CLOSED SESSION Pursuant to Government Code Section 54956.9(a) to confer with legal counsel regarding the case of Berg vs. City of Arcadia, et aI., Los Angeles County Superior Court Case No, GC02711 0, Pursuant to Government Code Section 54956,9(b)(1) to confer with legal counsel regarding potential litigation - one (1) case, Pursuant to Government Code Section 54956,9(c) to confer with legal counsel regarding potential litigation - one (1) case, The Regular Meeting RECONVENED at 6:12 p.m, in the Council Chambers Conference Room, STUDY SESSION The Redevelopment Agency currently has $2,83 million available for Affordable Housing. The Agency will be depositing approximately $600,000 into the fund on June 30, 2002, This amount is approximately 20% of FY 2002 Tax Increment. The total availabie as of July 2, 2002 will be an estimated $3.4+ million. The Agency's Implementation Plan (1999-2004) adopted by Resolution ARA-183, states that the Agency's priorities are: 55 units of iow/moderate income senior housing; and, replacement of 23 lower income units (11 very iow income; 8 low income; 2 moderate income; 2 vacant units) within four (4) years, which were removed as a result of the HalelWaken office project on North Fifth Avenue, 1 1/15/02 v.,'1'J-IO 44:0002 Beginning this year, Redevelopment Law requires that low/moderate income units remain affordable for significantly longer times than in the past; rental: 55 years (up from 15 years); I ownership - 45 years (up from 10 years), Staff explained in detail the "Excess Surplus" requirements; affordability covenants; income eligibility; housing density; Arcadia land prices and possible affordable housing sites set forth in the January 15, 2002 staff report, Further, staff noted that several housing developers have informed that the City's 30 units/acre limit is aimost unworkable without substantial financial subsidy, They commonly develop 50-80 units to the acre with 50 being the minimum required. Additionally, several housing developers have informed staff that they need to build 80-120 units in order to have their project work economically and operationally. Staff identified four possible affordable housing sites, 1 - 600 East Live Oak Avenue (by access drive to Par-3 Golf); 2 - 119-121 East Alta Street (parking lot behind Foothill Federal Credit Union on south First Avenue); 3 - 1035-1045 West Huntington Drive (northeast corner of Huntington and Sunset); and, 4 - 161 West Colorado (Westerner Hotel), A development group submitted an affordable senior housing proposal for Agency consideration for the Live Oak and the Alta sites, Staff provided the information for discussion only. In the event the Agency were to consider the possible use of eminent domain, more information, authorization to make an offer and a hearing before the Agency for the property owners(s) is required, Further, staff noted that the City's Housing Element adopted November 6, 2001, sets forth the housing needs of the City by income ievel and by special needs. Twenty-six percent (26%) of all Arcadia household (18,336) are headed by persons 65 or older. Of these, 42% (2002) ar.e occupied by seniors living alone. The housing needs for all housing types based on the City's adopted Housing Element are: Very Low - 55 units; Low - 32 units; and, Moderate- 16 units, In the discussion Agency Member Chandler noted that he is in favor of a Senior Housing project I on Live Oak Avenue, which, he noted, is a very suitable location. _ Agency Member Kovacic felt that the City should try to find all available locations for a Senior Housing project. He is in favor of Senior Housing and Habitat for Humanity projects. He felt that the Agency should not ignore a Habitat for Humanity possibility somewhere as a component of affordable housing procedure, Following discussions, by consensus, the Agency DIRECTED staff to request RFP's (Request for Proposal) from developers on an affordable housing project. No new date has been set. Mr, Kelly introduced George Truppelli, Interim Fire Chief, City Attorney Deitsch announced the subjects discussed at the Closed Session held earlier this evening, No reportable action was taken. It was MOVED by Council member Chandler, seconded by Council member Chang and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED. PRESENTATION Mayor Segal presented the Mayor's Certificate of Commendation to 2002 Rose Court Princesses Shannon Stockdale and Stephanie Valenzuela, both Arcadia High School seniors, and thanked them for representing the City of Arcadia in the 2002 Pasadena Tournament of Roses Parade, 3 1/15/02 44:0004 6, PUBLIC HEARINGS 6a, T.A. 2001-003 Consideration of the report and' recommendation to approve Text Amendment 2001-003, revising (ADR Guidelines Division 5 Architectural Design Review of Article IX, Chapter 2, Part 9 of the Arcadia Municipal Multi-family, Code relating to design review regulations for the R-2, R-3, CBD, CPD-1, CoO, C-2, CoM, M-1, M- Commercial & 2 and S-1 zones within the City of Arcadia. T.A. 2001-003 was initiated by the Development Industrial Proj,) Services Department to