MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING May 7. 2002 The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday. May 7. 2002 at 5:30 p,m.. in the Conference Room of the City Council Chamber. PRESENT: Council/Agency Members Chang, Kovacic, Segal, Wuo and Marshall ABSENT: None AUDIENCE PARTICIPATION Peter Ulrich, resident on Fairview Avenue, expressed appreciation to the City Council for considering participation in the 2003 Tournament of Roses Parade for the City's Centennial Celebration. He hoped the subject of this evening's study session will result in a beautifui float for the new year's parade. Kevin Zimmerman, Arcadia resident on Oakwood and a business owner, would like to see that the City of Arcadia be represented with a float in the Pasadena Rose Parade every year. Consideration of the report and recommendation to obtain City Council direction on various issues related to the Rose Parade; including selection of a float design and the pursuit of community involvement activities, In his presentation, City Manager Kelly stated in part; in January of 2002, the City Council directed staff to submit an application to the Pasadena Tournament of Roses Association to enter a City float in the 2003 Rose Parade. The City received an official invitation letter to participate in the Parade, Mr. Kelly noted this will be a one-time activity. speciflcally designed to commemorate the City's 100th birthday. In discussing the cost of floats with ihe two major float building companies; it appears that floats range from $100,000 for a simple float with little or no animation to $300,000 for the larger commercial floats. Bill Lofthouse, President of Phoenix Decorating Company; one of the major float builders for the annual Rose Parade, has offered his services to the City and has committed to produce a product that is beyond that which the budget would typically allow. After further discussion with Mr, Lofthouse, staff believes, if Phoenix Decorating Company is retained to build the float, the City will be able to have a fairly large (no animation) float with space for riders up to a cost of $100,000, The City has received verbal commitments from Methodist Hospital, the Los Angeles Turf Club and the Oak Tree Racing Association for monetary donations totaling $50,000 to be used 1 5/7/02 44:0072 specifically for designing and building the float. In addition, the City Council has previously decided that proceeds from the sale of obsolete street signs will go toward the cost of a float. I To date, the City has sold 427 signs at $10 each and has an additional 472 on reserve, Staff has allocated $50,000 in the preliminary 2002-2003 operating budget for the cost of building a float and $10,000 for promotional activities. Staff presented a rendering of a float design, which. was provided by Phoenix Decorating Company. The design intended to showcase Arcadia's history, heritage and beauty as well as emphasize the fact that 2003 is Arcadia's centennial year, It also highlights the two major financial contributors to the float. the Methodist Hospital and Santa Anita Race Track. With regard to the riders. staff suggested Methodist Hospital be invited to select two riders (to portray a doctor and a nurse); Santa Anita to select one rider (either a real jockey or someone depicting a jockey) and make two or three positions available to local children in order to corporate sponsors and the parade's theme of "Children's Dreams, Wishes and Imagination", The children could possibly be the finalists of the Mayor's Spelling Bee, or another idea would be to hold a free drawing for the three seats, Parents would be able to enter their children by filling out a form available only at the Historical Museum during a particular period of time, A random drawing to select the winner would take place at either the Holiday Festival or a City Council meeting. The Arcadia High School Apache Marching Band will also participate in the 2003 Rose Parade and as a result, the High School Music Club is purchasing two separate blocks of 150 tickets to sell to Arcadia residents, The sales price will be "at cost" which is in the neighborhood of $65- $75, Following the staff presentation, Mr. Bill Lofthouse. President of Phoenix Decoration Company, explained in detail the proposed design of the float, which will emphasize that Arcadia is a I beautiful and great place to live. The proposed theme is "Wishing You, Good Health, Happiness and Prosperity". The design will include a peacock, the Queen Anne Cottage, an architectural example of the Race Track and a wishing well. It also will include three large coins representing the Santa Anita Race Track. with a horse racing and/or a jockey logo; the