analyses, assessed value, crime, graffiti, sales taxes, market forces and' financing, The
City receives tax increment from implemented project areas, however, by law the City will
have to share a significant part of those monies with other taxing agencies such as the
Coullty, School, District and Community College Districts,

In summary, Mr, Penman reported that a large portion of Live Oak is upgrading by market
.forces without redevelopment assistance, however, there are some areas that need'
redevelopment help, He explained in detail and described the project; the goals and/or
objectives to be achieved by the project; the blight to be addressed;.and the estimated'
expenditures stating, in part, that the cost of the Phase II StUdy will be approximately
$125,000, It was noted, the funds have already been appropriated, It will take one year
to fin<jllize the plan and bring it back for Council's consideration, There is a need to merge,
the project areas in order to have income to start the South Arcadia Redevelopment
project. The use of eminent domain will be exercised also,
Considerable discussion ensued, Agency Member Marshall expressed concern about not
having enough funds to address both the Foulger Ford site and the South Arcadia area,
. Member Kovacic stated that, this is the time for those in the audience who wish to address'
this issue,
Carolyn Ziegler-Davenport, 40 year resident of south Arcadia, member of the Town
Council an'! Michael Antonovich's official liaison to the area between Monrovia, Arcadia
and Duarte, spoke in favor of the South Arcadia Redevelopment Project Area, She stated
that according to Mr, Jay Gomez from Los Angeles County, the County is willing to help
with the South Arcadia Redevelopment Project Area,
Lee Shimmin, Treasurer, Arcadia Chamber of Commerce, felt that it is important to have
plans and goals and in his opinion the plan should cover all of the area to Peck Road,

Beth Costanza, Executive Director, Arcadia Chamber of Commerce, felt that ooth the
Downtown Redevelopment Project <jInd the South Arcadia Redevelopment Project are
, extremely important to the City, She commented that Live Oak is an embarrassment to a

. ' City with up scale and well-cared for homes, ' , " " "

',,' · ::'}Member Kovacic commented, that this community has never had a problem attracting'
" \'good residential developments, the problem is to attract good consistent commercial
developments, There are commercial areas on Baldwin Avenue and Duarte Road that
could use some redevelopment help, The only area that went through transformation, with,
the help of redevelopment, has been Huntington Drive,
Agency Member Chandler stated, when there is an opportunity, the Agency should step in
, and seek out business' who can bring tax revenue to the City, He felt that the Agency
needs to go forward and spend the $125,000, This is the last chance to bailout Live Oak
Avenue and this is a step that the Agency needs to take, to get to the, final discussion,
Council concurred,

approximately $125,000 for the Phase IIStudy,

City Attorney Deitsch announced the subject discussed at the Closed Session held earlier
this evening, No reportable action was taken, '
PRESENTATIONS
,Mayor Kovacic presented the August, 2000 Mayor's Youth Service Award to Marsha and
Bob Garrett for faithfully and selflessly serving the youth of Arcadia and volunteering a
tremendous amount of time and effort coaching sports teams, active members of PTA,
coaching the Arcadia High School Constitution Team and teaching Sunday School at the
Church of the Good Shepherd, They believe that every child has potential and every child
deserves an opportunity to succeed,
Mayor Kovacic presented the August, 2000 Mayor's Senior Service Award to EI~in Pate,
the community-spirited Notary at Arcadia Community Center, stating in part, that for nine
years, Elvin has given free weekly notary services to senior citizens, He also visits
hospitals, nursing homes and senior retirement residences and provides free notary
service, Elvin realized that many seniors no longer drive and may have difficulty getting to
the DMV for an ID card, therefore, he worked with the DMV and the Senior Center to
arrange for a senior citizen photo ID shoot althe Community Center 011 September '14,
2000, Mayor Kovacic thanked Elvin Pate for dedicating so much of his notar{ skills trJ