amend the City's current Architectural Design Review Guidelines, The (ADOPTED) proposed revisions set forth specific and separate guidelines for multiple-family and commercial i) " .,( ~ _ -=> and industrial projects. Prior to 1987 the City had no authority to comment on, review or approve the architectural design of any buildings to be constructed within the City, In order to encourage better quality development within the community, in May 1987 the City adopted architectural Design Review. The current guidelines provided the City with the authority to review the architectural design for both multiple family dwellings and for commercial and industrial buildings as well as the signage for commercial and industrial projects, The existing regulations are relatively wide-ranging in nature providing general criteria for design review and allowing the City as well as developer discretion in the design of structures. The current regulations focus primarily on harmony with surrounding development; and, encouraging exceilence in architectural design. Although the regulations provide general guidelines for development, they are subjective, leaving considerable room for interpretation by both developers and City staff, I Further, staff explained in detail some of the design and development issues that have become a concern to the community with regard to multi-family residential. Continuous building walls that lack articulation, buildings that do not relate to the scale of existing structures in the neighborhoods, color schemes that clash with the predominant use of color on the street, and I lack of diversity in architectural design, With regard to commercial and industrial projects the more prevalent issues that have become a cause for concern are; continuous building walls that lack articulation, buildings that break the street front fayade pattern, buildings placed behind parking areas with entry doors and windows that face the parking lot, alterations that destroy interesting and noteworthy historic features of individual buildings, buildings that do not relate to the scale of existing structures, color schemes that clash with the predominant use of color on the street, and signs which are incompatible with the building and the surrounding commercial development. The proposed design guidelines have been through several drafts and changes. It was staff's goal to create guidelines that do not impose an overriding style, limited color palette, or an artificial theme, but attempt to promote the positive design characteristics existing throughout the City today as well as promote quality designs that have been carefully considered in the context of the City, Further, staff explained the design review procedures, stating in part, that the Development Services Department shall perform design concept review of projects that do not require a Modification, Conditional Use Permit, or zone variance; projects in excess of two (2) acres or buildings in excess of 40,00 sq. ft. shall be subject to design review by the Planning Commission. The summary of proposed design guidelines and changes is set forth in the January 15, 2002 staff report. The Planning Commission at its November 27, 2001 meeting voted 4 to 0 to recommend approval of the new architectural design guidelines set forth in T.A. 2001-003. The Commission commented that the design guidelines provide a good working tool not only for developers and architect, but small business owners in providing guidelines for development. The Development Services Department recommended that Division 5' of Article IX, Chapter 2, I Part 9 of the Arcadia Municipal Code be deleted in its entirety and the new regulations that are 4 1/15/02 I I I I' '1,' " f, I ~ . .. . I, ~ ,,, 44:0005 set forth in the January 15, 2002 staff report be adopted by ordinance, Staff further recommended that the general design criteria be adopted by resolution. Because these sections pertain to specific standards, they are more subjective and may be subject to more frequent revisions. Following presentation staff responded to questions and concems raised by the City Council with regard to sign age regulations. stating in part, that the small multi-tenant signs on monuments and polls are not very effective because they are very difficult to read. The proposed guidelines would discourage small multi-tenant signs. . Mayor Segai OPENED the public hearing, No one came forward to address the City Council, and, it was MOVED by Council member Chandler, seconded by Mayor Pre tem Marshall to CLOSE the Public Hearing, It was MOVED by Councilmember Chang, seconded by Councilmember Kovacic and CARRIED on roll call vote as follows to APPROVE Text Amendment 2001-003; and, DIRECT staff to prepare the appropriate ordinance as identified on Page 4 of January 15, 2001 staff report and a resolution implementing the specific guidelines for adoption at a later meeting; and, ADOPT the Negative Declaration, Council member Kovacic commented that he is not completely satisfied with the new requirement that any project in excess of two (2) acres or 40,000 