provide to the community.

"Maintenance of safe and secure infrastructure remains a high pnority, it IS imperative that
we ensure safe and reliable water and sewer system, that we keep our roads and Sidewalks
in good condition, that our City bUildings and parks are safe, clean and in good working
order. Safe guarding these systems takes a good deal of money and resourc<es, yet it is not
something we can let go. Every year when the City Council adopts an operating budget we
also adopt a Five-Year Capital Improvement Program that encompasses these projects and
others related to traffic Signals, trees, computers, vehicles and equipment. We are fortunate
because we have a plan in place to put aSide money for these Items on an annual basIs so
that we are able to pay for them when the bills come due. In my opinion, I believe the rest of
the Council shares this view, we simply cannot afford the scnmp or cut corners on matters
that Involve the foundation of our community and the safety of the people who live in, work In
and VISit Arcadia. The City In conjunction with two lobbYing firms we use, have been
aggressive and successful'ln seeking funds from other government agencies and we have
also gotten Involved in state legislation on Issues that will affect Arcadia. Among other things
these Include sales tax, property tax, casino gambling, finding arbitration and redevelopment.
"We now have an online community calendar that groups can visit pnor to scheduling an
activity so as to avoid conflicts with another event. The calendar can be accessed by the
City webslte; www.ci.arcadiaca.us. and both the calendar and a form through which to
submit information IS available online. A useful addition to the current site IS the Municipal
Code which IS searchable and can be accessed by the home page, So, if you have
questions about City regulations In a particular area, feel free to make use of thiS new
feature The City is putting together a new webslte that Will have more content than the
current site and be easier to navigate The site is expected to go live thiS spnng,

"The City continues to have a strong commitment to maintaining an urban forest as
evidenced by our being named a 'Tree City USA' for nine years. Hopefully we Will receive
this designation again In 2004. We will soon have beautiful and useful directional and entry
signs around town and later this year matching banners Will adorn the commercial dlstncts
Arcadia has always made an effort to landscape our medians and make them visually
appealing With grass, trees, shrubs and flowers and in the last year we continued to
emphaSize thiS beautification effort I notice that other cities seems to be paying more
attention to their medians and parkways, yet they just don't seem to compare to Arcadia,
which IS a green City from any angle, From the south to the north to the east to the west our
neighborhoods are absolutely beautiful. Our houses are well maintained and creatively
landscaped, making evident the great pnde we have In our homes and neighborhoods.

"It has been, and Will continue to be, a challenging year with regard to the City budget. The
states problems have created havoc among cities. Not only are we as a group losing
millions of dollars every year, but with the current Situation we don't know what is gOing to
happen, when It is going to happen or how much money is involved, obviously, this makes it
very difficult to plan. On a positive Side, I am pleased to say that Arcadia is in much better
shape than most other cities We remain a fiscally conservative organization and it IS
important that we continue with this approach The City Council had a mid-year budget
review at our last meeting at which time we reviewed where we stand on expenditures and
revenue, as well as what the current expectations are regarding the State It should be
noted that the State's plans seem to change every week I don't see a need to panic or put a
halt to the projects. However, I do think we need to be ready to respond to the probability
that State will hit us up for some money, and I am pleased to say, that I think we are doing a
good job prepanng for what IS most likely Inevitable. Being fiscally conservative has served
us well, our reserve funds are in good shape and we were able to weather the loss of
$800,000 In the current fiscal year because we planned In advance for this reduction from
the state, and because we have realized an increase in property tax, sales tax and
development fees revenue for thiS year. In the future we expect to see some positive

benefits from the mall expansion and the growth of Rusnak Mercedes deaiershlp, As
always, the City, staff and Council alike will constantly be on the watch for ways to Increase I
revenue and reduce expenditures without too much of an Impact on services being provided
to reSidents.
Some people believe that the community splnt IS hard to define, while it may be difficult to
define In words It IS fairly easy to define by action and by feeling. Community splnt IS having
friends and neighbors who offer help when needed, who say hello when walking down the
street, It IS seeing how the community comes together in times of adversity and times of
celebration, it is watching people of all ages and backgrounds laughmg, visiting and smiling
at a local park on a beautiful day
"Community splnt IS knowing you can count on your local government to come to your aid
when It IS needed It IS knowing that City officials will make sound decIsions and enforce
regulations fairly It is seeing our children learn how to read and write and add, and watch
them graduate high school an educated, responsible young adult It IS watching our chlidren
and our fnends children grow up, watching them play baseball, soccer, football or perhaps
play an mstrument m the school band or smg m the chorus Community spirit is knowmg that
there IS a strong splntual foundation in the community, It is shanng not Just material items but
also expenence, talent, knowledge, it IS knowing there IS a place to call if you need food,
clothing or a helping hand, It IS celebrating the wisdom of our senior population and the
successes of our neighbors, The City CounCil does not create community spirit, It IS all of us
together, our families, our friends, our neighbors, that perform this magic. Look around you,
look at what we have here, I take back my previous comment that IS difficult to define
community splnt In words, It actually can be defined in one word, 'Arcadia',
"Arcadia IS in great shape. we are financially sound. have high property values, low cnme,
outstanding schools, beautiful neighborhoods, fnendly neighbors, a safe and secure I
Infrastructure, speCial events for everyone, high volunteensm and cItizen mvolvement. We
have a history of excellence. but even more Important we have a future of excellence,
Thank you very much."
MATTERS FROM ELECTED OFFICIALS
Councllmember Chang thanked Mayor Segai for his presentation on the state of the City It
was a nice speech of the City and vanous programs.
Dr Chang expressed appreciation to tonight's speakers for expressmg their opinions.
In respond to reSidents question on how to request a street light to be installed In a
neighborhood Dr. Chang noted that they need to collect signatures and bnng the request to
the City but they have to share some of the maintenance cost.
Dr. Chang reminded everyone that the deadline to apply for the Senior Housing Project on
Live Oak Avenue is March 5, 2004, 5:00 p.m, He encouraged everyone who is interested to
apply before the deadline The drawing of the lottery numbers Will be March 24th at 1000
a,m,
Dr. Chang explained In detail propOSitions 55, 56, 57 and 58 which Will be on the ballot at the
March 2, 2004 Primary Election, Dr. Chang reminded everyone of the April 13, 2004 City
General MUnicipal Election and explained In detail the registration and absentee ballot
process.

