PRESENT: Council/Agency Members Chandler, Chang. Kovacic, Marshall and Segal ABSENT: None AUDIENCE PARTICIPATION None, At 6:02 p,m, the Arcadia City Council/Redevelopment Agency RECESSED to the Closed Session, CLOSED SESSION Pursuant to Government Code Section 54956,9(b)(1) and (c) to confer with legal counsel regarding potential litigation - two (2) cases, The Closed Session ended at 6:30 p,m, The Regular Meeting RECONVENED at 7:00 p,m, in the Council Chambers, INV0CA1lON Monsignor Norman Priebe. Chang, Kovacic, Marshall and Segai ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None, It was MOVED by Council member Chandler, seconded by Council member Chang and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, City Attorney Deitsch announced the subject discussed at the Closed Session held earlier this evening, No reportable action was taken, 1 2/19/02 3, CITIZEN OF THE MONTH (McNall) AL TRUSA CLUB (Feb, 19,2002) 4, 5, 44:0027 PRESENTATION Mayor Segal announced the City would soon honor students from a Christian School for their I bravery , Mayor Segal presented the February, 2002 Citizen of the Month Award to Walter McNall, a resident of the City since 1949, and thanked him for donating a dynamic portrait of heroism. courage and valor to the Firefighters of Arcadia, "The painting depicts two defining moments of American history; the New York firefighters raising the flag from the twin towers, overlaying the image of the Marines raising the American flag at Iwo Jima, This painting was begun out of frustration that we all felt after the terrorist attacks on September 11, 2001", Mayor Segal noted since the theme for the Mayor's Prayer Breakfast this year is one of patriotism, Walter agreed to let the City reproduce copies of his art work and sell them, The proceeds will benefit the Rotary's Salute to Seniors and the Campership Programs, Mayor Segal presented a proclamation to the Altrusa Club, declaring February 19, 2002 to be A1trusa Day, AUDIENCE PARTICIPATION Douolas Haines, representing the Friends of Pasadena City College, spoke in favor of Measure P, a bond measure to finance and rebuild facilities at Pasadena City College and urged everyone to support this important measure, , STATE OF THE CITY ADDRESS In his State of the City Address Mayor Mickey Segal stated in part, "this year I have decided to I do the Stale of the City Address during the Council meeting, I appreciate both those who are here and those who are watching and I hope I can be informative and give you some information about what has happened in the last ten months of my term as Mayor as well as what the Council has accomplished, Before I start, I think I better take a moment to introduce the right hand person in my life, my true supporter and best friend, my wife Lee Segal. I would like to take this time to thank my fellow Councilmembers for indulging me these few minutes to communicate to all Arcadians the state of our City, The last ten (10) months have proven to be very challenging, The City Council has taken many significant steps to enhance the lives of the citizens of this community, This Council has had an uncanny ability to not always agree on the issues. but to put the interest of all residents in the forefront in arriving at decisions, There have been many votes decided by 3.2 counts yet my fellow Councilmembers have always bounced back from these tough votes and continued with the business of our City, On behalf of all Arcadians I want to thank each and every one of you for your dedicated efforts for all our residents, "Our City has been extremely fortunate this year to be in a financial position which has allowed the City Council to accomplish so many important tasks, The current financial success is sureiy a reflection of the economy in the last few years, but it is also a reflection of our City Managers excellent planning and adherence to establishing a budget and sticking to it. Bill Kelly has played an integral part in helping this Council and previous Councils focus on the importance of a sound fiscal policy and ways to achieve it. I would like to thank Bill and the other staff members in our City for helping us obtain these important financial goals, The most important goal being that all our reserve funds are maintained at their highest levels ever ensuring our ability to withstand a financial problem if it occurs in the future, Our unrestricted reserves stand I I at about $20 million and our total reserves stand at about $70 million, If the state decides to tamper with monies given to cities, we should be able to weather that storm, In addition, we 2 2/19/02 :1 ~ -^~~ . .,~. 