sq, fj, in area be subject to design review by the Planning Commission, He felt that this is a significant project for the City. He is willing to see how this works for the time being, AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Kovacic, Marshall and Segal None None 6b, APPROPRIATE The Community Development Block Grant Program (CDBG) provides funding for a wide range of CDBG FUNDS services, activities and programs to improve the quality of life for people of low and moderate FY 2001-2002 income in unincorporated areas and participating cities in Los Angeles County. One of the (ADOPTED) current programs offered by the City is a housing rehabilitation program, Due to a high interest 053>0 -LO in this program, staff requested the City Council authorize four (4) additional grants for FY 2001/02 and appropriate $40,000,00 from CDBG unallocated funds, Federal regulations require that no less than 70% of a grantees aggregate funds (2002/03 Allocation $426,527.00 + Unallocated Fund Balance of $115,419.00) are to be used to support activities that benefit persons of low and moderate income, resulting in a minimum of $379,693.00, A maximum of 25% of the funds ($106,632.00) may be utilized for public service programs and a maximum of 10% ($42,653.00) for the administration of the CDBG program, Due to the success of the fiscal year 2001/02 programs, staff recommended the ongoing programs be continued and funded as presented, Following is a summary of current projects and the proposed projects for fiscal year 2002-03, Meals on Wheels Program Administration Youth Services Program Congregate Meals Program Information/Referral Program Current Projects Fiscal Year 01-02 $ 5,000,00 8,599.00 15,000.00 32,750,00 37,250,00 Proposed Projects Fiscal Year 02-03 $ 7,500.00 20,027.00 20,000,00 39,000,00 40,000.00 5 1/15/02 44:0006 Historic Preservation Study Residential Housing Rehabiiitation Total 41,540,00 260,400,00 $400,539,00 \ o 300,000,00 $426,527.00 I In response to a Council question staff, stated in part, that the consultant report for an Historic Preservation Study will be presented to the City Council at a later date. Mayor Segal OPENED the public hearing. No one came forward to address the City Council and, it was MOVED by Councilmember Kovacic, seconded by Councilmember Chang to CLOSE the Public Hearing, O~..J-LO It was MOVED by Council member Chang, seconded by Council member Chandler and CARRIED on roll call vote as follows to AUTHORIZE staff to provide four (4) additional housing rehabilitation grants for FY 2001/02 and APPROPRIATE $40,000,00 from the CDSG unallocated fund balance; and, APPROVE the allocation of funds for FY 2002/03 as outlined in the January 15, 2002 staff report; and, AUTHORIZE staff to adjust the program budgets as necessary to expend any remaining unspent funds at the close of the fiscal year; and, AUTHORIZE the City Manager to EXECUTE the Memorandums of Understanding which are submitted to the County at a later date. AYES: NOES: ABSENT: Council members Chandler, Chang, Kovacic, Marshall and Segal None None AUDIENCE PARTICIPATION Robert Harbicht, 663 Gloria Road, was present to discuss Agenda Item 12a, the report and I recommendation to award a contract for construction of a new police facility, Mr, Harbicht urged the Council to appropriate additional funds in order to include a firing range in the construction... and build a police station that the Arcadia police force and the community need, Mayor Segal noted that Mr. Harbicht's proposal is accommodated in the $16 million budget. Bob Hoherd, 475 West Wistaria, commented on Agenda Item 12a, the new police facility construction and stated in part, that by reviewing the numbers, he is pleased to see that the project; will stili be under the $16 million budget including firing range, Mr. Hoherd compiimented Donald Penman, Assistant City ManagerlDevelopment Services Director and Dave Hinig, Police Chief, and staff for their effort in bringing along the construction of the new police facility project. He also would like to know when the constructions will begin and when is the expected compietion date? Kave Kinsler, President, Highland Oaks Elementary School PTA, commented on the achievements and programs which have taken place at Highland Oaks Elementary School in her "What's Right with Arcadia kids" presentation. She noted that Highland Oaks School raised $5,697.26 in a Red Cross Drive, to help the victims of the September 11, 2001 terrorist attack, Vince Foley, 320 Cambridge Drive, addressed the City Council as the former Chair of the Citizens Organized for the Police Station Committee (COPS), stating in part, that the Committee was instrumental in getting the Police Station bond issue passed, Several committee members remained diligent, watching the progress of the Council and City staff to make sure that this project stayed within the spirit of the bond issue and the spirit with which the citizens approved that bond issue, He commended the City Manager, City staff and Police Department personnel I who have worked diligently to build a police station that the City would be proud of. 6 1/15/02 I I I 7, CHANG (Holiday Home Decoration Awards) (Award Recipients) (Year 2002) CHANDLER (St. Address) MARSHALL (Speakers) (Holiday Gift Collection) (Holiday Home Decoration Awards) (Response to Mr, Harbicht) (Quote) KOVACIC (AEF) " r' ,.. ';, ~ "i~~' " '~, ,Hi I~I' .;~.. 