READ BY TITLE ONLY 2, CITIZENS OF THE MONTH (Mr.& Mrs, Selmer) MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING SEPTEMBER 18, 2001 The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday, September 18, 2001 at 7:00 p,m., in the City Hall Council Chambers, In remembrance of the thousands of lives lost in the terrorist attack on the New York World Trade Center Twin Towers, the Pentagon, and United Airlines Flight 93, which crashed in the State of Pennsylvania, on Tuesday, September 11, 2001. Mayor Segal called for the playing of the National Anthem and a moment of silence, The United States coiors were presented by Boy Scout Troop 104 and Cub Scout Pack 118. The pledge of allegiance to the flag was then led by Scout Christopher Noyes of Troop 104, Reverend Gerry Wilson, Arcadia Friends Community Church read Psaim 27 and presented the invocation. PRESENT: Councilmembers Chandler, Chang, Kovacic, Marshall and Segal ABSENT: None Mayor Segal noted that Don Shawver, Arcadia Fire Battalion Chief, was assigned as a safety officer with the FEMA team at the Pentagon in Washington, SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS City Manager Kelly requested Agenda Item No, 9b., "Recommendation to utilize Local law Enforcement Block Grant Funds in the amount of $38,980,00 for the police Department", be removed from tonight's agenda and rescheduled for a future meeting, . It was MOVED by Councilmember Chandler, seconded by Mayor Pro tem Marshall and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, PRESENTATIONS Mayor Segal presented the September, 2001 Citizen of the Month Award to Doris and Jerry Selmer, long time Arcadia residents. The Arcadia Public Library has been the primary focal point for both of the Se!mers, they have each served on the Library Board of Trustees, Doris in previous years and Jerry currently. In addition, they have been involved in scouting, City commissions and several regional groups including those affiliated with the Southwest Museum, the Braun Research Library, the L.A. I The City's franchise agreement with Southern California Water Company expi,es on November 23, 2001 after a five'year term approved by the City Council in 1996, The Water Company would like to renew the franchise agreement and has requested a twenty- five year term, At the August 21, 2001 meeting, the City Council adopted Resolution No, I 6257 and conceptually approved a ten-year term, Currently, Southern California Water serves 207 customers in the southeastern and eastern portions of Arcadia. For this franchise right, they pay the City of Arcadia a 2% fee or approximately $1,300 annually. The September 18th staff report noted, the consequence of not granting the franchise agreement to the Southern California Water Company would be for the City Council to initiate a formal condemnation process and pay for the infrastructure already in place, Considering the small number of services, the legal costs of the condemnation process and payment for the existing infrastructure, staff advised this option would not be fiscally prudent. Mayor Segal OPENED the Public Hearing. Mrs. Renfrew invited everyone to attend the students upcoming concerts and drama productions. Dr. Russ Maatz, Methodist Hospital, Emergency Room, expressed his .gratitude to the Arcadia Police Department, Fire Department and the Paramedics. Dr. Maatz stated in part, as an emergency physician for 35 years he has the opportunity to work closely with Police, Fire and Paramedics and would like to express his appreciation for all their heip and for what they do for the community. He felt the City is blessed with wonderful safety personnel. Further, he noted that Arcadia has a response time that is not equaled by any other surrounding City. MATTERS FROM ELECTED OFFICIALS "I want to condemn the terrorist actions last Tuesday that have caused the collapse of the World Trade Buildings in New York and loss of thousands of life's and billions of properties. I want to extend my condolences to the families of those who have lost their iife during this catastrophe. J want to praise those firemen, police officers and people who risk their lives in order to save the lives of other innocent citizens. This is a very difficult moment for us and our nation and we should all unite together and do our best to heip our nation to recover from this huge tragedy. Go'd bless America. "This is the first citizens newsletter that is being sent out, it contains important information about the City Hall and its operations. After we had stopped publishing of it about six years ago, now we are abie to resume its printing. I am glad that the City has this additional service for its citizens. I want to congratulate the citizens of the month, Doris and Jerry Selmer. I appreciate their hard work for our community:' "Thank you Mr. Mayor, Dr. Chang. Dr. Maatz that was a very moving address and I want