At 5:04 p.m. the Arcadia City Council and Redevelopment Agency RECESSED to Closed Session. CLOSED SESSION Conference with legal counsel regarding existing litigation (Government Code Section 54956,9(b) (1) and (c) - (1) case. Pursuant to Government Code Section 54956,9(a) to meet with legal counsel regarding request for Amicus Support - Robinson v. Solano Countv, (218F.3d 1030, 9th Cir. 2000). STUDY SESSION At the November 7, 2000 Study Session Council reviewed designs prepared by "The Way Finding Company" for the City entrance and directional signage and banner program, Staff charged "Way Finding" with the question of "What is Arcadia"? At the November 7th meeting Council requested that the company resubmit alternative designs for consideration at a future date, that would incorporate horse imagery. 1 3/6/01 .' ~..;~ 43:0048 (Peacock Design) City Manager Kelly presented the new rende'ings prepared by "The Way Finding Company" for Council's consideration: an acorn design; an abstract horse; a racing horse; a peacock; scroll; various lettering styles of the word Arcadia. Some Council favored the' use of green and gold on the signage, Following considerable discussion, by Council consensus, a peacock design was determined to be the choice of,the City Council for the signage/banner program. INVcx::ATlON Reverend Gene Wallace, Church of the Transfiguration, Police Departrnent Chaplain PLEDGE OF Frank Forbes, Director, San Gabriel Valley Water District ALLEGIANCE ROLL CALL PRESENT: Councilmembers Chandler, Chang, Marshall, Segal and Kovacic ABSENT: None City Attorney Deitsch announced the subjects discussed at the Closed Session held earlier this evening, No reportable action was taken with the exception of the following two items: the City Councii voted 5-0 to join as Amicus in the case of Robinson v, Solano County; and voted 4-1 with Councilmember Marshall voting no, to join as Amicus in the case of the Flying Dutchman Park Inc. v, City and County of San Francisco. 3. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. PRESENTATIONS 4. , ARBOR DAY Mayor Kovacic presented a proclamation declaring March 7, 2001 to be Arbor Day in the PROCLAMATION City of Arcadia to Richard Cordano, Arcadia Beautiful Commissioner, Mr. Cordano stated (March 7, 2001) that the 2001 Arbor Day celebration will be held at Holly Avenue Elementary School at 10:00 a,m" March 7, 2001. 5, MAYOR'S Mayor's Community Service Award recipient, Dave Stegner, was not able to attend COMMUNITY tonight's meeting, The award presentation was continued for two weeks, SVC. AWARD - ~ CONTINUED (Stegner) & -~ MAYOR'S Mayor Kovacic presented the March, 2001 Mayor's Employee Recognition Award to Kurt EMPLOYEE Keating, Code Enforcement Officer, Development Services Department. Kurt started his RECOGNITION employment with the City of Arcadia in July of 1999, at the time he was the City's only code' AWARD Enforcement Officer, Ho is highly respected for his continuous effort in resolving .violations' (Keating) of the Municipal Code by working and educating members of the community and staff about various code violations, Mayor Kovacic thanked Kurt for his outstanding job and his, personal efforts in dealing with the many difficult tasks in reference to enforcement, issues. . i./" ~~ ~ \. PUBLIC HEARING On February 20, 2001, the City Council adopted Resolution No, 6212 declaring its intention to provide for the abatement of noxious weeds, rubbish and refuse from various private properties within the City. Resolution No, 6212 also set this date, March 6, 2001, as the time and place to hear objections from the owners of such properties, to the proposed removal of such flammable and otherwise noxious material. " As required by the Government Code, the County Agricultural Commissioner mailed the appropriate notice to all affected property owners. The property owners were further advised of the public hearing this date, Mayor Kovacic OPENED the Public Hearing. No one came forward to speak in favor of or against the Weed Abatement Program and it -' was MOVED by Councilmember Chandler, seconded by Mayor Pro tern Segal and CARRIED to CLOSE the public hearing, It was MOVED by Councilmember Chang, seconded by Council member Chandler and CARRIED on roll call vote as follows to DIRECT the County Agricultural commissioner to abate the nuisance