ARCADIA REDEVELOPMENT AGENCY
REGULAR MEETING
November 5, 2002
The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday,
November 5, 2002 at 5:30 p.m. in the Cay Mortensen Auditorium, Arcadia Public Library, 20
Duarte Road.

It was MOVED by Council member Segal, seconded by Councilmember Kovacic and CARRIED
to EXCUSE the absence of Mayor Marshall.
AUDIENCE PARTICIPATION
Robert Hoherd, 475 West Wistaria, requested a time to ask questions following the discussion
with regard to the Agenda Item 1b.,"Gold Line Joint Powers Agreement".
STUDY SESSION
State Senator Margett presented a general overview on "what's happening in Sacramento". He
noted that he is putting together a legislation packet for next year and requested that Council
keep him informed of anything they feel will be important for the City of Arcadia or City
government in general.
Senator Margett expressed concerns with regard to the transportation, health care and education
crisis in the State of California. He also expressed concerns with regard to cities that are doing
well financially. He felt that local cities should safe guard their funds and not let the government
get their money in order to fill out the holes in state funds.
In the discussion Council members requested pursuing the idea of City receiving credit for
housing at the Race Track. The Race Track proposed to build a dormitory for 1500 people who
live at that site. It was suggested that, because the City has a problem finding sites for very
low/low income housing, it could use set aside funds to improve the living conditions for these
1500 people and also satisfy the City's affordable housing program requirements.

GOlD UNE City Manager Kelly presented an overview of the Gold Line Phase II project and funding, stating
JOINT POVVER in part, with the final stop of the Gold Line Phase I at Sierra Madre Villa Station nearing
AGREEMENT completion, the Sari Gabriel Valley Counsil of Governments has been in discussion regarding
c:> Phase II of the light rail line. The Joint Powers Authority wili coordinate the construction of the

rail line and MT A will operate the rail. Every City on the route would be part of the Joint Powers
Authority and each City will have one voting representative, and one alternate elected to the I
board. If one City elects not to participate, that action would jeopardize the project and potential
funding. If federal funding is not secured within four years (2006) the Joint Powers Authority will
cease.
According to the San Gabriel Valley Counsil of Governments (SGVCOG) the Gold Line
Construction Authority (GLCA) will have enough funds to' operate for four years. The goal is that
all ten cities involved coordinate and pay for advocacy services in Washington D.C. in order to
receive construction funding.
It was also noted that staff would present a resolution for City Council consideration and
adoption in December, detailing the City's responsibilities to the JPA.
Staff responded to questions raised by Mr. Robert Hoherd, stating in part that evel)' City involved
will have a station unless the City Council of said city decided not to.
At 6:21 p.m. the Arcadia City Council RECESSED to the Closed Session.

The City Council RECESSED at 7:05 p.m. and RECONVENED the Regular Meeting at 7:18 p.m.
Mayor Pro tem Chang announced that Mr. William James Harkness, father of Mayor Gail
Marshall passed away on Thursday, October 31, 2002. The memorial service was held this
morning at the First Lutheran Church of Temple City. On behalf of the City Council, Mayor Pro
tem Chang expressed condolences to Mayor Marshall for the loss of her father.
Mayor Pro tem Chang noted that due to the Council Chambers renovation project, the City
Council will meet in the Mortenson Auditorium at the Arcadia Public Library for the next three
months.
Mayor Pro tem Chang reminded and encouraged evel)'one to vote.

City Attorney Deitsch announced the City Council met in Closed Session earlier this evening and
determined that the City would join as Amicus Support regarding Agenda Items 2a. and 2b. With
regard to Agenda Item 2c. the City Attorney reported that the facts, which came to the attention
of the City, which allowed the closed session, pertained to the proposed moratorium extension
on the agenda tonight.

Staff responded to Councilmember Wuo's concern with regard to the noise generated by air
conditioning units installed in the R-2 and R-3 area, stating in part that, noise screening wili be
handled through the planning process using the City noise standards.

AMENDMENTS TO THE CITY'S R-2 AND R-3 ZONING REGULATIONS.

On October 1, 2002 the City Council adopted a 45 day interim urgency ordinance (Urgency
Ordinance No. 2169) prohibiting the processing of multiple-family projects located on R-2 and R-
3 zoned properties with the exception of plans that have been accepted for formal plan check
with the City's Development Services Department on or before October 1, 2002. The
Development Services Department recommended that the City Council extend the interim
ordinance for ten (10) months, fifteen (15) days.
City Attorney Deitsch noted that the adoption of the moratorium would require a unanimous vote
of the Council. Further, the City Attorney explained in detail Council's options, stating in part that
the moratorium currently in place, which was adopted on October 1, 2002, will expire by its own
terms on November 15th with or without any action by the City Council tonight. However, since
the Council has directed staff to expeditiously bring forward for Council's consideration at a
public hearing the proposed zoning changes that would effect development standards in the R-2
and R-3 zones and since the Council will be conducting that public hearing at the next Council
meeting on November 19th, one option would be to consider not extending the moratorium and
continuing the public hearing to an unspecified future date. The effect of that would be to have
the moratorium expire on its own on November 15th, and only if in the future the City Council
would like to entertain a moratorium regarding the same subject, it will require a scheduled and
noticed public hearing.