to thank you for all the firefighters and police officers that can't sit here and thank you for that recognition. And in the same breath I want to say that we also acknowledge that your staff, those RN's, those emergency room workers, basically called emergency workers, are also recognized from our end. So, thank you very much.. It's been a week since this tragedy started and it seems that it will never end. J am sure that each of us has felt a thousand thoughts and had many many more emotions run through our head trying to evaluate the magnitude of what has happened and the lasting effect of these terrorist acts on our land will be. I share with you all of these, trying times and trying emotions and I don't think for a minute that I can express grief or sorrow or anger or fear or uncertainty anymore prophetically or anymore sincerely than anyone can, than any of you can. J certainly cannot. But I will say that we are all in this together and this is where we will gain our strength. Today our President has asked us to give to charities, if you can do that, you should do that, give to charities. This is the time when charities are at their best and need your help. . The way you can do that, if you can give money, give blood in a month. Right now a lot of people are giving blood, but in a month if you give blood that's something you can do. Or if you can give blood at Christmas Time, that's certainly something you can do. Our local Red Cross number is 447-2193; give biood later on this year. Fly the fiag if you have a fiag, or if you can find one to purchase, this community can fiy more flags. It is a small thing but it's a lot of support. And in your travels, maybe you should thank our firefighters or a police officer or an RN or an emergency room doctor, maybe your own doctor. America woke up last Tuesday, September 11th, to a nightmare. When you are the biggest and the best some people will hate you for it. I had a ticket to fiy to Cleveland with my youngest son. My other son was in the air on a fiight when the attacks occurred. It could easily have been me and my family or you and your loved ones on one of those planes. As we watched the destruction in disbelief on Tuesday morning, my husband turned to me and said, 'heaven is really a busy place today'. Reverend Shuller said, 'God was the first person on the scene of this attack'. There is no quick fix to what we are facing. It is going to be a long hard road to travel. However, America has God on our side and we will rebound and succeed together. Anyone who. has witnessed this tragedy can never say the Pledge of Allegiance or sing our National Anthem in the future without having a renewed meaning. "Americans were on a fast pace safe indulged path and it lost the true meaning of life. I can only hope and pray we will return to a spiritual s;Jciety once again. I once read, 'when we pray, a beam of light shoots up to heaven. The more intense the prayer, the brighter the light'. Heaven must have looked like an enormous fire works show this past week. J only find it a shame that heaven is not lit up to that degree everyday, under normal circumstances. "City Hall had a prayer memorial for the City employees on Friday at noon. I want to thank Bill Kelly and his staff for making that possible. If you have not seen the fifteen by twenty- five foot flag on the west side of City Hall, I encourage you to take a ride by and enjoy this I impressive site of American pride in Arcadia. Retired Sgt. Ed Bacon was at our memorial service and mentioned that the National Day of Prayer and Remembrance, which took . place on September 14th, was the anniversary of the writing of our National Anthem. Some may find this coincidental, I don't. When your wings get too tired to carry you, fall to your knees. America has been grounded and we will see a surge, or already have seen a surge in spirituality. We need to brush off the dust and dirt and we will see the goid. I believe the gold will be a truly United States of America, with a return to spirituality and hopefully a renewed kindness to our fellow Americans. "We are many miles from the desecration and follow it through the TV. What can you do? There are things that are very important and you don't even have to leave your home, or spend any money. If you have a fiag, fiy it proudly. Pray for the families of the diseased. Pray for our President and his advisors. Pray for the rescue and clean-up crews and pray for the healing of our injured and mourning nation. You don't even need to know the names of the people in need, as God knows each and every one by name. Lets light up heaven beyond belief. Friday the 14th, Star News Charles Cherniss column quoted Caltech Prexy David Baitimore's letter to his campus which read, 'in the end we will triumph over terror by returning to ordinary pursuits. Although September 11, 2001, will live in infamy, let us make September 12t~ a day of our vows to serve humanity and to conquer ignorance with knowledge'. "I came across a saying by Thomas Paine in 1776, written in his first series of pamphlets entitled: The Crisis', he said, 'these are the times that try men's soul'. He goes on to say, 'what we obtain too cheap we csteem too lightly'. It is dearness only that gives everything its value. Heaven knows how to put a proper price upon its goods and it would be strange I indeed if so celestial an article as freedom should not be highly ranked'. 