SPECIAL MEETING
DECEMBER 17, 2001
A Special Meeting of the Arcadia City Council and Arcadia Redevelopment Agency was called
by Mayor Segal to be held at the City of Arcadia Council Chamber Conference Room, 240
West Huntington Drive, Arcadia, California, at 7:30 a,m, Said meeting was called for the
purpose of a Joint Meeting with California Assembly Member Carol Liu,

Assemblywoman Carol Liu presented a brief background of her career, stating in part, that she
is from La Canada. former Public School teacher and former member of the La Canada City
Council. She represents 30% of the City of Monrovia, 60% of Arcadia, and hopes to represent
all of the City of Arcadia if elected. Ms. Liu introduced Richard Johnson, who will represent her
in the Arcadia/Monrovia area,
Further, Assemblywoman Liu responded to the questions raised by Council with regard to City
State relations, projects, budget deficit, park bonds, the energy crisis, the basic economy after
the September 11th terrorist attacks and its effect on state economy, Ms. Liu noted that
Northern California was somewhat effected by the terrorist attack but it has not had any effect
on SQut~ern Celifornia. There has been an overall slowdown in the economy; people
anticipate that the state will come out of the recession in the month of March or April next year.
With regard to security, Ms. Liu noted that in January there will be metal detectors, guards and
guard dogs in the capital and other buildings. Ms. Liu suggested that this is a good time for
local government to plan and get in line for any new funds, The government has bond funds
committed to help cities,
In response tc a COlinc!1 question with regard to Asian gangs, Ms. Liu stated that this problem
had been around for a while, and now, it is time to go ahead and resolve the problem, She
encouraged having some intercity coordination between the School District, Police Department
and community. Councilmember Chang thanked Ms. Liu for her interest in the Asian crime
problem.

City Manager .Kelly clarified that the City has a gang coordinator who works with the Police
Department.
ADJOURNMENT At 8:10 a,m, the Joint Meeting with California Assembly Member Carol Liu ADJOURNED to
(Dee, 18, 2001) Tuesday December 18, 2001 at 6:00 p.m. in the Conference Room of the Council Chambers
for a Regular Meeting to conduct the business of the City Council and Arcadia Redevelopment
Agency and any Closed Session necessary to discuss personnel, litigation matters or
evaluation of properties.
