AUDIENCE PARTICIPATION None, STUDY SESSION Consldera1ion of the report and recommendation to approve the Parks Rehabilitation Master Plan and proposed six (6) year appropriation, California Legislation AB1055 requires all playground equipment areas accessible to the public to be audited for safety, One aspect of this legislation requires that a Certified Playground Safety Inspector conduct inspections of all playground equipment. In order to comply with these regulations on December 19, 2000 the City Council authorized that 'a professional services agreement to executed for a Playground Safety Audit and Parks Infrastructure Analysis to Purkiss. Ross-RSI at eighteen (18) facilit;es, As part of the inventory, the condition of the parks and recreational facilities were documented. Recommendations to improve the sites and building amenities for all parks and recreationai facilities were also made to bring these facilities up to the high standards of appearance to which the community is accustomed, The total cost to make all the necessary repairs, including playground safety issues and bring facilities into compliance with ADA and Health requirements, was estimated at $3,032,809, not including the new skateboard facility at Bonita Park, Purkiss . Rose-RSI established remediation priorities for the repair and replacement of playground equipment. The hazards were identified by degree of severity and dividec into fcur (4) categories; most severe witl, conditions that need immediate attention; any condition which may cause serious/non-disabling injury and should be addressed expeditiously; any condition which may cause slight injury and should be corrected when other maintenance activities are scheduled; and, identified hazards that are not compliant with recommended standards or (luidelines, and shou!d be corrected when funding is available, 12/181()~ .f . ;~:;U~ n"p - ~c; , . 43:0251 J - i' Based on information give" by' Purkiss. Rose-RSI, a ~fteen (15) year plan was developed requiring an annual budget ~xpenditure of approximately $203,000, Staff then prioritized each I facility based on usage 3~~' safely :o~ditions, Fro:T: th:~ analysis, each project was prioritized and a six (6) year program was developed which is proposed to begin in 2002/03. 'Buildings were not considered as part of the six (6) year plan, Building upgrades will be addressed at'the end of the six (6) year park rehabilitation program as part of the second phase of this study. Further, staff reviewed each'recommendation for site improvements and:refined the costs based on recent costs associated with similar projects, From staffs analysis, the $2,348,437 cost estimate prepared by Purkiss.Rose-RSI has been revised to $1,518,087 which included the cost to construct a new skateboard facility at Bonita Park, The project cost can be funded by General Fund Sources, and Proposition "A" and "12" which was passed by a voter initiative and provides funding for parks and recreation. In response to the City Attorney's question with regard to the impact of the Joint Use Agreement between the City and School District on the Master Plan, staff stated in part, that both agencies take their fair share of financial responsibiiity, Following a brief discussion, it was MOVED by CouncillAgency Member Chandler, seconded by Council/Agency Member Kovacic and CARRIED on roll call vote as follows to APPROVE the City of Arcadia's Park Rehabilitation Master Plan; and, APPROVE the proposed (6) year Appropriation of $1,518,087 for Parks & Playground Mas1er Plan. ORDINANCE NO. 2154 (Fire and Bldg, Regulations) (ADOPTED) . .....'"',. , -' ~ .~I,: ~~~1':: 1;-';_ " ~ , \'1'" I " ''''It';li' .. l~'~ ,; , 43:0252 PUBLIC HEARINGS Consideration of the report and recommendation to adopt Ordinance No. 2154, an ordinance of the City Council oi the City of Arcadia, California, readopting Article III, Chapter 1, Sections 3110-3190 and Article VIII, Chapter 1, Sections 8110-8152 of the Arcadia Municipal Code relating to fire and building regulations. The Fire and Development Services Departments proposed amendments to the Arcadia Municipal Code reiating to fire prevention regulations for the purpose of language ciarification and to comply with current standards and regulations, and to provide consistency with the current Na1ional Fire Protection Association's (NFPA) building and fire code standards, In addition to the technical changes, staff proposed housekeeping revisions that include reforming and renumbering the code to reflect all of the changes, and the deletion of obsolete or unnecessary code requirements and wording. No. 6081) November 1998, This resolution provided for the undergrounding of overhead utility lines on (ADOPTED) Santa Anita Avenue and other nearby streets between Colorado and Huntington Drive. ' completion date from December 31,2000 to March 15, 2003, 2 - Permit the use of20A Funds to reconnect the 26.mcter panels on private property from overhead to underground. 3 - Delete Morlan Place from inclusion in the scope of work. Staff recommended approval of Resolution No. 6271, amending Resolution No. 6081. Santa Clara, arid Morlan Place. The project is compietely funded with funds thanhe Edison , Company accumulates c~ ~ehalf cf the City Gpec:~c<lil:i for undergrounding projects. The Rule 20A funds are held by the utility companies, but they are encumbered at the discretion of the City Council. Currently the City's accumulated Rule 20A fund is $2,419,054. All work will be performed by Southern California Edison's contractor. No City General Fund monies will be used. The street light upgrades will be paid for with Arcadia Redevelopment funds already approved in the 2001/2002 Capital Improvement Program. The trenching will begin in February 2002 with installation of conduits and underground structures. Beginning September 2002 through January 2003, the electrical construction will occur. January 2003 through March 2003, the existing overhead cable, structures, and power poles will be removed. I~:' {~~. In response to a Council question, staff clarified that the California Public Utility Commission ruled that public utility companies must budget