City Attorney Deitsch announced that no reportable action was taken at the Closed Session held earlier this evening, AUDIENCE PARTICIPATION Ste"il'ill-Reed, 458 Cambridge Drive, addressed the issue of noise generated regularly from Santa Anita Race Track during normal operations, early in the morning, seven days a week and, in particular, during its two racing seasons. When events are conducted in the i~field the noise can be heard inside his home even when the windows and doors are closed. Mr, Reed referred to a meeting with a former Councilmember amI a membE!r of tho Race Track's Board of Directors, Gino Roncelii, at which he was assured that steps would be taken to ch<:ngo the noi~e volume, it has not happened. Track's' General Manager did not respond to his letters and phone calls expressing his concerns about the noise, Mr, Reed would like to engage the Council in some form of creative discussion with Santa Anita Race Track on how to be a good corporate neighbor. '. Kirk Kino, expressed special thanks to Council member Gail Marshall'for all her help in putting together a project between the main-stream community arid the Chinese community, Mr. King also expressed appreciation to Mayor Kovacic,' Mayor Pro tern Segal, Council members Chandler and Chang and City Manager Kelly for doing a wonderfui job. REMARKS BY OUTGOING MAYOR GARY KOVACIC "Thank you for all the kind words and really neat mementoes, that picture is unbelievable :3nd I have never seen a Sierra Madre proclamation before Mayor Stockly said he has' never been in here before, so I guess we are doing something right. As a life-long Arcadia resident it has really been an honor to serve as your Mayor to represent my hometown and I have really enjoyed this past year. "First of all, I want to introduce some special people, First my wife and best friend, Barb, I went to a ton of events this year and Barb was at most of them, I'd like Barb to stand up, . You will never see her without a smile and she has really been there when I needed her. Our son Casey is working tonight, he made it to the Mayor's Prayer Breakfast and he made it to the State of the City Address, and that's about all I can expect from a twenty- year old. It is pretty tough being the son of somebody on the ,City Council and I really thank Casey for hanging in there with me, He is studying hard at Citrus College and he will be up at the University of Oregon starting in the fall, he is going to be a "duck". And our daughter Kelly, we are also very proud of her, she is down in San Diego as a director of a non-' profit organization called Best Buddy's that mentors handicapped kids in high school and in June she will start in the Graduate School of Education at Stanford, she wants to be a teacher, so we are real proud of her as well. And if you didn't get to catch a glimpse of the first mom when she led the Pledge of Allegiance, I want to introduce my mom, Florence Kovacic, She still lives In the hcuse in South Arcadia where I grew up, "I want to thank all of my friends out there, new and old for showing up, I guess as professional courtesy I will try to make sure I recognize all former Council members and Mayors. I ,see former. Mayor Charles Glib, thank you for coming, I see former Council member Peter Ulrich, thank you for coming Peter, Are there any other Mayors in the house who I left out? Former Councilmember Gino Roncelli, thank you for coming, I want also thank especially the folks in the City Mangers office Sill, Cindy, Linda, Shama and Jason they've really provided dedicated service, not only to me but the entire City Council and we really appreciate their day to day activities, "I am very ~roud of the tone we set on this City Council. I sense there is a renewed o~timism about Arcadia. I've tried to create an atmosphere that \Vas positive, not negative, I've tried to emphasize consensus building rather than sticking to rigid ideologies and I've tried to recognize the tremendous achievements that have been given tc us by members of our City in the areas of youth, senior and community service, If you sat through my "State of the City Address., or if you've seen it, it seems to be playing like ever! hour on the cable, but I recently outlined what I thought were the major accomplishments this year in Arcadia 3:1d briefly, we've had an excellent year, we balanced tho 2000-2001 budget :3nd we'll end up with an estimated four and a half-million dollar fund balance at the end of t~is fiscal year. We've approved design and concept drawings for our new police station . r:". 3, 4/17101 . ..., 43:0075 and we are on the verge of breaking ground on that excellent facility, The new Gilb> Arcadia Historical Museum is going to be open real soon. We have offered the best senior I programs anywhere at a Community Center that I don't think ever closes, it seems .10 be always open, We have continued to have safe streets, safe neighborhoods, thanks to our - excellent police and fire personnel. We've worked an master..plans and studies for our hundred million dollar water system; our intergraaeej information system; our street trees; street signs and our library, The sewers still work, tile trees are trimmed, the streets are still swept and repaved and we have improved traffi.: signals going in, We've got a renewed cooperation between the City and the Schoof District, with a special emphasis on traffic and campus safety, And, I think our youth have received renewed attention, We have updated our Youth Master Plan, we've enhanced after 'school and summer youth , activities, we've created a summer youth center, we have effective DARE" G,REAT and YES. officer programs at our schools, and we have a skate park study and preliminary plans that are currently, going