ARCADIA CO, PARK OPERATIONS 44:0246 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING DECEMBER 11, 2002 The City Council and Arcadia Redevelopment Agency met in an Adjourned Regular Meeting with Los Angeles County Supervisor Michael D. Antonovich on Wednesday, December 11, 2002 at 7:30 a,m" in the Development Services Department Conference Room at City Hall. PRESENT: ABSENT: Council/Agency Members Chang, Kovacic. Segai. Wuo and Marshall None Others in attendance: Wiliiam R. Kelly, Arcadia City Manager Donald Penman. Assistant City Manager/Development Services Director Michael D, Antonovich, Los Angeles County Supervisor, 5th District Jay Gomez, San Gabriel Valley Deputy Tim Gallegher, Los Angeies County Parks and Recreation Pat Proano, County Department of Pubiic Works June D. Alford, City Clerk SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None, Mayor Marshall presented a souvenir street sign worded "Antonovich Avenue". in the style of the new Arcadia street signs, to Supervisor Antonovich, AUDIENCE PARTICIPATION None. City Manager Kelly presented an updated overview of the Arcadia Los Angeles County Park operation, stating in part, that the County Park is under the management of the Los Angeles County Parks and Recreation Department. Based on problems raised with the County Park and Recreation Department in processing reservations for events held at the park last year, City and County staff worked to coordinate and preplan the different events, There has been great success with better communication and coordination between the two jurisdictions during the past year. 1 12/11/02 5, GOLDUNE CONSTRUC1lON 44:0247 The issue of a dog park was discussed, It was noted that on-going maintenance is one of the major problems with a dog park, I With regard to the relocation project of the Hugo Reid statue from County Park to a site near the Arcadia Historical Museum, it was noted that the Board of Supervisors must still approve the project. The revised agreement will be forwarded to the Board possibly in January 2003, Further, it was noted that Parks and Recreation Directors from L. A, County cities are invited to an all day summit, titled L.A, Summit, hosted by the Los Angeles County Parks and Recreation Department on January 15. 2003 at the Arboretum, The idea is to start a communication between all the cities that have concerns about open space and planning, City Manager Kelly presented an overview of the Gold Line Phase II project and funding, stating in part. the Joint Powers Authority will coordinate the construction of the rail line and the Metropolitan Transit Authority (MT A) will operate the rail. The goal is that all ten cities involved coordinate and pay for advocacy service in Washington D,C, in order to receive construction funding, The MT A composHion is politicajjy difficult to process through and cities need legislators assistance in dealing with the MTA Board in order to secure funding for the Gold Line Phase II. MT A's priority is an east Los Angeles project. According to the San Gabriel Valley Council,of Governments (SGVCOG) the Gold Line Construction Authority (GLCA) will have enough funds to operate for four years. Supervisor Antonovich discussed various issues regarding rail crossings and explained the position of legislative bodies regarding funding for the Gold Line extension. He felt that cities along the Gold Line corridor need to keep up the pressure on state and federal officials to get the line built. I City Manager Kelly reported that the cost of the Gold Line extension is now estimated at $1,3 billion, The project is facing competition before MTA by the proposed Westside Transit Line, and in the state with expansions of the Bay Area Rapid Transit and San Diego Trolley, Referring to health care issues. it was noted that Medi-cal reimbursement in the State of California is the lowest rate of every other state in the nation. The County, State and Federal representatives are seriously discussing these health care issues at this time. The lawsuit that the County filed against the City of Arcadia was discussed. This lawsuit was brought to invalidate the proposed redevelopment project along Live Oak Avenue in the City, Arcadia spent $240,000 on this unsuccessful effort, County staff reported that the County is working to upgrade and revitalize the County area with street and sidewalk improvements, The Supervisor's office has been working very closely with the Monrovia/Arcadia/Duarte Town Council and the residents to not only clean up the area. and the zoning on Live Oak and the unincorporated area but also deal with gang and drug issues, County staff expressed concern over the lack of maintenance on the Rosemead Boulevard and 210 Freeway off-ramps, It was noted that the problem with the median beautification project is that there is a serious commitment for future maintenance, I 2 12/11/02 I I I ADJOURNMENT (Dee, 17, 2002) ATTEST: 44:0248 At 8:47 a.m, the Adjourned Regular Meeting with Supervisor Michael Antonovich ADJOURNED to Tuesday, December 17, 2002 at 5:30 p,m, in the Cay Mortensen Auditorium, Arcadia Public Library, 20 Duarte Road, for a Regular Meeting to conduct the business of the City Council and Arcadia Redevelopment Agency and any Closed Session necessary to discuss personnel, litigation matters or evaluation of properties, 3 dU Gail A.
