November 20, 2001 at 7:00 p.m., in the City Hall Council Chambers.

Councilrr.ember Chang stated that he attended the 15th Annual Intercultural Dinner on
November 14, 2001, hosted by Arcadia Unified School District and Arcadia Chamber of
Commerce. It was a very successful event with more than 200 people in attendance.
Dr. Chang noted that he attended the 48th Annual Festival of Bands on November 17th. The
early morning porade on Baldwin Avenue was very attractive. He expressed appreciation to the
Arcadia :=estival of Sands Committee and the many volunteers for a very successful event.
Dr. Chang noted that several hundred people attended the Interfaith Com~unity Thanksgiving
Ser':ice ct the Arcacia Presbyterian Church, It was a successful event which brought together
people from differen, churches.

Council member Kovacic commended everyone responsible for all the events that were
mentioned by his colleagues. He felt that the Interfaith Community Thanksgiving Service was a
testament to the strength of the City and its diversity, .
Mr. Kovacic referred to a .publication from the los Angeles 'Chapter of the American Planning
Association with regard to single-family residential developme.nt guidelines, which 'were
implemented by the Rancho Palos Verdes City Council. He requested that staff provide a copy
of this document to Councilmembers for their information.
Mr. Kovacic wished everyone a Happy Thanksgiving, and encouraged everyone to reach out to
those who may not be able to take full advantage of Thanksgiving and share blessings with
them.
City Clerk June Alford announced that a City election will be held on April 9, 2002, Nominations
for this election will open for three members of the City Council on December 17, 2001,
Mayor Segal announced that the City of Arcadia Holiday Festival will be held on December 13, I
2001 from 4:00 p.m. to 6:00 p,m. in the parking lot of Westfield ShoppingTown, Baldwin
Avenue/Huntington Drive, north of Fire Station NO.1 06. '.

In response to a Council question: staff noted that the Agency, by 18W, must be "in debt" in order
to receive tax increment from the County, The borrowing and repayment by the Agency is an
administrative procedure done in order to meet certain legal requirements.

Consideration of the report and recommendation to approve the Water Master Plan Update
2001. The firm of AKM Engineering was retained to prepare the Water Master Plan Update
under the direction of City staff through a Program Manager, Bucknam and Associates. The
Water Master Plan Update is a guide for planning future water projects and outlines a ten (10)
year capital improvement program at a cost of $44,723,000. The City's Water Master Plan
contains strategies for assuring a safe, dependable, and economical supply of water to the
consumers and has been updated to reflect current conditions.
Patrick Malloy, Public Works Director, explained in detail the Water Master Plan Update 2001,
the system analysis and the source of supply and storage, Further, Mr, Malloy outlined future
programs and projects such as a booster pump station, transmission and distribution lines and
numerous small projects.
Funds in the amount of $75,000 were budgeted in fiscal year 2000-01 for the Water Master Plan
Update. Subsequent water rate adjustments will be reviewed and recommended to the City
Council in June of each year, based on the City's ability to complete the recommended projects
and the status of the Water Funds balance,

Janet Sporleder, City Librarian, ~resented an overview of the Library Strategic Plan which was
adopted by the Library Board of Trustees at its September 20, 2001 meeting, and by the City
Ccuncil at its Novamber 6, 200'1 meeiing, The Plan includes a description of the process and
procedures followed by the Board as they developed this plan for expending the funds allocated
by the City Council for improving Library services. The Strategic Plan includes
recommendations for a complete reorganization of the staff and for additional staffing. The Plan
will-form the basis for future decisions by the Library Board regarding services and programs.

Mayor Pro tem Marshall adjourned the meeting in memory of Alice Askin. "Most of you will
remember our fellow Cvuncilmember Gino Roncelli when he was on the Council a couple of
years ago, Alice Askin is his mother-in-law. She was born November 11, 1913 and passed
away November 9, 2001. Alice Askin was born in San Diego, California and raised in
Pasadena, California. She attended Pasadena High School and Los Angeles City College
where she met Charlie Askin, Alice was married to Charlie for 66 years; she is now reunited
with him. Alice lived in Arcadia almost fifty years. Alice loved her family, pretty clothes, roses,
See's Candy and lunch at Miyako's. She was a long time member of First Church of the
Christian Science in Arcadia. She is survived by her children Bingo and Gino Roncelli, Bob and
Jayne Askin, Gwen and Steve Gibson; her grandchildren Brett and Renee Roncelli, Jill and
Riley Cole, Janna Roncelli, Shan and Jennifer Askin, Molly and Kevin Davis, Brooke Henry and
Blythe Henry; her great-grandchildren, Christopher Cole, Allison Cole, Spencer Davis, Mick
Askin, Christian Askin and Raven Roncelli and many loved nieces and nephews. A celebration
of Alice's life was held on Tuesday November 13th, She was buried at the Sierra Madre
Pioneer Cemetery. Our condolences go out to the Roncelli family."
Mayor Segal ADJOURNED the November 20,2001 Regular Meeting of the Arcadia City Council
at 7:53 p.m., to December 4, 2001 at 6:00 p,m., in the Conference Room of the Council
Chambers for a Regular Meeting to conduct the business of the City Council and
Redevelopment Agency and any Closed Session necessary to discuss personnel, litigation
malters or evaluation of properties.