a portion of their earnings to convert their existing overhead facilities to underground facilities. MATTERS FROM ELECTED OFFICIALS Councilmember Chang congratulated Carol Libby, 1he recipient of the Citizen of the Month Award and thanked her for all her good work, Dr, Chang noted that the Arcadia Holiday Festival was a huge success with at least 2000 people in attendance, He expressed appreciation to City of Arcadia's various department staff for their hard work in planning a very successful event. Dr. Chang stated that he attended the Senior Holiday Party on December 14. It was a very successful event with more that 200 people in attendance. He thanked Ruth Gilb and members of the Senior Citizen Commission and the Recreation and Community Services Department for all their hard work. Dr: Chang encouraged the Arcadia Senior Citizens to go to the Community Center every day and participate in the Senior Lunch Program, Each meal costs $2.00 per person. During the holiday season it is always good to give away something to the people who need some help. Council member Chandler expressed appreciation to two City of Arcadia employees who are leaving the City for personal and professional reasons. Peter Bonano, Fire Chief and Rita Kurth, Water Services Officer. Jason Corona, Marketing and Communication Specialist is returning to school, however he will continue to work part time for the City, Councilmember Chandler believes the year 2002 will be an exciting year for Arcadia, The new police station construction will slart next year; a new and more convenient trash program for citizens will make things simpler and' will put the City in compliance with state laws; and construction of a skate board park will commence. Councilmember Chandler noted that Waste Management will pick up Christmas trees from December 26 to January 18th. The trees should be placed next to the greenwaste container at the curb. Council member Chandler wished everyone a Merry Christmas and a safe and Happy New Year, Mayor Pro tem Marshall noted that the Ristorical Society had a Hollday Tea honoring Carol Libby, Carol is very much deserving of the recognition for her work on the Historical Museum, Ms. Marshall thanked Carol Libby for her time and expertise and expressed congratuiations for the Citizen of the Month Award. Ms. Marshall wished Fire Chief Bonano and Rita Kurth good luck on their career moves, Ms, Marshall wished everyone a blessed holiday and the best in 2002. Councilmember Marshall shared a saying by Benjamin Franklin, "God grant, that not only the love of liberty, but a thorough knowledge of the rights of man may pervade all the nations of the earth, so that a philosopher may set his foot anywhere on its surface, and say, 'This is my country'," Councilmember Kovacic reported his New Years resolutions, stating, in part; Cherish our femily, friends and City even more than we have In the past; in this diverse community, meet your neighbors, plan street parties or other events for your neighborhood, set up neighborhood watch groups; get more involved, there are plenty of opportunities for civic involvement, for the youth, senior citizens, library, fire and police; support and promote school and community events and shop Arcadia whenever possible. 5 . 12/18/01 .,:..t': .:. 43;0255 Council member Kovacic mentioned some of the Council's goals: Continue to maintain Arcadia's conservative fiscal and budgetary policies to closely monitor spending; pursue compatible I economic development; complete construction '1f the n13W police station and skate board park; continue to explore opportunities for senior housing, a performing arts center and a Habitat For Humanity project; facilitate appropriate development of Santa Anita Park that is consistent with City's goal of preserving bolll live horse racing and tha quality of life in Arcadia; continue to initiate and sponsor community events and programs, especiaiiy for the youth and seniors, and; maintain a close working relationship with the Arcadia Unified School District. (New Year) Mr. Kovacic wished everybody Happy Holidays and a prosperous New Year. SEGAL (Holiday Festival) Mayor Segal thanked everybody, and especiaiiy Linda Garcia, Special Projects Manager, for bringing in the Holiday Festival and snow party to the Santa Anita parking lot. (Accomplishments) . Mayor Segal stated that he is proud of the new street signs which will be instaiied soon; proud of everybody in the City who made an effort to help the "community and communication" slogan and philosophy be expressed to citizens, and; he is extremely proud to be part of 1he City Council. He expressed appreciation to Council members for setting an example for the rest of the community and being able to agree or disagree in a professional manner and with respect to each other. ALFORD (City Election) 107:' - t...J City Clerk June Alford announced that an Arcadia General Municipal Election will be held on April 9, 2002. Nominations for this election opened for three members of the City Council on December 17, 2001. Nomination papers were issued to Robert Harblcht, Roger Chandler, Gary Kovacic, John Wuo and Gail Marshall. (New Year) Ms, Alford wished everyone a blessed Christmas and a Happy New Year. First, the maintenance of the Baldwin Stocker Park, he hoped that the City Council would put some pressure on the School District to maintain the Baldwin Stocker Park and get the park back in the condition it was in when the City was in charge of the maintenance. The play equipment and the grass are in bad condition, The drinking fountain and sprinkling system are not working. Second he mentioned the markers on various streets and felt that these markers are not visible during rain or under the sun; and, third, he suggested the possibility of more publicity on the new police station status. . In response to Mr. Hoherd comments, City Manager Keiiy clarified that he will contact the School Superintendent and discuss the Baldwin Stocker Park situation, With regard to the markers on various streets Mr. Keiiy noted that he will report back to the Council as part of next years budget study on how to incorporate that program.'
