AUDIENCE PARTICIPATION Kathv Kimball, President, Arcadia High School PTA, commented on the achievements and programs that have taken place at Arcadia High School in the "What's Right With Arcadia Kids" 'presentation, Ms, Kimball presented a memory book to Mayor Segal, highlighting his accomplishments during the past year, and thanked him for serving City residents for the past year. MATTERS FROM ELECTED OFFICIALS Mayor Segal reported that Cindy Flores, Special Assistant to the City Manager, Patrick Malloy, Public Works Director, City of Sierra Madre Counciimembers and Sierra Madre City Manager accompanied him on a trip to Washington D,C. to meet with Senator Feinstein, Senator Boxer and Congressman Dreier's representatives, The purpose of the trip was to try and secure funding for water projects as well as some other specific projects. The meetings went very well and hopefully in the next six or eight months the City will see the benefit and positive results from this trip. I haven't seen this many people since they were trying to build condominiums on First Avenue. I have already privately congratulated John Wuo and Gail Marshall and Gary Kovacic and obviously they can draw a crowd. My father always told me, "be nice to the folks on the way up, because they will still be there on the way down"; I hope I have been nice enough. Just shortly, I am glad Mickey took a seat; I'll do a little reminiscing out loud; this all started in 1986 for me, with a short break of eight years we made a return, so this is kind of, as Yogy says "deja vu", all over again, second time of this one song. I can tell you that the eight years that I've been able to seNe for you, for all of us, we all pay the bills, we all live here, we all have a piece of the action,.. those eight years have been extremely rewarding for me, I've been able to put my hands on some significant things that have happened here over the past three decades, The Community Center, very interesting story, how that even evolved; the Police Station. I have met just a ton of interesting people, I wish I could remember all the names, but, I do a lot of "how are you's". It would be nice if I could remember all your names, but, I want you to know that I thank you all and I think we are going to move on now into some very fine leadership and I want to thank all of my current colleagues, we had a good four years, we really got a lot done, The election itself was very tidy, very clean, very honorable, like that. Before I begin my evaluation, I want to take a second and introguce my family, My sons Matthew and Andrew, and I want to say hello to my daughter Allison, who is currently in school at SMU in Dallas, and of course, the about to be the X-first lady, my partner for life, my best friend, my wife Lee. "Now let's talk about the last twelve (12) months, A year ago I set some goals to achieve during my term as Mayor. These goals included: creating a citywide event that would be the beginning of a re-occurring event in Arcadia. In October we had the Lucky Baldwin Day Picnic, which was attended by about three thousand people, The event is scheduled to happen again this year in late October. Another one of my goals was to have reflective street signs put on every corner in Arcadia. This month, City Public Works personnel will complete the installation of over 2500 new reflective 'street signs, Now everyone can see, where they are at night. The other major goal I wanted to accomplish was to have developed plans for affordable senior housing. Although these plans are not Quite in place, there are two developers having conversations with the City Development staff at this time, In addition, our City Councilmembers support the need for this type of housing, My fellow Councilmembers and I provided our City with many new projects and a number of ground breakings, I would like to take a moment and name a few: we broke ground on the new police station and have recently begun the construction; we completed an9 dedicated the Ruth and Charles Gilb Historical Museum; we broke ground or cut ribbon on more'than one hundred thousand square feet of new commercial real estate buildings; we broke ground on a new Skate Board Park and last week we dedicated a new fountain at the comer of Huntington Drive and Santa Anita Avenue in memory of Police and Fire Fighters who have given their lives in I protecting us, "The 2001-2002 City Council was active and successful in enhancing the lives of our fellow Arcadians. Our Council meetings were run with dignity and respect for each other, always focusing on the good of Arcadia as our major objective and driving force, The Department heads and staff in our City are unsurpassed anywhere, Their dedication and leadership assisted the Council in every successful event and accomplishment. The leadership and guidance of our City Manager made serving this community the greatest of honor any citizen can have, The City staff along with the advice of our City Attorney makes establishing goals and implementing new programs easy and efficient. I am truly honored to serve as Mayor with your support, "In concluding, I think the last twelve months have been very successful. My performance along with the support and performance of my fellow Council members has been something we should all be proud of, We have set an Incredibly high bar for future Council's to achieve. I want to thank Roger Chandler for two great years we served together, Roger taught me many things about being a Councilman, but, most of all he is a good friend, I wish him the best in his future endeavors. I would also like to thank my friend and colleague, Gary Kovacic, for teaching me the meaning of fairness, Thank you Arcadia for allowing me to serve you as Mayor for the last year, I enjoyed every minute and will continue to serve you as a Council member for the next two years. I For Council member ChanQ as Mavor Pro tempore AYES: NOES: ABSTAIN: Co unci I members Chang, Kovacic, Segal and Wuo None Mayor Marshall Congratulations were offered to Mayor Pro tempore Sheng Chang, REMARKS AND INTRODUCTIONS BY MAYOR MARSHALL "I would first like to thank my