The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on
Tuesday, April 4, 2000 at 5:30 p.m., in the Conference Room of the City Council
Chambers.
PRESENT: Council/Agency Members Harbicht, Kovacic, Marshall, Roncelli and

AUDIENCE PARTICIPATION
Grea Milliman, 602 Huntington Drive, Monrovia, introduced himself as the new Southem I
Califomia Regional Director of the League of California Cities, and presented the Council
with a packet of the latest services provided by the League to Cities. Mr. Milliman is
originally from Los Angeles County and has served in city management in this area.
Since then he has been in Northern California for twenty (20) years as a city manager
before joining the League staff just recently. Mr. Milliman mentioned information
provided in the packet of a $500 million initiative to secure funding from the State budget
for county and city street and road maintenance. This is a joint initiative of the League of
California Cities and the County Supervisor's Association. He noted the State budget
indicates a surplus this year. This could be the year for cities to receive an allocation for
such purposes.
Before the next speaker stepped to the microphone, Councilmember Roncelli requested
that he be excused because the Fair Political Practices Commission has advised that as
an owner of horses he has a conflict of interest with issues that involve Santa Anita Race
Track.
Frank DeMarco, Corporate Secretary and General Counsel for the Los Angeles Turf Club
stated, in part, that he wished to address the City Council on Agenda Item 10b. Mr.
DeMarco requested that this item be continued to the May 2nd City Council Meeting.
Mayor Chandler advised Mr. DeMarco that he could do so at that point in the meeting
when Ordinance No. 2119 comes up for consideration.
Fran Hermann, 884 San Simeon Road, PTA President, Hugo Reid Elementary School,
shared a new reading program for parents and students at Hugo Reid this year in her
presentation of "What's Right With Arcadia Kids". Also another program related to six I
pillars of character building, and other activities.
Kevin Hess, 826 Monte Verde Drive, President of the Hugo Reid Student Council, stated
in part, that in addition to many fun activities, the Student Council has donated $600 to
the Arcadia Child Health Council so that they could prepare Christmas baskets for needy
Arcadia families. The funds were raised through a "Dollar Drive" which was held in
November 1999. The next event of the Student Council will be a walk-a-thon to raise
funds for camperships for needy children, AEF and summer school scholarship.
Winston Besocke, 1835 Anita Crest Drive, representing "Friends of Anoakia", presented
an overview of the history of his family who moved to the Arcadia area in 1938. His
father had a manufacturing business at the corner of Santa Anita and St. Joseph Street.
Mr. Besocke related the changes in the City over time, in particular, the deterioration of
what is now the Arboretum before a preservationist group became involved and began
the restoration of the lucky Baldwin estate, which is now known as the Los Angeles
County Arboretum... the pride of Arcadia and this whole area. The "Friends of Anoakia"
want to preserve and restore the Anoakia property. They plan to raise funds to buy this
property back, preserve and protect it.
Forrest Besocke, 416 North Old Ranch Road, thanked all the "Friends of Anoakia" for
their support, and assured them that the legal action to save the Anita Baldwin historic
Anoakia mansion is going forward on schedule.
John MacDonnell, 155 Laurel Avenue, candidate for City Council in the April 11th City
Election, reminded the audience of the importance of getting out to vote. Mr. MacDonnell
thanked those voters who support his candidacy in this election.

City Clerk June Alford administered the Oath of Office to Loretta Huang and Pamela
Blackwood, newly appointed to serve on the Centennial Celebration Commission. Mayor
Chandler presented Commissioners Huang and Blackwood with City credentials and pins
and welcomed them to the City family.
MATTERS FROM ELECTED OFFICIALS
Councilmember Roncelli reported telephone calls from residents on Longden Avenue
urging Council's help to see that the project on their street is soon finished.
Councilmember Marshall congratulated Loretta Huang and Pamela Blackwood, new
members of the Centennial Commission.
Mrs. Marshall expressed appreciation to City Clerk Alford for a job well done and her
dedication and commitment to the position of City Clerk.
Council member Marshall offered a "saying" from an unknown .author:., ~:rbere is no better
exercise for strengthening the heart than reaching down and lifting up another."
KOVACIC Councilmember Kovacic reported that fonner Arcadian Larry Eustachy, basketball coach
(Larry Eustachy) for the Iowa State University was recently selected as "College Coach of the Year"... this
in spite of several setbacks in his career. Mr. Kovacic noted also that he understands
Coach Eustachy is the highest paid official in Iowa.

