PRESENTATIONS
Mayor Marshail and Police Chief Hinig presented the "Arcadia Police Department Life Saving
Meda'" to Agent Bruce Smith for his extraordinary action in duty and outstanding service in
saving the life of an Arcadia resident.
Mayor Marshall and Councilmember Kovacic presented plaques of appreciation in recognition of
their service to the community to: outgoing Centennial Celebration Commissioner, John Wuo,
outgoing Human Resources Commissioner, S, H, Wen; and, outgoing Senior Citizens'
Commissioner, Ruth V, Gilb,

City Clerk June Alford administered the Oath of Office to incoming commission members. Mayor
Marshall expressed congratulations and presented each of the new commissioners with a City
pin and an identification card.

Incoming Senior Citizens' Commissioner, Harvey Hyde was not present this evening,
AUDIENCE PARTICIPATION
Ruth Gilb, encouraged the City Council to approve Agenda Item 1 Of. "Contract Extension -
Congregate Meal Program", which provides subsidized luncheon meals to senior citizens, stating
in part. that as a Senior Citizens' Commissioner she attended the lunch programs and was very
pleased with this program. She also urged Council to approve Agenda Item l1a, "Non-
emergency Medical Appointment Transportation Program".
MATTERS FROM ELECTED OFFICIALS
Council member Kovacic congratulated the outgoing commission members for their wonderful
service to the City of Arcadia, and welcomed the new commissioners, He felt that the new
commissioners will provide a great service to the City, .
Mr, Kovacic encouraged everyone to put on red, white and blue in celebration of July 4th, He
also encouraged everyone to attend the Sierra Madre Fourth of July Celebration and the parade, I
Arcadia's City CoUncil will participate in the Sierra Madre parade.
Mr. Kovacic asked the Council to think about ways to improve the sister city organization and
find an American city to be Arcadia's sister city, He would like to discuss the possibility of having
a domestic sister city at a future Council meeting. He felt it might be a good idea to look at the
City of White River, the capital of the Apache White Mountain Reservation as Arcadia's Sister
City, Arcadia High School has been very helpful in preserving the Apache mascot in Arcadia.
Councilmember Kovacic wished everyone a happy Independence Day,
WUO Council member Wuo thanked the outgoing board and commission members for their wonderfui

Mayor Pro tem Chang congratulated Police Agent Bruce Smith for his courageous act.
Dr. Chang thanked the outgoing commissioners for their dedication of time and effort in past
years to the community. He also expressed appreciation to the newly appointed commission
members for wanting to serve the community.
Dr, Chang welcomed "Henry Nunez Real Estate" to Arcadia, at 11 East Huntington Drive and
wished him success in his future endeavors,
Dr. Chang attended the U,S, Marine Corps Band Concert on Saturday June 29, He encouraged
everyone to attend the summer concert series and have a good time,
Dr. Chang noted that the Gamer family donated an electric cart to the Arcadia Public Library.
The cart will be parked at the main entrance to the library.
At the last Council meeting, Dr. Chang referred to letters of complaint from two Arcadians with
regard to Altrio Communications and the purchase of old street signs, Further communication of
City staff resolved these issues and Altrio has since been making a lot of progress to satisfy its
new clients.
Dr. Chang mentioned that some citizens have pointed out that some new street signs have
direction arrows pointing in the wrong direction. He would like staff to look into this matter.
Dr, Chang asked the Public Works Department to repair a section of the curb at 1025 Huntington
Drive.
Dr. Chang referred to complaints from Arcadia residents with regard to recreational vehicles, He
would like staff to study and research this issue.
In reference to an accident that occurred on Friday, June 14, at Santa Anita and Bonita, Dr.
Chang urged that any person who might have witnessed the accident contact the police
department. Supervisor Mike Antonovich has offered $5,000 to the person who supplies
information leading to the arrest of the driver who hit a grandfather and his grandson, He would
like staff to study the traffic situation at the Santa Anita and Bonita street intersection and find
ways to prevent similar tragedies from happening again,
Dr. Chang expressed congratulations to six Arcadians who had earned the "highest achievement
of Girls Scouts", the gold award, The ceremony was held in Duarte on June 23. Mayor Marshall
and representatives from the Arcadia Police Department were there to present the certificates.
Dr. Chang congratulated Stephanie Chang, Arcadia High School, Class of 2002 valedictorian
and wished her the best in all of her future endeavors,
Mayor Marshall expressed appreciation to Roberta White, Assistant Director of Recreation &
Community Services and Betty Flippen, Arcadia Republican Club for organizing the U,S, Marine
Corps Band Concert.
Mayor Marshall urged everyone to attend the 2002 Summer Community Concerts. A traditional
country band will be performing on Thursday, July 11, from 7:00 to 8:30 p,m,
Mayor Marshall announced that the construction and painting of the City's float for the 2003
Pasadena Rose Parade has been completed. Previously the City Council determined that up to

seven (7) individuals would ride on the float; three (3) of the riders to be selected by the
Methodist Hospital and one (1) rider selected by Santa Anita Race Track, The Mayor and I
' Council member Kovacic were appointed by the Council with respect to the selection of the
remaining float riders, It was decided that a hero representative, homegrown in Arcadia, be
selected as the additional rider. John Shaffer, a Black Hawk helicopter pilot in Afghanistan
accepted the invitation, The remaining two riders, a boy and a girl, between the ages of eight (8)
and thirteen (13) will be selected by a random drawing at the Community Picnic,
(July 4th)
Mayor Marshall reminded everyone that fire works are illegal in the City of Arcadia. She wished
everyone a happy and safe Fourth of July,