44:0028 I have been able to save money for future improvements that will be necessary to our public facilities. infrastructures and equipment needs, "I would like to take the next few minutes to point out some of the accomplishments that have been achieved over the past year. I will break these down into three categories; services, programs and faciiities, The following is a list of some of the implementation service activities that have taken place: I . The Fire Department purchased two thermal imaging cameras that can be used to search for victims inside smoke filled buildings and locate hidden fires in walls and attics, . Last month one of my campaign or one of my goals as Mayor became reality, the new reflective signs began going up on corner poies, These new signs are larger than the existing signs, a different color and they use high reflective lettering so they are much easier to read, Over 2,500 signs in total will go up over the next few months, . The new field lights at Dana and First Avenue Middle Schools and Arcadia High School are being used all the time, This has greatly increased the practice and playing time for soccer, football, youth baseball and softball. . A new pedestrian traffic signal was installed at Campus Drive, adjacent to the high schooi, ensuring more safety for our students as well as our residents as they drive by the high school during school hours, . Traffic signal improvements were made to the intersections of Santa Anita and Huntington. Santa Anita and Santa Clara, and Huntington and Second, . The City Newsletter is back and will be published approximately three times a year, supplemented by other evenVproject specific mailings, The City has begun to translate certain documents into Chinese for our residents who are not fluent in English and some of our video productions have also been translated, . DAR.E, continues to be a helpful and popular program at local schools, More than 6,100 students have completed the DAR.,E, program since its inception, All of those 6,100 students are fifth graders or have been fifth graders in our schools, Now let's discuss some of the programs that we impiemented during the last year: . The Library Board of Trustees developed a Strategic Plan, which has subsequently been adopted by the City Council. Some of the recommendations in the Plan have already been implemented and others will be implemented in the future, The ultimate goal of the Plan is to ensure that the Arcadia Public Library continues to provide the very best library services for many years into the future, . We have over 500.000 visits to our Library last year. Over 12,000 new items were added to the collection, A new teen center was created, Over 16,000 hours of volunteer services were provided to the Library, The Library's website was enhanced and now offers access to the catalog and other electronic databases 24 hours a day, seven days a week, . The Public Service Department completed the following Master Plans to ensure that public services efficiently continue in the years to come: Pavement Management Master Plan, Park Rehabilitation Master Plan, Sidewalk and Handicap Ramp Master Plan, Street Tree Master Pian, Vehicle and Equipment Master Plan and a Water Master Plan, The Development Services Department completed the Transportation Master Plan in which the City Council has set aside Front street, between SI. Joseph and Santa Clara, for a future Blue Line light,rail stop, I The information Systems Master Plan is in the process of being updated, When completed, we will have a system in place to make sure our technology abilities keep place with our ever-increasing technology needs, 3 2/19/02 . Projects from the Youth Master Plan continue to be implemented, Staff is working with the Arcadia Educational Foundation on summer middle school programs; we are considering a high school after school program; and we are also looking at enriching current elementary programs, . In October, another one of my goals, as Mayor, was accomplished, the first Lucky Baldwin Day Community Picnic was held and brought the community together for a fun,filled afternoon, The first Mayor's Spelling Bee was held at this event with the title going to Adela Wu of Holly Avenue Elementary School. . The 2001 Holiday Festival. despite a change of venue over to the mall parking lot. was a huge success drawing a record crowd to experience holiday activities, including 28 tons of snow, . New design guidelines have been prepared and approved for muiti-family commercial and industrial projects, . As a result of the circumstances of September 11 th, a Prayer Ceremony acknowledging the terrorist activities was held here on September 14th attended by hundreds of Arcadians, . We have honored a Citizen of the Month at City Council meetings to recognize individuals who though their efforts, have helped make our community a better place, This was also one of my goals, during my term as Mayor, , . The Council voted to submit an application to the Tournament of Roses Association to participate in the 2003 Rose Parade and to use this as a kick-off for our yearlong centennial celebration, Although we have not heard for sure, there is a very high likelihood we should be able to have a float in the parade, The cost of this float will probably be around $100,000 and we have already secured over $50,000 in funds for this float. . Since September 11th we have seen a profound awareness of our need to focus on homeiand security, We have assessed security and safety needs within our community, We have structured our police patrol operations and interaction with County, State and Federal law enforcement to ensure that the necessary communication links and response capabilities are in place to respond to local emergencies, As part of that program, the Poi ice Department is adding a new radio system to its patrol cars that will allow for instant links with our neighboring mutual-aid cities, This