(>.(, 071rJ I I MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING July 13, 2000 The City Council and Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Thursday. July 13, 2000, at 4:00 p.m., in the Conference Room of the Council Chambers. PRESENT: Council/Agency Members Chandler, Chang, Marshall and Segal ABSENT: Mayor Kovacic (arrived at 4:54 p.m.) It was MOVED by Council/Agency Member Chang, seconded by Council/Agency Member Marshall and CARRIED to excuse the absence of Mayor Kovacic_ SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. AUDIENCE PARTICIPATION None. City Manager Kelly presented Model No. 4 of the proposed new police facility which incorporated the refinements to Model No.3, which was selected by the City Council at its June 20'h meeting as the design most favored for its curved design features_ Model NO.4 incorporated the curved features into an update of City Hall and the Council Chamber buildings to establish a Civic Center Campus Master Plan. The concept design displayed by Model NO.4 included an off-white exterior for the Police Department buildings with the subtle use of glass. The City Manager pointed out features which would connect the new police facility to City Hall and the Council Chambers and improve the exteriors of these buildings and provide an entrance to the Civic Center Campus by LIse of flag and fountain areas; public areas, landscaping and continuity of design_ Mr. Kelly noted the estimated amount for improvements to City Hall, the Council Chambers and public arens in order to blend with the new police facility at $1.5 million. He added thi~ amount is not a part of the $16 million proposed for the police facility. Donald Penman, Assistant City Manager/Director of Development Services, advised that Council will be aSKed t::> approve by motion the schematic design of the police facility. which is t"chnically within the contract, and is one of several phases. Upon approval of the schematic pilase the design/de'leloprnent phase wi!1 commence. This will incorporate specific materials to be used inside and outside of the facility, the exact dimensions 1 7/13/00 " "~.~.. . :. J " ~ . 42:0154 and landscaping. This phase is a three month process. at the conclusion of which Council will know just how the buildings will look, the size. and materials that will be used in the interior and exterior. Renderings and an exact model will be prepared for Council's review and materials also will be presented at a Council study session for finalization and presented at a regular Council meeting for approval. - I The construction' document phase then follows, which may take from four to six months... this will include preparation of the actual bid documents and the plans. Mr. Penman noted, construction could begin in late spring of 2001, depending on the length of time taken for the preceding phases. He estimates the construction period to be approximately fifteen (15) months for the main building. Considerable discussion ensued centered on Model NO.4 and the design tie-in with City Hail buildings. Mr. Lumsden, architect with WMM Associates, explained in detail the various elements of design incorporated in the Civic Center Master Plan as they relate to City Hall and. the new police facility, in particular, the window areas. Council/Agency Member Marshall stated in part that she is very pleased with the refinements to Model NO.3 which are incorporated in Model NO.4. Mayor Pro tem Segal stated in part that it is important to keep the curved treatment of the new building and incorporate this into the plan for City Hall and the Council Chambers. He will support the design of Model NO.4. Council/Agency Member Chandler noted that he will support the design of Model NO.4 also. I At 4:46 p.m. the Council/Agency RECESSED to await the arrival of Mayor Kovacic, who was detained in traffic. The meeting RECONVENED at 4:56 p.m. Following the arrival of Mayor Kovacic. the City Manager presented a brief description of the design elements of Model NO.4 which could be incorporated into an upgrade of the Council Chambers, City Hall, and areas between them and the new police facility to create a Civic Center Campus. Mayor Kovacic expressed his concern that he would not like the new police structure to be dated such as the old Library before its expansion. He is also concerned about the added expense of Model No. 3 as compared to Models 1 and 2. The Mayor would like to incorporate more landscaping and water, and those type of treatments to the development. The City Manager commented, if Council agrees with the architectural style of Model NO.4 and the concept of a plaza extension to City Hall, this would focus a vision and give direction of where we are going. The new police facility setforth in Model No. 4 will be further enhanced in the right setting with the backdrop of lighting, shade and shadows for the preparation of a handout to the public. This in respond to citizen's requests for information relative to the architecture of the police facility. The City Manager requested a roll call vote on the proposed architecture and schematic site plan of Model NO.4. It was MOVED by Council/Agency Member Segal, seconded by Council/Agency Member Marshall and CARRIED on roll call vote as follows to APPROVE the schematic design as I presented under Option NO.4 (Model No. '4), which would complete the schematic design phase of the new police facility. 2 7/13/00 I I I AYES: NOES: ABSENT: 'I:~'" ~ ~ ; -; -;', ..' , ';"'''')1\'- 42:0~ 55 Council/Agency Members Chandler. ADJOURNMENT At 5:05 p.m. the July 13, 2000 Adjourned Regular Meeting ADJOURNED to 6:00 p.m. Juiy (July 18, 2000) 18, 2000, in the Conference Room of the Council Chambers for a Regular Meeting to conduct the business of the City Council and Redevelopment Agency and any Closed Session necessary to discuss personnel, litigation maters or evaluation of properties.
