THE CITY CLERK MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING NOVMEBER 6, 2001 The City Council and Arcadia Redevelopment Agency met on Tuesday, November 6, 2001 at 5:00 p.m. for a regular meeling in the Council Chambers Conference Room. CLOSED SESSION Pursuant to Government Code Section 54956.9(a) 10 meet with legal counsel regarding Request for Amicus Support - Alford v. Superior Court (San Diego Counly); 89 Cal. STUDY SESSION Consideration of the report and recommendation to approve the 2000-2005 Housing Element Update and adopt Resolution No. 6261 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, AMENDING APPENDIX A, THE COMMUNITY DEVELOPMENT SECTION AND THE IMPLEMENTATION AND MONITORING SECTION OF THE GENERAL PLAN BY ADOPTION OF THE 2000-2005 HOUSING ELEMENT ADDRESSING THE STATUTORY REQUIREMENTS RELATING TO THE CITY'S HOUSING ELEMENT". The cor"ullant's ,epr"senta[jves, Veronica Tam and Jessica Barkley, Colton Bridges and Associates, presented a detailed overview of the 2000-2005 Housing Element Update. stating in part, that the California State Legislalure has mandated that all cities and counties prepare a Housing Element as part of its comprehensive General Plan. Once adopted by the City Council, the City's Housing Element will be in compliance with ". . . "State Housing Element law. .. .. , The Arcadia Housing Element consists of the following major components: An analysis of the City's population, households and employment base; the characteristics of the City's housing 'stock, including a summary of the present and projected housing needs of the City's households; a review of potential constraints 10 meeting the City's idenlified housing needs; an evaluation of resources that will further the development of new housing; and, a statement of the housing plan to address Arcadia's identified housing needs, including housing goals, policies, and programs. The objectives of ttie housing Element are to identify strategies and programs that focus on: providing adequate housing sites; preserving and improving housing and neighborhoods; assisting in the provision of affordable housing; removing governmental and other constraints to housing development; and, promoting fair and equal housing opportunities. Following presentation, representatives from Cotton/Bridges/Associates responded to questions and concerns raised by the Council with regard to affordable housing needs and requirements, stating in part that in order to receive credit the City should demonstrate the ability to accommodate eighty-seven (87) units in the low income category and sixteen (16) additional units in the'moderate income category. Further, the provisions and preservation of affordable housing was explained in detail, which included the first-time home buyer program; home buyer assistance program; affordable housing resources; affordable housing for families; home improvement g'rant programs; and, the home improvement loan program. Considerable discussion ensued centered on City development standards; senior housing and school district concerns. The Council members felt thai the City has an obligation to provide Arcadia seniors with senior housing. A public hearing was scheduled for tonight's regular meeting portion of the agenda to approve the 2000-2005 Housing Element Update. 2b. UBRARY Janet Sporleder, City Librarian, presented an overview of the Library Strategic Plan which was S1RA1EGICPLAN adopted by the Library Board of Trustee at its September 20, 2001 meeting. The Plan includes AND CIP a description of the process and procedures followed by the Board as they developed the plan (APPROVED) for expending funds allocated by the City Council for improving Library services. The Strategic 0\-<.. ,- i...:J Plan includes recommendations for a complete reorganization of Library staff and for additional staffing. The plan also includes a discussion of the need to provide additional office space at the Library for the staffing levels recommended, and to develop suggestions for expanding service areas in the facility. The Plan will form the basis for fulure decisions by the. Library Board regarding services and programs. It is the mission of the Arcadia Public Library to provide full and equal access to materials and services Ihat meet the educational, informational, historical and individual interests of a diverse community. .' In addition Mrs. Sporleder explained in detail the Plan's goals and objectives which includes; support individuals of all ages and levels in their educational, informational, and recreational pursuits; preserve the cultural and intellectual heritage of Arcadia; utilize and maintain appropriate technoiogy; facilitate access to public information at all levels of government including Federal, State, County, City and Special