fellow Councilmembers for the confidence in me that you have shown by appointing me as Mayor for the next year, You have given me reason to reach higher than I have ever reached before, At this point I would like to take the opportunity to introduce my family, I would like to start with my husband of 38 years and my political advisor, Burt; he has pe~ome a pretty good cook in the past four years, another four years I'll have to call him a chef. I have a son that has flown in from Ohio, my eldest and first born son Brett; my youngest son Keith is here; my husband and both my sons all graduated from Arcadia High. My mom and dad are here, they are real special to me because they are going to have their 65 wedding anniversary next week and not many people make it to that, and I love you, would you please stand; and I I have one brother Bob and my sister-in-law Pat are here, and their son, my nephew Tom; and my niece and nephew Tammy and Jason, they drove quite a way to come in; my other brother couldn't make it because his wife had surgery today, but my mother called and she is doing okay; that was just my side, now the other side of the family, My sister-in-law Arlene Marshall is here and her daughter, my niece, and her husband, Alberta and Mark Thompson and their sons; and my great niece and nephew Ashley and Christopher Marshall and their mom Sherry. Now you know why the Council Chamber is so, full, most of it is my family. And, I want to thank all of my friends here tonight, 1 have old friends and new friends, I cannot thank you enough for coming and supporting me, "First I would like to thank you Roger for your four years of service, Among your many accomplishments, your dedication to our new police building truly stands out, your leadership helped make that success possible, I wouid also like to congratulate John Wuo on a strong campaign in winning a seat on the CounciL I am looking forward to working with you and the rest of the Council for the next four years, I would like to extend a special thank you to Mickey Segal for your strong leadership and your generosity to Arcadia. Whenever I see the great new street signs I think of you and I will for many years to come, Thank you Gary for your dedication and determination to improve and beautify our City. "As we are approaching our centennial, I have chosen a theme "100 Years: A Time for Pride, A Time for Celebration". My theme reflects the rich history of Arcadia, This past year has been extra ordinarily productive; we broke ground for a new police facility and a new Skate Board Park; we installed beautiful, new, easy to read street signs; and approved an expansion for the Westfield Mall; the new Historical Museum had a grand opening and the rededication of the fountain at Huntington and Santa Anita, now referred to as Peacock Corner, took place. These are just a few of the many accomplishments of the past twelve-months. But, while we are proud of our past, we must focus on the future, I "Every Mayor has a vision upon taking office, I would like to share with you some of my goals for the next year. A number of these goals build upon initiatives already under way; among them are the following projects: We must continue to install freeway soundwalls; we should renew our efforts to redevelop Live Oak Avenue. I would like to join Monrovia in honoring our active duty military personnel through the Blue Star program; I want to strive to improve our Dial-a-Ride program service for our citizens, by placing designated signs and covered benches at the busiest pick-up and drop-off areas. It is imperative that we continue our positive relationship with our school board so that we can jointly take care of the needs of the youth in our community. We must continue our efforts to ensure that Gold Line rail proposals meet the needs of the citizens of Arcadia, And, it would please me to build a dog park for the many City residents that have dogs. There are also new projects I would like to initiate, some of them respond to urgent community problems, We must continue to ease traffic congestion while beautifying our City, I would like to see us implement our plans for senior housing. I would like to develop a better program for abandoned shopping carts to solve this persistent eye sore; I will share some ideas for a possible permanent solution when we study this, And finally, it is time to consider updating our City Hall building to better refiect the nature of our community, Some of the projects I outlined tonight require a significant level of financial commitment; I consider it my responsibility and my role as the taxpayers friend to scrutinize spending and to ensure that your tax dollars will always be put to the best possible use, As Mayor, I plan to set the tone in an environment of responsible spending; continuing to work with my fellow Council members to meet your expectations of financial responsibility. "As we all know the upcoming year marks our City's centennial. Arcadia will host numerous celebrations throughout the year. I will do my best to help guide the planning process for all our festivities and to keep abreast of all the centennial happenings. We have been invited to enter a Rose Parade float for our centennial. An Arcadia float will join our High School Band on January 1 st as part of our celebration, It has been several years since Arcadia has had a float in the New Years Parade. During this exciting time of celebrating the past and planning for the future it is especially important tonight that we recognize all of you, the volunteers of Arcadia, You are the people who continue to help make all of our projects successful, and who work tirelessly for this upcoming year to make our visions for the centennial come true, You are the heart and soul of Arcadia, you make our job easier and your joy in your work, in your dedication to our City make Arcadia the very best place to live in California, Arcadia is your community; if you have any concerns or questions for us, please feel free to join us at a Council meeting, If you prefer a more personal approach, please do not hesitate to contact anyone of us