'When you are sad 1 will dry your tears. When you are scared I will comfort your fears. When you are worried I will give you hope. When you are confused I will help you cope. When you are lost and you can't see the light I shall be your peacon shining ever so bright. This is my oath, I pledge till the end. Why you may ask, because I am a firefighter', and a police officer, I would like to add. Thank you." "Thank you Mr. Mayor. First of all, I'd also like to congratulate the Selmer's, they are true assets in the City of Arcadia and I commend the Mayor for recognizing their service. I also want to wish the Mayor and his family a happy new year and I hope the new year brings peace and happiness to your family and all of our families. And I want to send my best to the Mayor's mother, who I understand is still recuperating at Arcadia Methodist, and from what we hear that is the best place that you can recuperate at, if you have to recuperate. I also want to endorse all of the good words made by my brothers and sister on the City Council. "In the wake of this tragedy, it has been difficult for all of us to keep our minds on business. All of us have been touched by the violent acts and we are obviously concerned about the victims and their families. Our collective desire at this time is to contribute to our country's healing, we all want to be useful. Those with specialized training, such as Arcadia's own Don Shawver, have been able to make direct and important contributions. Many of us have also been able to contribute by giving blood or donating money. But we are left feeling as if we should do more. Without a doubt there is a great deal of need during these sad times. "One of the best ways that City of Arcadia can contribute is to continue to be there for our residents. As a City it is our deepest desire to support our residents in any way possible. If you need heip please let us know, we are there to assist you. As a community, we can also help by treating each other with the highest degree of kindness and respect. Arcadia's strength, as well as that of the entire nation, is its diversity. We must continue to embrace all who call America, home. Sadly, an Arcadian of Egyptian descent was shot at his store this week in San Gabriel in what may have been a hate crime.. We cannot let our spirits be broken by the tragic events in New York City and Washington D.C. We cannot tolerate hatred or terrorism abroad or at home. As Dr. Maatz mentioned, we are often reminded of what is good about our 'community in the very worst times. As we face an uncertain future, we must continue to demonstrate the endearing spirit of America as a nation of freedom, tolerance and mutual respect. Thank you Mr. Mayor:' "Thank you Mr. Kovacic, and thank you for the kind words about my mother. For those of you who are out there, I think tonight you've had an opportunity to see the best of what Arcadia has to offer. Each of my fellow Councilmembers made a statement, unplanned and unrehearsed, and I think it' truly shows how the five of us, although we all have different backgrounds, different interests and different opinions on things, we as the City Council truly only have one opinion and one belief in what took place last Tuesday. And, I am truly honored to work with the rest of my City Councilmembers. ''I'd like to just make a brief statement: many of us heard President Bush iast week, with one of the best analogies, at least I thought I heard, was when he stated that, 'America was on its knees'. I . "What I'd like to now state for our City and I hope for the rest of America, is that we are no longer on our knees and we are in the process of beginning the healing from what took place. And I encourage all of us to support our elected officials at this time and we need to speak with one opinion, one frame of mind, and we need to unite behind whatever process takes place that our elected officials think is best for all of us. I encourage everybody to do that and I expect that we will all support whatever actions take place in the near future. "I'd like to also thank a member of our City who I was told, I believe it was the day that the planes crashed into the World Trade Center, not the next day, went to our iibrary with a' brand new American fiag I am told, and that American fiag was immediately hung and our old one, not that I know that