In response to a Council question, staff noted that a Public Hearing to consider changes in
multiple residential projects will be held on November 19, with a second reading in December
and the changes could take effect in January 2003. Since January 1, 2002, twenty-Four (24)
Multiple-Family Architectural Design Reviews have been submitted (165 units total). Six (6)
projects currently in the design review process (28 units total); twelve (12) projects approved and
either in the plan Check process or b'uilding permits have been issued (111 units total); and, six
(6) projects approved but plans have not been submitted for plan check (26 units totai). It was
noted that the Planning Commission agenda through end of this year is full and none of those six
projects that are in the design review process are scheduled for modification. There would
probably not be time for new projects to come in before the code change by Council in early
Janua/)'.
It was MOVED by Councilmember Segal, seconded by Councilmember Wuo and CARRIED on
roll call vote as follows to CONTINUE the Public Hearing to an indefinite date.
City Manager Kelly clarified that the City Council voted to table in essence, the moratorium
extension. Therefore, the moratorium will expire on November 15, 2002. For those projects that
have received design review they can now go into plan check. Those projects that have not
received design review, it is not likely that they will be able to proceed through the system based
upon the potential of new codes being adopted by the first of Janua/)'.

in a Chinese Newspaper with regard to the selection and appointment of City Planning
Commissioners.

Robert Kladifco, 348 West Las Flores, referred to a violent attack which occurred on his personal
properly in Arcadia. He questioned if there is a gang problem in Arcadia? Has residential crime I
increased in Arcadia? And if there are accurate crime reports. He would like to see that the City
officials consider a Community Advisol)' Board. An advisol)' board of citizens who with the help
of the Police Department, and help of the City, would be able to address the crime and violent
issues that are reported, and not reported in the community.
City Manager Kelly noted that the Police Department will prepare a report for Council discussion
and direction with regard to similar incidents.
Jack Tsao, 1147 Altura Terrace, expressed his disagreement with the moratorium on R-2 and R-
3 zoned properties in the City. He hoped that the City would have comprehensive planning for
the future of the City of Arcadia. He also addressed and expressed concerns with regard to
different homeowners associations, the skate park and the Metro Gold Line station.

Council member Segal encouraged everyone to attend the Festival of Bands which will take
place on November 16, 2002.

Mr. Segal commented on Arcadia's crime statistics, stating in part that the Council receives a full
report from the Police Department on the crime statistics annually and are'fully informed of the
crimes statistics and what is taking place in the City.
Council member Wuo thanked City staff for their good job at the Lucky Baldwin Day Picnic.
Mr. Wuo expressed congratulations to Lane Barcham and Alison Chien who will be riding on the
City's Rose Parade Float, January 1, 2003.
Mr. Wuo attended the Arcadia Rotary Club 75th Anniversal)'. It was very successful event. He
wished the Rotary Club to continue to do their best in serving the community.
Mr. Wuo encouraged everyone to attend "Remembering Our Veterans and their Families", which
will be hosted by Supervisor Antonovich at the Arcadia County Park on Saturday November 9th
from 10:00 a.m. to 3:00 p.m.
Mr. Wuo mentioned that tomorrow is the beginning of the month of Ramadan, which is a 30 day
fast for Muslims.
Mr. Wuo referred to an article in the newspaper and congratulated Arcadia Police Department
officer John Jurman and Sergeant Ken Harper for their quick response in rescuing a 92 years old
woman from an Arcadia pool.
Mr. Wuo would like staff to look at the pedestrian crosswalk at Huntington Drive near the Race
Track and make it more visable for drivers by maybe adding a flashing light
Mr. Wuo expressed appreciation to Shone Wang and Jack Tsao for expressing their comments
and criticisms to the Council.

Council member Kovacic would like to receive transiations from articles published in the Chinese
newspapers. He enjoyed reading the articles.
Mr. Kovacic referred to Mr. Kaldifco's comments, stating in part that, Council members receive
crime reports evel)' week. He felt that it is important for the City to address crime issues and
communicate with the community as well as the Council. He considers Arcadia an extremely
safe community.
Mr. Kovacic encouraged the Council and the community to participate in the Arcadia Police
Department's "Ride Along" program, get to know the officers, visit the department and discuss
any issues they may have.
Mr. Kovacic responded to the comments expressed by Mr. Tsao. He noted that the five existing
HOA's have been active for about fifty years. The City never did what HOA's do and there is no
duplication of effort on both the City and the associations part.
Mr. Kovacic acknowledged Library Board members who were present to greet the Council at
their first City Council meeting in the libraI)' auditorium.
Mr. Kovacic noted that due to the Council Chambers renovation project, the Arcadia High School
Constitution Team will meet in the Methodist Hospital Auditorium.
Mr. Kovacic noted that the Commissioners Recognition Dinner will be held on Wednesday. He
encouraged residents to fill out a Citizen Resume and be involved in one of the many City
Boards and Commissions.
Mr. Kovacic encouraged everyone to attend the Festival of Bands, which will take place on
November 16, 2002.
Mayor Pro tem Chang echoed Mr. Kovacic's comment with regard to the Arcadia Police
Department. He felt that Arcadia has a "Class A" Police Department.