individually, just call us and we will try to respond to you as best we can, we are here to serve you. Thank you very much for this honor of serving as the Mayor for the upcoming year." :1 7 4/16/02 44:0068 REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM CHANG "Thank you Ms, Mayor, first of alii don't want to have the audience worry, because I don't have a whole army of family and friends to introduce, however, I want to introduce my best friend and companion, my wife Min Mey Chang. I want thank the entire City staff for their excellent service in the past year, First of all I want to thank Mickey Segal for your exceptional service to our community as the Mayor. Mickey, you have done a marvelous job, and I am very very proud of you, Congratulations to Ms. Gail Marshall for your new position as the Mayor of the City of Arcadia. I am looking forward to your leadership in the coming year. Congratulations also to John Wuo, welcome aboard, you have finally made it. I am eager to work with you in the coming years. I am very pleased that we share the same goal that we are here to serve the entire community and not a portion of it only, Gary, there is no question that you are now the most popular person in town, but I know you have worked very hard during the past years to reach this point. You have been one of the coaches of the Arcadia High School Constitution Team, and one of the volunteer lawyers for the community for years, you are a very good drummer and super amateur swing dancer, You are part of the community and the community is part of you. Roger, I want to thank you for your service to the community in the past four years, Your incessant effort is instrumental in the construction of the new police building, Your contribution to the City of Arcadia will be appreciated and long remembered. Roger, I want to wish you the best. As for me, I believe in dedication and being a team player, In the past two years Mickey, Gary, Roger, Gail and I have worked together very well. We disagreed at times but we were never disagreeable, We have developed a consensus approach for many issues we dealt with; together we have accomplished a lot of things, The new Police Station is under construction; construction for a Skate Board Park will start soon; we will have a float to participate in the 2003 Rose Parade that would be one of Arcadia's many centennial celebration programs, 1 hope that with inclusion of John, this new team can work harder and better to accomplish more in the coming years, Thank you very much," I REMARKS AND INTRODUCTIONS BY COUNCILMEMBER KOVACIC I "Thank you madam Mayor, I guess as a sign of my popularity my mom and my wife are sitting in the front row, I would like to introduce my wife Barb and my mom Florence Kovacic, and behind every successful candidate, at least this one, is a mom who thinks that her son can do no wrong and a wife who knows that he is ail too capable of making mistakes but loves him anyway, thank you for all your support, Our son Casey, is hopefully studying at this very moment as a junior at the University of Oregon and our daughter Kelly who we don't have to worry about is in graduate school at Stanford. Both of them put our c'lmpaign signs on campus and apparently secured the Northem votes for me, "I want to thank my many friends and supporters who helped during the campaign, it was a true group effort and I really appreciate all your hard work and confidence in me. I cannot possibiy name all the individuals who played a part in our victory, but you know who you are and Barb and I love you very much, I obviously want to thank everybody who voted for me, but I also want to thank everybody who voted for somebody else. Thank you for exercising an extremely important right, it is really presumptuous of anyone to complain about our City or it's City Council, if they don't take the time to vote, so, thank you for voting, I also want to compliment all the other candidates for running a very decent campaign; in an election that had very few substantive issues there was the possibility of personal attacks and mud slinging; none of that happened, which is a credit to ail of the candidates, "I want to thank Roger for his many years of dedicated service to the City of Arcadia. It is possible that a new police station would be built sometime in the future, but without Rogers I persistence that vital project would not be under construction, as we speak tonight. Roger realized that a total community commitment to the project was required in order to pass the 8 4/16/02 44:0069 I necessary bond issue, He was able to gather support from every corner of our town and the passage of the bond issue by historic proportions is a testament to his tireless work and vision, I also want to say a few words about Bob Harbicht. In 1996 Bob was a member of the City Council who pushed for my appointment when Dennis Lojeski died, Bob and I had served on the Planning Commission together during the 1980's and we did not always agree on development and architectural issues. It would have been much safer for Bob to seek the appointment of someone else, but he has a genuine love for Arcadia and wanted what was best for the community, I really appreciate Bob's initial support and continuing friendship, Bob started my career on the City Council and for that I am forever grateful. I would like to welcome John to the City Council; he ran a very effective campaign, establishing a broad base of support that recognized his many years of volunteer service. I know that John will be a conscientious member of the City Council, always concerned with what is good for the entire community. And I would also like to congratulate Chang on his selection as Mayor Pro tem. Over the last two years we have developed a very good working relationship, which I know will continue as we take on the future. I "Reorganization is always a very interesting process that the City Council goes through, and I have never received more phone calls than I have during the last week concerning this year's reorganization. I appreciate many of the personal compliments and suggestions for my future and I