In order to move on with the project, and time Ihe improvements and modifications, staff requested an early appropriation from Reserve Funds, 1 5/15/01 43:0090 ORD, & RES, READ BY TITLE ONLY It was MOVED by Council member Chandler, seconded by Councilmember Chang and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, I City Attorney Deitsch announced the subject discussed at the Arcadia Redevelopment Agency Closed Session held earlier this evening, No reportable action was taken, 3, PRESENTATION CITIZENS OF Mayor Segal presented the May, 2001 Citizens of the Month Awards to Elizabeth Cox, THE MONTH Josh Silverman and Cory Stubbs for their important role in saving the life of Richard (Cox, Silverman Bauer, a crossing guard at the intersection of Santa AnitalLe Roy Avenues while filming and Stubbs) a video about life in Arcadia, Mayor Segal stated in part, thanks to the quick response by these youngsters, and the Fire Department medics, Mr, Bauer did not suffer damage to his heart due to a heart attack while at work on March 12. In addilion, on behalf of the United States Congress, Mayor Segal presented an outstanding achievement recognition award to Elizabeth Cox, Josh Silverman and Cory Stubbs, signed by Congressman David Dreier. 4, PUBLIC HEARING 4a. () \ f{;). (, ~ TA 2000-001 Consideration of the report and recommendation to approve a time extension for Text (1-Yr, Time Amendment 2000-001. On June 6, 2000, the City Council adopted Ordinance 2119 TA ('~ '. ,Extension 00-01, a text amendment amending Section 9273,1.10.1 and adding regulations Ord, 2119 S-1 pursuant to Section 9273,2,10 relating to performance standards for certain nighttime Zone SAR.T,) activities in Ihe S-1 zoning regulations, Section 1 of this ordinance amends Section I' ORDINANCE 9273,1,10,1 to allow horseracing and other sporting and special events of a national or NO, 2142 international significance to be telecast via satellite feed seven (7) days a week until no (INTRODUCED) later than 1 :30 a,m, Additionally, the text amendment permitted certain outdoor events in the "apron" area until 10:00 p,m. Section 4 of the Ordinance notes that this section remains in effect for a period of one (1) year following the effective date of the ordinance (July 6, 2001) at which time Section 1 terminates unless extended by ordinance of the City following a noticed public hearing, Santa Anita Park, the applicant for Text Amendment 2000-001, requested a one year extension to the ordinance, allowing the satellite feed seven (7) days a week until no later than 1 :30 a,m" and certain outdoor events in the open area until 1 0:00 p,m, Mayor Segal OPENED the public hearing, Vincent Folev, 320 Cambridge Drive, stated in part, that last year he urged the City Council not to pass the ordinance that would allow nighttime activities at Santa Anita Race Track because he was concerned about the noise, However, at this time he requested that the City Council approve the one-year extension to the ordinance. He felt, as a result of the hearings last year, Santa Anita has began an outreach program to the neighbors and the Homeowners' Associations and is reaching out to be a better neighbor than they have ever been. Michael O'Connor, an Arcadia resident, stated in part, that the objective of the City Council is to protect the citizens 01 Arcadia as well as help the businesses of Arcadia, When those interest come into conflict, the City Council should concern themselves with favoring the citizens rather than the business interest in the City, Mr. O'Connor further, I stated in part, that he is opposed to the extension of hours at the track because of traffic and safety, He felt that late night betting is not a good policy and is bad for the citizens of 2 5/15/01 I I I 5, 6. 