Council member Kovacic congratulated Mayor Segal for a great speech It touched all the
highlights of a very excltmg year.
Mr. Kovacic encouraged schools or any other organization in Arcadia to take advantage of
the audience participation portion of the meetings and advise the rest of the community
about the excltmg happenings m town He also encouraged everyone who has a concern, a
question or a complaint to show up and express their opinion at a Council meeting,
Mr. KovacIc encouraged everyone to vote at the March 2nd Pnmary and Apnl 13th General
Municipal Elections. Lots of good people are fighting to protect our nght to vote and it would
be a shame to let It go to waste
Mayor Pro tem Marshall thanked Mayor Segal for delivering the State of the City Address
and noted that it has been a pleasure and an honor to work with this Council and be a part of
all the accomplishments that have taken place In the last year.
Ms Marshall suggested that the Recreation Commission consider naming the dog park
"Bark Park",
Council member Wuo thanked Mayor Segal for his presentation on the state of the City He
also thanked Dr Chang for providing elecllon mformallon,
Mr, Wuo expressed congratulations to Arcadia High School Constitution Team for coming in
second place In the State National Competition.
Mr Wuo encouraged everyone to use the new online community calendar
Councilmember Wuo encouraged reSidents to vote at the March 2nd, Primary. and April 13,
2004 General MUnicipal Election.
Mr. Wuo attended the Highland Oaks Elementary School Cub Scout ceremony on February
11, 2004. It was a very nice event, honoring seven young boys who were moving up to boy
scout
SEGAL Mayor Segal thanked the CounCil and community members for their support It was truly a

For several years, The Ferguson Group (TFG) has represented the City of Arcadia In

potential projects for which federal funding might be available, many of which are JOint
projects with the City of Sierra Madre. Last year's effort resulted In $1 ,65m for water
infrastructure projects with other potential projects still pending before Congress.
The Ferguson Group (TFG) has been working with staff to prioritize funding requests and
focus on those projects which best meet federal critena The list follows:

8 Regional Counter Terrorism Training Program - $300,000
9 Regional Training/Firearms Equipment - $500,000
10 Traffic Management Program - $400,000
11 Library Teen Center/Computer Lab - $500,000
12 Wilderness Park/Nature Center Rehabilitalion - $400,000
It was noted that many of these projects have been developed with a regional emphasIs so
that nelghbonng cities will not be in competition with surrounding cities for available dollars
And, In some cases the projects are In conjunction with nelghbonng cities

foregoing projects as recommended, and, APPROVE the application for federal funding as
needed for each project

Brazier, mother of long-time Arcadia resident and Arcadia Unified School District educator
Diane Lucas, grandmother of Arcadia High School Class of 1994 graduate Addle Lucas, and
mother-in-law of Arcadia High School Class of 1964 graduate and former Chairman of the
Board of Methodist Hospital and current Planning Commissioner, Craig Lucas, passed away
February 6, in her home town of East Alton, illinOIS, at the age of 91 Y. after a bnef illness

Mane visited her family In Arcadia almost every Chnstmas from 1974 through 2000. Marie
was a lifelong Methodist and community volunteer. Until she was 90 years young she served I
for eight years as financial secretary for her church and was known to her congregation as
the "Cookie Elf', who each year made hundreds of cookies for holiday celebrations, Mane
served as preSident numerous times of the Women's Club, United Methodist Women, and
the Church Women United She actively served on the Village of East Alton and the East
Alton First United Methodist Church centennial celebration committees In 2003 she served
her last of many years as a Judge for the local election board A woman of enormous energy
and enthusiasm, Mane was a fnend to everyone. Her favonte phrases - 'Well. hot SpIt',
'Now don't get me wrong'. 'Well, for crying In the bucket', and 'Thank you, tank you, thank
you' - and her small, hustling stature were her trademarks To her family she was
affectionately know as 'the Good Lady' or GL and 'Queen of Everything' or QOE, long before
Mary Englebnght made the term popular With her greeting cards and art, Mane belongs to
that great generation of dedicated, hard working, loving Amencans who were born before the
Great Depression and endured world wars and enormous obstacles, but who unselfishly
gave to us the tremendous wealth of splnt that gives us confidence and resolve to face the
challenges of our day Thank you Mane"