Methodist Hospital, with a design of the new tower and the 100lh anniversary of the City, Mr. Lofthouse responded to questions raised by Council with regard to the size of the float, color of the coins and riders, stating in part, that the proposed float will accommodate as many as 7 or 8 riders. However, he suggested having 5-7 riders in order to maintain the beauty of the float. It was noted that the proposed design has been reviewed and preapproved by the Toumament of Roses, Design Variance Committee, Following discussion, it was MOVED' by Councilmember Segal, seconded by Mayor Pro tem Chang and CARRIED on roll call vote as follows to WAIVE the City's purchasing regulations with regard to competitive bidding and AUTHORIZE the City Manager to EXECUTE an agreement with Phoenix Decorating Company to design and build a City of Arcadia float for the 2003 Rose Parade for a total cost not to exceed $100,000; and, ACCEPT a donation of $25,000 from Methodist Hospital and $25,000 from the Los Angeles Turf Club/Oak Tree Racing Association, (These donations have been offered verbally only); and, APPROVED a final design for the float and AUTHORIZE the Phoenix Decorating Company to move forward with construction, AYES: NOES: ABSENT: Council members Chang, Kovacic, Segal, Wuo and Marshall None None I 2 5/7/02 I I I 1NVOC'A1lON 44:0073 Considerable discussion ensued with regard to whether or not the City will have people ride on the float and the selection of the riders. The discussion concluded by the following motion, It was MOVED by Council member Segal, seconded by Mayor Pro tem Chang and CARRIED on roll call vote as follows to have seven (7) riders on the float. Two (2) of the riders selected by the Methodist Hospital and one (1) rider selected by Santa Anita Race Track AYES: NOES: ABSENT: Councilmembers Chang. Kovacic, Segal, Wuo and Marshall None None Councilmember Kovacic would like to see a survey from other City's indicating its rider selection procedures. City Manager Keliy stated that staff will prepare a report for Council's consideration with regard to this matter. With respect to promotional activities, City Manager Kelly stated in part, that the City's participation in the Rose Parade offers interesting opportunities for special events, promotional activities and community involvement. Staff suggested having a Volunteer Decorating Day, an Unveiling Party, possibly approaching Santa Anita about displaying the float in their parking lot the week after the New Year's Day parade, Also, traditional activities included making and selling commemorative pins, tee shirts or buttons, placing an ad in the parade program and so on, Following discussion the City Council agreed on the promotional activities and decided to submit additional suggestions to Linda Garcia, Communications, Marketing & Special Projects Manager. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS City Manager Kelly requested that Agenda Item 11 n, be moved to the end of the City Manager's report. Mr, Kelly introduced David Lugo, the new Arcadia Fire Chief. It was MOVED by Councilmember Segal, seconded by Mayor Pro tem Chang and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, AUDIENCE PARTICIPATION Staff Sot. Ed Bacon, United States Army, Retired, 1807 South Baldwin Avenue, expressed appreciation to Captain Gary Voss of the Arcadia Fire Department and all the fire fighters for the great pancake breakfast last Saturday. 3 5/7/02 5. Bacon announced that May 18 is Armed Forces Day and Memorial Day will be observed on May 27. "In observing these holidays we should share the same spirit with those young men and women who stand together to detour aggression". I Ruth'LaQace, 932 Encanto Drive, President, Hugo Reid Elementary School PTSA, commented on the achievements and programs which have taken place at Hugo Reid Elementary School in her "What's Right With Arcadia Kids" presentation. Bob Hoherd, 475 West Wistaria, complimented past Councils on all their accomplishments over the years and hoped that the new Council would work together and be as productive for the good of the City. He hoped that this Council would continue monitoring the construction of the new police facility closely so the project will stay on budget. Mr. Hoherd congratulated Councilmember Segal for implementing the street sign project and complimented Jerry Collins, Director of City Parks and Recreation. for a very professional brochure on opportunities regarding recreation. Mr, Hoherd would like to see that City businesses have numerical signs that are readable from the street or parking lot and have the street numbers painted on the curbs of all residences, Mr. Hoherd expressed concerns with regard to the traffic that