Districls; provide the best and most efficient service possible by maintaining adequate staff and physical facility; meet the needs and interests of the community with library programs and collections; and, provide information on library resources and improve communication within community. .. The City Council approved an additional $200,000 in the Library budget in fiscal year 2000-2001 for Library programming. A portion of those funds is currently being utilized to fund temporary staff positions pending the development and approval of the Strategic Plan. City Attorney Deitsch announced the City Council met in Closed Session earlier this evening and determined staff that the City would join as Amicus Supporl regarding Agenda Items 1 a. and 1~ . PRESENTATIONS Mayor Segal presented a proclamation to Cathy and Len Hundshamer and announced the Arcadia Festival of Bands will take place on November 17, 2001, and proclaiming the month of November as Arcadia Festival of Bands Month. 5. CALIFORNIA Mayor Segal presented the Mayor's Certificale of Commendation to the California Gold Soccer GOLD SOCCER Team who placed second overall and received the Silver Medal in the Gothia Cup Youth Soccer TEAM Tournament in Gothenburg, Sweden. The Golhia Cup is the largest youth soccer tournament in the world. The team was accompanied by their coach, Dr. Dino Clarizio. On behalf of the California State Senate, Senator Robert Margett, presented a framed resolution to Callfcrnia Gold Soccer Team coach, Dr. Dino Clarizio commending him for his dedicated service to youth and youth soccer. 3 11/6/01 6. 6a. 2000-2005 HOUSING ELEMENT UPDATE (APPROVED) O'7~; - jJ . -. 43:0220 , PUBLIC HEARING Donald Penman, Assistant City Manager/Development Services Director, presented an overview of the 2000-2005 Housing Element Updale, stating in part, that the California State Legislature has mandated that all cities and counties prepare a Housing Element as part of their comprehensive General Pan. State law requires Housing Elements to be updated at least every five (5) years to reflect a community's changing housing needs. The City's Housing Element was last updated in 1996. The proposed Housing Element Update covers the 2000-2005 . period, pursuant to the update cycle for jurisdictions within the Soulhern California Association of Governments (SCAG) region. I Donna Butler, Development Service Administrator, presented an historical overview of the Housing Element, stating in part, that on February 13, 2001 a public hearing was held before the Planning Commission to receive inpul from the public as well as the Commission on the Draft 2000-2005 Housing Element. Based on the comments received at this meeling, the Housing Element was revised and submitted to the State of California Department of Housing and Community Development (HCD), Division of Housing Policy Developmenl for review. On April 27th the City received comments from HCD advising that the element needed 10 be revised to demonstrate that the City has sufficient land, zoned at appropriate densities to accommodate the development of housing commensurate with Arcadia's share of the regional housing need for all income groups; and, that the City's housing program encourage and facilitate the development, rehabilitation and conservation of housing in Arcadia. Revisions were made in response 10 HCD's comments and forwarded for second review. On August 13, the State advised that the City's Housing Element Update adequately responds to the statu lory requirements and Ihe revised elemenl will be in "full compliance with State Housing Element law when adopted and submitted for review". The revisions to the Housing Element are set forth in I the November 6, 2001 staff report. Following the staff presentation a representative from the City's housing consultant, Cotton Bridges and Associates, presented a brief summary of the Housing Element, stating in part, that the Housing Element contains goals, policies and programs thai govern the type of housing development for the next five (5) years. Mayor Segal OPENED the public hearing. No one came forward to address the City Council. It was MOVED by Councilmember Chandler, seconded by Mayor Pro tern Marshall and CARRIED to CLOSE the Public Hearing. MATTERS FROM ELECTED OFFICIALS Council member Chang congratulated the California Gold Soccer Team for their outstanding performance. He also expressed appreciation to Dr. Dino Clarizio, the coach, for his dedication '," to Arcadia youngsters. Dr. Chang noted that the "Lucky Baldwin Day Picnic", was a huge success. More than 2000 people attended. He also commended the students for their participation in Ihe spelling bee contest. Dr. Chang noted the Ruth and Charles Gilb Arcadia Historical Museum dedication ceremony was held on October 20, 2001. The