The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday,
August 6, 2002 at 7:00 p,m, in the City Council Chambers,

PRESENTATION Mayor Marshall and Arcadia Fire Chief, David Lugo, presented Certificates of Commendation to
(Brad Atkins, Jason and Devin Bessex and Brad Atkins and acknowledged their role in averting the possibie
Devin Bessex & loss of life at the June 17. 2002 residential fire at one of the homes behind their house, After
Jason Bessex) spotting the fire, these young men called the Fire Department to report it. After alerting the
occupants of one house, the boys took up garden hoses and began wetting down the roof of a
garage adjacent to one of the homes, This was a remarkable illustration of bravery, initiative and
caring,

REPORT (L1R) IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTIN 65089,"
The Los Angeles County Metropolitan Transportation Authority (MTA) Congestion Management I
Program (eMP) requires local agencies to submit an annual Local Implementation Report (L1R),
The report must be adopted at a public hearing, and submitted to the MT A by September 1,
2002, The L1R must be adopted by resolution, finding that the City is in compliance with the local
Congestion Management Program (CMP), the City must perform certain compliance actions
setforth in the August 6, 2002 staff report,
Mayor Marshall OPENED the Public Hearing, No one came forward to address the City Council.
Mayor Marshall CLOSED the Public Hearing,
It was MOVED by Councilmember Wuo, seconded by Council member Segal and CARRIED on
roll call vote as follows to ADOPT RESOLUTION NO, 6313; and, DIRECT the City Clerk to
transmit a fully executed copy of the Resolution No. 6313 and the Local Implementation Report
to the Los Angeles County Metropolitan Authority by September 1, 2002,

Councilmember Wuo encouraged business owners and the public to sponsor a Centennial Flag,
The sponsored flag will be flown for the entire Centennial Celebration year and then presented to
the sponsor at the end of 2003, The sponsorship is $125,00,
Mr. Wuo encouraged everyone to attend the August 15, 2002 summer concert series and
celebrate the City of Arcadia's 99th Birthday,
Mr, Wuo announced that the Arcadia Historical Museum will join museums around the nation by
participating in Museums Ceiebrate America Freedoms, joining communities in a Day of
Remembrance, September 11, an event sponsored by the American Association of Museums
and the Institute of Museum and Library Services, There will also be a special project
coordinated by Girl Scout Tiffany Tseng, consisting of an exhibition of portraits of Arcadians, with
a quotation from each person of "What It Means To Me To Be An American", Mr, Wuo
encouraged everyone to participate in this project by sending a self-photograph and quotations
to the Arcadia Historical Museum by August 15, 2002, A selection of the photographs will be
framed with the quotations and on display in the gallery. All of the photographs and quotes will
be assembled in an album as part of the community record,
Mr. Wuo also noted that there will be an exhibition, Forgive But Not Forget, organized by Charley
Cheung of the Contemporary Sino-Japanese War Historical Society and the Chinese American
Association for Education, This exhibit will explore the role of the Chinese in World War II with
photographs, memorabilia and artifacts,
Mr, Wuo encouraged everyone to become part of the Day of Remembrance and join the Arcadia I
Historical Museum at an opening reception Wednesday, September 11 th, 2002,

Mayor Pro tem Chang complimented Brad Atkins, Devin and Jason Bessex for their courageous
act of bravery,
Dr, Chang referred to letters from two Arcadia residents, The first letter complimenting Arcadia
Transit for good service and efficiency, The second letter, complimented Arcadia Public Works
employee, Chris Ludlum for his prompt response to recycling issues,
Council member Segal encouraged everyone to participate in the Centennial Celebration
activities including the activities related to the float and the Pasadena Rose Parade,
Mayor Marshall announced that on September 11 at noon the City of Arcadia will hold a
ceremony at the City Hall to recognize the one-year anniversary of the New York and
Washington terrorist attacks
Mayor Marshall encouraged everyone to attend the first Whiskers 'n Tails Animal Care and Pet
Adoption Day, September 28, 2002 on the west lawn in front of City Hall from 11 :00 a,m, to 3:00
p,m,
Mayor Marshall encouraged everyone to attend the last two summer concerts, Thursday, August
8 and 15,
(Arcadia City of Mayor Marshall referred to a book written in 1953 titled "Arcadia City of the Santa Anita" and
Santa Anita) read a part related to what went on in the City during the 1930's depression,

On September 5, 2000, the City Council adopted Resolution No, 6195 establishing Standard
Urban Storm Water Mitigation Plan (SUSMP) regulations, From time to time, the State Water
Quality Control Board and the Regional Water Quality Control Board, Los Angeles Region,
require that revisions to Standard Urban Storm Water Mitigation Plan (SUSMP) regulations be
adopted and implemented, On December 13, 2001, the State Water Quality Control Board
adopted a new revised permit, thereby requiring the City to amend its SUSMP regulations, The
City's current SUSMP regulations expanded the City's storm water control responsibilities in four
fundamental areas: 1- requiring ail demolitions and/or construction sites within the City to adhere
to established Best Management Practices (BMP)s for the reduction of potential poilutions; 2 -
requiring the development of poilution prevention plans for construction sites; 3- requiring new
development to incorporate post-construction BMPs and/or treatment techniques into their
designs to reduce storm water runoff and poilutant migration; and, 4 - establishing an on-going
inspection and maintenance program for developments that instail treatment control BMPs,
Changes to the City's SUSMP and construction regulations are required to conform with the
State Board's final decision and the new Permit. The August 6, 2002 staff report set forth the
major changes to the City's SUSMP regulations needed at this time to conform with current
State requirements,
Foilowing presentation staff responded to questions raised by Council, stating in part that, not
complying with the guidelines will cost the City and tax payers $17,000 a day, It was noted that
one of the programs is to involve the Chamber of Commerce and Code Enforcement in
educating businesses and property owners to help with City sanitary conditions, \