44:0007 MATTERS FROM ELECTED OFFICIALS Councilmember Chang congratulated the recipients of the Holiday Home Decoration Awards, Because of these individuals and businesses Arcadia has become more beautiful. He complimented the hard work of the Arcadia Beautiful Commissioners on selecting the award recipients, Dr. Chang congratulated the recipients of the Citizens of the Month Awards, 2002 Rose Court Princesses Shannon Stockdale and Stephanie Valenzuela, Dr. Chang reported his goals for the new year, stating in part, that he would like to see that Arcadia remains a safe community; construction of the new police facility; continue offering the best education for children; continue implementing the Youth Master Plan and other programs; continue serving senior citizens with various programs such as Meals on Wheels, Congregate Meals Program, etcetera, The Senior Citizens Commission, the community and Recreation Department continue pianning on implementing programs, which will assist and benefit Arcadia seniors. He would also like to see that Arcadia supports sensible business development and strives to be business friendly; continue to have sufficient revenues from sales tax in addition to property and utility taxes; offer good City services and implement programs as set forth in the various master plans, such as sweeping streets once a week, trimming trees every four years, repairing and resurfacing the road periodically, He would like to see Arcadia reach a compromise with Los Angeles County to redevelop Las Tunas Drive and south Arcadia; provide super City Services to all Arcadians irrespective of their race, sex, culture and religion; effective communications; sufficient funding and a willingness to serve are essential for good City government. Councilmember Chandler referred to a private organization that offered to paint the street addresses on curbs in red, white and blue in south Arcadia, stating in part, the City does not approve this action, He requested citizens to report to the City Hall and/or Code Enforcement officers if they happen to see this company in another part of town, Mayor Pro tem Marshall thanked tonight's speakers, Ms. Marshall noted that the Arcadia Fire and Police Departments collected over 500 gifts for needy children in Arcadia and personally delivered them around the holidays, The new cable company, Altrio donated a large portion of the gifts. Ms, Marshall referred to a comment made by an A1trio Cable Company representative complimenting City Attorney Steven Deitsch, City Manager Bill Kelly and Management Services Officer Cindy Flores for making Arcadia one of the most focused, serious and productive cities that A1trio has been involved with. Ms, Marshall thanked the Arcadia Beautiful Commissioner for their time and effort in administrating the Holiday Home Decoration Awards and the reception following the awards presentations, Mayor Pro tern Marshall took exception to Mr. Harbichts comments and campaign process, Councilmember Marshall shared a saying by an unknown author, "now and then it is good to pause in our pursuit of happiness and just be happy". Council member Kovacic encouraged everyone who is interested in serving on the Arcadia Educational Foundation (AEF) Board of Trustees, to contact the AEF president. There are seven openings. 7 1/15/02 (Library Educ, Program) (AHS Constitution Team) 44:0008 Mr, Kovacic announced that every Monday morning from 10:00 a,m, to 12:00 noon the long-time Arcadians teach new comers about American culture and the English language. The group I ranges from five to eight people, Mr. Kovacic congratulated Library Board Member, John Fung for sponsoring this program at no cost to the City, He also encouraged everyone who has time on Monday morning to join the group, they need two more tutors. Mr, Kovacic noted that Rose Court Princess, Shannon Stockdale is, a member of the Arcadia High School Constitution Team, The team won the Regional Competition and will be competing for State Finals in Sacramento, February 7 and 8, (Spaghetti Mr. Kovacic encouraged everyone to attend the Arcadia High School Music Club Spaghetti Dinner - AHS) Dinner on Saturday January 19, 2002 from 5:00 p,m, to 9:00 p,m, (Casey Kovacic) SEGAL (Dev, Svcs, Department) (COPS Committee Members) (Shop L.A. Mayor Segal encouraged everyone to shop in Los Angeles County. January 17 to 21, Westfield Shopping Town will have a "Shop L.A. County Super Sale". During the Super Sale stores will have speciai sales and for each sale a donation will be made to a non-profit organization I dedicated to improving literacy in schools and youth organizations. Mayor Segal announced that on January 23 at 7:00 p,m" the City, Metropolitan Transit Authority and CalTrans will hold a community information meeting to discuss