CITY COUNCil OF THE CITY OF ARCADIA
SPECIAL MEETING
January 18, 2000
As authorized by the Arcadia City Charter, Section 408, and the California Government
Code, Section 54956, the City Council of the City of Arcadia met at 5:30 p.m. in a
Special Meeting at the City of Arcadia City Hall, Administrative Conference Room. The
Special Meeting was called on January 12, 2000, by Mayor Roger Chandler for the
purpose of a presentation on the Fire Recovery Mitigation Plan,
PRESENT: Councilmembers Harbicht, Kovacic, Marshall, Roncelli and Chandler

PRESENTATION
FIRE Patrick Malloy, Public Works Services Director, explained in detail and described
RECOVERY activities that have taken place or are planned with regard to the recent fire in the Angeles
MITIGATION National Forest above the Highland Oaks Area of the City. On January 8, 2000 a
PlAN community preparedness meeting was held at Highland Oaks School to educate residents
(12-27-99 Santa and identify high risk properties in jeopardy of experiencing damage from intensified
Anila II Fire debris flows from anticipated rain on denuded hillside slopes, Following this meeting,

The City and County consultant and the National Resources Conservation Service,
evaluated the damages and identified the need to purchase and place over 1,100 feet of
concrete K-rail on City streets, these devices will be used as diversion barriers at strategic
locations on Canyon Road, Highland Vista and Highland Oaks. The intent is not to stop
the impending mudflows, but to protect public and private property by diverting the flow to
lower impact areas. The cost for purchasing K-rails was about $24,000, which will be
refunded through a Govemment Grant. Two other wooden diversion structures have
been designed and will be constructed behind the properties at 2223 Canyon Road and
2273 Highland Vista Drive.
The main expense that the City is experiencing at this time is the cleaning out of three
debris basins, It is necessary to remove over 7,500 cubic yards of debris from the
basins, Staff estimated that it would take between 800 and 1,000 truckloads to remove all
of the debris. The total cost for the initial removal of debris is estimated at approximately
$81,790 plus an additional $40,000 to dispose of the material at the Peck Road Gravel
Pit. Any significant rain will wash the loose debris down the watershed and into the basins
where a significant amount of debris will settle out of the water. Mr. Malloy noted that it is
important that the basins be kept clean during and following this year's rain season. For
this reason, staff recommended that Council authorize additional expenditures not to
exceed $100,000 for the removal and disposal of this debris and for the disposal of any
debris removed from the public right-of-way by City crews,
City Manager Kelly noted that the estimated amount for this project is $300,000 plus. The
appropriation of funds from the Emergency Reserve Fund will be on the agenda at the
February 1 , 2000 meeting
