Mrs, Page stated, in part, that she has had her locker broken into fOurteen times and she is tired of it.., she is very unhappy and felt that Arcadia residents need more protection, Mayor Chandler directed Police Chief Hinig to discuss this problem with Mrs. Page. MATTERS FROM ELECTED OFFICIALS CHANDLER' Mayor Chandler announced that the Mayor's Prayer Breakfast will be held on Friday, April (Mayor's Prayer 21, 2000 at the Los Angeles County Arboretum, The guest speaker will be Sheriff Lee Breakfast) Baca, Los Angeles County Sheriffs Department. The proceeds of this event will benefit the Campership Program and Rotary "Salute to Seniors" Program. REMARKS BY OUTGOING COUNCIL MEMBER GINO RONCELLI "I would like to thank all of you for giving me the honor of serving this City for the last two years, It has been quite an honor for me. It has been both rewarding and educational and really a wonderful experience for me to serve you. I am pleased that I was able to contribute to such innovations as a Citizen's Financial Advisory Board, the "Town Hall meetings anci as well as a good deal of financial oversight. I am pleased that as a Council, we were able. to hold down expenses and bring in surpluses in both years, as well as materially incr.,asing the reserves, I am pleased that the citizens of Arcadia passed the bond for the new police station, "I wani'to congratulate the incoming Councilman, Mr. Mickey Segal and Dr. Sheng Chang and I wish them both well, To all five Councilmen who will guide Arcadia for the next two years, let me just say that we have a unique and wonderful City and with your best efforts I know that can contin~e to prosper ane improve, "Being on the Council has given me an opportunity to meet a lot of wonderful people, Working with the staff has also been a great pleasure, I want to thank everyone of the staff, they have been so nice to me, anything I'd asked for, I always got it. so the staff has been awful good to me. I was motivated to run for the City Council by the passion to make things better here in th'3 City. I think some things are better, I worked hard for that. '3 4/18/00 42:0070 "I will really miss working for this person right here, sitting next to me, my fellow Council person Gail Marshall, her dedication to represent the citizens of our City has been I nothing but admirable, and she has such a great sense of humor, it's made my job a lot easier, I really appreciate that Gail, thank you It's been great. I need to thank my wife of forty-three years, Bingo, she has been a great support to me for these two years, great empathizer and listener, and now we can get back to real life, you know like going on vacation to Tahiti, all those wonderful things.., ycu know being with our friends more, so I really want to thank her for that. "In my role as director at Santa Anita I will continue to keep the needs and desires of the City in mind and I will continue to advocate development at the track that will be enthusiastically accepted and supported by the citizens of Arcadia, I would like to thank my committee, a great committee, Fred Jahnke, Jim Dolan, John Mc Alister, Moira Podliska and Norma Pontello, they were a great team, we ran a great campaign, I am very thankful to them, Finally to all of you who supported me during the last two years and at polls I thank you, and I hope that your interest in our City government will continue. This is your City and you can make a difference. There is a bright future for the City of Arcadia. Thank you very much for letting me serve you," REMARKS BY OUTGOING COUNCIL MEMBER ROBERT HARBICHT "There are quite a few things that I would like to say this evening, I have been sitting at this table for sixteen years so I hope you will bear with me for a few minutes, I first got involved with Arcadia City government on the Planning Commission and I served four years on the Planning Commission and then was elected to the City Council, served eight years and stepped down for two years because of the term limits, and I'm now finishing another four year term. "I would like to start out by introducing my wife. Patsy, Patsy, thank you for all your help, I As a young man I dreamed of living in Arcadia, and about twenty-five years ago I realized that dream, And, when in 1986 I was elected to help run this City, it's a thrill that I will never forget. I didn't come in with big plans for changes, I felt that this City was an outstanding community and my main objective was to stay the course, to keep this wonderful community going along the way it was. and one of the things that I remember thinking, when I first came on Council was, don't screw it up, this is a good community, That first City Council, I served with Charles Gilb, Mary Young, Dennis Lojeski, Roger Chandler and myself. It was a great group to break in with, exciting things going on at that time. A couple of things that we did in that first term was, we purchased the Armory land over here with the idea that some day we would build a badly needed police station