Councilmember Roncelli commented that Larry Eustachy's mother was his daughter's 3'd
grade teacher at Highland Oaks Elementary School. The Eustachy family lived in Arcadia
for a long time.
Councilmember Kovacic encouraged Arcadians to vote on Tuesday, April the 11th.
Mayor Pro tem Harbicht shared some thoughts with his colleagues, noting he will soon be
leaving the Council. Mr. Harbicht noted the surplus in the current City budget is relatively
small... just a small percentage of the General Fund; he believes this surplus could be
used to restore a few of the budget cuts made in prior years such as, once a week street
sweeping; replenish reserve funds, in particular the Emergency Reserve, which was
depleted by the recent hillside fire, which was followed by heavy rain damage in northem
Arcadia, and the Equipment Replacement Reserve which has been substantially
depleted. The objective of the equipment reserve was to eventually use the eamings of
to pay all equipment needs. Much of this reserve fund has been drawn down to balance
the budget over the last few years. It is his hope that Council would consider these
thoughts when reviewing the FY 2000-2001 budget.
Mayor Chandler expressed his appreciation to Mayor Pro tem Harbicht, noting he is a true
statesman.
Mayor Chandler announced that Saturday, April 8th is "Spring Clean-up" time in Arcadia.
Arcadians can put out most anything, with the exception of tires, hazardous waste,
petroleum products, auto parts, construction debris and other like items. The Mayor
noted other arrangements can be made for disposal of such items. Residents may phone
Waste Management or the City for additional information.

Mayor Chandler announced the annual Mayor's Prayer Breakfast will be held on Good
Friday, April 215', 7:00 a.m., at the Los Angeles County Arboretum. Los Angeles County
Sheriff Lee Baca will be the guest speaker, the Arcadia High School Concert Choir will
perform and the High School String Quarter will provide music. Proceeds from this event
will benefit the Arcadia Campership Program and the Rotary Salute to Seniors program.
The Mayor noted that former Mayor, Alton E. Scott, began the Mayor's Prayer Breakfast
in Arcadia in 1975.

At a duly noticed public hearing, the City Council received public comments concerning
proposed amendments to certain S-1 zoning regulations (T.A. 2000-01). The Council
approved the text amendment by a 4-0 vote, with one member abstaining, that provided
for the following:
1. To allow horseracing and other events to be telecast via satellite feed seven days a .
week until no later than 1 :30 a.m.
2. To allow for year-around usage of the enclosed restaurant located in the grandstand
area for non-horse racing activities.
3. To allow the use of the big screen monitor in the infield for all code permitted uses.
4. To establish the following performance standards for nighttime activity at the race
track.
a) No person, other than employees of the racetrack, shall be allowed in the
unenclosed areas of the grandstand and racetrack between the hours of 6:00
p.m. and 8:00 a.m.
b) There shall be no outdoors sound amplification or use of outdoor loudspeakers
between the hours of 6:00 p.m. and 8:00 a.m.
c) Windows in the enclosed restaurant located within the grandstand structure shall
be closed between the hours of 6:00 p.m. and 8:00 a.m.
d) During the non-racing season, the northerly parking lot shall not be utilized for
patron parking.
Mr. DeMarco, representing the Los Angeles Turf Club (LA TC), stated in part, that LA TC
requests that introduction of Ordinance No. 2119 be continued to the May 2, 2000 Council
meeting and the public hearing for TeXt Amendment 2000-001 be reopened. T.A. 2000-
01, amending and adding sections to the Arcadia Municipal Code related to permitted
used in the S-1 (Special Use) Zone for certain nighttime activities. Mr. DeMarco stated,
in part, that LA TC would like additional time to conduct audio tests to get some noise
levels, if there are any, emanating from the race track. This would be valuable
information to the Council when determining whether or not Council wants to adopt the
ordinance.