43:0091 Arcadia, It was MOVED by Council member Chandler, seconded by Council member Chang and CARRIED to CLOSE the public hearing, With regard to concems raised about late night crime, Arcadia Police Chief Hinig, reported that there has been no impact on police operations or community safety during the periods of nighttime betting at the track, . It was MOVED by Councilmember Chandler, seconded by Councilmember Chang and CARRIED on roll call vote as follows to EXTEND Section 9273.1,10,1 of the Arcadia Municipal Code, and the operation 10 proceed in compliance with the S-1 Performance Standards; and, INTRODUCE ORDINANCE NO, 2142 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CAliFORNIA, EXTENDING FOR ONE (1) YEAR SECTION 1 OF ORDINANCE NO, 2119 RELATING TO PERMITTED USES IN THE S-1 ZONE (SECTION 9273,1,10,1)", AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Kovacic, Marshall and Segal None None AUDIENCE PARTICIPATION None. MATTERS FROM ELECTED OFFICIALS SEGAL Mayor Segal read a press release, prepared by the City Manager, reminding motorists of (Press Release- what to do when approaching a dark intersection (signals not functioning) during rolling Power Outages)power outages, (Power Outage Mayor Segal noted that the City is in the process of filming a public service Public Service announcement related to traffic safety during power outage which will be aired on Announcement) Channel 20, in late Mayor June, (Energy Crisis Town Forum) Mayor Segal announced that the Senator Margeit's office and City will be hosting a Town Forum on the energy crisis, on July 2, 2001 at 6:30/7:00 p,m, CHANG Councilmember Chang congratulated Elizabeth Cox, Josh Silverman and Cory Stubbs (Cox, Silverman for their prompt and bright action that saved a citizen's life, He felt that the students and Stubbs) behavior also illustrates the success of Arcadia's education, The students have common sense, intelligence and know volunteerism, CHANDLER (Recycling) MARSHALL (Chinese Lion's Club) (FD Pancake Breakfast) Councilmember Chandler noted that in the near future an educational letter will be mailed to residents with regard to waste collection and recycling, Mr, Chandler encouraged residents to carefully read the letter and follow the directions. Mayor Pro tem Marshall thanked the Arcadia Chinese Lion's Club for their $1,000 donation to Arcadia Schools and $500 to the Arcadia City Library, Mrs, Marshall announced that the Arcadia Fire Department Pancake Breakfast will be held on May 19, 2001, 3 5/15/01 (Skate Park Workshop) (Nethercutt Museum) (Quote) KOVACIC (Citizen of the Month Award) (Summer Concerts) (Law Day) SEGAL (Citizen of the Month Award) (FD Pancake Breakfast) 43:0092 Mrs, Marshall noted that the third skate park workshop will be held on May 23, 2001 from 6:00 p,m, to 8:00 p,m, at the Arcadia Community Center, She encouraged youngsters to attend and submit their input. Mrs, Marshall mentioned that she visited the Nethercutt Museum in Sylmar, California, which has one of the world's finest car collections, A railroad car, which belonged to Clara, the oldest daughter of Lucky Baldwin, is being restored at this museum. I Mayor Pro tern Marshall shared a saying by Brian Lanker, 'the better we feel about ourselves, the fewer times we have to knock somebody else down to feel tall", Councilmember Kovacic expressed congratulations to Elizabeth Cox, Josh Silverman and Cory Stubbs, He also complimented Mayor Segal for a powerful presentation and a great Citizen of the Month Award program, Mr, Kovacic reminded everyone to attend the California Philharmonic summer concert series, beginning June 30, 2001, at the Los Angeles County Arboretum, There will be seven concerts, one every other week, Mr, Kovacic reported on the Law Day which was held on May 5, 2001 at the Arcadia Public Library, Twenty local attorneys volunteered to pr,ovide free legal advice in celebration of Law Day, Mr, Kovacic expressed appreciation to the Arcadia Chinese Association for co-sponsoring this event, and the library and City staff for organizing it. Mayor Segal stated, that he is very proud of the way the Citizens of the Month Award has began, He is hopeful that the citizens of Arcadia will come through for another presentation next month, which will be as powerful, and meaningful as the first. Mayor Segal encouraged everyone to attend the Fire Department Pancake Breakfast, Saturday May 19, 2001, from 7:00 to 11 :00 a,m, at Fire Station 106, at the corner of Baldwin and Huntinglon, I (Senior Citizen of the Year Award - Libby) (Lucky Baldwin Mayor Segal made a correction to a prior announcement and stated in part, that 'the Day Picnic) LUCky Baldwin Day Picnic" will be held on October 28, 2001 at Arcadia County Park.
