After alerting the occupants of one house, the boys took up garden hoses and began wetting down the roof of a garage adjacent to one of the homes, This was a remarkable illustration of bravery, initiative and caring, 3 PUBLIC HEARING 3, RESOLUTION Consideration of the report and recommendation to adopt Resolution No. 6313 entitled: "A NO, 6313 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, FINDING (CMP Local THE CITY OF ARCADIA TO BE IN CONFORMANCE WITH THE CONGESTION Implementation MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION 1 8/6/02 Report) (ADOPTED) 4, 5, WUO (Centennial Flag Sponsorship) (City's 99th Birthday) (Celebrating America's Freedom) (Forgive But Not Forget Exhibit) 44:0155 REPORT (L1R) IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTIN 65089," The Los Angeles County Metropolitan Transportation Authority (MTA) Congestion Management I Program (eMP) requires local agencies to submit an annual Local Implementation Report (L1R), The report must be adopted at a public hearing, and submitted to the MT A by September 1, 2002, The L1R must be adopted by resolution, finding that the City is in compliance with the local Congestion Management Program (CMP), the City must perform certain compliance actions setforth in the August 6, 2002 staff report, Mayor Marshall OPENED the Public Hearing, No one came forward to address the City Council. Mayor Marshall CLOSED the Public Hearing, It was MOVED by Councilmember Wuo, seconded by Council member Segal and CARRIED on roll call vote as follows to ADOPT RESOLUTION NO, 6313; and, DIRECT the City Clerk to transmit a fully executed copy of the Resolution No. 6313 and the Local Implementation Report to the Los Angeles County Metropolitan Authority by September 1, 2002, AYES: NOES: ABSENT: Councilmembers Chang, Segal, Wuo and Marshall None Council member Kovacic AUDIENCE PARTICIPATION None, MATTERS FROM ELECTED OFFICIALS I Councilmember Wuo encouraged business owners and the public to sponsor a Centennial Flag, The sponsored flag will be flown for the entire Centennial Celebration year and then presented to the sponsor at the end of 2003, The sponsorship is $125,00, Mr. Wuo encouraged everyone to attend the August 15, 2002 summer concert series and celebrate the City of Arcadia's 99th Birthday, Mr, Wuo announced that the Arcadia Historical Museum will join museums around the nation by participating in Museums Ceiebrate America Freedoms, joining communities in a Day of Remembrance, September 11, an event sponsored by the American Association of Museums and the Institute of Museum and Library Services, There will also be a special project coordinated by Girl Scout Tiffany Tseng, consisting of an exhibition of portraits of Arcadians, with a quotation from each person of "What It Means To Me To Be An American", Mr, Wuo encouraged everyone to participate in this project by sending a self-photograph and quotations to the Arcadia Historical Museum by August 15, 2002, A selection of the photographs will be framed with the quotations and on display in the gallery. (ADOPTED) 44:0159 On September 5, 2000, the City Council adopted Resolution No, 6195 establishing Standard Urban Storm Water Mitigation Plan (SUSMP) regulations, From time to time, the State Water Quality Control Board and the Regional Water Quality Control Board, Los Angeles Region, require that revisions to Standard Urban Storm Water Mitigation Plan (SUSMP) regulations be adopted and implemented, On December 13, 2001, the State Water Quality Control Board adopted a new revised permit, thereby requiring the City to amend its SUSMP regulations, The City's current SUSMP regulations expanded the City's storm water control responsibilities in four fundamental areas: 1- requiring ail demolitions and/or construction sites within the City to adhere to established Best Management Practices (BMP)s for the reduction of potential poilutions; 2 - requiring the development of poilution prevention plans for construction sites; 3- requiring new development to incorporate post-construction BMPs and/or treatment techniques into their designs to reduce storm water runoff and poilutant migration; and, 4 - establishing an on-going inspection and maintenance program for developments that instail treatment control BMPs, Changes to the City's SUSMP and construction regulations are required to conform with the State Board's final decision and the new Permit.