the train station, which is coming to Arcadia as part of the Gold Line, will generate and would like to see the Council address this issue, MATTERS FROM ELECTED OFFICIALS Council member Kovacic congratulated Jerry Collins for the recreation activities publication. In response to Council member Kovacic's request. Mr, Collins explained in detail the programs and activities that are scheduled for summer 2002 which included the Summer Youth Center. day camp and sport camp programs, swim lessons, community concert program, etcetera. I Council member Kovacic announced that the Summer Youth Center will be held at Dana Middle School, 'and will operate from June 17 to August 7, 2002, In his first term as Mayor he was summoned to the first Youth Center and was told to get a skate park built and that was the impetus for the Skate Board Park in Arcadia, Mr. Kovacic announced that the new Teen Center at the Arcadia Public Library is open for Arcadia teens to use and get involved in educational pursuits, Mr. Kovacic complimented the many volunteers who helped on Law Day, Over thirty local attorneys volunteered to provide free legal advice' in celebration of Law Day. Mr. Kovacic expressed appreciation to the Library and City staff for organizing this event. Mr. Kovacic complimented the Arcadia Fire Fighters Association for their great pancake breakfast. Council member Wuo urged Arcadia residents to help the City reduce green waste by utilizing the green waste containers. The Highland Oaks Homeowners Association generated a helpful "Do's and Don'ts" list of acceptable and not acceptable materials for the green containers, Council member Wuo noted some of the community events that he has attended since his election as a Councilmember, which included the Interservice Club Luncheon; Fire Fighters Pancake Breakfast; an event honoring the teacher of the year; Arcadia Chinese Lion's Club Dinner and the Methodist Hospital Alpha Auxiliary luncheon honoring President, Dennis Lee. I 4 5/7/02 I I I CHANG (National Day Prayer) (FD Pancake Breakfast) (Law Day) , , 44:0075 Mayor Pro tem Chang attended the National Day of Prayer Service at the Hope Community Church sponsored by the Arcadia Interfaith Group, He was impressed that people of different faiths and denominations were praying together for our country. Dr. Chang expressed appreciation to Arcadia Fire Fighters for their Annual Pancake Breakfast. He noted that it was lots of fun working with Fire Fighters and serving the public, Dr. Chang expressed appreciation to the volunteer lawyers, Counciimember Kovacic and City Attorney Deitsch, for their time and dedication at the Annual Law Day, which was held at the Public Library on May 4th, (City's introduc. Dr. Chang complimented City staff on an excellent job done on the new pamphlet introducing the Folder) City of Arcadia, (Letters of Compliment) SEGAL (Street Signs) (Mrs. Segal) Dr. Chang read two letters from Arcadia residents addressed to the City Manager; one complimenting the City Newsletter, and the other expressed appreciation to Chris Ludlum. Management Analyst, Public Works Services, for his efforts and assistance on trash and Waste Management issues. Councilmember Segal thanked Mr, Hoherd for his kind words regarding the new street signs, Mr. Segal expressed appreciation to everyone who has phoned and sent well wishes while his wife was iil. She is doing much better and is on her way to recovery. (Mother's Day) Mr, Segal wished all mothers a Happy Mother's Day, MARSHALL (Arcadia Lion's Club) (City Boards & Commissions) (Senior Scam Stopper) (Commission Liaison and Committee Appointments) Mayor Marshall announced that the Arcadia Lion's Club donated $1,500 to the Arcadia Library; $1.500 to the Arcadia Police Department and $1.500 to the Arcadia Fire Department. The City Councii will make a formal acceptance of these generous donations at the next Council meeting, Mayor Marshall urged every Arcadian to consider serving on a City commission. The City of Arcadia encouraged people who live in the area surrounding the light rail line, as well as. those interested in the project to attend this meeting, , . Acquisition and implementation of proper telecommunications equipment is critical to the efficient operation of the City as a whole, In order to make informed decisions and to ensure that the City is knowledgeable of the various technologies and equipment available, staff recommended that a . consultant be retained to lead the City in this effort, The scope of services will include a needs assessment that will inventory all existing equipment. audit all current City telephone records and billing statements, examine local and long distance usage, establish both immediate and long