PRESENTATIONS
Mayor Kovacic presented the May, 2000 Mayor's Community SerJice Award to Doiores
Munoz staling that Dolores has raised seven children and helped her husband w:th his
business. Dolores has been an important figure in various civic, school. ycuth and
community organizations. An active member of the PT A, California Federated Women's
Club, a Girl Scout leader and mother to Boy Scouts, United Way Board of Directors, Holy
Angels Parish, Family Council Service anri Auxiliary of Methodist Hospital. Last Saturday
Dolores was presented the Mexican Mother of the Year Award.
Mayor Kovacic congratulated Ms. Munoz fvr her C13dication to her family ar,d community.

MAYOR'S Mayor Kovacic presented the May, 2000 Mayor's Business Recognition Award to Frank
BUSINESS Calfas, Vice President, Vons Market, stating that with two stores in town and the
RECOGNITION Corporate Headquarters located in Arcadia, Vons has a pretty high profile in Arcadia,
AWARD Vons is very active in the community and supported several local groups and City
(Vons Market) organizations on a number of occasions, including being a long time contributor to the
Mayor's Prayer Breakfast. Last Fall, Vans staff and consultants, p~~pared a quality
educational video concerning the police station bond issue which' explain'ed the need of a
new police station. The video received an award from the' Califo(nia Association. of
Public Information Officials. .

On behalf of the City, Mayor Kovacic expressed appreciation to Vons Market for taking
it's role as a corporate citizen seriously. '
Mayor Kovacic presented Mayor's certificates to Robert Simonian, German Beltran and
Dean McCreary, Arcadia Heat Soccer team coach and assistant coaches, stating in part,
that this team has been together since November 1999. They played their first game at
the Cerritos Thanksgiving Tournament before the all-star season started in January 2000.
The teams' effort has brought them to winning "Back to back" State Championship.
Coach Robert Simonian introduced and presented Mayor's certificates to Arcadia Heat
Soccer team members in recognition of their success in winning the State Championship.

announced that May 20 is Armed Forces Day. "A day set aside to honor every man and
woman in uniform (active, retired and veterans),'and recognize their contributions' to the,
defense of our great nation. Memorial Day will be observed on May 30 to pay homage to
the men and women who have given their lives for our great country, In observing thes~
holidays we should share the same spirit with those young men and women who stand

Vincent Folev, referred to item 12a, on tonight's agenda With regard to the introduction of
Ordinance No, 2119 related to nighttime activities at Santa Anita. Me. Foley stated in
part, that the City'Council at its first'meeting in April was about to introduce an ord!nance
to restrict the nighttime activities at Santa Anita, The Council's main concern at that time
was the nighttime noise, Therefore, the Council insisted on keeping the windows closed
in the restaurant. A month and a half later we are talking about introducing an ordinance

which will allow 3,500 people out doors at Santa Anita up until 10:00 p.m, He would tlcpe
that this Council keeps in mind that when there are problems and the residents come to
Council and say this is unbearable their attitude wonl be "that's life".
MATTERS FROM ELECTED OFFICIALS
Mayor Pro tern Segal reminded that the Arcadia Educational Foundation will continue
selling tickets for the Lion King production dedicated to the City of Arcadia until June 15,
2000. Mr. Segal encouraged every one to contact the Arcadia Educational Foundation
for tickets,
Mr. Segal congratulated the Arcadia High School Boys Varsity Baseball team on their
League Championship, which was the first since 1991. The first play-off game will take
plac.e May 19, 2000 at 3:30 p,m., at Arcadia High School baseball field.
Mr. Segal reminded that the Ruth and Charles Giib offer, to help raise funds for the new
museum and matching two doliars for every one dollar donated will continue through the
end of May. Mr. Segal urged everyone to make donations.

For his "What Arcadians Can be Proud Of' presentation Mr. Segal stated that Arcadia's
Dial-a-ride selVioe has been working for 25 years. 1\ is the largest munioipal Dial-a-ride in
the oounty and may be the largest munioipal in the state, It selVioes 150,000 people per
year.