Mr. DeMarco further expressed his belief that there was some miscommunication at the I
March 1'" Council Meeting as to the exact nature of the request of LA TC. They would like
to meet with area residents and other interested parties to explain exactly what the track

is trying to do on its property... then introduce Ordinance No. 2119 at the May 2and
meeting in a slightly different fOnTI. He felt an extension of the hearing on T.A. 2000-001
and introduction of Ordinance No. 2119 would be beneficial to everyone. Mr. DeMarco
noted reopening the public hearing may require additional notice to the public... LATC
would pay the cost for the mailing.
Referencing a letter from Santa Anita Park, Council member Kovacic agreed there was
miscommunication because it appears that certain outdoor activities are now being
included in the LA TC request. He was lead to believe at the public hearing, that Council
was considering only inside activities and, if so, reopening the public hearing would be
appropriate. He now understands the track would like to propose limited outside
activities.
The City Attorney advised, and stated in part, if the original request of LATC and the
notice to the public did not clearly indicate there would be outdoor usage of the kind
described in recent correspondence, then he agreed that it would be appropriate to notice
a new public hearing. As long as the hearing notice was broad enough to encompass the
actiort Council may take to reopen the hearing, there is no legal requirement to advertise
a new hearing, however, Council may, if they wish to do so.
Mayor Pro tem Harbicht noted, although there is no legal necessity to reopen the public
hearirtg, Mr. DeMarco's comments indicated the track would like to be good neighbors. In
the spirit of fair play, and in fact, the referenced letter from Santa Anita does ask for
something different than that discussed at the March 7th Council meeting... the public
hearirtg should be reopened for comment on those matters requested by the race track.
It was MOVED by Mayor Pro tem Harbicht, seconded by Councilmember Marshall and
CARRIED on roll call vote as follows to CONTINUE introduction of Ordinance No. 2119
to the May 2, 2000 meeting of the City Council and REOPEN and NOTICE the public
hearing for that same date.

Councilmember Marshall adjoumed the meeting in memory of Jennie Kidd, stating,
"unfortunately I leamed this week that Virginia Kidd, affectionately known as Jennie Kidd,
was born August 29,1923... passed away March 31st from an aneurysm in her head. She
. was a longtime resident of Arcadia. She is survived by her husband, Harold Kidd, her
husband of forty-eight years. She has two daughters and one son. Our condolences go
to the Kidd family. Jennie will be missed and remembered by many. Thank you."
Mayor Pro tem Harbicht adjoumed the meeting in memory of John Lynn, stating, in part,
"It is my unpleasant duty to close the meeting in memory of a good friend of mine and a
good friend of Arcadia, John Lynn. John passed away in mid-March. He was bom in
1917 in Scranton, Pennsylvania. He was eighty-two when he passed away. John served
in the Persian Gulf Command of the U.S. Army during World War II. Here in Arcadia he
was an active member of the Arcadia Civitan Club and held many offices, including
president and district govemor. He was also an active member of the Arcadia
Presbyterian Church, where he was an elder and a deacon. More specifically, to the City
of Arcadia, John was a volunteer in the Police Department for nearly eight years. He
offered his time in several support areas including assisting with open house, at
community events, interacting with the senior population and he maintained the
departments access in key control records. In addition to his volunteer activities he was a

participant with the Police Department in supporting the Annual Youth Safety Run where
Explorer Scouts and young drivers tested their driving skills by driving from the L.A. area I
to Yosemite and back. Chief Hinig said, 'John never said no to a request for assistance...
his response was always, 'I'll help you anyway I can" His friends in the police
Department will miss him tremendously as will many other peopie in our community. He
is survived by his loving wife Dorothy and his son, Mark Loeffler. So I adjourn this
meeting in memory of John Lynn."