there, and we built the Arcadia Community Center, I look back over the period of time I was on the Council. and find that this is still a great community, I think I am leaving it at least as good as I found it, hopefully better. Some of the things that went on during that period of time was the remodel and expansion of the library which I think was soreiy needed and with the community that is as dedicated to education as Arcadia is, having a first class library is a very high priority and I am very proud of our library. The new fire station at Baldwin and Huntington, and as Mr. Roncelli mentio'ned the Police bond was passed, we are going to get that new police station and put it on that land that we bought all those many years ago. "A couple of things that maybe are not so evident but I thing they are very important is, we adopted here three or four years ago a twenty year water plan which ensures that our water system will be in better shape in twenty years than it is today and in perpetuity because we designed a system to take care of all the needs of our water system. And, similarly we adopted about two years ago a fifteen years sewer plan which is modeled I along the same lines e.nd is looking towards the long term health of our community. ,One of the thin\ls that I am proudest of is the accomplishments of our Redevelopment Agency 4 4/18/00 I I I 'l.'t i'~ '.~.' I,' ",,',', r~. . po '" , , 42:0071 particularly on east Huntington Drive, When I came on the Council East tiuntington Drive and an old muffler shop and an equipment storage yards with rusty old equipment in it. a motel or two that our police knew well. I think they rented a lot of their rooms by the hour. .you get my drift, some run down housing, it was a truly blighted area and now that area which was Arcadia's shame is part of Arcadia's pride. We have six new hotels over there producing about a million and a half dollars a year in bed tax for our "General Fund, a number of restaurants such as; Souplantation, BJ's, Sesame Grill and Olive Garden. some thriving retail, office buildings, the A~to Club headquarters for this area, Califomia State Bank, the National Childhood Cancer\ Society. a number of things over there and it is a beautiful area, And, through this entire time, working in the background by taking care of all of the details and making sure it all happened was Peter Kinnahan, one of our staff members who probably most of you don1 know, He is a, very quiet, very hard working guy but Pete you've left an indelible mark on Arcadia and I take my hat off to you and thank you for all your efforts over that time, I am certainly not going to try to acknowledge all of the staff because I would inevitably leave out some people. We do have an outstanding staff and I am very pleased to have the opportunity to work with all of them, "There are few that I've worked with virtually the entire time that I've been here and I'd like to mention' some of those: Donna Butler in Planning. when I first came on at the Planning Commission, Donna was there. she is still there doing a great job; Cindy Rowe. in the City Manager's Office, Cindy is a person when somebody would come up to me and need something, if I didn1 have an answer. I'd just tell' them to call Cindy; Dave Hinig, Chief of Police, was Captain Hinig when I first knew him;'Rick Sandona, Captain in our Police Department. I believe he was a lieutenant when I firSt knew him; Jerry Parker. the City Treasurer, Jerry has been here all of that time, shepherding our funds, does a great job at it, a quite guy that works in the background, I really appreciate his efforts; also, in Planning, COrky,Nicholson, who has been here the entire time; Rita Kurth down in water; Jerry Collins in the Recreation Department; Roberta White; Toni McKieman also 'from the Recreation Department, people I really enjoyed working with, I don1 mean to slight any 'of the other people but these are peopie that I have known' since way back in the mid eighties when I got involved in this, . "I would like to offer some advice for the new Councilmembers, I think you need to keep in mind that this is a business meeting, we put it on television and we welcome people that look in. but we are not putting on a performance, we are'taking ca're of the business of the City. If you do that everybody will recognize your contribut~on. ..ore of the things I found out is, don1 try to please everyone. if you do. you will end up pleasing no one, There are times when somebody wants you to say yes and you have to tell them no, but .that is just part of the job. That's what you opted for when you ran for this position, I advise you to listen to staff, these people are all professionals in their'area and you can leam a lot from them, They've all studied Engineering, or'Planning or whatever it is, And, listen to what they have to say, sometimes you're gonna decide you need to go a different direction but at least listen to them and I think in most cases you are going to find that you can leam a lot. Have fun, this