The Arcadia City Council and Redevelopment Agency met in a Regular Meeting on
Tuesday, July 18, 2000, at 7:00 p,m" in the City Hall Council Chambers,

Donald Penman, Assistant City Manager/Development Services Director requested
Agenda Item No, 9, "Public Hearing with regard to review of the Planning Commission's
action on MP 2000-014 granting an appeal and overruling the Santa Anita Village
Community Association's Architectural Review Board's denial of a proposed remodel of
the existing residence at 301 Joaquin Road", be removed from tonight's agenda.
Mr. Penman also requested that Agenda Item 16d, "Consideration of Final Map No, 52745
for the Anoakia Residential Planned Development project at 701 West Foothill Boulevard",
be withdrawn from the consent calendar for Council consideration at a later date.
It was MOVED by Counciimember Chandler, seconded by Mayor Kovacic and CARRIED
that ordinances and resolutions be read by title only and that the reading in full be

PRESENTATIONS
Mayor Kovacic presented the July, 2000 Mayor's Community Service Award to Jim and
Sharon Eberhardt for their dedicated service to the City of Arcadia. The Mayor Stated, in
part, that the very effective team of Jim and Sharon Eberhardt have done a stupendous
job supporting various organizations such as the Boy and Girl Scouts of America, the
Arcadia Education Foundation, Santa Anita Little League, Arcadia's Church of the Good
Shepherd, Pasadena Tournament of Roses a"d the Arcadia Masonic Lodge, Jim and
Sharon set an excellent example in civic virlue, volunteerism and teamwork, Mayor
Kovacic thanked them for doing more than their share to make Arcadia a gr8at City.

Mayor Kovacic presented the July, 2000 Mayor's Employee Recognition Award to Ken
Harper, stating, in part, that Ken has energetically served the Arcadia Police Department
as a' Police Officer since 1989 and has been a tireless advocate for community oriented
policing, crime prevention and community relations programs such as Business Watch,
Neighborhood Watch, DARE and GREAT fund raising and forming beneficial liaisons with
the PT A. He is a dedicated officer and a motivational speaker, stressing the importance of
community oriented policing to many civic and community groups,

Mayor Kovacic presented the July, 2000 Mayor's Business Recognition Award to Dr. Mark
Burstyn and Dr. George Sanders of the Colonial Pharmacy, stating in part, that Colonial
Pharmacy has been in business since 1939 and is the oldest and one of the most
respected pharmacies in Arcadia, Dr. George Sanders purchased the pharmacy in 1956
and for 44 years has been proud to operate a neighborhood pharmacy, Dr. Mark Burstyn
purchased the pharmacy in 1999 after working at Colonial since 1990, Colonial has
provided wonderful services to Arcadia especially with their diabetic counseling and their
"Brown Bag Day' at the Arcadia Senior Center. Arcadia is very fortunate that a pharmacy
like Colonial continues to offer personal patient care,
Mayor Kovacic presented the July, 2000 Mayor's Youth Service Award to Kathy Kimball
stating that Kathy is a dedicated individual who wants to see every child in Arcadia excel.
She has been actively involved with the PT A for over 13 years, She is a valued member
of the Youth Master Plan Committee. Kathy became Chairperson of the Youth Services
Coordinating Council this April, who with a joint effort with the City of Arcadia and Arcadia
Unified School District successfully lobbied for funding to hire a Youth Services Director
for Arcadia,

Mayor Kovacic presented the July, 2000 Mayor's Senior Service Award to Harold (Hal)
McCann, American Red Cross Volunteer for over 47 years, Hal's devoted service
includes being a Board of Directors Member of the Arcadia Chapter for a total of 12 years,
He serves on the Disaster Action Team, He is also a volunteer driver for the Arcadia
Meals-on Wheels Program, Whether a Chairman or handyman, Hal McCann is always
there,

