TREE I\1ASTER f'lI>J\J FY2001-02 (APPRO\Iffi) 01'/'J-25 43:0162 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING AUGUST 7, 2001 The City Council and Arcadia Redevelopment Agency met on Tuesday, August 7. 2001 at 5:00 p.m. for a regular meeting in the Council Chambers Conference Room. PRESENT: ABSENT: Councilmembers Chandler, Chang, Kovacic, Marshall and Segal None AUDIENCE PARTICIPATION No one spoke. STUDY SESSION Consideration of the Street Tree Master Plan (Plan) presented by City staff. The City of Arcadia, staff noted, is blessed with a huge forest, staff is responsible for the maintenance and care of over 17,000 City trees which are trimmed once every four years. The Street Tree Master Plan is a long term management plan that staff proposes to implement... it will act as a guide for staff to follow in the future. The Plan addresses the frequency of trimming; tree replacement; tree removal policy; the planting of new trees and the type of trees that are desired in the community. The City tree trimming contractor, West Coast Arborists, assisted staff in putting the plan together after a very detailed inventory of every tree in the City and every possible location for a tree was identified. A Master Plan was then developed. In the presentation staff reviewed problematic trees; tree vacancies; a new tree palette and a planting plan. Examples were shown of aging and deteriorating trees in the City; trees not suited for soil conditions or climate and those not property maintained by residents. Staff has identified over 5,000 City trees that need to be replaced and further identified 4,400 locations in the Master Plan as potential sites for trees. Staff will systematically replace 220 trees a year over a 20 year plan. The Tree Removal Policy was reviewed for the Council and some discussion ensued of removal of a tree at the homeowners expense upon request. The Master Plan describes the homeowners responsibility as far as cleaning under trees, keeping parkways clean, watering and general maintenance. It was noted also that staff has a damage verification process list that they follow whenever someone phones to request removal of a City tree because it is damaging something. Councilmember Kovacic noted that he believes a higher threshold should be required for tree removal than just removal based on a circular driveway or relocation of a garden. He would like to see something more specific about this policy in the Municipal Code. Staff will take a look at the regulations in the ordinance. With respect to trees along Live Oak Avenue in the business district of south Arcadia, Council had previously talked about some sort of policy that these trees be thinned out and grown above the signs and have a canopy effect... there was not that sort of language in the Plan. Councilmember Kovacic would like staff to outline Council's thoughts on this matter in the Master Plan as information for future Councils. 1 8rT/01 PAVEMENT fl.W.JAGEMENT PROG. Master Plan; and, DIRECT staff to prepare the appropriate ordinance to present to the Arcadia Beautiful Commission and City Council; and, APPROVE the Capital Improvement Detail form for FY 2001-02 in the amount of $220.000 for the Replacement of Problematic Parkway Trees and Planting Additional Trees at Vacant Locations Within the Community. None City staff maintains 344 streets or 150 miles of streets in the City, and recently competed a comprehensive review of all of the pavement surfaces in town to identify pavement conditions. and the prioritize rehabilitation needs throughout the community. Prioritizing, staff noted, is possibly the most important thing in a pavement management program to determine which streets are done first. and improving the overall condition of the whole system. .It was MOVED by. Council member Kovacic, seconded by Council member Chandler and CARRIED on roll call vote as follows to APPROVE the Pavement Management Program and Capital Improvement Program detail form for Street Rehabilitation at Various Locations Within the Community for FY 2001-02 in the amount of $863.000. AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Kovacic, Marshall and Segal None None Staff reported that staff maintains 26 miles of sidewalks and 854 handicapped ramps currently in the sidewalk system. For purposes of the Master Plan for Concrete staff divided the program I into three categories..: sidewalks. handicapped ramps and the ongoing efficiency repair program, which is part of the slurry seal program. Staff inventoried 15 primary and commercial streets. such as. Colorado, Foothill, Santa Anita. and Huntington Drive... major streets in the community, to find out where sidewalks were missing. Out of that, staff identified 5 miles of missing sidewalks. Staff has put together a three year plan to replace all of the missing sidewalks and prioritized these based on ease of installation and the $505,000 projected cost, which does not include property acquisition. Staff noted if the City does not have the right-of-way and does not have the funds to purchase the right-of-way, it will have to negotiate with the property owners and see what can be worked out... or condemn the property. The problems with acquiring right-of-way were set forth in detail. Staff will concentrate on the first year of the program: Huntington Drive, First Avenue, Duarte and Second Avenue; the second year staff will concentrate on Colorado. and, then Second Avenue down to Peck Road; the last year.. Foothill blvd. Staff may have to reassess the geographic conditions or if redevelopment goes on property owners will be involved. Staff proposed to fill in all the vacancies in street handicapped ramps over. the next three years. They estimate there are approximately 415 new ramps to be installed. Funds are available for these installations. The cost to install the missing sidewalk, handicap ramps and