range needs, identify various technologies, meet with a user committee of staff members from various City departments. outline alternatives that address the City's needs and prepare a report with findings, Mayor Pro tem Chang suggested having one main number and an operator to answer all the incoming calls, It was MOVED by Mayor Pro tem Chang, seconded by Councilmember Segal and CARRIED on roll call vote as follows to AUTHORIZE the City Manager to enter into a Professional Services Agreement with L.S. ' , 9 5/7/02 44:0080 (APPROVED) In 2001, the City pursued federal grant funding for a project to enhance the Santa Anita Avenue corridor by widening several intersections and synchronizing traffic signal operations at a cost of I approximately $6.0 million, In January of this year, the City received conceptual approval from the Federal Highway Administration (FHWA) of an Intelligent Transportation System (ITS) a grant in the amount of $300,000, less Federal administration cost, for the Santa Anita Avenue corridor. The ITS integration grant program is funded annually and administered by the FHWA. The grant program requires a 50% match of local agency funding. A new project scope has been prepared for the Santa Anita Avenue corridor tailored to the ITS eligibility requirements and resubmitted to FHWA in March 2002, staff is awaiting a response in order to proceed. In his presentation, Philip Wray, City Engineer, explained the Intelligent Transportation System (ITS) stating in part that, the ITS Integration Grant Program is designed to integrate existing ITS transportation management systems, such as traffic signal control, freeway management, transit management, highway-rail intersection control, traveler information services, incident management and emergency service management. Arcadia does not have a fully developed ITS transportation management system, however, developing a coordinated traffic signal control system that could be integrated with the county's San Gabriel Valley Information Exchange Network (SGVIEN) program appears to meet the intent of the grant program, The proposed conceptual project scope for the Santa Anita Corridor project expands the traffic signal control system through signal coordination and video surveillance. The project proposes to install underground conduit and hardwire interconnect twelve traffic signals, install video camera vehicle detection at four intersections, install five surveillance cameras at select locations, and obtain the necessarY hardware and software to operate the cameras from the City's traffic management center. A portion of the City's proposed ITS project overlaps with the Underground Utility District No, 14 project administered by Southern California Edison Company, The City has an opportunity to have the conduits for the ITS project installed in portions of Santa I Anita Avenue and Santa Clara Avenue as part of the utility undergrounding project. Southern California Edison Co, estimated the additional conduit work at $57.000 including a contingency, lower than the work would cost the City independently, approximately $130,000. The City Charter allows for the waiver of the public contracting procedures where there is an urgent necessity for the preservation of life, health or property and must receive four affirmative votes of the Council to be approved. In this case, there is an urgency expressed by SCE to proceed with the undergrounding project, which, with the inclusion of the City's work, would preserve the street from further construction damage and public liability, The total project is estimated to cost $560,000, The ITS integration grant is approximately $248,000 after FHWA overhead costs are deducted, and the balance of $312.000 is recommended to be funded from local Proposition C funds. The City is currently working with MTA staff for the approval of the Proposition C funds, Following the presentation staff responded to concerns and questions expressed by Council with regard to the underground conduit and surveillance cameras. stating in part that the cameras will be connected to City Hall and the Police Department; on week-ends when the City Hall is closed the Police Department will be able to monitor the traffic, It was MOVED by Council member Wuo, seconded by Council member Segal and CARRIED on roll call vote as follows to WAIVE the bidding requirements for the portion of work included in the SCE Utility Undergrounding Project and make the finding that the waiver is necessary for the protection of public property and public safety pursuant to section 1212 of the City Charter which requires four affirmative votes of the Council; and, APPROPRIATE $57,000 in Proposition C funding for the cost of installation of underground conduit performed by the SCE contractor on I Santa Clara and Santa Anita Avenue. 