REGULAR MEETING

The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday,
January 2. 2001 at 5:35 p,m. in the Conference Room of the City Council Chambers.

Patrick Malloy, Pubiic Works Services Director, began his presentation by explaining in detail
the issues that neEd to be addressed with regard to the City's refuse collection and waste
diversion program, As part of the City's waste generation study in 1991, the Source
Reduction and Recycling Element (SSRE) was prepared and submitted to the State. This
document described each diversion program the City of Arcadia intended to implement to
comply with AB 939. In 1993 the City Counc,1 adopted a fee schedule to fund the refuse and
recycling program,
eJ'ro.;/O-""l) Mr. Malloy noted that the City is not in compliance with the diversion rates as mandated by
AB 939, Last Year's annual report indicated that the City diverted 24% of the refuse stream
as opposed to the required diversion rate of 25%. The City will not be able to attain the year
200J mandated divers;on rat..) of 50% unless significant changes or improvements are made
to existing refuse collection programs. both residential and commercial. Staff requested
proposals from ccnsulting firms to assist in the review of the City's refuse collection and
recycling programs and the fee schedule to fund this program. The consultant and staff will
develop a new recyclin:] guide as part of an educational program for City residents, and will
review the multi. family recycling program and make recommendations on program
improvc;"!lents in these areas, Staff also recommended modifications to the Arcadia
Municipai Code to eliminate vague, conflicting and out-of-date sections, and to add sections
needec for corr.pPar.co with AB 939, and also suggested reducing the number of permitted
haulers from six (6) to tr,ree (3). TIHl City contracts with Waste Management Inc, to provide

automated refuse and recycling collection and manual yard waste collection services to single
and multi-family households. Commerciallindustrial businesses are free to choose from any I
of the five (5) commercinl refuse/recycling haulers permiUed by the City for commercial
refuse collection services.
In response to Council's question, staff stated, because of the complexity of the refuse
collection and waste diversion program, it wouid be in the City's best interest to divide the
requested services between two consultants and take advantage of each firm's experience,
In a brief discussion staff noted that the residential refuse program diverts approximately 50
percent of the residential waste stream (primarily from greenwaste) from Soiid Waste
Landfills (SWL). The permiUed commercial refuse haulers are diverting 2-3 percent of their
material from SWL. As a result, the City's overall diversion rate has fallen from an annual
high of 45 percent in 1995 to 24 percent in 1999,
Considerable discussion ensued. Some Councilmembers felt that it is beUer to hire
consultants and implement their recommendations; others felt that it is the haulers
responsibility to provide education on the residential recycling program in order to increase
the City's diversion rate to 50%,
Mayor Kovacic inquired if there is any other City that has worked with these consultants and
. , has realized a significant reduction in trash. Staff did not have such information.
Further discussion ensued and it was MOVED by Mayor Pro tem Segal to APPROVE the
staff recommendation to award Professional Services Agreements to Hilton Farnkopf &
Hobson and E. Tseng & Associates for solid waste management consulting services, and;
EXECUTE the contracts in a form approved by the City AUorney, Mayor Pro tem Segal later
WITHDREW the motion for lack of a second,

CARRIED on roll call vote as follows to TABLE the discussion and direction regarding
compliance with AB 939, the California Integrated Waste Management Act of 1989, pending
further information and study

CUL ruRAL ARTS City Manager Kelly presented a brief historical overview of various activity in past years to
CENTER promote community interest in a City auditorium, Some years ago funds were raised,

, AUSD) interested citizens visited the Christian Science Church site on Duarte Road which was for
07.3' -, . sale, the group made an offer to purchase this facility which was not accepted, and the facility
iJ - ....::, was sold to another entity. More recently the Mayor, Mayor PI'O tem, City staff, two School
Board members and District staff met to discuss the possibility of an auditorium which may
cost approximately $5M to construct. Other possibilities were discussed, such as a Cultural
Arts Center... a multiple use center which usage could raise revenue to offset operating
costs. This group felt the cost for such a center could be as much as $15M, depending on
what is constructed, City Manager Kelly noted the issues of such potential center: location..,
is land ,included or excluded; size; and, funding for the project. Charitnble foundations/trusts
and .federal funds were mentioned along with City and School District Funds. He noted the
question is... "what does the Community wan!"?

Following a brief discussion, Council decided to discuss the Cultural Arts Center matter at the
January 30, 2001 joint meeting with the Arcadia Unified School Board.
The City Council RECESSED at 6:53 p.m. and RECONVENED in the Council Chamber for
the Regular Meeting at 7:00 p.m.