project was undertaken when we received a $750.000 grant in cooperation with the City of Sierra Madre to update our emergency radio system, There was no cost to local taxpayers, "Finally I would like to set forth some of the accomplishments that have been obtained in facilities during the last year, 44:0029 I I . Currently we are developing a multi-city training facility for Fire Department personnel at the U,S, Forestry Services property on Santa Anita, . The Ruth and Charles Gilb Arcadia Historical Museum opened and a Curator was hired to help develop and promote the collections and programs at the Museum, In January, the City Council appointed a new Historical Museum Commission to develop a vision and define goals for the museum and to encourage the interest and participation of the community in preserving and celebrating the history of Arcadia, . The four million gallon Santa Anita Reservoir was seismically retrofitted and a new water well for the Chapman facility was designed, Both of these projects received Federal grant , funds totaling approximately $1,5 million, The improvements will reduce potential damage to our water system infrastructure and minimize water service interruptions following a major earthquake, . In March, we will break ground on the new Skate Board Park, The Skatepark will be located at Bonita Park and will be an exciting addition to our youth and recreation programs, Look for the Park to open during this summer, I . All of the City's playground equipment was inspected for safety. Those items found deficient are either being replaced or removed, 4 2/19/02 I I I 6, CHANG (Award Recipients) CHANDLER (State of the City) MARSHALL (McNall) (State of the City) (Chinese New Year) .., -., '" 44 :0030 . Two new 20.000 square foot office buildings opened at Second and Santa Clara, and a similar sized office building was completed on North First Avenue, and the Redevelopment Agency has entered into an Agreement with a developer to build two new office buildings totaling 85,000 square feet at Huntington Drive and Fifth Avenue, . The Redevelopment Agency sold $21 million in bonds to pay for a portion of the new police station and to fund other projects in the redevelopment area, . It looks like at least one sound wall will be built along the 210 Freeway with a second still under consideration, . The Council has discussed the matter of senior housing a couple of times and we have directed staff to actively seek an affordable housing project for our seniors, There are a few possible locations in town and I would like to see this happen as soon as possibie, . Finally the Police Station, As you know a few months ago we broke ground on a police station with a groundbreaking ceremony, If you drive by tomorrow you will see fences going up around the site and the project should begin shortly, The bid for the new police station was awarded in January and it is expected to take up about 17 months to complete the project. "The last 10'months have been busy and successful for our City, The aforementioned 29 items are only the major accomplishments we have been able to complete, This Council has raised the bar for future Councils when it comes to enhancing services. programs and facilities for our residents, We have focused hard on our commitment to constituents and have tried to deliver as much as we can. yet ensuring the quality of all the items that we were and are delivering to our residents, "I want to thank everybody for their time, giving me this opportunity to set forth the State of our City, In summarizing, I wouid say we are in a good to excellent financial condition; our infrastructure is being worked on to ensure it will last well into the future and we continue to strive to develop programs that the community is interested in having, In the terms of educators, I would estimate our City got a grade of about A-, almost perfect but continuing to try and be better. OBSOLETE CITY STREET SIGNS SALE (Proceeds to The 2003 Rose This fiscal year, thousands of pole street signs are being replaced with new signs that 'are larger Parade Float & and made with a high reflective material. Since the obsolete signs do not have any significant Centennial financial worth to the City, staff suggested offering the signs for sale in the amount of $10,00 Celebration) each to people who may be interested in purchasing them as a memento, (APPROVED) O'7'ic,-(uU Staff recommended the following options for Council's consideration on what should be done with the revenue from the sale of the obsolete street signs: 1 - Proceeds to the General Fund for no specific use; 2 - proceeds to the General Fund earmarked for a specific purpose such as the (potential) 2003 Rose Parade float; and, 3 ' proceeds to the Centennial Commission to help fund centennial activities, Following the staff repor't considerable discussion ensued concluded by the following motion, It was MOVED by Councilmember Kovacic, seconded by Council member Chang and CARRIED on roll call vote as follows that funds received from the sale of old City street signs be utilized to fund an Arcadia float in the January, 2003 Rose Parade; or, fund the City's Centennial Commission in the event a float is not entered in the parade, AYES: NOES: ABSENT: Councilmembers Chandler, Chang.