Thomas Hawkins, 43 year resident, homeowner, taxpayer and recently Arcadia school
crossing guard, referred to the California State Legislature Resolution No, 130,
designating the week of September 4, 2000, as 'School Crossing Guard Week", Mr.
Hawkins also noted that there are 17 Arcadia school crossing guards previously employed
by the City and been supervised by the Arcadia Police Department. In a letter dated June
7, 2000, Chief Hinig informed the crossing guards that the City of Arcadia has contracted
with All City Management Services who starting July 1, 2000 will employ and supervise
the Arcadia school crossing guards. During a meeting with the All City Management
Services the crossing guards learned of a time reduction of their service from 3,5 hours to
2,5 hours per day, which will result in a reduction of 14,3% income for each of the guards,
On behalf of the 17 Arcadia crossing guards, Mr, Hawkins requested that Council restore
the historical income of the Arcadia school crossing guards,
Lee Shimmin, President, Arcadia Chamber of Commerce, invited everyone to attend the
Chamber of Commerce remodeling celebration, June 27, 2000 from 5:00 p,m, to 7:30 p,m,
Chuck Bertolino, 601 South Third Avenue, commented on the need for an historic
preservationist and arborists on the Anoakia grounds at all times in order to protect
archeological resources. Mr, Bertolino seeks Council's permission to film the Anoakia
mansion before its destruction, He feels once a physical site is destroyed it is gone
forever.
Cammie Gleghorn, Second Avenue, agreed with Mr. Bertolino and feels that someone
should be allowed to come in and at least film the Anoakia property before it is gone.
Mary Dclugherty, Member of the Arcadia Board of Education, referred to a newspaper
article and stated in part, that if the numbers are correct, there have been 400 trees
removed from the Anoakia property, She hoped Council members would explore options
with regard to preservation of the Anoakia mansion on site or off site at another location,
Mrs, Dougherty then proceeded with her comments, stating in part, that community
organizations schedule all their events out of town, this facility could house any and all of
those events.

, Pam Hueckel: respectfully urged Council to give thoughtful and serious consideration to
preserving Anoakia before this treasure of the San Gabriel Valley is destroyed. She felt
that the building could be used for community attractions such as; a restaurant, cafe or a
nice bookstore and it could be a wonderful asset and gathering place for Arcadia,

Steven Honey, noted that he has visited the Anoakia mansion for many years and he
thinks this piece of property is very valuable to the City of Arcadia, He can not believe that,
the City Council is allowing a developer to take a piece of Arcadia's history and destroy it
for some housing project He urged Council to consider preserving what is left of Anoakia
becau$e again, once it is gone, it is gone forever. '
In response to Mayor Kovacic's query, Donna Butler, Community Development
Administrator, gave an update with regard to the Anoakia project, stating in part, that a
historic preservation specialist has been monitoring the relocation of certain items from the
site to the Arboretum and/or the City; an architectural firm is in charge of salvaging most of
the structure which will not come to the City or Arboretum; however, at this time, there is
no archeologist required to be on the premises, With regard to trees, Ms, Butler noted that
35 trees have been removed, 31 of which were Oak trees, and there are 105 different
trees, including Oak trees, that are being preserved and fenced,
Further, Ms, Butler referenced comments that were made this evening and stated, in part,
that the development and floor plans for the Anoakia project are on file and available for
viewing in the Planning Department, Library and Arboretum, Also, a physical model of all
the buildings on the site is available at the City Hall, Administrative Conference Room for
viewing, With respect to relocation of the mansion staff noted, that the cost would be
somewhere between $500,000 and $800,000.

City Attorney Deitsch stated in part, that at this point in time the developer has legal
authority to proceed with the approvals granted by the City Council in December 1999,
The developer requested the item on tonight's agenda be postpond because, in staffs
opinion, there are at least one or two conditions of approval that have not been fully
, satisfied by the developer.

Mr, Segal thanked the City of Sierra Madre for including the City Council in their Fourth of
July celebration,
Mr. Segal expressed congratulations to the recipients of the various awards this evening
,and:thanked the outgoing and incoming board and commission members for giving their
time and efforts to Arcadia, ,\
Mr. Segal announced the passing of David Chu, a 13-year-old student of Foothill Middle
School; due to an unfortunate health'incident. David was active, in the school band,.,The,
, donations can be made to the Evergreen Buddhist Church in South EI Monte,
Council member Marshall congratulated the award recipients this evening and expressed
appreciation to the individuals who served on various boards and commissions, stating
these individuals make Arcadia a great City to live and to work,

