City Clerk SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None, AUDIENCE PARTICIPATION Mwv Douqhert'l. expressed concerns with regard to the sound, construction and operation of the Gold line which will travel through the City of Arcadia. Projections ha'/e been made that e'Jery seve~ and a half minutes a train will pass through the City, and that will be agonizing for :he residents who li'18 c!ose to the track. City Menager Kelly presented an updated overview of the Arcadia L05 Angeles County Pa~l< operation, stating in part, that the County Park is under the management of tile Los Ange!es County Perks and Recreation Department. Based on the prcblems raised with the County Park and Recreation Departmsnt in the processing of reservations for events held at the park last year, th" City Council asked the Police Chief to meet with County Park and Recreation Department staff to discu~s the operation and planning of activities, and 10 reduce the impact on 1 ' 12/5;01 .. f #.' _. "_ .. ~ -:,... -..:I. 43:0246 ,park users and Arcadia residents, There has been great success for better,communications and coordination between the iwo jurisdictions. during the past year, City Manager Kelly expressed I appreciation to County and City staff for their cooperation for coordinating and preplanning the , different events, ! , -. 5, GOlD UNE CONSTRUC1lON .", .-' , At its October 16. 2001 meeting the City Council designated land on Front Street, east of Santa Anita Avenue' between St. Joseph and Santa Clara as a station stop for the light rail, formerly known as the Blue Line, The cost of the project is approximately $800 million for the 24 mile extension of the light raii. The construction advisor indicated that environmental and engineering funds (Phase One) has been secured and they are lobbying in Washington D,C, for construction funds, There will be an environmental review and public meetings to discuss the impact on Arcadia residents, Supervisor Antonovich discussed various issues regarding rail crossings and explained how the name was change'd to avoid confusion with the Long Beach Blue Line, A number of names were considered, Not having enough votes to rename the light rail extension through the San Gabriel Valley to the more appealing "Rose" or "Orange" Line. "Gold" for Golden State was finally approved. The issue of "at-grade", "above-grade", or "below-grade" types of rail crossings and their potential impact on safety. traffic congestion and noise pollution was discussed. Councilmember Kovacic was in favor of the Gold Line extension, He suggested the City Council form a general consensus, adopting a position on all issues relating to the Gold Line extension, presenting them to the MT A (Metropolitan Transit Authority), prior to moving forward with additional phases of this transportation project. With regard to the art work project on the railroad bridge at Second Avenue and Huntington I Drive. City Manager Kelly stated that the City needs to resurrect this project, seek government funding and use those funds for beautification of the railroad bridge, Mr, Penman, Assistant City Manager/Development Services Director, reported that the City of Arcadia is one of only three cities that have already designated a site for a stop station, Mr. Penman also noted that in the near future there will be an item on an agenda for Council consideration with regard to legislative advocacy in Washington D.C, Public input was also recognized and discussed, Council member Kovacic used the City of South Pasadena as an example of poor timing, In South Pasadena, input from the public was not heard until after the City had already approved the entire project with the MTA. Referring to the former site of the drive-in movie theater at the corner of Live Oak and Peck Road, County staff reported that 125 detached condominium units are under construction, They will have nice landscaping and nice fa<;ades_ The County is working to upgrade and revitalize the surrounding area, Councilmember Chandler noted that the City is working on some of the Live Oak area as a potential shopping venue for these residents. The potential reduction in VLF (Vehicle License Fees) was discussed. It was noted that cities and counties are suffering as a result of Sacramento's negligence in streamlining the state government.