Mayor Marshall shared a statement made by President Bush after the September 11, 2001
terrorist attack, "grief, tragedy and hatred are only for a time; goodness, remembrance and love
have no end."

AUDIENCE PARTICIPATION
Helen Chan, an Arcadia resident, addressed a development project at her residence and the I'
problems that she had with the management company,
City Manager Kelly noted that this deals with a private development project on Duarte Road
which was processed through the City in accordance to the City codes and procedures, He
noted that the City does not have any jurisdiction over landlord and tenant issues.
Councilmember Kovacic suggested that Ms, Chan seek appropriate legal advice from an
attorney or any other legal aid organizations,
Council member Wuo noted that he was present at the Planning Commission meeting during the
hearing with regard to the Duarte Road project. The developer indicated that they will provide
tenants with a six-month notice,

ADOPTED ORDINANCE NO. 2161 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA, AMENDING THE ARCADIA MUNICIPAL CODE BY
DELETING, IN THEIR ENTIRETY, ARTICLE II, CHAPTER 2, PART 2, DIVISIONS 1 AND 2
RELATING TO THE ARCADIA SISTER CITY COMMISSION."
AUTHORIZED the City Manager to exercise the option to EXTEND the contract with Wittman
Enterprises for one additional year for Emergency Medical Services (EMS) billing and collection
services,
AUTHORIZED the City Manager to EXTEND for one year the contract with Post Alarm to
provide security personnel at the Library from July 3, 2002 to June 30, 2003.
Council member Wuo referred to a complaint from a parent with regard to a security guard's
behavior toward their child. He would like the Post Alarm System personnel to be careful to
respect the students.
AUTHORIZED the City Manager to EXECUTE an Amendment to the Agreement for Legal
Services between the City of Arcadia and Best Best & Krieger, LLP that revises the hourly rate
for legal services and changes the definition of the term "year" as referenced in the July 2, 2002
staff report.
Council member Kovacic felt that the City should not have to pay for City Attorney's travel time
and he would like to address this issue during the future negotiation process,
Mayor Marshall expressed appreciation to the City Attorney and his firm for representing Arcadia
well.
AUTHORIZED the City Manager to EXTEND the City's contract with Catering Systems, Inc, for
the period of July 1,2002 through June 30, 2003, in the amount of $41,000 to provide subsidized
lunch meals for senior citizens,

"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
AUTHORIZING THE FILING OF A LAWSUIT IN STATE COURT AGAINST THE LOS
ANGELES REGIONAL WATER QUALITY CONTROL BOARD (LARWQCB) AND THE STATE
WATER RESOURCES CONTROL BOARD (SWRCB) AND A LAWSUIT IN FEDERAL COURT
AGAINST THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY (EPA)
CHALLENGING THE TRASH TOTAL MAXIMUM DAILY LOAD FOR THE LOS ANGELES
RIVER".
The United States Government through the Environmental Protection Agency (EPA) has
mandated modifications to storm water run off, Much like trash reduction/recycling there is a
gO,ai to get to 50% by a certain time, The legislation, which has been adopted, requires reducing
the amount of trash in the storm drain system by 10% per years, to "Zero" by the tenth year.
The' City of Arcadia along with other cities, is supportive of cleaning storm water with cost
effective programs. However, it is unclear how cities can realistically comply with a "Zero"
Trash TMDL (Total Maximum Daily Load), TMDL's will effectively establish numeric limits, which
will be measured at the various outfalls in the City's storm drain system, Cities whose storm
water exceeds the specified numeric limit are subject to daily fines of $27,500 by the Regional
Water Quality Control Board (RWQCB) and exposed to third party litigation under the Clean
Water Act.
As part of next years Sewer Master Plan Update, staff will include National Pollutant Discharge
Elimination System (NPDES) and funding issues in the Request For Proposals, to help the City
identify program costs and how they may affect property owners. Staff will also explore funding
opportunities including the possibility of placing this issue on an election ballot sometime in the
future. Staff recommended that the City Council adopt Resolution No. 6314, joining in with the
Coalition for Practical Regulations (CPR) joint litigation effort to keep these new mandates
reasonable, practical and cost effective,
Mayor Marshall is pieased to see that the City of Arcadia along with 39 other cities, is taking the
United Stated Environmental Protection Agency and the Regional Board to task, She
encouraged newspapers to write many articles with regard to this matter so people would know
what is happening, She also felt that the newspapers need to rally behind the cities and try to
fight this, .
Considerable discussion ensued concluded by the following motion, It was MOVED by
Councilmember Kovacic, seconded by Councilmember Wuo and CARRIED on roll call vote as
follows that RESOLUTION NO, '6314 be and it is hereby ADOPTED; and, that the City Council
be PROVIDED with QUARTERLY REPORTS concerning the status of the litigation; the amount
that the City has paid and the amount the City is being asked to fund; and also input into the
issues that are being litigated in this matter.
City Manager Kelly added that the City of Arcadia has reserved the right to opt out anytime in the
future of this joint litigation with the Coalition for Practical Regulation (CPR),