museum is beautifully designed and has 4,000 sq. ft. of space. He encouraged everyone to becom!l a member and support the Arcadia Historical Society. (Mr. Niedecken) Dr. Chang expressed condolences to Roger Chandler on the passing of his father-in-law, John Niedecken. CHANDLER (Senator Margett) (Holiday Award) Council member Chandier thanked California Stale Senator Robert Margett, for leading the Pledge of Allegiance. Mr. Chandler announced that judging for the Holiday Home Decoration Awards will take place on December 17th and 18th. He reminded homeowners to have their lights on from 6:00 p.m. to 10:00 p.m. MARSHALL Mayor Pro tem Marshall congratulated the California Gold Soccer Team. (Calif. Gold Soccer Team) (Mr. Niedecken) Mrs. Marshall expressed condolences to Roger and Jane Chandier and their family on the passing of Jane's father. (Lucky Baldwin Mrs. Marshall congratulated Mayor Segal for a successful and an enjoyable community picnic. Day Picnic) (Veterans Day) Ms. Marshall encouraged everyone to attend ~Remembering Our Veterans and their Families", which will be hosted by Supervisor Antonovich at the Arcadia County Park on Sunday November 11th from 10:00 a.m. to 3:00 p.m. (Quote) Mrs. Marshall shared a saying by W. A. Nance, "No person can be a great leader unless he takes genuine joy in the successes of those under him". KOVACIC (Memorial Garden - Lib.) Councilmember Kovacic noted that the dedication of the Jesse Vanlandingham Memorial Garden at the Arcadia Public Library was held on November 4th. Jesse Vanlandingham played a critical role in the life of Arcadia, especially in the life of the library. (Mr. Niedecken) Mr. Kovacic expressed condolences to Roger and Jane Chandler. SEGAL (Community Picnic) (Cable 1V - Adelphia) . Mayor Segal thanked City staff and employees for playing an active part in creating a very successful community picnic. The Mayor hoped that the City will be able to continue this event in the future. Mayor Segal announced that Arcadia's cable company, Adelphia, will be conducting a solicitation in Arcadia neighborhoods, Monday through Friday, 9:00 a.m. to 8:00 p.m., Saturday 10:00 a.m. to 5:00 p.m. He noted that this is a permitted solicitation under the City's solicitation Ordinance. (Calif. Gold Mayor Segal congratulated the California Gold Soccer Team members and representatives for Soccer Team) their accomplishment in Gothenburg, Sweden. Historical Cmsn.) In summa/)', City Manager William Kelly presented an historical overview of the Arcadia (INTRODUCED) Historical Museum operation and process. The original Arcadia Historical Museum was C 1/../) -/ 'i operated solely by volunteers, led by a volunteer Board of Directors, with expenses paid by donations from the community. With the opening of the new Ruth and Charles Gilb Arcadia Historical Museum and the resignation of long-time volunteer curator Carol Libby, the City Council allocated funds to hire a full-time curator to oversee the museum collections and tc guarantee a secure future for the new museum. Due to the increased size and scope of the new facility, the Historical Society Board of Directors agreed to the concept of having the City Council appoint a commission to ensure the on-going operation and maintenance of the museum as a City facility. Consideration of the report and recommendation and introduction of Ordinance No. 2151, establishing the Arcadia Historical Commission. It was proposed that the seven (7) member-commission be comprised of four (4) members suggested by the Arcadia Historical Society and approved by the City Council, two (2) members suggested by the City Council, and one (1) member suggested by the Library Board of Trustee. Three members will serve an initial two-year term and four members serve a four-year term, so that staggered terms will result as in other City commissions. The new commission will act in an adviso/)' capacitY to the City Council in all matters pertaining to the museum, and will be charged with the responsibility to develop a vision and mission statement, identity goals, create collection policies and guide the museum as it develops its programs and collections. Interested individuals wiiJ file the appropriate application with the City Clerk's office no later than 5:30 p.m. on November 27th. The resumes will be submitted to the City Council at the first meeting in December for Council's consideration. Council member Kovacic suggested an amendment to the wording of Ordinance No. 2152 to "The Arcadia Historical Museum Commission" instead of "The Arcadia Historical Commission". Council concurred. "As it (In Memory of, was mentioned earlier, my father-in-law John Niebecken, we called him Jack, passed away John NiedecKen)' October 26. The services and funeral was just a week ago Monday. Before I get