AND PLANNING COMMISSION
TUESDAY, JUNE 29, 2004
MINUTES

The City Council/Redevelopment Agency and Planning CommiSSion met in a Joint
Meeting on Tuesday, June 29, 2004, 6:00 p.m. in the Development Services
Conference Room pursuant to the previously adjourned Regular Meeting.
PRESENT: Council/Agency Members Chandler, Marshall, Segal, Wuo and Kovacic
Planning Commission Members Hsu, Lucas, Olson, Wen and Baderian
ABSENT: None.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Bill Kelly, City Manager, had no items to report at this time.

There were no members of the public who elected to speak at this time.
DISCUSSION AND/OR DIRECTION:
Bill Kelly, City Manager, reported that staff would provide updates on a variety of issues
of mutual interest to the Arcadia City Council/Redevelopment Agency and Planning
Commission at tonight's meeting.
a. Sign Code Revision Update
Don Penman, Assistant City Manager/Development Services Director, provided an update
on the City's efforts to update the sign code; he reported that a public meeting was
recently conducted to gain input from members of the public and business owners on
sign ordinance issues; staff distributed deSCriptions and examples of the various sign
types to the City CounCil/Redevelopment Agency and Planning Commission; additional
public meetings will be conducted in the future; the City Council and Planning
Commission will receive draft updates to the sign code near the end of the year.
In response to a question from Mayor Kovacic, Mr. Penman responded that the Planning
Commission Will be revieWing the updated sign code and all sign types and issues; staff
is working with a consultant to draft the new sign ordinance which Will also be reviewed
by the Commission and the Council.
In response to questions from various Council and Commission members, Mr. Penman
clarified the processes by which various entities may hang an over the street banner.
In response to a question from Mayor Kovacic, Commissioner Baderian reported that
the Commission agreed that the processes as explained by Mr. Penman for "over the

street" banners are appropriate.

Mixed Use Projects - residential/commercial

Mr. Kelly, City Manager, provided an update on the status of mixed use projects In
Arcadia; staff has looked at various locations throughout the City for potential mixed use
projects; staff wants to carefully control mixed use projects in order as to not violate
Arcadia's established general plan.
In response to a question from Mayor Kovacic, Mr. Penman, Assistant City
Manager/Development Services Director, reported that there are no existing mixed use
projects in Arcadia.
Mr. Kelly requested direction from the CounCil on their policy regarding mixed use
development in order to provide a unified response to developers inquiring about such
projects; Mr. Kelly further reported that most cities are following Arcadia's existing policy
for mixed use projects (only in specific "core" areas of their cities).
The City Council and Planning Commission responded that they are not in favor of
expanding the mixed use project policies at this time.

Housing and General Plan Issues/Senior Housing Issues
Mr. Kelly, City Manager, requested that the Council and Planning Commission discuss
Housing, the General Plan, and Senior Housing issues at this time; he reported that there
is an extremely high demand for senior housing; he noted that as senior housing
developments increase, the impacts on Fire Department medical response services also I
increase; he noted that an annual assessment may be proposed in order to mitigate the
impact of increased senior housing on Fire Department medical response services.
The City Council, Planning Commission, and City staff discussed various options and
impacts of additional housing in Arcadia including impacts on the school district;
Commissioner Baderian noted that he is concerned with the overall impact on services
that additional density and hOUSing will bring to Arcadia; Mr. Kelly reported that the
City's staff has advised that thiS has not been a serious issue over the years
Council Member Segal noted that If the affordable senior housing stock in Arcadia were to
increase, Arcadia seniors who are selling their homes with significant equity may have
greater incentive to remain In town With more target housing.
Commissioner Lucas reported that he prefers to review density in terms of the day-to-
day, project-by-project analysis that the Commission conducts on a regular basis.
Ms. Butler, reported that the next review of the housing element will be in 2006,
d Subdivision Development and Design
The Council and Commissioners engaged in a discussion regarding subdivision
development and design; Commissioner Hsu reported that he has noted an increase in
subdivision proposals coming before the Planning Commission.
CounCil Member Chandler noted that smaller lot sizes are not necessarily a negative I
impact in Arcadia.
Commissioner Wen stated that he believes increasing the number of subdivisions will
discourage buyers who are looking for the large traditional Arcadia lot sizes.

Council Member Wuo noted that he is not in favor of subdividing lots in certain single
family zoned areas.
Mayor Kovacic stated that he favors keeping each neighborhoods' distinctive style and
cha racter.
Council Member Wuo stated that he feels developers will try to "push the limit" on
development and that he encourages the Commissioners and Council to work within
the existing code to preserve neighborhood character.
e. Single Family Design Review

Mr. Kelly, City Manager, reported that the City of Arcadia does not have a formal deSign
portfolio for homes outside of the Homeowners Association areas; he noted that the
challenge is to create an architectural style design portfolio by which to conduct deSign
review especially in areas of the City which do not have architectural styles; the Council
Will diSCUSS this in further detail at their brainstorming meeting on Thursday, July 1,
2004.
The Commissioners and Council engaged in a diSCUSSion on Single family design review
including enforcement issues, the appeals process, the feasibility of applYing
architectural styles as per a design portfolio, and their respective roles In regard to
liaison assignments and review of these issues as they come before the various Boards
and Commissions.
Noting no additional business, at 8:20p.m. the City CounCil/Redevelopment Agency
adjourned Its Joint Meeting with the Planning Commission to the July 1, 2004 Special
Meeting at 8:00 a.m., Council Chambers Conference Room.