PILOT PROG, - In response to a request by the Arcadia Senior Citizen Commission, Arcadia Transit proposed to
12-MONTH implement a 12-month pilot program to provide non-emergency medical transportation to specific
(Senior Citizens hospital facilities outside the City limits for the purpose of accessing medical appointments and

Consideration of the report and recommendation to approve a pilot program to transport Arcadia
senior citizens and disabled persons to hospital facilities outside the City limits,
In ,his presentation Donald Penman, Assistant City Manager/Development Services Director,
explained in detail the estimated annual costs as well as advantages and disadvantages of two
existing options for the delivery of Medical Appointment Transportation services. The options
included: 1 - inclusion within the current Arcadia Transit contract with Southiand Transportation
Inc" or 2 - operation via a taxicab voucher service, Operation as an adjunct to Arcadia Transit
can be implemented expeditiously by increasing the level of services under the existing contract.
This new program can utilize an existing Arcadia Transit vehicle as well as the existing trained
drivers, reservations and dispatch staff, and management structure used to operate the current
, Dial-A-Ride service. Based on weekday operation and availability of a single vehicle in service
from 8:00 a,m, to 6:00 p,m" this program could operate a total of 2,540 annual hours of service,
Southland Transportation indicated that the Tier 3 reimbursement rate for Arcadia Transit
($22,70 per vehicle hour) would apply to this service for the FY 2002-03 period, Using this rate, I
the Medical Appointment Transportation Program could cost a total of $57,658 from July 1,2002
through June 30, 2003, Establishing a flat passenger fare of either $2,00 or $5.00 per one-way
trip reduces the amount of subsidized cost of service to the City by 9% and 22%, respectively,
Also it was noted that the graphic and color scheme for the Medical Appointment Transportation
vehicle should be unique and distinct from the existing Arcadia Transit fleet to identify it as a
separate service. The estimated cost to change the graphics on one existing transit vehicle is
$800,
Operation via a taxicab voucher service would enable eligible residents to call designated local
taxicab companies for transportation, If implemented as a taxi-based program, the City would
need to establish an eligibility process for residents wanting to use this program, set up a system
of vouchers or other controls on the number of trips being provided, and a rigorous system of
monitoring service quality and accounting for program costs and reimbursement. It is estimated
that these administrative requirements could necessitate adding up to 0,5 full time employee to
the City staff for clerical support. The annual cost of a taxi-based program, including added City
staff to administer the program would be approximately $50,652,
Medical Appointment Transportation would be provided to five (5) specific major medical
facilities no more than seven (7) miles outside the City boundaries, The facilities included:
1, Huntington Memorial Hospital, Pasadena
2. City of Hope Medical Center, Duarte
3, Kaiser Hospital, Baldwin Park
4, Santa Teresita Hospital, Duarte
5, Mountainview Dialysis Center, Monrovia

In addition, staff noted that sufficient local transit funds are available to support the increase of
service to senior and disabled residents of Arcadia, Proposition C Discretionary - Municipal
Operator Service Improvement Program (MOSIP) funds can be programmed in the new fiscal
year to support the new Medical Appointment Transportation program.
Considerable discussion ensued, Some members suggested exploring a more efficient system
to transport more seniors and/or disabled persons to more piaces and not tie-up a'sixteen or
twelve passenger van for one person and one appointment. Additionally, the Council
encouraged staff to come up with a shaded, prototype, designated pick-up and drop-off area for
passengers, The Council members also expressed concern with regard to the quality of service
that Arcadia Transit is providing and would like staff to follow up on that issue,
It was MOVED by Councilmember Kovacic, seconded by Mayor Pro tem Chang and CARRIED
on roll call vote as follows to APPROVE and IMPLEMENT a Non-Emergency Medical
Transportation Pilot Program in FY 2002-03 to transport Arcadia senior citizens and disabled
persons to hospital facilities outside the Arcadia City limits; and, ESTABLISH a one-way fare of
$2,00 per trip; and, AUTHORIZED the City Council to APPROPRIATE $50,000 in Proposition C
40% Discretionary Municipal Operator Service Improvement Program Funds to operate the new
service; and, IMPOSE those appropriate measures that would mitigate some concerns
expressed by the Council.