PRESENTATION
Mayor Kovacic presented the January, 2001 Mayor's Senior Service Award to Ruth Gilb and
Haroid Libby of the Arcadia Thrift and Welfare Shop, and thanked them'for their commitment
to Arcadia. The Arcadia Thrift and Welfare provides a valuable service to the community by
helping the homeless and the needy and is, run primarily through volunteer efforts. Arcadia
Thrift and Welfare sponsors the White Christmas program every year by giving away toys for
kids, gift certificates for adults, and groceries, They solicit items from the community to \jive
to the needy, This program has been giving back to the community for the, past 78 years and
has spent the last 60 years at their current location on First Avenue. '

Council member Chang wished a Happy New Year to the City Council, City employees and
citizens of Arcadia,

Councilmember Chang reported his goals for the new year, stating, in part, that he would like
to see the expansion of Westfield Shoppingtown, development of Santa Anita Race Track,
Foulger Ford site, Live Oak Avenue and the new Police Station, He would like to maintain
the high moral, effectiveness and efficiency of City employees; continue encouraging
sensibie business development to increase the City's tax revenue and maintain the quality of
living environment for all citizens while continuing to maintain Arcadia as a very safe place to
live, and provide an excellent educational environment for children. .
Councilmember Chandler felt that the year 2001 will be an exciting year for Arcadia, and it
holds a great deal of potential opportunities such as; construction of the new police station,
expansion of Westfield Shoppingtown. the addition of Live Oak Avenue in South Arcadia to
the redevelopment project area, and construction of a new Historical Society Museum
building.

KOVACIC Mayor Kovacic reminded everyohe to attend the "Skate-a-bration" on January 7th,. in the
(Skate-a-bration) parking lot of the, Community Center at 1 :00 p.m,
(Town Forum) Mayor Kovacic invited everyone to attend the "Town Forum" on January 18, 2001 in the
Council Chambers from 7:00 to 8:30 p,m. There will be an opportunity for everyone to voice
their opinion, ask questions and make comments.

Mayor Kovacic reported his New Years resolutions. stating, in part: shop Arcadia whenever
possible, sales tax revenue is very important to the City; do not look to the City to solve all
your problems, pick up trash, report graffiti; in this diverse community, meet your neighbors.
plan street parties or other events for your neighborhood, set up neighborhood watch groups;
get more involved, there are plenty of opportunities for civic involvement, there is great need
for volunteers, especially for the youth and senior citizens; support and promote school and
community events.

Mayor Kovacic mentioned some of the Councils goals: maintain Arcadia's conservative fiscal
and budgetary policies to closely monitor spending; pursue compatible economic
deveiopment such as Westfield Shoppingtown, the Live Oak area and the downtown area;
complete construction of the new police station and Historical Museum on time. and within
budget; consider available opportunities to build a skate board park and a performing arts
center; facilitate appropriate development of Santa Anita Park that is consistent with City's
goal of promoting and preserving both live horse racing and also the quality of life in Arcadia;
continue to initiate and sponsor community events and programs, especially for the youth and
seniors. and; maintain a very close working relationship with the Arcadia Unified SCllocl
District.

Consideration of the report and recommendation to enter into a professional services
agreement for the preparation of the proposed South Arcadia Redevelopment Plan
Amendment to Key~er Marston Associates.
In response to an Agency question staff stated that the Agency Board authorized retention of
Lazaretto to complete the Phase I report. Following the completion of Phase I work, which
included the: centrc:1 blight study and feasibility analysis. the consultant's contract was not
extended for operational reasons, The Phase I report is the requirement of law; the Phase II
report would be much more definitive, discussing how to finance and special details. Based
upon special expe:-tise staff recommended a change of the consultant from A. C. Lazzaretto
& Associates to Keyser Marston Associates for the Phase II work.
It was MOVED by Agency Member Chang, seconded by Agency Member Chandler and
CARRIED on roll call vote as follows to AUTHORIZE the Executive director to enter into a
professional services agreement ($112,000) with Keyser Marston Associates in a form
approved by Ager.cy counsel to complete the Phase II work for preparation of the proposed
South Arcadia Redevelopment Plan Amendment.

Referring to Agenda Item 9c,. in response to a Council question, City Manager Kelly stated
that the Coalition for Practical Regulation (CPR) is a coalition of 33 Los Angeles cities that
formed to respond to storm water regulations prepared by the Los Angeles Water Quality
Control Board.
In response to a Council question regarding Agenda Item 9d" Patrick Malloy, Public Works
Services Director noted that the engineering estimate for driiiing the Anoakia Lane Water
Well was $255,000 based on the cost to drill the SI. Joseph Well which was completed last
year. Mr, Malloy also added that the Developer can not sell any of the houses on that
property until the Anoakia Lane Well is driiied and in place, '.