The Chambers of Commerce of Arcadia, Duarte, Monrovia, Sierra Madre and Temple
City held a Legislative Power Luncheon on May 12, 2000 at the Embassy Suites. The
guests included: United States Congressman, David Dreier (via telephone); State
Senator Richard Mountjoy; State Assemblyman Bob Margett; Los Angeles County
Supervisor Mike Antonovich and Mayor Kovacic. They together, pre~ented some current

Councilmember Chang noted that the Arcadia Fire Department held a Fire Service Day
on May 13, 2000. The firefighters provided station tours" fire safety and emergency
preparedness of materials, videos and demonstrations. Dr. Chang thanked Fire Chief,'
Peter Banana and staff, stating that this was a very good community outreach program. "

Mayor Kovacic noted that City of Sierra Madre Mayor, Rob Stockly, has invited the
Arcadia Council to participate in the Sierra Madre Fourth of July Parade.

Mayor Kovacic stated, in part, that the City Council adopted new R-1 and R-O zoning
regulations to reduce the mass scale of new dwellings in October 1999. The new
regulations included restricting the height of the front entry and the number of garage
openings that faced the street. All dwellings in plan check prior to. the effective date of
this ordinance, were allowed to submit plans based on existing City ordinances. The City
had one-hundred twenty-one (121) applications submitted through' April 2000, as
compared to the entire last year of 82 applications and the year before of 87. There are'
not any homes built yet under the new regulations. The homes that are currently being
built are under the old regulations. The City will not know how the new regulations will
affect the design and size of the structures, probably for another six months. He hoped
that it would bring a lot of these structures into conformity with the neighborhood. '

Don Penman, Development Services Director/City Manager Pro tem, began his
presentation regarding the new Police Station by noting that there are a number of
phases that are part of the work program for the new police facility including the
schematic design, design development, plan check, bidding, construction and post
construction. At this time the team of architects, consultant and staff have established
the site plan, general building foot print and adjacency's for the various functions within
the police department subject to the Council approval.

The proposed building is a two-story structure with approximately 10,000 sq. ft. on the
second floor, which will be home for the administration, training and detectives crime I
analysis; and the ground floor, 32,000 sq. fl., which includes the jail, locker rooms, patrol,
dispatch, records and a public area. The functions have been grouped together based
upon how' they relate to each other. The square footage is still growing because the
actual size of the offices has not yet been established, but it will not exceed what is in the
needs assessment, which is 42,000 sq. ft.
The existing police station has to remain in operation during the construction. However, a
. . site plan that will call for demolition of the support buildings directly. behind the main'
police station, was recommended. The actual front part of the police building will be;
'. .. located where those buildings are today. As part of the program some tempora.ry
tJacilities for the lOCKer rooms and storage area is needed. Mr. Penman further explained
in detail the plans and purposes of using the buildings along Civic Center Drive,.stating in
part, that the use of those buildings will allow the City to use a different standard than the
central facility requirements under the state building code for police facilities, also, it will
. allow the' City to develop bid alternates in the bidding process and list some of the
. projects or components to these buildings. .
With regard to, the police station parking, Mr. Penman noted that there would be secured
. . '.; parking for 56 police cars as well as some employees. As part of the overall civic center
plan, architects were asked to submit design alternatives with regard to the parking. The
suggestion was to change the existing parking lot along East Huntington Drive, from
.' ." angled parking to'ninety (90) degree parking, which will add about 16 more spaces; also,
'creating parking between two existing lots by connecting the two lots, without losing the
-trees; which will create about thirty (30) parking spaces. .