there was anything wrong with it, but our old one was taken down and our new one was hung up that day. The gentleman's name is Howard Rotter, and I'd like to thank him for taking the time to help us and taking the time to think about. doing a gesture like that for the library. "I just have a couple of announcements that I need to make, they don't necessarily fit with our theme tonight but they are important announcements. I want to remind everybody again, on September 28th two events are happening. In the morning at 8:30 that day we are going to have a ground breaking for our police station and that evening Arcadia High School is going to have the beginning of their 50th anniversary celebration which will take place at the beginning and at half time of the football game at Arcadia High School against Arroyo High School. And, I believe all our Council members will be there and I'd like to encourage everyone who is available, to attend. I think it is going to be quite a celebration. "I also want to make another announcement. With all the negative activities that have I taken place in the last week, I am pleased to remind the public of what will surely be a very happy, positive event, the 'Lucky Baldwin Day Community Picnic'. The picnic will be held Sunday, October 28th from 11 :30 a.m. until 3:30 p.m. at Arcadia County Park. In addition to old fashion games, infiatable rides, face painting and a penny carnival, one of the highlights of the festive activities will be the final competition of the Mayor's Spelling Bee. All fifth grade classes in Arcadia had been invited to particIpate in the spelling bee by having a preliminary competition at their school to select a representative to move on to the. finals. We expect the final competition to take place at approximately 12:30 on October 28. At this point I understand, all of the public schools are participating in the spelling bee and at least one of the private schools will be involved. And, I would like to encourage all the private schools in .our city to be involved if it is at all possible. The spelling bee is something that I particularly look forward to. I can not wait to see Arcadia's youngsters shine in this kind of a situation. I think it will take many of us back to when we were in school. The winners will receive cash prizes in the form of savings bonds in various denominations. I hope as many of you as possible will attend this event to both show our community pride and our community unity. The appraisal services requested will establish preliminary budget estimates in all these areas, including the cost of relocating tenants, possible claims for loss of goodwill, and assessing environmental risks of the project. As part of the services, staff has also requested the costs of preparing both appraisal updates and court- ready appraisal reports. .. At this time, staff recommended the appropriation of funds for the first phase, i.e., initial appraisals and preliminary budget estimates. If the Agency subsequently elects to proceed, staff will request authority to proceed with work on implementation of the project and obtaining additional environmental (CEQA) and economic analysis services. In response to a Council question, staff stated in part, that the contract is broken down into two aspects; one is a monthly maintenance fee for normal routine maintenance; the second is for extra ordinary maintenance. The base price of $54,000 is for routine maintenance and the $57,000 included in the recommended amount is for projected extra ordinary maintenance, which includes vandalism, traffic accidents or extra ordinary work that would be required on the signal which is not included as part of normal routine maintenance. It was MOVED by Council member Chandler, seconded by Mayor Pro tem Marshall and CARRIED on roll call vote as follows to APPROPRIATE an additionai $37,500 from the- General Fund to pay for traffic signal maintenance services; and, AWARD a one (1) year contract in the amount of $111,456 to Signal Maintenance Inc. for the performance of traffic signal maintenance service for Fiscal Year 2001-2002; and, WAIVE all informalities in the bid process; and, AUTHORIZE the City Manager and City Clerk to EXECUTE the contract in a form approved by the City Attorney. "Mr. Berry made significant contributions to the City of Arcadia. He served on the Senior Citizens Commission from June 7, 1988 through June 30, 1992. Graham was one of the original Building Committee Members who helped research and strongly encouraged the building of the Arcadia Community Center. Graham started the written history of the Community Center by documenting the centers progress as it was being built. In his spare time Graham was a volunteer tutor and lectured at both Highland Oaks Elementary and Arcadia High School. He was a great friend and his warm personality wili sorely be missed throughout Arcadia."