very well, And we held some incredible community events this year, the summer concert program on the City Hall lawn, the largest crowd ever attending our annual snow festival, a funky and I mean funky, Skate-a-bration and community bike ride, The powerful POW/MIA flag ceremony that was held, another exciting Town Forum, last Friday's Mayor's Prayer Breakfast. I can go on and on about the community events that I think have brought a real 'sense oJ caring and concern to this community, .., "We need to continue these good works, and even more during the next term. And, I just would like to give you my vision for 2001-2002. Obviously we need, to complete our programs on time and under budget. As we consider our next budget we must continue our poiicy of spending and saving your tax dollars wisely. We must improve our ability to communicate with all residents, lets revise the community newsletter and provide an appropriate translation so that everybody understands what the rules are and everyone is given a real opportunity to become a meaningful participant in this community, We need I to continue our aggressive pursuit of compatible economic develop!Tlent. Lets continue to encourage private enterprise but not look past the proven power of redevelopment in those areas that have been ignored by the market. We must continue to monitor development standards for our residential structures, our physical environment has a direct impact on our community's health and well being and we ~hould never stop discussing how we can promote better design and compatibility, I want to explore more opportunities for senior housing; I want to enhance our code enforcement and design review to prevent illegal and ugly commerciai signs. I want the City Council t,} 'reconsider and support a habitat for humanity project possibly in connection with tho Lion's Habitat Program for housing for the handicapped, And I think we should think beyond our borders when we are concerned about impact, such as the energy crisis. We' n'~ed to encourage serious conservation. We need to plan for that second phase of the blue-line whi;h is ultimately going to go through Arcadia, and we need to promote recycliny, all of us have to work hard to benefit our greater society out there, ' , "In closing, I just want to again ask everybody out t:lere to embrace our rich diverSity, reach out to all Arcadians, especially these neighbors you've never met. Get involved, and stay involved, volunteer, volunteer, volunteer, we ne,~d each other to keep Arcadia great. My image of Arcadia is one large boot where 011 ef us, new and long-time residents alike, are rowing side by side for the common goon. We don't need folks to stand on the Shore and yell at us that we aren't rowing strong enough; we need everybody to jump in the boat, grab an oar and get busy, I consider myself very IJcicy tonight; I have a great family, fantastic friends, and I live in Arcadia, Thank' you fer letting me be your Mayor." Therefore, this is the date and time so specified by the City Charter for the reorganization of the City Council." The City Clerk deciared lilat nominations fori Mayor were OPEN. Councilmerr.ber Chandler placed in nomination the name of Mayor Pro tem Segal to serve as Mayor for 2001-2002. No other nominations came forth; the City Clerk declared that nominations for Mayor were CLOSED. I At the request of the City Council 'the City Clerk stated 'Councilmembers, are there any objections to the election of Council member Segal as Mayor of the City of Arcadia? Hearing none, it is hereby determined that Council member Mickey Segal is elected Mayor for the ensuing year." The City Clerk congratulated the new Mayor of the City of Arcadia, Mark "Mickey" Segal, and Mayor Segal assumed the Mayor's chair at the ,Council table. Mayor Segal OPENED nominations for Mayor Pro tem, Councilmember Kovacic nominated Councilmember Marshall as Mayor Pro tempore for 2001-2002, Hearing no ether nominations or objections, Mayor Segal stated that Council member Marshall is elected Mayor Pro tem for the ensuing ye!jr. REMARKS AND INTRODUCTIONS BY MAYOR SEGAL "At this point, I just have a few comments, maybe a little more than a few and you'll have to indulge me a little, there are a few family members here that I need to introduce, ,> "I'd like to take this opportunity to thank my fellow City Councilmembers for allowing me to serve the citizen's of Arcadia as their Mayor for the next year. I promise to do the best job I C<1n to represent our City, I'd like to introduce a few family members that are here toni;)ht: my parents Marlene and Barry Segal; my aunt, Gloria Segal; my in-laws Sam and i'ri1l1ces Weisz; my brothers Howard and Shelly; my brother-in-law John, and Sara and ir,eir daui)hters; and now my immediate family, my sons Matthew and Andrew, and by the 'WilY tcdc:y is Andrew's 14th Birthday; and my daughter Allison who yesterday informed us lhat she wa3 so enthusiastic about my getting involved in politics that she was elected to the student senate, SMU yesterday, and she is in school at Dallas right now, And last but not least my political advisor and best friend, my partner, my wife Lee, "For the first t:,1~e :11 recent memory, I've decided to set a theme for my year as Mayor. Tllis t:1eme 'Niii set the tone for possible events and projects I'd like to see accomplished, -ihe theme is 'the year of community and communication'. With this theme I would like to accomplish four goals this year: to support our community, I would like to see the beginning of a ne'/I senior housing project; to protect and serve our community, I would ii1(O ta im;xova an aiready excellent public safety services; to aid our community, I would like j" imtall nAW nfiecti'/e street signs, Citywide, so everyone will know what street they are on at nighi. '. 