is serious business that we are doing but there is lot of opportunity to enjoy yourself. the interactions with" the people, the interactions with the community, so enjoy yourself during your term.nere, One of the things you need to keep in mind is this is a marathon and not Ii sprint. This goes on, we're in this for the long haul, take your time. make sure you are doing the right thing and also keep in mind that it is a relay. we are handing the baton' on to you tonight which has . been"handed on since 1903 when this City was started. almost a "huridnid years ago. and . the time's gonna come when you will hand it on to somebodi else, Recognize that this is a good City. maybe the best there is, don't screw it up. . ,~,. "' ~ .. s. ,"Now it is time for me,to hand on the baton to Sh~ng ~hang and_Mickey Segal. it is a pleasure to do so, this has been a great ride I would not trade' it for anything, I would like " 5 4/18/00 42:0072 to thank all of you that are here and the community for the opportunity to be of service, Thank you very much," 10, PRESENTATIONS TO OUTGOING MAYOR ROGER CHANDLER Presentation by Mark Harmsen on behalf of Congressman Dreier Presentation by Pat Myers on behalf of Senator Mountjoy Presentation by Corey Claycay on behalf of Assemblyman Margett Presentation by Jay Gomez on behalf of Supervisor Antonovich Presentation by Lee Shimmin on behalf of the Chamber of Commerce Presentation by Mayor Pro tem Harbicht on behalf of Governor Gray Davis Presentation by Mayor Pro tem Harbicht on behalf of Senator Boxer Presentation by Mayor Pro tem Harbicht on behalf of the City of Arcadia REMARKS BY OUTGOING MAYOR ROGER CHANDLER "Being at the end, a lot of the thunder has been taken, a lot of things that I would like to comment on, I'll probably shorten up because they had been mentioned and well acknowledged, I do want to thank my wife Jane, Jane went through this the first time and she was shocked that I wanted to do it again, but she is hanging in there, so, without somebody to support you it does get a little scary at times, And. as you serve on the City Council. and I'll be going into my seventh year. there is a lot of business as Bob Harbicht mentioned and for the most part it is absolutely serious business, and the future of the City is really at stake, and from time to time there is some real positive reinforcing things that come along that make you want to do it some more and come back for more, In my first term, for example, the thing that stands out was having the opportunity to dig the hole for the ground breaking of the Community Center. I think that has served this community tremendously and that really kind of lit my fire back then in abOut 1990. This term as Mayor, I was tickled that we were able to break the ground for the Historical Museum that Mr. and Mrs. Charles and Ruth Gilb were so kind enough to help spur on, And, on the private side our race track built a beautiful addition to our City in the Frontrunner Restaurant.and as Mayor I was just tickled to see that open up. and it seems like that it is a wonderful success. It certainly is a big addition to our City, "Probably the two most reinforcing things that occurred to me this year. that will always stand out; one was the police station bond, this is probably... I say thanks to every voting person in this City for doing that. That was a 78% approval rating, and that was an approval rating of our City, our Police Department, our City Council. and since I put my neck on the line on that particular bond. I cOuldn1 have been happier that it came in with a 78% approval rating, One of the only public safety bonds to pass. I think maybe the only in the State of California, So, no matter whatever happens again as an elected official, that's an absolute victory and now there is no stopping, There will be a new police station, we have been working on that, as Bob mentioned, for ten years, when we bought the property to put it on, To the public of Arcadia, you certainly did the right thing and you made my year as Mayor by voting that approval rating, A close second to the police station bond issue was watching our City work force spring into action with Bill Kelly as the leader, our Fire Department, our Police Department and especially our Public Works Department. Every one of the employee groups that banded together when this City faced a crisis, and of cOurse I am talking about the Santa Anita 11 Fire. we were as a community extremely lucky, extremely fortunate that people didn't get hurt, A few fire fighters did get injured but nobody lost their life. property damage was minimal and of cOurse this situation is ongoing, it's ongoing as this storm that just passed through us, Our City staff was incredible, I mean they responded to the call and the term was used by Mr. Harbicht and I will use it again, my hat is off to the City employees. and while they are paid professionals, we still all owe a debt of gratitude to our employees for the way they responded during the time that we needed the