organization, which reaches out and helps needy families during the holiday season. He

Libral)' Svcs.) In response to a Council query, staff stated in part that, the Museum Assessment Program
(MAP) is a cooperative program between the Institute of Museum and Library Services and the
American Association of Museums designed to help museums assess their strengths and
weaknesses and plot a course for future improvements. The Institute provides grants to
museums to participate in the Museum Assessment Program (MAP), which is administered by
the Association.

In response to a Council question staff stated in part, that the construction of the skate park
requires the relocation of outside lighting conduits. This item was included as an alternate bid
item in anticipation of a lower bid directly from an electrical contractor, rather than a skate park
contractor.

CAMINO Consideration of a request for financial assistance from the City by the Arcadia American Little
GROVE PARK League, to help pay for the construction of restrooms and a utility building at Camino Grove
UTILITY BLDG. Park.
& RESTROOMS
CON ST. Camino Grove Park currently houses one ball diamond and there are plans for another field to
(Arcadia be located on the southeast corner of the playground. This would create a two-field
American Little baseball/softball complex. With the ever-increasing use of the facility for practices and league
League - Fin. games, the need for a restroom has become significant. As a result, the Arcadia American Little
Assistance) League proposed to build a 300 sq. ft. utility building that would incorporate restrooms and space
(APPROVED) to store supplies. The building would be constructed on City land, adjacent to the tennis courts.
The estimated cost for the building is $40,000, which the Little League hopes to fund with
contributions from the League itself ($15,000); the Berger Foundation ($15,000); and, the City
($10,000). Sufficient funds are available in the Capital Outlay Fund.
It was MOVED by Councilmember Segal, seconded by Councilmember Kovacic and CARRIED
on roll call vote as follows to APPROPRIATE $10,000 from the Capital Outiay Fund; and,
APPROVE a $10,000 contribution toward the construction of a utility building with restrooms at
Camino Grove Park; and, DIRECT the City Manager to work with the Arcadia American lillie
League to EXECUTE an agreement regarding the use and operations of the building.

CORNER

On October 27, the final unveiling of "Peacock Corner" took place as part of the Lucky Baldwin
Day Community Picnic. Volunteers have been instrumental in the completion of Phase I.
Additionally, commercial donations were received that made electrical and landscape
improvements possible.
Phase II of Peacock Corner includes a 10' high bronze sculptured peacock emerging from the
center of the fountain, with each of the benches surrounding the fountain to be tiled with a
complemental)' mosaic design. A local artist has estimated the peacock sculpture will cost
approximately $35,000, plus $1,500 to install a foundation for the sculpture. The labor cost to tile
the existing benches is $4,950, plus material (the cost of material depends on the tile selected).
Staff requested the City Council's direction with regard to Peacock Corner - Phase II.
Co unci I member Segal suggested selling a goal on raising half the cost of Phase II for Peacock
Corner and appropriation of remainder funds by the City. Council concurred.
Considerable discussion ensued concluded by the following motion. It was MOVED by
Council member Segal, seconded by Council member Kovacic and CARRIED on roll call vote as
follows to APPROVE $25,000 from the Capital Outlay Fund with the understanding that there will
be some fundraising for the additional $25,000.

Mayor Pro tem Chang adjourned the meeting in memory of William James Harkness. "William
Harkness passed away, on Thursday, October 31,2002, at the age of 88. He and his wife of 65
years, Harriet Harkness, were long-time residents of Temple City and La Verne, California.
William was born in Latrobe, Pennsylvania. He worked for Uniroyal Tire Company for 35 years.
He was a kind and gentle man with a great sense of humor and his family will miss him dearly.
He is survived by his wife Harriet; 2 sons, William Jr. and wife Carol and Robert Harkness and
his wife Pat; and daughter Gail Marshall and her husband Burton. Loving grandfather to six
grandchildren and five great grandchildren, with a new great grandbaby due in February.
Councilmember Kovacic adjourned the meeting in memory of Anne Foley Walters who passed
away October 29, 2002, at the age of 87. "Mrs. Walters is survived by her sons, Gary and his
wife Vickey Foley and Vince and his wife Dolores Foley. Vince and Dolores of course are an
Arcadia couple and have been extremely active in the life of our community. She is also
survived by her daughters, Meriiyn Murany, Jan Foley and sister Mary Diane Foley; 14
grandchildren; 26 great grandchildren; and 3 great great grandchildren. Mrs. Walters resided in
Arcadia the last several years of her life. She loved attending Mass every morning at Holy
Angeles Church until deteriorating health prevented her from doing so. The Funeral Mass for
Mrs. Walters was held on November 4th at Holy Angels. Again, I would like this meeting to be
adjourned in the loving memory of Anne Foley Walter".