potential construction of a sound \'>Call along the 210 Freeway westbound, between Santa Anita and Michillinda. He encouraged everyone, particularly the area residents, to participate and be aware of what will take place in the next several months. "As the person in charge of this forum that we call our City Council meetings, I must apologize to those watching and those that are here for what I call an unnecessary discussion that took place earlier with Mr. Harbicht's comments, He is certainly entitled to his comments but I am extremely upset that I believe we have began our election campaign at 7:30 on a City Council meeting night. If those of you remember, in December, I discussed how this Council has accomplished a tremendous amount of things with being able to disagree and still continue on doing business, And I find that this is not the place and will not be the place where election decisions will be made or not made, And I hope that we don't see incidents like that again over the next 90 days while this campaign is taking place, It would sure be a terrible way to destroy what this Council has done and the accomplishment it has made over the last nine months, I would hope everyone here, including my fellow Councilmembers, will keep that in mind and let's stick to the business of the City during this time because that is what we were elected to do," City Clerk June Alford reminded everyone that the Arcadia General Municipal Election will be held on April 9, 2002. Nomination papers were filed by Robert Harbicht, Roger Chandler, Gary Kovacic, John Wuo and Gail Marshall. Ordinance 2151 set forth the goals and duties of the Commission as it oversees the new Ruth and Charles Gilb Arcadia Historical Museum, to ensure an on-going operation and maintenance of the Museum as a City facility. The Commission shall act in an advisory capacity to the City Council on mailers relating to the Museum, With the approval of the City Council, staff suggested that three of the members serve an initial two-year term and four members serve four-year terms, so that staggered terms result as in other City commissions, It was MOVED by Mayor Segal, seconded by Councilmember Chang to APPOINT Margaret Barrows, Fiorella Lauber, Carol Libby, Mary Young, Don Swenson, Charles Gilb and Joseph Feghali to the Arcadia Historical Commission. National Guard Armory property for a new police station to November 2, 1999 when the voters of Arcadia approved the general obligation bond issue of $8 million with 78% supporting the measure; and, to November 8, 2001 when the formal bidding process commenced with invitations sent to twelve (12) pre-qualified contractors, The City advertised for bids for construction of a new Police Facility on November 15 and November 22, 2001 with a bid opening on December 18, 2001. Five (5) general contracting firms submitted bids for the project. All five were among the twelve (12) firms that were pre-qualified to bid on the Police Facility. A chart which shows the base and alternate bids for each of the five firms is included in the January 15, 2002 staff report. The low bid was submitted by Mallcraft, Inc. of Altadena in the amount of $12,211,000, Though Mallcraft is not as large as some of the other firms that bid on the project, they are well qualified and have completed a number of larger, complex building projects for public agencies, Bidders were also asked to submit bids on four (4) altemate bid items including Alternate 1- Training Room; Alternate 2- Training Room and Firing Range; Alternate 3- Limestone veneer finish on site walls; and, Alternate 4- Data and voice cabling in building. 11 ' 1/15/02 44:0012 In addition to awarding the base bid, staff recommended that Bid Alternates 2 and 4 be included in the contract. Staff believes that the bid of $71,000 for Alternate 4 (Data and voice cabling in building) is very competitive and it would be prudent to include it with the work under the general contract. Alternate 2 includes the Training Room and Firing Range, at a total cost of $562,000. Inclusion of Alternate 2 (Training Room and Firing Range), along with some other factors, will push the budget to about $16,243,790. This includes a 4% construction contingency of $488,440, Though the project budget may exceed the overall $16 million buc!get, staff has identified other revenue sources that can be used to cover any higher amount. These include the interest earnings from bond proceeds and project funds ($350,000) and federal grant funds for communications equipment ($150,000), It was noted that the General Obligation bond interest must be used for the project in some manner. The other interest on the project funds, while generally restricted, could be used for some other allowable purpose. I The bid documents require the construction to be completed within 510 calendar days (seventeen months) of the Notice to Proceed. This includes 30 days the City has at its discretion to grant for rain delays without incurring additional cost. Typically, a contractor will commence work on a project in about thirty (30) days from award, though