10 5/7/02 I I I f" ", ,I' " " 44:0081 AYES: NOES: ABSENT: Councilmembers Chang, Kovacic, Segal, Wuo and Marshall None None 12b, () 7 'JO -/1.1 PROF, SVCS, A Civic Center Needs Assessment was approved as part of the FY 2001-02 Capital AGREEMENT Improvement Program (CIP), This study was intended to analyze the overall site circulation (City Hall (vehicular and pedestrian) of the Civic Center property, building/architectural assessment of the Renovation City Hall/Council Chambers and landscape architectural assessment. The first phase of the ' Study) study will address the cost of renovation of both the interior and exterior of City Hall. (APPROVED) Upper City Hall was constructed in 1948 and is approximately 10,800 square feet. Lower City Hall was constructed in 1956 to accommodate staff growth and is approximately 6,000 square feet. Over the years numerous intemal renovations have taken place to both upper and lower City Hall. Some of the renovations significantly altered the look of the buildings, in particular. the upper City Hall. The existing ceilings are approximately 2-3 feet lower than those originally built. This 2-3 foot space has now been converted into a functional area for HV AC ductwork, computer cabling, electrical wiring, etcetera, However, the exterior windows are still the original ceiiing height so the top panes of giass had been painted out. Gonzalez Goodale Architects, formerly CHCG Architects, has over 23 years experience in the municipal arena. Utilizing this experience, CHCG Architects will analyze both upper and lower City Hall and prepare a study which will provide recommendations and alternatives for the renovation of the interior and exterior of the buildings to comply with current code requirements and to provide more efficient space utilization, This will include the removal of asbestos in upper and lower City Hall, installation of a fire sprinkler system in both buildings, analyze the efficiency of the existing electrical and mechanical systems including the HVAC, study energy efficiency issues particularly existing windows, and analyze the costs to restore the exterior of both upper and lower City Hall to their original streamlined architecture, Gonzalez Goodale has proposed to provide five optional services at. additional costs. 1 ) Preparation of CAD based as-built record floor plans; 2) exterior renovation design concepts for the City Council Chamber; 3) renovation studies for Upper City Hall basement; 4) computer generated exterior rendering of the proposed renovation of City Hall; 5) design concept reconfiguring the basement beneath the City Council Chambers. Staff recommended that the reconfiguration of the basement beneath the City Council Chambers be addressed now because once the new police facility is completed, the firing range wili be relocated to the new building leaving the 5,300 square foot basement area beneath the City Council Chambers vacant with the exception of the area designated for City Hall storage, As part of the scope of services, the study will provide a cost estimate of a new similarly sized City Hall facility. This study wili ultimately provide a comparison of costs to renovate both upper and lower City Hall and reconfigure the basement beneath the City Council Chambers to the construction of a new facility. It wili also include the costs associated with relocating staff into modular faciiities while the buildings are being either renovated or demolished for a new facility. Staff also recommended that a lead based paint survey be prepared, This survey wili provide the location of all lead based paint both internally and externally for both buildings. It wili provide a cost to remediate the affected areas, Considerable discussion ensued. Some Council members felt that as far as City services are concerned, the City of Arcadia is a first grade City ,with a third grade City Hall, and they would like to go ahead with the cost analyzes for facilities renovation services for the City Hall; others felt that the renovation and construction of the City Hall is not on their priority list, they would , rather have more Code Enforcement Officers or architectural reviews citywide than a new City Hall. 11 5/7/02 12c. Consequently, staff is not prepared this evening to recommend any action, Staff requested Council's direction on whether Council still intends to build a Skate Park? If so. the Council has several options: 1) to legally make the low bidder to the project; 2) reject all bids, continue the bidding process in the fall and see if the bidding environment is any better; 3) reject all bids, and