CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING April 2, 2002 Pursuant to the foregoing adjournment of the March 19, 2002 Regular Meeting of the Arcadia City Council the City Clerk appeared at the time and place of adjournment at 6:00 p,m., and announced that no closed or study session is scheduled and no quorum wiil be present until 7:00 ~,m" at which time the Regular Meeting wiil convene in the Council Chambers, PRESENT: ABSENT: Councilmembers Chandler, Chang. It was MOVED by Councilmember Chandler, seconded by Mayor Pro tern Marshall and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, PRESENTATIONS Mayor Segal presented the April, 2002 Citizen of the Month Award to Margit Holakoui, stating in part that, Margit has been a businesswoman in Arcadia for many years and added the "Margit touch" to countless events through her wonderful talent with flowers, Most recently she served as Chairperson for the Mayor's Prayer Breakfast and helped in raising over $6,000 in funding for Campership and Salute to Seniors programs through her efforts, Margit also created the amazing backdrop for the Lucky Baldwin Picnic and provided the beautiful table arrangements for the Commissioners' Recognition Dinner. Mayor Segal presented certificates of commendation to Arcadia High School's Fine Arts students who under the direction of their teacher, Georgette Tuttle, have produced art work to help celebrate Arcadia's Centennial. Their work has been donated to the Centennial Celebration Commission and wiil be used as needed to support activities and programs throughout the Centennial Year, A display of all work contributed wiil be featured in an Art Show during May of 2003 at the Ruth and Charles Gilb Arcadia Historical Museum. 1 4/2/02 4. CHANG (Award Recipients) (Gen, Mun, Election) (Ground brk'ng Arc, Skate Park) 44:0056 The Arcadia High School students participating in the Centennial Celebration are: Jaszver Bauzon, Fiona Chan, Hua Chen, Sapira Cheuk, Zach Chen, Cindy Cheng, Amanda Dillon, I Lawrence Hsu, Kevin Kuo, Jessica Lee. Jamie Lee, John Nguyen, Vickey Pei, Christopher Rivera, Erica Schaefer, Ginger Tsai, Bonnie Wang, Matthew Wisniewski, Vivan Yee, Ruth Younessi, A1yson Yu, Jordan Lenhart, Eric Fang, Sarah Coombs, Su Hlaing, Cherry Lau, Tina Choi and Linda Shen, AUDIENCE PARTICIPATION Rob Hammand, Monrovia Mayor Pro tem, explained in detail the Blue Star Program which the City of Monrovia reinstated after the September 11th terrorist attack, The City of Monrovia to- date identified fifty (50) families of Worid War II Veterans who are qualified forthe Blue Star Program, The City honors each family at a Council meeting and presents them with a Blue Star. Mr. Hammand noted that the local community and the Monrovia Community Development Department are involved in promoting this program, Marilyn Vernon, State Chair, Veterans of Foreign Wars Ladies Auxiliary. stated that the Blue 1tar program has been very successful. She hoped that the City of Arcadia would follow Monrovia's steps in promoting this program, Chuck Keene, American Legion Post 44, felt that the Blue Star program is a fantastic program and hoped that the City of Arcadia and the rest of the San Gabriel Valley would support this program. MATTERS FROM ELECTED OFFICIALS Councilmember Chang congratulated Margil Holakoui and the Arcadia High School students for I their outstanding service to the community, Dr. Chang encouraged all Arcadia citizens to vote at the April 9th Municipal Election. Polling place locations have been printed on the back of the Sample Ballot Pamphlet and can be verified by calling the City Clerk's office. Dr. Chang noted that the ground breaking ceremony for Arcadia's new Skate Park was held at Bonita Park, March 21. The construction will be completed in 3-4 months, He suggested the public read the rules and regulations before skating, (Mayor's Prayer Dr. Chang noted that the Mayor's Prayer Breakfast, which was held on March 21 st, was very Breakfast) successful. Proceeds will benefit the Campership and Salute to Seniors programs, CHANDLER Council member Chandler Congratulated Mayor Segal, his wife and the committee for a very fine (Mayor's Prayer Mayor's Prayer Breakfast. Breakfast) (Recycling) MARSHALL (Award Recipients) Mr. Chandler briefly explained the new trash collection program which will be implemented in order to comply with state requirements, The goal is to recycle 50% of residential trash, He urged residents to get with the recycling program and help the City improve its refuse diversion rate from landfills, Mayor Pro tem Marshall expressed appreciation to the Arcadia High School Fine Arts students for supporting the Arcadia's Centennial celebration with their art work. Mr. Kovacic congratulated Charles and Ruth Gilb who will receive the Arcadia Citizens of the 'Iear Award Saturday, April 14, 2002, at Chamber of Commerce Installation Dinner. Encouraged everyone to attend the Los Angeles County Park Fountain Dedication ceremony, Monday April 8th at 4:00 p,m, Mayor Segal thanked everyone involved in the City events, in particular, the Mayor's Prayer Breakfast, for their hard work and support, Mayor Segal would ilke an item on a future agenda with regard to the Blue Star Program. Council concurred. Mayor Segal also encouraged everyone to participate in the City's General Municipal Election. April 9th.
