AWARD (Stegner) PRESENT: Councilmembers Chandler, Chang, Marshall, Segal and Kovacic ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None, It was MOVED by Councilmember Chandler, seconded by Mayor Pro tem Segal and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED. PRESENTATIONS Mayor Kovacic and Councilmember Chang, Arcadia Beautiful Commission Liaison, presented Mayor's Certificates of Commendation to 2001 Arbor Day Celebration, essay and poster contest winners from Holly Avenue Elementary School. On behalf of the Arcadia Beautiful Commission, Commissioner Richard Cordano thanked the Holly Avenue Elementary School Principal William Robertson, for staff and students participation in the Arbor Day 2001 Celebration. Mayor Kovacic presented the March, 2002 Mayor's Community Service Award to Dave Stegner stating in part, Dave has been actively involved in Arcadia for 15 years. He is a five-year member of the Arcadia Chamber of Commerce Emergency Preparedness Committee and has been with the American Red Cross for 11 years. Dave has also served area youth as a soccer referee in Arcadia, Temple City and Hacienda Heights for the American Youth Soccer Organization and has been a PTA volunteer in local schools for the past three years. Mayor Kovacic thanked Dave Stegner for all of his contributions to the community. 1 3/20/01 4. MAYOR'S YOUTH SVC, AWARD (Gregg) 5, MAYOR'S SENIOR SVC. AWARD (Mr. & Mrs. Eriksson) 6, MAYOR'S BUSINESS RECOGNITION AWARD (Mandarin Shanghai Restaurant) 7. 8, SEGAL (AHS Golf Tournament) (Crop Walk) MARSHALL (Mayor's Award Recipients) (Food for Thought) 43:0057 Mayor Kovacic presented the March, 2001 Mayor's Youth Service Award to Gene Gregg, stating in part, Gene has been actively involved in Arcadia since his early days as a student in local schools. He has been a Director of Five Acres (The Boys and Girls Aid Society of Los Angeles) since 1991, a member of the Pasadena Tournament of Roses Association, President of the Highland Oaks Designing Dads organization, soccer coach for local A YSO teams, Community Advisor for the Junior League of Pasadena and a member of the Board of Governors for the Webb School of California. Mayor Kovacic thanked Gene Gregg for his enthusiastic and dedicated service to the community through his volunteer efforts. I Mayor Kovacic presented the March, 2001 Mayor's Senior Service Award to Bob and Jan Eriksson and thanked them for their 35 years of involvement and service to the community. Mayor Kovacic stated in part, that Jan served on the PTA Boards of Hugo Reid, Foothills Jr. High and Arcadia High School. She also served as President of Santa Anita Auxiliary of the Children's Home Society, past President of the Assistance League of Arcadia, and is a former member of the Board of Trustees of the Los Angeles County Arboretum. Bob has served on the Architectural Review Board for the Lower Rancho Area for 27 years and is current Chairman of the Board. He is a landscape architect and recently donated a design for a memorial garden at the Arcadia Public Library in memory of Jesse Van Landingham. Mayor Kovacic presented the March, 2001 Mayor's Business Recognition Award to Margaret Hou of the Mandarin Shanghai Restaurant. Aside from the countless hours involved in running a business, Margaret has made a special effort for constantly being involved within the community. She has been a member of the Chamber of Commerce since 1996. Ms. Hou has also given donations to a wide range of local organizations including: the Arcadia Educational Foundation, Arcadia High School Orchestra, Methodist Hospital Foundation and Dana Middle School. Mayor Kovacic thanked Margaret Hou for her support of the community. I AUDIENCE PART'ICIPATION Ellen Jennrich, Pastor, Lutheran Church of the Cross, invited everyone to attend the Arcadia Second Annual CROP Walk, Sunday, March 25, 2001 at 1 :00 p.m. at the Church of the Good Shepherd, Reverend Jennrich stated that the first annual CROP Walk raised over $35,000 for World Hunger Relief, of which 75% was for oversees use and 25% stayed in Arcadia to help out the food banks, MATTERS FROM ELECTED OFFICIALS Mayor Pro tem Segal thanked everyone who participated in the Arcadia High School Annual Golf Tournament. Proceeds will support Arcadia High School athletics. Mr. Segal encouraged everyone to participate in the CROP Waik on March 25th, Councilmember Marshall congratulated the recipients of the Mayor's Awards this evening, Ms. Marshall shared a saying by William Feather, "plenty of people miss their share of happiness, not because they never found it, but because they did not stop to enjoy it". I 2 3/20/01 I I I CHANG (Ch/Com Expo 2001) (Mayor's Award Recipients) 43:0058 Councilmember Chang stated that he attended the Chamber of Commerce Expo 2001, last week. Many people attended and it was a huge success. Dr. Chang congratulated the recipients of the Mayor's Awards this evening, in particular the Arbor Day Celebration essay and poster contest