redesign'the skate park to something smaller with fewer rides and fewer bumps; and, 4) award the contract to the second low bidder at the price submitted, Council member Kovacic felt that the Council made a commitment to the youth of Arcadia to build a Skate Park and also made a commitment to the tax payers to spend money wisely, now the Council has to make sure that those commitments are consistent with one another, Council member Segal commented that the question is whether the Council is willing to build a I Skate Park considering the fact that the estimated price may not be the same, or table the project for 3-6 months. wait for the demand to go down and hope for a better price from a contractor. The attack on Pearl Harbor activated Jim's military status and he spent three and a half years in the Pacific Theater. He attained the rank of Sergeant and a Tank Commander for the Sixth Army in the Alamo Scouts, He earned a purple heart, a bronze star and a silver star during his service to his country. In 1947, Jim married Mary Ruth Shadell whom he met at the Bank of America Branch in West Arcadia, In 1946 Jim became a police officer for the City of Arcadia, He attained the rank of sergeant and in a few years earned a promotion to captain, Jim remained with the Police Department until the early 1960' s, For the next twenty- five years Jim was an expert photographer, probably best known for his photographs of Arcadia Little League, A YSO Soccer and Junior All American Football Teams. Jim Hayes love life and was especially fund of his long love affair with the City of Arcadia, where he spent his entire life." Council member Kovacic adjourned the meeting in memory of Thomas Scott Stephens, "A fifty year resident of Arcadia, who died of cancer on April 18 at the Methodist Hospital. A lifetime resident of the San Gabriel Valley, Tom graduated from Alhambra High School in 1941. where he played on the 1939 CIF Championship football team. He then attended the University of Southern California, where he earned a business degree in 1948. His education was interrupted by three years of proud service in the United States Air Force. He married his high school sweetheart, Sheila Hayward, in 1946 and then moved to Arcadia in 1952. While raising five 'sons and operating a successful floor covering business, Tom always found time to give to the youth of Arcadia, Starting in 1952, he was a coach for the first Arcadia High Schooi freshman football team. He then spent over 10 years coaching an Arcadia Coast Little League, A long time supporter of Arcadia High School athletics, Tom was a founding member of the Arcadia High School Booster Club and the Arcadia Invitational Track Meet. The Arcadia Invitational, which recently celebrated its 30th anniversary, is now considered the premier High School Invitational in the United States, Tom also served as a member of the Arcadia Recreation Commission. Tom loved people, and you would usually find him chatting with an old friend or making a new one. His passions included USC football. suit and deep-sea fishing, attending the horse races at Santa Anita and Del Mar, and watching his children and grandchildren compete in their athletic endeavors. Tom leaves his wife of 55 years, Sheila; his five sons, Craig, Jeff, David, John and Mark. their wives and fourteen grandchildren, In memory of Tom, donations may be made, either to the following organizations: the USC/Norris Cancer Center or the Arcadia High School Boosters Club." Dale was a City employee for 16 years. and passed away of complications from ALS, more commonly known as Lou Gehrig's Disease, just this last Monday, Dale earned his Bachelor's degree from Cal State Long Beach and a Master of Arts in Public Administration from the University of Akron, He worked for the City of Pico Rivera for several years and came to Arcadia in 1983. Dale was involved in the acquisition and properly development, relocation of tenants and businesses, land clearance and a large number of projects and buildings in the downtown Arcadia core. He handled much of the administrative work for the Economic Development Division, He also managed and coached the City Hall employee softball team, more often than not personally leading them to victory, including beating the neighboring City of Monrovia team and more importantly beating Public Works several times. Dale was diagnosed with Lou Gehrig's disease in 1997, and he resigned from the City in November of 1998, working the last year with the help of a voice machine, he couldn't talk, He is survived by his wife Kae; his daughter Rachel, a freshman at Cal Poly San Luis Obispo; and a son Ben, a sophomore at Glendora High, Memorial ceremony is scheduled for Saturday.
