CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA SISTER CITY COMMISSION
SPECIAL JOINT MEETING
May 21, 2002
A Special Meeting of the Arcadia City Council was called' by Mayor Marshall to be held at the
City of Arcadia Council Chambers Conference Room, 240 West Huntington Drive, Arcadia,
California, at 4:00 p.m. Said meeting was called for the purpose of a Joint Meeting with the
Arcadia Sister City Commission,
PRESENT: Councilmembers Chang, Kovacic, Segal, Wuo and Marshall
Sister City Commission Members Cashion, Cope, Hanner, Tung (Arrived 4:27
p,m,),Wang, Westfall and Lindsey
ABSENT: Sister City Commission Members Efstathiou and Hronas
Others in attendance:
Mimi Hennessey, Superintendent, Arcadia Unified School District
Martin Plourde, Principal, Arcadia High School
It was MOVED by Councilmember Segal. seconded by Council member Wuo and CARRIED to
EXCUSE the absence of Commjssion Members Efstathiou and Hronas.

City Manager Kelly introduced Bill and Glinnis Hanley from the City of Newcastle, Australia and
presented some of the City.s Centennial Celebration items to Mr. & Mrs, Hanley. In his
introduction Mr. Hanley stated in part, that he served as a Council member for the City of
Newcastle from 1983-84 and again from 1999 to present and has been a member of the Sister
City Committee for 35 years. He visited the City of Arcadia in 1998, which was the 25th
anniversary of the Sister City relationship between Arcadia and Newcastle, He felt that all should
get together and do something special for the 30th anniversary in 2003, which is al so the City's ,
Centennial Celebration year.
Mr. Hanley presented gifts and ietters to the Mayor, Councilmembers, City Manager and Arcadia
High School principal, Martin Plourde, on behalf of the Mayor of the City of Newcastle and the
Newcastle Sister City Committee, In response to Councllmember Chang's question, Mr, Hanley
noted that Newcastle has a sister City relationship with Japan, which is very active,

In the discussion, the subject of funding for travel expenses for both Arcadia and Newcastle
marching bands was raised.... Mr. Hanley noted that the Newcastle Council does not fund
these activities, The marching band is self funded and the money usually comes from different
fund raisers and promotional activities such as selling baked food, pins, etcetera....

In response to a Council question Mr. Hanley stated that there is a park in Newcastle named
after Arcadia. Councilmember Kovacic felt it would be in the best interest of both City's to build a
stronger relationship.
At 4:28 p,m, .the Special Joint Meeting of the Arcadia City Council and the Arcadia Sister City
Commission ADJOURNED to. 5:25 p.m. in the City Attorney's Conference Room,