most, they answered the call, 6 4/18/00 I I I I I I 42:0073 "So, without further adue, thank you all, It was wonderful time and I'll still be here when this speech is over." 11, ADMINISTRATION OF OATH OF OFFICE TO THE CITY CLERK The Honorable Patrick Hegarty, Judge of the Superior Court, administered the Oath of Office to City Clerk. June D, Alford and presented Mrs. Alford with a Certificate of Election as City Clerk, and a commemorative copy of her Oath of Office, 12, REMARKS AND INTRODUCTioNS BY CITY CLERK "Well. the election is over and we are all ready to go on with our job. and I would like to thank everyone who took the opportunity to come out and vote on election day and thank you for casting a vote for the City Clerk, As I said, I love the job, it is very busy and you have to know a lot of things abOut lot of items and a lot of laws. but it is very worthwhile and a good thing to do, Election work is very hard and intense, very intense, we are a small office and the people that work in my office work very hard at this job and I would like to thank the ladies, they are not here now, I can visualize Sharon Casey at home with her feet up watching the TV as I am speaking. but the people that I'd like to thank for the record are; Marina Simonian. of course Sharon Casey and Eileen Yamamoto, we all worked hard and we feel like we have accomplished something, Many people helped election night. City staff in particular. we had people from the Administrative Services, Finance Department, Human Resources, Development Services, Recreation, these were the young people that you saw, sitting up here, they were inspecting our ballots so that we could put them in the vote tabulating machine. We also had a person from Data Processing and of course the Explorer Scouts, who did a great job, they are just wonderful young people. I would certainly be remiss if I did not mention the many precinct workers who helped us, and who worked for uS and with us on election night, ninty-eight in all. These ladies and gentlemen started at 6:30 in the moming, they kept the polling places open until 8:00 o'clock, then they had to balance the ballots, pack everything up, get it overto City Hall and check in at City Clerk's counter, and they did all that gracefully and wonderfully, and I just personally like to thank them. they are going to here from me real soon. but I just want to mention them, how much we appreciate them, "I did finally see a family member walk in, I wondered if anybody was going to be here, this is my strongest supporter, my husband Earle Alford. I would like to thank him, he has missed many dinners this last few weeks. "I would also like to say that we are all going to miss Bob Harbicht and Gino Roncelli. And I would like to wish them Godspeed and Gods blessings, God has a plan and a purpose and a path for each one of us. At the same time, there is a time and a place for all of us, and we find that time and the place and good things are going to happen as you know for you Bob and you Gino. Barb; our son, Casey is a freshman at SMU in Dallas and our daughter Kelly is a senior at U,C. San Diego and hopefully they both are doing their homework tonight. I am quiet confident my daughter is doing her homework I just hope our son is doing the same, I also want to introduce my mom and one of my heroes. Florence Kovacic; she is still living in South Arcadia, in a house where I grew up. "I want to thank Gino and Bob for their dedicated service to the City of Arcadia. Gino called himself the Council watchdog and he was, it is an important function that must continue, As a Council we need to make sure that our residents and businesses are getting the best City service for their hard eamed tax dollars and I am also glad that we have an Arcadian sitting on Santa Anita's Board of Directors, especially one who loves horse racing and loves our great City, Bob and I have spent many years together both on the Planning Commission and the City Council. I've always admired his ability to translate a complex issue into plain speak, With twelve years of C;ity Council service Bob I is also an invaluable resource of information and perspective about past Council's and past Council action, We'lI miss his experience. expertise and commitment. Thank you Bob, 8 4/18/00 42:0075 I "I'd like to congratulate Sheng Chang and Mickey Segal to the City Council. We will once again be able to take advantage for Dr. Chang's City Council experience and thoughtful analysis as we continue to embrace our rich diversity and build a truly unified community, As we all know the strategy to run a successful campaign is very different from the strategy to run a successful City, As we enter this new Council year our focus should now be on the community as a whole, not anyone segment, so that we can bring all Arcadians together and promote a sense of community, I know Dr. Chang and I share this )lision, "As for Mickey. you all know what many Arcadians say, if you want a job done in town, ask Mickey Segal to do it. His