deficient sidewalks is estimated to be $430,000 per year for three years or $1,290,000 total. At this time staff did not address deficient sidewalks in residential areas, only commercial areas. Mayor Segal commented that Arcadia street name signs were not visible at night. City Manager Kelly displayed several examples of signs in blue and green all of which letters would be reflected in the headlights of vehicles at night. Other cities he noted, have typically used a green background with white lettering or brown with white.. very few have a blue background with white lettering and a City logo. The new monument and directional signs that are basically blue, do not coordinate with the existing green street signs. The signs would make a dramatic difference with the logo and the blue background. Council member Kovacic noted his preference would be to stay with the green background although he likes the idea of having the logo on the signs. It was MOVED by Councilmember Chang, seconded by Mayor Pro tem Marshall and CARRIED on roll call vote as follows to APPROVE the use of the color blue on the street name signs, the blue color to be compatible with the proposed directional signs, replacing existing street name blade style signs on corner poles throughout the City in the amount of $200,000 for FY 2001-02. PRESENTATIONS Mayor Segal, Police Chief Hinig and Captain Bob Sanderson presented Mayor's Certificates to the members of the Poway 4H Club for their thoughtfulness and generosity to the Arcadia Police Department. The Poway 4H Club is a group of about 15 young people who raised money for a non-profit Vest-A-Dog project that provides bulletproof vests free of charge to law enforcement agencies. Roy. Arcadia's canine, donated vest fits him well. It will be used during training scenario's and at any time Officer Robin Letourneau, the Police Department's canine handler, and Roy get into a hazardous situation when they are called upon to support SW AT operations. 3 8/7/01 ,- (j \ (I; j J 4. WEED ABATEMENT 2000-2001 CHARGES (CONFIRMED) C' JJ 43:0165 Mayor Segal presented a plaque of appreciation, in recognition of his service to the community, to outgoing Planning Commissioner, Richard Bruckner. I Mayor Segal presented the August, 2001 Citizen of the Month Award to Frank Fisher, an Arcadia crossing Guard for twenty-two years and a City resident for twenty-five. In an effort to acknowledge Crossing Guards, the All City Management Services, the City's contracted Crossing Guard Company, established an "Outstanding Crossing Guard of the Year Award'. The Arcadia Crossing Guards were evaluated on their ability to work with children, pedestrians, motorists and on their overall job performance. Based on these criteria, Frank Fisher was chosen as the Crossing Guard of the Year. Mayor Segal expressed appreciation to Frank Fisher for providing outstanding service to the community. PUBLIC HEARINGS Consideration of the 2000-2001 Weed Abatement Charge List. On July 17, 2001 the Los Angeles County Agricultural Commissioner's Office delivered the list of private properties within the City on which the County has abated weeds. rubbish and refuse. Sixteen (16) of the thirty (30) properties listed incurred a minimal charge of inspection only of the property by County . personnel. The properties listed on the' charge list were posted and noted of the public hearing this date, as required. Mayor Segal OPENED the Public Hearing. No one came forward to address Council either in favor or in opposition to this item. C'8~)--;:;-- The Los Angeles County Metropolitan Transportation Authority (MTA) Congestion Management Program (CMP) requires local agencies to submit an annual Local Implementation Report (L1R). The report must be adopted at a public hearing. and submitted to the MT A by September 1, 2001. The L1R must be adopted by a resolution, finding that the City is in conformance with the Congestion Management Program (CMP), the City must perform certain compliance actions setforth in the August 7,2001 staff report. Standard) 43:0166 In response to a Council question, staff stated in part, that the Congestion Management Program. (CMP) applied to Los Angeles County only. Mayor Segal OPENED the Public Hearing. AYES: NOES: ABSENT: Councilmembers Chandler, Chang, Kovacic, Marshall and Segal None None AUDIENCE PARTICIPATION Tom Paine, 9840 Holland Drive, Temple City, a retired teacher and an administrator of the Arcadia High School for 36 years. invited everyone to attend Arcadia High School 50th Anniversary celebration, which will include a football game, Arcadia vs. Arroyo; a parade and slides display, September 28, 2001. He also recommended that the City Council proclaim September 28, 2001 as the Arcadia High School 50th Anniversary Day. Mayor Segal noted that the City Council will take Mr. Paine's recommendation under consideration and will be able to meet that request. MATTERS FROM ELECTED OFFICIALS Councilmember Chang congratulated the recipients of the Mayor's Awards this evening. Dr. Chang complimented the City staff on a job well done in preparing and completing the Street Tree Master Plan. the Pavement Management Program, and the Sidewalk/Handicap Ramp Program. He felt that it makes sense to spend $4 million of this year's $5 million surplus funds to implement these programs. Council member Chandler referred to an article in the Pasadena Star News with regard to the . waste water treatment. The article noted that the tougher water standards could cost $2 billion. Mr. Chandler felt, as taxpayers, everyone needs to pay attention to this matter, because it could be a significant unnecessary expenditure. The impact of this project will come right off of the property tax bill and it would be significantly higher than the both school bond and the new police station bond. MARSHALL Mayor Pro tem Marshall expressed appreciation to Poway 4-H Club