43:0077 " constru~t the housing or to work with a developer, "Public safety -: we are fortunate to have outstanding public safety service's, I look forward to maintaining this high level of service'and to improve it whenever and wherever possible. Along these lines, I know City staff is analyzing the reconstruction' and/or relocation of the fire station headquarters on Santa Anita Avenue, Staff, I believe is evaluating the optimal location 'for station 105. One of the alternatives may include its relocation to the south part of town and the re-designation of station 106 at the corner of Baldwin and Huntington as headquarters. Recent enhancements to the level of our paramedic services provided out. of our third station on Orange Grove have already improved the overall level of service. The goal for analyzing station locations is to assess current needs to improve public safety for_all portions of the City and to provide fire and emergency medical.services within five (5) minutes of a call for service." . " " , -. I "New street signs - numerous residents have told me they have a 'problem reading street signs especially at night. I appreciate their concern and think we needJo do something to help. It is my desire that the proposed budget for 2001-2002 include a project to replace all City street, signs on a poll or corner with new refiective signs. , ' . , , ,; -. -- -.: . "Increased communications - I believe the 2001-2002 budget will "propose that a communication and marketing division be created to operate out of the City Manager's office. :'1 think this is a good idea and while I appreciate what h~s been done in recent years to increase our outreach efforts, I think there is room for additional improvements, With the City in a much more financially stable position now, than a few years ago, I think we are able to allocate more resources in this area, Accordingly, I would like to see us expand our communication program to include the following items: a City newsletter; a City sponsl)red old fashion community picnic with all the trimmings, including activities for the young and the old; a program that will enable us to begin translating certain brochures and documents for our residents who do not speak or read English; improvements of the City website, possibly begin to offer internet features; a review of existing informational brochures and hand-outs; the continuation of the Hoiiday Festival and Tree Lighting Ceremony which has been very popular since the first event was heid a'fe~ years ago, I " "The City and School District have had'a very successful working relationship over the past year: ,We ,have had success with the few joint projects, invoiving. youth safety and , . recreational and leisure time activities, I hope this positive approach-to' joint efforts will con:tinue in tre fU,jure: ' , ' ~ , " "Arcadia is blessed with an incredibly dedicated City staff, These staff people work diligently with our community as members of the same team, On behaif of the City .Council, I want to thank all our employ~es for the great job they do for our community. . .. .'. . ... .' . . . , - "I would be remiss if I didn't take a moment to thank the numerous volunteers that serve our community, These volunteers serve not only City organizations but also Arcadia's many charitable entities and school groups, We are extremely fortunate to have hundreds ,of people who give tirelessly to a variety of causes, The spirit of volunteerism is unique to Arcadia, and it is a major reason our town is so special. In following ',with the spirit of volunteerism, this year, I will implement a citizen of the month award: it will be awarded at th'e second Council meeting of each nionth, and I will solicit the public's input to help locate those in'dividuals that go far beyond the call of duty for our City.' As someone who has lived in Arcadia for almost twenty (20) years, and who has been active in numerous local organizations, I can honestly say that I believe Arcadians have taken this statement to heart. I believe being positive, working together and seeking creative approaches and solutions, we have surpassed its expectations. I believe we, the residents, businesses Clnd staff are Arcadia, and Arc.adia is the best City in the world. Thank you very much for your support," ~ 1. " REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM MARSHALL 'I would like to be the first to say, thank you Mayor Segal. First I would like to introduce my family, my husbacd Burt Marshall is out there, I don't think that you want to clap for each one because I've got a big group here, you might want to wait to the end, Our oldest son Keith Marshall is here; my parents" Bill and Harriett Harkness are present; my sister-in-Jaw Arlene Marshall; my other sister-in-law Pat Harkness; and I also have a great-nephew, he is in the Arcadia schools here, his name is Christopher Marshall; our oldest son Brett Marshall and his wife Susie live in Ohio and were unable to join us tonight. I would like to thank my entire family for their support and encouragement, not only with my Council 'endeavors, but throughout my entire life, My family is very special to me. "Thank you Mr. Kovacic, Gary Kovacic, for another year of outstanding leadership as Mayor, thank you for a job well done, Congratulations to Mickey Segal on his Mayorship for the upcoming year and also thank you to all of my friends who are here this evening. "I humbly accept the honor of being Mayor Pro tem. Thank you to my fellow Council members for your nod of approval, I will not disappoint you. As I look back on this past year, it has been a productive year; more work on the new police station, a