share concerns expressed by many, that the offices of Mayor and Mayor Pro tem not be abused or used for personal gain. Dr, Chang assures me that he will work only for the common good of Arcadia, I accept that assurance and trust that his term will be productive and positive, again, congratulations. I would also like to congratulate Gail on her election victory and selection as Mayor. Gail is the energizer bunny of Arcadia politics. With relatively little fundraising, but a whole lot of energy, she has been able to beat the odds and win two elections, Those victories were the result of hard work, commitment and a genuine concern for our great community. As Mayor, I know you will continue to attend virtually every community event, I know that, because I am at every community event, work hard on the behalf of every Arcadian and lead the charge to a productive year as we prepare for our centennial. And, what can I say about Mickey in his year as Mayor. He started his term with the slogan, '1he year of community and communication" and promoted that message throughout the year. Even though he is an accountant he became a darn good speech maker as he led us through a roller coaster of a year that involved the very best, such as ground breaking for our new Police Station and Skate Board Park and opening our new Historic Museum and the very worst of September 11 th, Thanks to Mickey we now can find our streets at night, we have an annual community picnic and we are on our way to becoming what Mickey modestly promised a year ago to be the best City in the world. Thank you Mickey for a job well done, I "As we navigate the last of our first one hundred years, I look forward for another unique and productive year in the life of Arcadia, My goals will remain: creating a sense of community in which the new comers feel welcome and the old timers do not feel threatened; keeping our neighborhoods safe and beautiful; looking out for our seniors and youth and remaining fiscally conservative. As many of you know and as I keep repeating and Dr. Chang keeps reminding everybody out there, I helped coach the Constitution Team at Arcadia High School and as I have mentioned before, one of the fundamental concepts we discuss is the social contract that exists between people and their government. This consent of the governed is the foundation of both The Declaration of Independence and our Constitution, In all contracts, to get something you must give up something, In the social contract each citizen promises to give up the absolute right to do anything he or she wants to do. In return each citizen receives the protection and benefits that the government can provide, By consenting to obey the laws and supporting the City, you citizens live up to your part of the bargain, By providing dedicated and unselfish service with available resources, the City's employees live up to their part of the bargain, and for us the City Council to live up to our part of the bargain, each of us must show up at every meeting prepared, keep an open mind, remain independent, but work toward building a consensus, consider all the 9 4/16/02 44:0070 facts and the opinions of others before making a final decision, respect the City and its residents and do what's right for the common good of the entire City, I feel very positive about this City I Council and that we will live up to our part of the bargain. The future of Arcadia looks very bright. I consider myself very lucky tonight; I have a great family, fantastic friends, and I live in Arcadia, Thank you." REMARKS AND INTRODUCTIONS BY COUNCILMEMBER WUO "Good evening, this is very exciting, I am really looking forward to working with my fellow Councilmembers to serve our community, First I would like to introduce my family members who are here tonight; my eighty year old mom is here. I have to tell you a little bit about my mom, she has taken care of my dad for the last twenty-five years, because my dad had three strokes, so she has been just wonderful, and I feel for her. My wife Jane is here, we have known each other since we were, I think ten or eleven years old. We have been married for 27 years, Also, I would like to introduce my two sons: Jeff, who is in the back, he is at UCLA Graduate School, and Jonathan is taking the pictures. I also have my daughter Jennifer from Irvine, I would like to thank all of them for helping me out during this campaign and Jeff has been wonderful by walking the precincts, and did all the design work for me, I paid for something, I paid for his education, he is an architectural major, I better get something back, right, ihanks Jeff I really appreciate that. I also have my brother George and his wife and my nephew Alex. And, I don't know if I see any other family members, but thank you very much. We have great schoois, We are financially strong and we have many incredible volunteers in our City, I am looking forward to working with my colleagues, to maintain and preserve the Arcadia tradition, At the same time, we need to have a vision and a solid plan I for the future of our City. "I would like to address my three areas of concerns: Safe community - I would like to work with Council and staff to assure our residents that we live in a safe and quiet community. Traffic and street safety are also part of this concern; Arcadia beautification - I would like to work with Council to make certain that our City codes are enforced, commercial and window sign guidelines must be followed by our merchants. This is a win-win proposition for the merchants and our City, not only do we beautify our appearance, but residents will also know where to shop in Arcadia: Unity - with my background, I feel I can be a good bridge builder to bring our community closer so we can all enjoy the peace, harmony and friendship of our community. In order for us to achieve these goals, I will need your help and participation, I urge all Arcadians to share and embrace these ideas, and let us work together to keep Arcadia a premier City that we can all be proud of, "Once again, thank you voters for giving me an opportunity to serve our truly wonderful community.