for Vest-A-Dog project; (Poway 4-H Club- Richard Bruckner for time served on the commission, and Mr. Paine for the Arcadia High School Bruckner and 50th Anniversary Celebration information. I' Mr. Kovacic announced the appointment of Betty Rochefort, as the Library Board Chairwoman and John Fung, Vice-Chairman for the coming year. Mr. Kovacic thanked the Arcadia Public Library Foundation and Mrs. Lee Segal, in particular, for donating $5,000 to the Library, to create a new collection of materials targeted for young adults. As the only sitting Council member who attended Arcadia High School, Mr. Kovacic reminded everyone to take advantage of the tremendous opportunity which includes the Arcadia High School Football Game on September 28th, open house and dinner dance on September 29th. Councilmember Kovacic would like to direct staff to prepare a resolution. not only declaring September 28th as "The Arcadia High School 50th Anniversary Day", but to call the entire weekend the "Apache Week-end". Councilmember Chandler supported Councilmember Kovacic's suggestion. Mr. Kovacic noted that people are not paying attention to the trash collection and recycling information flyers that were mailed to every household in the City. He felt the next step is to put a sticker on the trash cans and/or to have written trash policy and regulations that dictate what goes into various trash cans. City Manager Kelly noted that staff will have a presentation with regard to refuse collection and recycling in the next scheduled study session. Mayor Segal announced that the Los Angeles Superior Court is seeking applicants for the 2002- 2003 Civil Grand Jury. The volunteers can contact the Grand Juror Coordinator in Los Angeles Superior Court, Hall of Records. I Mayor Segal read a statement on behalf of the Water Division with regard to water conservation, asking residents to continue water conservation practice by watering lawns and plants in the evening or early in the morning. It has been a dry year and Arcadia's water level is dropping. Mayor Segal announced, in order to help everyone deal with the energy crisis, energy conservation brochures and pamphlets are available at the City Hall, Mayor's Office. . Mayor Segal announced that the Los Angeles County Household Hazardous Waste Collection will be held on Saturday August 18, 2001 at Santa Anita Race Track. Dr. - In 1993 the Redevelopment Agency adopted Resolution ARA-172 that permitted the sale of used Rusnak) or pre-owned cars only in conjunction with the sale of new automobiles. Mr. Paul Rusnak has (APPROVED) purchased the former Foulger Ford site and is currently remodeling it in order to accommodate C' ' ./ the sale of new and used cars. He would like to open the used car operation by mid-August but will not be operational for the sale of new cars until later this year. To permit him to sell used cars, he has requested a waiver on ARA-172. Consideration of the report and recommendation to approve a waiver of the requirements of Resolution ARA-172 for one year to permit used automobile sales at 55 West Huntington Drive (Rusnak). Following the presentation staff responded to the Agency's questions stating, Mr. Rusnak is not yet sure what franchises he will carry in the Arcadia location, however, they definitely will be similar to the franchises they currently carry in the Pasadena area. Rusnak primarily sells high- end vehicles and this would be his intention for used vehicles also. It was further noted that the Development Services Department is interested in high-end vehicles because it will generate additional sales tax and benefit the City. CALIFORNIA, (Arcadia Transit SETTING THE ARCADIA TRANSIT DIAL-A- RIDE FULL-FARE AND REDUCED-FARE RATES Rate Increase) FOR ONE-WAY TRIPS AND MONTHLY PASSES." (ADOPTED) ;',.:; The Arcadia Transit Dial-A-Ride (OAR) system has been providing door-to-door transit service to the citizens of Arcadia for 26 years, and since its inception, the fee for one-way service trips has remained at $.75 to the general public. .In August 1999, the Arcadia Monthly Pass program was I reinstated as alternate fare method. The pass provides riders the convenience of unlimited OAR trips within a calendar month. A full-fare pass is currently offered at $16.00 per month for adults and students who frequently use Arcadia Transit, and a reduced-fare pass is available for seniors and persons with disabilities at a low cost of $5.00 per month. The fees for both passes were based on an industry standard of 22 trips per month for full-fare passengers and 20 trips per month for reduced-fare passengers. After analyzing the service provided by peer agencies, staff concluded that the current pass prices are set much too low in relation to the cash fares. It was recommended that the City Council consider increasing the Full Fare Pass cost to $22 - $1 per weekday in an average month, which would result in an average trip return of $.50. The reduced-fare rate for seniors and persons with disabilities will remain at $.25 for single one-way service and $5.00 for monthly passes. In response to Council questions, staff stated in part that, the average monthly cost of operating the service equals $5.11 per passenger; the difference between the fare and cost of service per passenger is subsidized with local and state money received through Prop A and Prop C funding. In addition, staff noted that the City has been informed that San Gabriel Transit is in process of merging with R&D Transit; this merger will require the City Council's approval. He was Vice President of Stone & Webster Engineering Corp. until his early retirement in 1975 when he assumed CEO and President of Quinoil. In 1971-72 he was president of the Pacific Coast Electrical Association. William is survived by his loving daughter Margot and her Husband Timothy as well as two grandchildren Timothy Tyler and Kristen Elaine."