winners. Dr. Chang stressed the importance of trees in the City. CHANDLER Councilmember Chandler congratulated Mayor Pro tern Segal for his successful fund (Boosters Club) raising at the Boosters Club banquet. KOVACIC (Bike Ride With the Mayor) (State of City & Prayer Brkfst) (Edison Co. Black out) Mayor Kovacic thanked everyone who participated the "Bike Ride With the Mayor", He also expressed appreciation to the Arcadia Fire Fighters Association, Arcadia Police Reserves, City Manager and staff for all their help. Mayor Kovacic invited everyone to attend the Annual State of the City Address on March 29th; and, the Mayor's Prayer Breakfast, April 13th at the los Angeles County Arboretum, proceeds will benefit the Campership Program and Rotary Salute to Seniors. In response to Mayor Kovacic's query, City Manager Kelly stated in part, that the Edison Company advised the City that they cannot always give notice when a black-out may occur. City staff has met numerous times to discuss what we need to do as a community and are constantly working with Edison. Further, Mr. Kelly noted that the major public facilities have emergency generators; Fire Stations, the Poiice Station, Public Works Services and Water facilities have the ability to run without power for a while, (Fund Raising) Mayor Kovacic congratulated Mayor Pro tern Segal on a great fund raiser for the Arcadia Booster Club. 9. Further Mr. Keliy noted that the City O~ . J q () of Arcadia is in litigation with the State and Regional Board on this issue, until a decision is O. made the City has to comply with the law. 11i. AWARD CONTRACT (Fire Pumper) (AWARDED) OJ '/0 ~ lO Consideration of the report and recommendation to adopt Resolution No, 6215 amending the City's Storm Water and Urban Runoff controls for new construction, Councilmember Marshall stated in part, with a majority of the Council indicating a protest vote, the federal government would think twice about hardships they put on, not only businesses but also on anyone that is involved. It was MOVED by Councilmember Chandler, seconded by Council member Chang and CARRIED on roll call vote as follows to ADOPT RESOLUTION NO, 6215 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING AMENDED STORM WATER AND URBAN RUNOFF CONTROLS FOR NEW CONSTRUCTION." AYES: NOES: ABSENT: Council members Chandler, Chang, Segal and Kovacic Council member Marshall None Consideration of the report and recommendation to appropriate $333,612.00 from the Equipment Fund for the purchase of one (1) 2001 Fire Pumper from KME Fire Apparatus for the Fire Department. In response to a Council question, Fire Chief Bonano, , stated that the five-year Capital Improvement and Equipment Acquisition Program provides for a 1988 fire pumper to be replaced in the year 2003/04. However it is staffs opinion that, this pumper has reached the end of its useful life and must be replaced earlier than anticipated, 5 3/20/01 43:0061 , .' AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Marshall, Segal and Kovacic None None 12. CITY MAMAGER 12a. OJ! 10-30 CABLE TV FRANCHISE (Two-way High Speed Internet Access) . On February 20, 2001, a Public Hearing was held regarding Adelphia Communications Corporation and the possible default of Section 15(b) of the Cable Tellwision Franchise between the City of Arcadia and Adelphia Communication Corporation regarding two-way high-speed Internet access, The City Council continued the item fo'r~30 days to allow Adelphia time to submit data that would confirm the availability of Internet access in Arcadia and their compliance with Section 15(b) of the Cable Television Franchise. , I Staff stated that Adelphia completed the test, the City's cable consultant reviewed the report and was satisfied that Adelphia has now complied with the terms' and conditions of the agreement. It was MOVED by Councilmember Chandler, seconded by Mayor Pro tern Segal and CARRIED on roll call vote as follows to DETERMINE that Adelphia has met its contractual obligation under Section 15(b) of the Cable Television Franchise, No further action was taken. AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Marshall, Segal and Kovacic None None I ADJOURNMENT Mayor Kovacic adjourned the meeting in memory of the Honorable S. Clark Moore, "It is (In Memory of with great sadness that we were notified of the passing of strong supporter of the Arcadia S. Clark Moore) Police Department. The Honorable S. Clark Moore, former presiding Judge of.the'Santa Anita Municipal Court suffered a massive' heart attack on March 15th while in his home' in Monrovia. Judge Moore was still an active judge at the age of 77. He sat.at the Santa Anita Court for more that 10 years and was always available to our staff at any hour of the day and night to sign required court orders and subpoenas. Judge Moore was a strong supporter of law enforcement as his roots were in the California Attorney General's Office prior to his appointment as our local judge. His friendship will be missed..