started with memories of his life, I would like to make some special thanks so that I do not forget. I would like to thank my colleagues on the City Council for all their support and particularly June Alford who was at the services, and the Kovacic's, Dr. Chang, thank you very much, thank you Gail and Mickey Segal. Also, 'I would like to thank the staff, Bill, Ken Petty, Jerl)' Collins and Monsignor priebe of Hoiy Angels Church who did a wonderful job of handling the services and we give special thanks from our family for that. Also, from the Arcadia Chinese Association, SherI)' Liang and Kay Tseng were there to honor my father-in-law. And, vel)' special thanks would go from his two surviving daughters, my wife Jane and her sister Christine Wiegand, to the Arcadia Firefighters. The fire department got to know my father-in-law quite well because he was a bit of a diabetic and they in fact saved his life and as a result they got to know him, and I would take him to their pancake breakfast's and up to the displays at the fire house. So, the Arcadia Firefighters are really wonderful people, they saved his life in my home more than once, so,~on behalf of his two daughters, Jane and Chris, they want to give a special thanks, Mr. Kelly, to the Arcadia Firefighters, and so you really are appreciated. Also, to the Police Officers that were there to respond in a 911 fashion. It was just February that I closed a meeting in the memol)' of my mother-in-law Patricia Faye Niedecken, his wife, she passed away on Februal)'. So sadly, I would do this for John and as Gary said Jack who turned out to be my best friend. Jack was born on May 31, 1924, in Falls City, Nebraska. He passed away just this October 26th, right here in Arcadia, one day before my wife's birthday. He survived by five grandsons, Greg and Jeff Chandler, Nick, Scott and Matt Wiegand. He has two sisters that survived him, Marie Fetty of Rochester, Minnesota and Peggy McFarland and her husband :Jim in Lincoln, Nebraska. And, it was vel)' nice that after twenty-two years of not seeing his two sisters, he made a trip back to Nebraska and was able to meet up with Marie and Peggy and their families just this summer, so a mission accomplished for Jack and they had a wonderful visit. He also has a Brother-in-law, William Tilley and Mary in Carson City, Nevada. Since he moved here to California and moved in with our family, he had a life long friend and Marine Corp. buddy, Harry Snider, he visited three times and so we kind of consider him as somebody who has survived him along with many nieces, nephews and friends. I Jack proudly served in the United States Marine Corps, from June 1943 to February 1946. He survived Combat at the Battle of Peleliu in the South Pacific. When he left the Marine Corp. the G.1. bill afforded him to go Watchmakers College with his friend Harl)' Snider, both were at the battle of Peleliu. He went to watchmakers College in Elgin, Illinois. He latter went on to own a jewelry store in Nebraska where he sold and repair clocks and watches and other merchandise. In 1951 he and Pat moved from Nebraska to California and he became ultimately a partner in a company, Don Richetts Precision Tool Company, located right on Valley Boulevard in Rosemead, where he sold and repaired precision instruments used in the aircraft industry. I never actually met a person who didn't liked Jack, he was that kind of a wonderful fellow, and as result his life was full of friends and family. He had many interesting hobbies, he painted, he golfed, he built furniture, he built clocks, and he was a member of the Santa Anita Woodcarvers Guild #24 which is a really great group that meets at the County Park and some of the members were present at his services, and he got great comradely and he carves some beautiful carvings which we have entire collection of it. He was also a parishioner at the Holly Angels Church in Arcadia, and he have be seen there eveI)' Sunday and he gave generously to their construction fund. Jack was yet another of the greatest generation and I would like to say about the greatest generation something that Tom Brokaw put in his book, about the greatest generation he said, 1- ..'. 10 11/6/01 I 1 I 'r' .''-1; ~,'":~' ~..-;;: ' ,~ , , . They wiil have their World War II memorial and their place in the ledgers of history but no block of granite or elaborate edifice can equal their lives of sacrifice achievement, duty an honor as monuments to their time'. Jack was one of those, a man of great faith, a wonderful father, husband and a friend, and a World War II Veteran. He was an honest and hard working man and he passed away without compiaint and he will forever be with the love of his life, Patricia, together again, this time in a special place for heroes, already etched for eternity".