this still must be established between Mallcraft and the City. The contract for this project has a clause requiring the contractor to pay liquidated damages of $1,500 per day for every day beyond the scheduled completion day, Police Chief, Dave Hinig expressed appreciation to the present and prior City Council members, COPS Committee, Don Penman, Assistant City Manager/Development Services Director, Arcadia Police Captain, Sandona and the entire team who worked together sa diligently to get to this point. Further, he addressed the training facility and firing range issues, stating in part, that firearms training is a critical component of the law enforcement industry. It is a mandated training. Currently Arcadia police officers must travel off-site to qualify, which results in I additional overtime. A range at the new station has multitude benefits, first, it will reduce the overtime related to this activity; second, it allows for immediate recall of staff resources in the event of any type of activity in the community; and third, it will give the department an opportunity to oversee the training an-site to a much more substantial degree by the departments range masters. Following the presentation staff responded to questions raised by Councilmembers, stating in part, that the construction of the new Police Station is estimated to begin in about 30 days, In addition staff noted that the new heating and air conditioning (HVAC) system for the new police facility will also serve City Hall, Councilmember Kovacic expressed appreciation to the COPS Committee and the voters of Arcadia for supporting the General Obligation Band issue by 78%, Stating the 78% passage rate is probahly the best California has seen, Councilmembers expressed their strong support far construction of the firing range, they felt inclusion of the firing range will add same modernization to the new Police Facility, It will also significantly reduce the overtime related to off-site training activities, In response to a Council question, City Attorney Deitsch noted that provisions of public works construction contracts enables the City to terminate its contract in the event of a strike, That pertains to not only a strike by contractors who are performing the work but also a failure to have material deliveries due to a third party strike, Mayor Segal clarified that the budget as it exist is $15,743,000, which included the contingency I and it includes the construction of the range and training room, 12 1/15/02 I I I 12b. 2003 ROSE PARADE (City's Application) (APPROVED) VISa - ~O ADJOURNMENT (In Memory of Elsie Haste) ;') ., . , I ~ .,,; 44:0013 It was MOVED by Council member Chandler, seconded by Council member Kovacic and CARRIED on roll call vote as follows to AWARD a contract to Mallcraft, Inc. in the amount of $12,844,000 including the base bid and Bid Alternates 2 and 4; and, AUTHORIZED the City Manager to EXECUTE said contract in a form approved by the City Attorney; and, ESTABLISH a project contingency of $488,440 (4% of the base bid); and, APPROVE the use of the additional resources of the project interest and Federal grant funds (subject to final Federal approval). For almost 82 years, Arcadia was represented with a float in the Pasadena Rose Parade, For 32 of those years the float was sponsored by the Arcadia Toumament of Roses Association. ' The Association was dissolved in 1999 because of a lack of funding as well as a lack of community support, With Arcadia's centennial approaching in the year 2003 it has been suggested that the City consider applying to participate in the 2003 Rose Parade for the City's 10ath birthday, To participate in the parade an organization must submit an application to the Pasadena Toumament of Roses Association, ideally one year in advance. The ASsociation reviews the . applications and usually extends invitations to selected groups in March or April, There is no fee to submit an application, but if the City is invited to participate it is required to pay a fee of $2,500. The Tournament of Roses Association stated that floats generally cost in the neighborhood of $75,000-$200,000. However, in discussing the cost of floats with the two major float building companies, it appears that the range is more likely to be $90,000 for a very simple, smali float with little or no animation to $300,000 for the larger commercial floats, Mayor Segal noted that there is a substantial amount of money and support committed by some businesses in Arcadia to support this one-time concept of pulling a float in the parade for the centennial. He supported the idea of submitting an application to the Tournament of Roses Association. Council concurred. She met Albert David, we ali cali him Dave Haste, in Los Angeles and soon thereafter they were married on November 5, 1949, They were blessed with four loving children, Dave Haste of Paso Robles California, Jenny Sachini of Burbank C,!lifornia, Ronald Haste of Arcadia and Danielie Haste of Temple City, Elsie was an inspiration to ali who knew her. She was a loving and devoted wife, mother and grandmother.