by having the weeds, rubbish and refuse removed from those properties setforth on the 2000-2001 Weed Abatement lis!. Ed Bacon, United States Army, Retired, 1807 South Baldwin Avenue, thanked Councilmember Gail Marshall for her efforts to get the POW/MIA flag flown over the City of Arcadia. Council member Marshall expressed appreciation to Staff Sg!. Bacon for serving and keeping this a free country for all of us, Laura Kelso, President, Highland Oaks Elementary School PTA, . commented on the achievements and programs which have taken place at Highland Oaks Elementary School in her "What's Right With Arcadia Kids" presentation, MATTERS FROM ELECTED OFFICIALS Mayor Pro tem Segal encouraged everyone to participate in the Arcadia High School 21th Annual Golf Tournament on March 19,2001, Councilmember Marshall thanked Sg!. Bacon for his kind words, and expressed nppreciaticn to everyone who supported and helped her with the flag ceremony. (Mayor's Award Ms. Marshall congratulated Kurt Keating, recipient of the Mayor's Award this evening, Recipient) .,., (Arcadia Centennial . -, Ms. Marshall noted that the Arcadia Centennial Commission is working diligenlly for the City's 2003 Centennial Celebration. Ms. Marshall suggested that the City could help the commission by appropriating funds or by putting some amount of money aside and starting a special fund to be used for celebrations. 10. . In response to Councilmember Marshall's suggestion, City Manager Kelly noted that John wuo, Chairperson, Centennial Commission, is preparing a request for funds for specific items, which will be presented with the overall budget package in May for Council's deliberation. , . Ms. Marshall referred to Floor Area Ratio (FAR) in Arcadia, She felt it is time for the Planning Commission and the City Council to hold public hearings and receive public input. with regard to Floor Area Ratio (FAR) Citywide. , . o >,!).O - r.'l,')- Staff noted that City staff recently met with three Homeowner's Associations and asked, 11/5" them for recommendations in terms of any definitions that could be included in the FAR for that particular HOA. The Homeowners Associations have not taken a position to-date. Staff will provide additional information to the Council on this subject in thirty days. (Floor Area Ratio) (Food for Thought) CHANG (Mayor's Award Recipients) . , Mayor Kovacic felt that it would be nice to have some evidence of how the latest set of building regulations are working. He stated that we are still seeing new houses being built under the old regulations because the building permits were issued before the ,new. reguiations became effective. . . Mr. Kelly noted that a staff report will be provided on the status of the new regulations for Coullcil's information, Ms, Marshall shared a "food for thought", from Guideposts, "God wisely designed the human body so that we can neither pat our own back nor kick ourselves too easily". (Ms, Niedecken) on the passing of his mother-in-law, ALFORD (Refusal Register) KOVACIC (Bike Ride With The Mayor) -,- - ~ City Clerk, June Alford noted that her office received hundreds of the Refusal Register forms back from the people who do not wish to receive any written materials at their'door:,. ~. Mayor Kovacic enccuraged everyone to join him for a "Bike Ride With the Mayor" on March 17,2001. (Energy Crisis) At the City Managers request, Mayor Kovacic read a list of conservation measures that the City is currently undertaking to deal with the energy crisis in California. Mayor Kovacic noted that the City is constantly looking into the energy situation and is receiving advice from many sources. However, he feit the most important thing others can do is to ccnserve his/her own personal energy usage. in response to a Council question staff stated that there are City owned and Edison owned street lights throughout the City, In case of a street light outage or if street lights are on during the day the best thing to do is to report this to City Hall and have the City take care of it. Altrio Communications has received FCC permission to opemte ar. OptJn Video System (OVS) which is an' advanced fiber optic and coaxial cable infrastructure to deliver a full complement of voice, video and high-speed data services to the Arcadia community. The Ferguson Group (TFG) has been working with