spirit of volunteerism and dedication to Arcadia are legendary and I am glad he is now one of us, he is a tierdless worker and a financial genius. and with Mickey around there is absolutely no way anybody is gonna hide anything in the City's budget. "' also want to commend Gail and Roger for their service these las! two years. Gail has been a very hard working City Councilmember, faithfully attending Council and Commission meetings and almost every community event. Gail helped to establish the Financial Advisory Committee, a concept that did not have unanimous City Council support, but, which became a real asset to the City, She is also strong supporter of our youth and seniors and an energetic advocate for preserving Arcadia's history and quality of life, Thank you Gail. I "Roger has been an effective Mayor, it was his vision to just stop taking abOut a new police station and finally do something about it. His tenacious pursuit of that goal, from working out the initial financial details to rowing the entire community is the reason the bond issue was such a success, Thank you Roger. "I also want to thank the many friends, new and old, who offered their support throughout the year and we can't forget Arcadia's excellent employees, Thank you for your genuine concem abOut our town and your dedicated service, I "As Mayor I want to continue to emphasize communication and participation this next year. We have several important issues on the horizon including the propose expansion of the Mall and Santa Anita Race Track, It is important for all Arcadians to stay informed and to voice your opinions about these projects, As we go through the budget process, with a surplus, I want to hear your comments about restored services. new services and adequate reserves. We also need to continue our commitment to open communication with the School Board, a good working relationship with the board is a priority. together we can make sure that the kids are all right. It is also important for uS to improve our communication with those who do not speak English, Of course better communication will help promote mutual understanding. bring more of uS together at community events, and develop that sense of community that I always talk about. It will also help with the day to day work at City Hall, If we can effectively educate all our residents about Arcadia and it's rules and regulations, whether they relate to City. to buildings. signs or trees, we will spend less time and money on code enforcement. I want this Council to find a solution to improve communication in this area. Speaking of communication, I will host a few more Town Forums this year. so that entire community has the opportunity to discuss critical issues and exchange ideas, And, I want all of you to participate in the life of Arcadia, if you do. you may receive a monthly service award, which I will once again present to recognize exceptional contributions that Arcadians make throughout the year. As Mayor I hope to set a tone that is positive and respectful, and will emphasize consensus building and problem solving and I will work hard to keep Arcadia great. So leI's get to work Arcadians support your City, stay involved. volunteer and get to know your neighbors; City employees, continue to provide dedicated and unselfish service within budget. help us to come up with innovative ideas to make our programs and 9 4/18/00 42:0076 services even better. our dealings with the public even more friendly. and our City even more beautiful. Fellow City Council Members lets keep an open mind, remaining I independent but working towards consensus. let's listen to the folks out there as we struggle to make the right decisions, let's respect each other and let's do the right thing for the entire community, I feel very positive about this City Council and I feel very positive about my hometown of Arcadia. Thank you." REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM SEGAL "I too would like to thank Gino and Bob for their long service. As the youngest member sitting up here I can tell you that both gentleman have introduced me to different types of philosophy but different ways to achieve the same kind of goal, which is best for our community. Gino's constant watchdog strategy on the budget and development of the Citizen's Financial Advisory Committee was as positive a move in our City as I think that's happened in many-many years. it gave lots of people confidence as to what took place with the money in this City, Bob's long and dedicated services in many different areas including development and so forth has been a good lesson to follow. and I sure hope I can follow in the footsteps of both of those gentleman, "Tonight I'd like to introduce my wife, Lee, who is out in the audience; my parents Marlene and Barry Segal are here; my aunt. Gloria Segal is, sitting right next to my mom; my brother, and, no we are not twins, Howard Segal is sitting at the end of the aisle there; and one of my sons, I think Andrew is here, there he is in