REGULAR MEETING

The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on
Tuesday, August 5,2003 at 6:00 p.m. in the Council Chambers.

It was MOVED by Councilmember Chang, seconded by Councilmember Marshall and
CARRIED that ordinances and resolutions be read by title only and that the reading in full be
WAIVED.

MATTERS FROM ELECTED OFFICIALS
Council member Chang invited everyone to attend the City's Birthday Party celebration at the
Community Center at 6:30 p.m..
Dr. Chang referred to three letters complimenting an Arcadia Transit Bus NO.2 driver, Fire
Department and Public Works Services employees, for their outstanding service and
efficiency.
Mayor Pro tem Wuo expressed appreciation to everyone who participated in the birthday
celebration events and invited everyone to go to the Community Center after the Council
meeting and celebrate Arcadia's 100th Birthday with the entire community.

Council member Marshall expressed appreciation to City staff for putting together a
wonderful birthday celebration day. She especially thanked Mayor Kovacic for his hard work
editing the City book, "Visions of Arcadia: A Centennial Anthology".

Ms. Marshall wished a Happy Birthday to Arcadia and invited all residents to attend the
Birthday Party at the Community Center.
Council member Segal expressed appreciation to everyone who took time out from their busy
schedules to be part of the celebration events which started at 9:00 a.m. this morning at the
City Hall with the Lucky Baldwin Treasure Trail; Meet the Authors of "Visions of Arcadia: A
Centennial Anthology" at the Arcadia Public Library; the unveiling of the new peacock statue
at Peacock Corner; and, the Museum Mixer and Homecoming Ceremony for the Hugo Reid
statue. The celebration will continue with a Birthday Party at the Community Center.
Councilmernber Segal echoed Council member Marshall's comment and thanked City staff
for their hard work coordinating these events. .
Councilmernber Segal expressed appreciation to Mayor Kovacic for his hard work editing
approximately 135 essays for 'Visions of Arcadia:' A Centennial Anthology". The book
signing and reading was held at the Arcadia Public Library with more than 200 people in
attendance.
Mayor Kovacic expressed appreciation to the City employees from different departments
who helped put together a grand day of celebration.
Mr. Kovacic thanked everyone for their kind words regarding the City's book. "It was a labor
of love and I hope everybody wiil enjoy reading if'.

Mr. Kovacic read the last part of preface that he wrote for the City's book. "But, in many
respects, Arcadia has not changed. Our tree-lined streets and neighborhoods are still safe
and beautiful. Our residents, especially our seniors and youth, continue to enjoy exceptional
intellectual, recreational, and cultural facilities and opportunities. The schools remain
excellent and, not coincidentally, the property values remain high. The tradition of. city hall
being fiscally conservative, responsive, and honest seems to be intact. Clean water comes
out when you turn on the faucet, the trash is picked up every week, the trees are trimmed,
and the streets are swept. You can still walk through a jungle, hike in the mountains, bet the
daily double, attend a concert, take in a ball game, playa round of golf, check out a good
book, relax in the park, visit a friend in the hospital, find solace in a quiet sanctuary, shop,
dine, and even watch parrots fly overhead and not go beyond the city limits.
"And, most importantly, our sense of community remains. Arcadians are still proud to live in
Arcadia. The individuals and institutions may change over the years, but Arcadians truly
care about their community and work hard for the common good. How else do you explain
the hundreds of volunteers at the city's public library, senior center, police department, fire
department, and historical museum; and the thousands of Arcadians who contribute
countless volunteer hours to our schools, booster clubs, youth activities, senior services,
civic organizations, faith communities, foundations, and hospital?
"Since 1903, good folks doing good deeds have been the heart and soul of our community.
They welcome the newcomers, value the old-timers, and perform the acts of civic virtue that I
we see in Arcadia on a daily basis.

"In his folk song 'Mother Country', John Stewart could have easily been talking about
Arcadia when he recalled; "There was a story in the San Francisco Chronicle that of course
I forgot to save, but it was about a lady who lived in the "good old days" when a century was
born and a century had died, and about these "good old days" the old lady replies 'why they
were just a lot of people doing the best they could, just a lot of people doing the best they
could', and then the lady said that they did it, 'pretty up and walking good'.
"As you read these essays and poems, I know you will agree that Arcadians have done
things 'pretty up and walking good' over the first century of our fair city. And, we wili
continue to do so for at least another hundred years. Happy Birthday Arcadia. I love you."

Staff was requested to consider changing the name of Civic Center Place to Centennial Way in
honor of the City's Centennial Year Celebration. Staff has investigated the request and found
that the name change could be made without significant expense to the City. Civic Center
Place has no addresses associated with it, and the two adjacent businesses, the Methodist
Hospital and Santa Anita Race Track, were contacted regarding the request and neither
expressed concern or had any objections to the name change.
It was MOVED by Council member Chang, seconded by Councilmember Marshall and
CARRIED on roll call vote as follows that RESOLUTION NO. 6351 be and is hereby
ADOPTED.