The next step in the process will be to present for the Council's review and consideration,
, . ", within the next month. the actual design of the building and .the physical look of the

Arcadia Police Chief, Dave Hinig, expressed appreciation to WMM Associates for a plan
thaI fully addresses all the needs of the Police Department, adjacency's and use of the
property to its maximum efficiency, .
Mr. Penman noted that the proposed plan maintains the existing access point to the
police staiion. The access entry on West Huntington Drive will be for police vehicles
only, and the one on East Huntington Drive will be for both public and police vehicles.
The existing gate tletween the Armory building and the civic center will be used as an
emergency access point. !
City Manager Kelly noted that the next step, if the Council agrees, would be 10 refine the
footprint and the floor plans of interior spaces, more importantly this will now allow the
design architects to wrap the building and bring alternatives back to the Council for the
architectural styling, including materials. It is anticipated that a presentation to the public
will be held in July,
In response to Council's questions, Mr. Penman stated, in part, that the new building has
some expansion possibilities if the need arises in future, however, it is difficult to design a
building structurally that might meet building codes twenty years. With regard to the cost
of the structure, Mr. Penman noted that there are a lot of different materials that the
architect can look at to come up with an attractive building which is an asset to
community, within the budget.
Councilmember Marshall stated that she is pleased to see the input of employees' taken
into consideration, also, she is satisfied with the 10caHon of the offices because it provides
for efficient performance.

On October 19. 1999 the City Council approved an Agreement for Legal Services with
Best, Best & Krieger. Stephen Deitsch was na'med as City Attorney. The Council also
directed staff to provide at a future date an evaluation of the services provided by the
firm and the assigned City Attorney, Stephen Deitsch, and a recommendation of how to
proceed on a more permanent basis.
City Manager Kelly, stated in part, that in general, the transition from an in-house to a
contract City Attorney has gone well. Staff has confidence in Mr. Deitsch, finds him easy
to work with and a consummate professional. Mr. Deitsch is familiar with the ongoing
activities of the City due t;> his long term relationship with the City as Special Agency
Counsel, and he is committed to providing the City with outstandin!j service in a timely
manner. The goal was to save some dollars and more importantly to have a good level of
legal services, which has been achieved,
The City Council has several options, to continue vdh Best, Best & Krieger, with Mr.
Deitsch as City 'Attorney; direct staff to seek proposais from other law firms for City
Attorney Services; or go back to a full-time in-hous3 City Attorney. The City Manager
recommended continuation of an open-ended contract with Best, Best & Krieger.

order to watch and listen to individual televisions located at tables therein, between
6:00 p.m. and 10:00 p.m. . .
. A requirement that there shall be no parking fee for events taking' place after 6:00

. A procedure whereby the Development SelVices Director may approve a request to
conduct an event beyond 10:00 p.m., but in no case later than 11 :00 p.m.
City Attorney Deitsch, noted a provision on page 4 of the proposed Ordinance No. 2119,
Section 9273.2.10(e). to read as follows: In the event that the racetrack desires to
conduct an out door event beyond 10:00 p.m. (added ~nderlined word).
In response to Mayor Kovacic's query, City Attorney Deitsch stated in part, in the event
that the race track desires to conduct an event beyond 10:00 p.m., but in no case
continuing past 11 :00 p.m., the race track may submit a written application to the
Development SelVices Director at least four (4) weeks prior to the date proposed for such
event. The Development SelVices DirectOi shall approve the application, if he
reasonably determined that the event was not of a national or international significance
then he would presumably send notice to the track of potential code enforcement matter.
As the Ordinance No. 2119 is drafted, the neighbors are not required to receive special
notice of any kind regarding that application. If the City Council desires to take a different
approach the Council can direct staff to draft a revision to this section of the ordinance.

Councilmember Chandler noted that the Council's decision at the May 2, 2000. meeting
was to experiment with the ordinance, if it fails Council will admit to its failure and Coundi
will make changes.
COnsiderable discussion ensued. Some Council members felt th~t the City should notify
the residents of the requested time extension application and give the residents an
opportunity to submit input; others felt that whether the City notifies residents or not, if
they are unhappy with the loud noise, they will communicate and express their opinion.

INTRODUCED subject to modifications noted by the City Attorney.