the back; my other son Mathew, I know is home studying and my other daughter Alison. she is in the Chanteurs, and they are performing tonight. I'd love to have them here but they have some other things on their plate. "For me, the most important thing tonight that I can accomplish is that I need to thank the I citizens of Arcadia who took the time to go and vote, and give me the opportunity to serve them, In the audience tonight there are numerous people that worked on my campaign and I have to tell you that we should be extremely proud of the campaign we ran, I think the results show that the effort is well worth it, and I think that the support from all areas of this community and all the different facets of our community showed what the results came to, I look forward to four years of serving you the people who voted for me, one of the things that is very important that I leamed in my campaign is there are a number of our people on our community that have real issues. simple problems but real issues to them, and have no idea where to go to get them solved, If I can do anything, what I've leamed is, if I can provide for you an avenue to get your questions answered or provide a way for to get somebody to respond to your question. maybe it is the right answer maybe it is not, but if I can provide that, I would like you to take advantage of it. And, I want you to know that myself as well as any of our other City Council Members are always available to answer that ridiCulous question, like we need a traffic signal here. we have a pot hole on this street etcetera, etcetera. You know, there is no way all of uS can patrol the City, it's each of our obligations to patrol and protect our own areas as well as the City's obligation to support us. I want to encourage those people. both here and watching, to take a moment and if you see a problem, you have a problem, don1 let it fester and don11et it go to five of your friends who than take it to ten of their friends, when it may be a problem that we can all solve, I want to encourage people to take a moment and try to get those kinds of problems to a City Councilman. to Bill Kelly. to Don Penman, and I am sure you will see some results on those issues, "Il's with, although this, is a very joyous occasion tonight, I do need to mention a passing of a parent, a teacher at First Avenue, that I'd like to mention, Nancy Martinet, she died I last week, she is a teacher of English and History at First Avenue. she has two children who she watched diligently play softball and baseball. she will be sorely missed, 10 4/18/00 I I I 42:0077 "The last thing that I like to do is, one of the things that I think our City has is many-many things to be proud of, and we don't get to hear enough of those things, we hear a lot of what's wrong and not maybe enough of what's good, so each City Council meeting I will take one second to present to everybody here in the City something that we all can be proud of, tonight what I have is a very interesting statistic that I didn't know very much about, it relates to education, and kind of amazed me when I researched it. For those of you who donl know, our high school places more students in the University of Califomia Schools than any high school in the nation, I think that is something for all Arcadians to be proud of, Thank you very much." 18, REMARKS AND INTRODUCTIONS BY COUNCILMEMBER CHANDLER "I didn't get the opportunity to congratulate Dr. Chang on being elected and Mickey Segal. REMARKS AND INTRODUCTIONS BY COUNCILMEMBER CHANG "Thank you Mr. Mayor, first of all I want to thank Mr. Gino Roncelli and Bob Harbicht for their dedicated services to the Council and the City, "I am very happy to be back working as a member of the City Council. As many of you know I am a family physician. My wife Min Mey, and my three sons James, Peter and Richard have lived here in Arcadia since 1979. I've been active in the community and served as a member of the Arcadia Senior Citizens Commission and as a member of the City Council in '94 through '98, As a member of the City Council once again I will work with my colleagues to assure full funding of the police and fire departments, promote sensible business development project that would maintain a high quality of life for Arcadians by balancing the interest of residents and developers, I will assure that tax payers money is spend wisely and not wasted and work with the School District to assure safe and quiet places for our children to study and learn, "Like all Arcadians, I love our City, we take pride in our City because of the beautiful homes, lovely gardens, excellent schools and friendly neighborhoods. I walk every morning, whether it rains or not, this moming I walked as usual except that I had an umbrella with me because of rain, At one point it was pouring and I was trying under the heavy rain, a car drove by and slowed down and I saw a lady role down the window and said to me 'do you need a ride', I was so moved then by her kindness and willingness to help.