staff to prioritize funding requests and focus on those projects which best meet federal criteria, The list follows: 1, Orange Grove Reservoir, Pump Station and Well - $2,350,000 2, Santa Anita Watershed feasibility Study - $200,000 3. Santa Anita Corridor Intelligent Transportation System - $2,820,000 4. Narrow Band Radios (Police Department) - $900,000 5, Regional Tmining/Firearms Facility (new Police station) - $750,000 6, Joint Powers Authority for Foothill Air Support Team (Police Department) - $250,000 7. Youth Skate Facility/Recreation Center - $250.000 8. Modifications to the Stafford Act- $:W,OOO,OOO 9, Modification to Water Resources Develnpment Act - $20,000,000 10. '. 0, 13b, 30 .3.PERFORMING At a joint meeting on January 30, 2001, the Arcadia City Council and Arcadia Board of ARTS CENTER! Education discussed the possibility of constructing a "joint use" performing arts AUDITORIUM center/auditorium, At that time, the consensus was that prior to expending significant time SURVEY and resources to develop a plan to review funding alternatives, it wouid be prudent to (Sub-Comte, retain a consultant to develop and conduct a survey to determine whether the community Chang and would support the construction of such a facility and, if so, what would be the high priority Marshall) components. (APPROVED) ADJOURNMENT (In Memory of Lyman Cozad) It was recommended that the City Council authorize an appropriation of up to $10,000,ooq, which would be used to fund one-half of the cost of retaining a consultant to conduct a community survey; and, appoint two of its members to serve on a City/School District sub- committee to select the consultant and establish the parameters of the survey. At their meeting of February 13, 2001 the School Board appropriated "up to $10,000,00" for this survey and appointed Board Members Mary Dougherty and Jim Romo to: serve on the !,ut>- committee ' . It was MOVED by Councilmember Chandler, seconded by Mayor Pro tern Segal and CARRIED on roll call vote as follows to AUTHORIZE an APPROPRIATION of up to $10,000,00 from the General Fund to pay for the retention of a consultant to conduct a survey to determine community interest in the construction of a joint use performing arts center/auditorium; and, APPOINT Councilmember Chang and Councilmember Marshall to I serve on a City/School District sub-committee that will select the referenced consultant and establish the parameters of the survey, including the questions that will be asked. AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Marshall, Segal and Kovacic None None Councilmember Chandler adjourned the meeting in memory of former City Manager Lyman Cozad, "A fellow by the name of Lyman Cozad, some of you may remember him because he was the City Manager for the City of Arcadia from 1966 to 1977... Lyman Cozad passed away February 4th, in the Community Hospital in San Dimas, Lyman was quite a noted City Manager, he had traveled from the City of Colton where he built a City Hall at that time, and the City of Beverly Hills as well. After he left the service of the City of Arcadia in 1977,' he began working for the California League of Cities. He was the Manager for the Southern California office and in that post he served as a panelist and a speaker, and he also placed Executive Retired PERS Employees, such as Mr, Kelly, if he were to retire and the City needed a temporary City Manager he organized the placement of a person of Mr, Kelly's caliber to help out a City while they were in the selection process, Mr, Cozad was a buckeye, graduated from Ohio State University with a master's degree and later on, he taught public administration at USC. Our former City Manager George Watts said that Mr, Cozad was his mentor and he was thought highly of, and I had the opportunity to meet him, he was a fine gentleman, and we would like to pay our respects from the City of Arcadia to the family, He is survived by his daughter, Roberta Howard of New Berry Park, his son, Brad of Newark in Northern California, Grandchildren, Cameron Howard and Emily Howard, his sister Betty Wheeler of Ohio and several stepchildren. He also had a daughter name Diane Cozad who passed away in early 1980. Thank you for your service Mr. Cozad and in appreciation of the City and its residents we would send along our deepest sympathies.