new Historical Society, Westfield expansion, major infrastructure changes, and plans for a new skateboard park, just to name a few accomplishments and decisions this year, Being on Council has been an adventure, During this adventure I have met new people and had the privilege of becoming better acquainted with some of the people I ba;ely knew, This has been a definite benefit to this job. I have worked hard for the past three years to respectfully represent the citizens of Arcadia, I promise to continue to work that hard as long as I am on Council. I have served, putting the interest of the taxpayers apl! the City first. All of my votes and decisions have been carefully studied and thought out with that in mind. I will compromise on an issue to achieve results, if necessary, However, I refuse to compromise on :norals, I look forward to serving you for another year and am anxiously awaiting positive changes in decisions this Council will be challenged with in'the coming year. "I would like to thank all of the commissioners and voiunteers that give of their time and talents. You are appreciated, You are what makes Arcadia special. Also, a big thank you to ai! of our empllJyees and department heads, You help make our job easier. We are fortunate as a Council to have a budget surplus again thIs year. The challenge is what we will do with the surplus in the best interest of our citizens, I have a want list I will be pushing for; some of them are what the current Mayor has mentioned and certain things thiltthe Ex-Mayor has mentioned, so that's a good sign in the right direction, I would like to see a newsletter to educate and communicate with the residents; a new skateboard par;< for (he young ones; expansion of the Youth Master Plan; enhanced senior programs, and I tr.:nk nEW senior I;ousing is fabulous: street sweeping ev~ry week; and, street resllIfacing sooner than the present schedule, The problem with mti is, I probably have more wants than we'll have surplus, That is not unusual. I am sure the list will grow as the year progresses. II is imperative that we be more business frienc:ily and also keep ':1 iv;ng 10 expand development in Arcadia, 7_ 4/17101 43:0079 "Last but not least, I would like to thank my constituents, the supporters who voted for me three years ago. I have tried hard not to disappoint you, Thank you for giving me the I honor of serving you. I pledge to continue to give a hundred and ten percent of myself on your behalf. I will do my upmost to make Mayor Segal's term a pleasant productive year and assist him whenever needed. And, not to break the tradition, I have a saying this evening which I selected because of this being tax week, President Ronald Reagan said,- "a taxpayer is someone who works for the federal govemment but who doesn't have, to take a civil service examination". Thank you." 12. REMARKS AND INTRODUCTIONS BY COUNCILMEMBER CHANDLER "Thank you Mr. Mayor. Gary, once again, thank you for taking us through another year, leading us. It is very time consuming to be the Mayor and to be Mrs, Mayor. You, many times were there for the rest of us and for our community, and for that, people can't really appreciate how much you gave, And, you especially gave an exceptional amount of time. So, thank you very much, and hopefUlly we'll be working together for quite some time" , "Gail, congratulations, Your wishes seem to be, seems that you have three votes on many of them already,.. Mr, Segal, without having it on the agenda you are doing well. Mickey, this is quite an honor to have you here, you are the first round draft pick of Gary, I am glad he got you enthused in City government, this aspect of City government. Your goals seem reasonable and obtainable, so I am here to help you out Congratulations," REMARKS AND INTRODUCTIONS BY COUNCILMEMBER CHANG "First of all, I want to congratulate Mr. Mickey Segal for becoming our next Mayor. I am pretty sure that under your leadership we'll have another exciting year and we will accomplish a lot of things ahead. I also want to congratulate Gail Marshall for becoming 1 our Mayor Pro tem, I think we can work together very well for the betterment of our City. I want to particularly thank Gary Kovacic for your past year, service as our Mayor. I think you have done a lot of things for our City and you have a lot of planning, I think all your planning's will be accomplished in the coming years, "Next I want to introduce my best friend, my best partner, my wife Min Mey Chang, I saw her at the back seats, and all my three children are out of town, so they could not come here, And, I saw quite a few friends in the audience seats, I want to thank you for coming here to support the City Council. "I want to emphasize at this point, that for the coming years, what I want to work for with my colleagues and City staff for the following things: No 1 - to give the best civic services available to the residents of Arcadia, for example, to install refiective street signs, to do the weekly street sweeping services, etcetera. No, 2 - to proceed with the construction of the new police building as planned, without any delay and within the budget No. 3 - to implement recommendations from the revised Youth Master Plan, as our budget allows. NO.4 - to continue promoting sensible business developments. "I want to thank, at this moment, my colleagues for working together smoothly in the past year, so that together we accomplished a lot of things, And, our former Mayor, Gary Kovacic, has mentioned a lot of accomplishments we've done in the past year. I want to thank my colleagues for these accomplishments. I am particularly grateful to the employees of our City, without your hard work the City Council could not have done a good job.