Ms, Marshall shared a "food for thought" from Ann Landers, by an unknown author relative
to paradoxes in our lives,
Council member Chang thanked the City of Sierra Madre for inviting the Arcadia City
Council to participate in their July 4th parade,
Dr, Chang congratulated the recipients of the Mayor's awards this evening and
encouraged everyone to continue serving the community with great enthusiasm,
Dr. Chang thanked the board and commission members and commended their
enthusiasm and dedication to the community,
Councilmember Chandler reported an explosion of a methamphetamine lab in south
Arcadia, The incident did not have any affect on Arcadia residents or safety personnel.
Mayor Kovacic announced that the Los Angeles County Household Hazardous Waste
Round-up will be held on Saturday July 22, 2000 from 9:00 a,m, to 3:00 p,m. at Santa
Anita Race Track, Gate 6, Colorado Place, Arcadia,
Referring to a phone call from a young couple in Arcadia the Mayor encouraged everyone
to get involved and help the City in celebrating different community events, in particular,
the Centennial Celebration.

In response to Council's questions, staff stated in part, that the City purchased a
folder/inserter machine in February 1993 to fold bills and stuff envelopes when the City
changed from a postcard water bill to the current system, Early last month, the equipment
experienced a major mechanical failure rendering the equipment inoperable,
Approximately 7,000 water bills are folded and mailed every month and a properly
functioning folder/inserter machine is critical to the distribution of the water bills,
Tracey Hause, Administrative Services Director stated, in part, that an informal bidding
process has been conducted by the Purchasing Officer and the price under discussion is
the lowest received for a folder/inserter machine..
It was MOVED by Councilmember Chang, seconded by Councilmember Marshall and
CARRIED on roll call vote follows to AUTHORIZE an additional appropriation of $26,533
to be transferred from the Water Reserve Fund to an Equipment Replacement Account;

Report and recommendation to award a professional services agreement to Sigma
Engineering, Inc, to provide geotechnical engineering services for the construction of the
new Arcadia Police station,
As part of the plan of the proposed construction of the new Police facility, staff sent
Request For Proposals (RFP's) for geotechnical engineering services to several qualified
consulting firms, Five (5) proposals were received. Staff evaluated the proposals and fee
schedules according to their responsiveness to the proposal requirements, Following
careful review of the proposals, staff has determined that Sigma Engineering, Inc, can
satisfactorily perform the work required,
It was MOVED by Councilmember Chang, seconded by Mayor Pro tern Segal and
CARRIED on roll call vote as follows to AUTHORIZE the City Manager and City Clerk to
EXECUTE a Professional Services Agreement in a form approved by the City Attorney to
Sigma Engineering, Inc, in the amount of $19,900 to provide geotechnical engineering
services for the construction of the new Arcadia Police Station.

MODIFICAITON As part of the City's ongoing traffic signal modification program, the Development Services
(Santa Anita I Department is preparing to modify three traffic signal systems at the intersections noted
Santa Clara, above, Proposed and new development to the east of the location will result in increased
Htg, Dr.lSanta traffic, primarily in the east-west direction. The signal modification will address the
Anita and Htg, increased traffic as well as introduce left turn phasing to the north-south direction to bring

with left tum mast arms, vehicle detector loops, vehicle and pedestrian heads and
modification to the signal controllers, The traffic signal modification at the intersection of
Huntington Drive and Second Avenue may result in replacing the signal poles due 'to the
proposed fac;:ade on the railroad bridge, This additional work will increase the construction
cost. Staff will submit a supplemental report on the additional cost at the August 1, 2000
meeting,
Consideration of the report and recommendation to award a contract to Dynalectric in the
amount of $99,357,00 for the traffic signal modification at Santa Anita Ave.lSanta Clara
St., Huntington Dr.lSanta Anita Ave, and Huntington Dr.lSecond Avenue,
It was MOVED by Councilmember Marshall, seconded by Mayor Pro tem Segal and
CARREID on roll call vote as follows to AWARD a contract in the amount of $99,357,00 to
Dynalectric for the Traffic Signal Modification at Santa Anita Ave.lSanta Clara St.,
Huntington Dr.lSanta Anita Ave, and Huntington Dr.lSecond Ave, plus contingencies of
10%; and, AUTHORIZE the City Manager and City Clerk to EXECUTE a contract in a form
approved by the City Attorney,