(ADOPTED) On June 20, 2000 the City Council adopted a 45 day interim urgency ordinance
(Ordinance No, 2123) prohibiting the approval of all land use entitlements and permits for I
construction on eleven lots along Greenfield Avenue, Lee Avenue, Second, Third and
Fourth Avenues north of the commercial properties fronting on Live Oak Avenue, These
properties are zoned R-2, but are in conflict with the existing General Plan designation of
Single-Family Residential 0-6 dulac,
In 1940 the subject properties as well as the properties to the north and south (including
those along Live Oak Avenue) were zoned R-1, The 1949 zoning map designates the
properties along Live Oak as R-3 and the subject properties as R-2 which permitted
multiple-family development or public parking, At some time after this date, the properties
along Live Oak were rezoned to commercial. The subject lots range in size from 6,682 sq,
ft, up to 20,530 sq, ft, and are comparable in size to the adjoining R-1 lots within each of
the neighborhoods, Four of the lots are currently developed with two units, the remainder
of the properties are developed with single-family residences, All of the existing dwellings
were built in the 1940's and 1950's, .
In order to complete the land use study and proceed with the appropriate zone change, the
Development Services Department recommended the adoption of an interim ordinance for
a period of ten (10) months fifteen (15) days pursuant to Government Code Section
65858(c), If the processing of the applications are completed prior to the expiration period,
, the moratorium will be rescinded, Staff excluded from this moratorium the construction of
single-family dwellings on a lot consistent with the R-1 zoning regulations,

Kathy Grubl, 2606 Greenfield Avenue, stated in part, when she purchased her property I
twenty-eight years ago she was told' that this property was zoned R-2, Recently the
Planning Department told her that she is allowed to build 5 houses ori her property, She

decided to sell the property to a developer but the developer was notified that he could not
build the houses because of the zoning and the General Plan, So far she has not been
able to sell her house, She felt that there is no need to wait ten months in order to
determine the zone change,
Jeffrey Lee, 2600 South Third Avenue, spoke in opposition of the moratorium and
requested that the Council modify the moratorium by excluding condominiums, After filing
an application for a condominium project, he was informed by the Planning Department
that the general plan designation and the zoning designation were inconsistent. As a
result he had to withdraw his pending application, He is in disagreement with the Planning
Department recommendation and explained that Arcadia is a Charter City, thus, exempt
from the requirement of having the general plan conform with the zoning, Further, Mr. Lee
noted that neither he nor any of his neighbors received notices relative to tonight's Public
Hearing, therefore he suggested that the Council reschedule the Public Hearing and notify
everyone in the neighborhood of the upcoming hearing date,
Patricia Ames, 2222 South Second Avenue, felt that the area should remain R-1 and the
ten month moratorium is not necessary,
Sarah De Angelis, 2401 Lee Avenue, stated in part, when she purchased her property 35
years ago the zoning was R-1, and she wants it to remain R-1,
Barry Me Crummen, 2527 South Fourth Avenue, stated in part, that his house was
originally built by his grandparents in 1946, It is single-family residence, He felt that
anything other than single family in that area would jeopardize the property values,

Richard Tonkinson, 2525 Lee Avenue, spoke in favor of the moratorium, He felt that
condominiums would create traffic problems in the area,
Diane Campbell, 1560 Tenth Avenue, expressed concerns with regard to the impact that
more apartments and condominiums would have on the schools and community,
Roland Hill, 2530 Fourth Avenue, is in favor of building apartments on commercial
properties such as Live Oak, and saving the side streets for single-family residences with
big lots and nice yards,
Van Edwards, 2535 South Third Avenue, spoke on behalf of himself and his neighbor at
2601 South Third Avenue who can not be present tonight. He thinks that it will be a
detriment to their street to have the property located on 2600 Third Avenue be zoned
anything other than R-1,
Burton Powell, 2417 South Second Avenue, supported the moratorium and the concept of
the R-1,
Vi L. Hsi, 2520 South Third Avenue, stated in part, that he has talked to neighbors and it is
clear that the entire neighborhood is against multiple-family.units, He felt that the creation
of a buffer zone is only good for new developments or communities,
Mik~ Campbell, 1560 Fifth Avenue, expressed his concerns with regard to the increased
density in the community, He is In support of the moratorium,

Mayor Kovacic hoped that staff would be able to complete the land use study as quickly as
possible to determine the appropriate land use designation for these properties,

Consideration of the 1999-2000 Weed Abatement Charge List. On July 18, 2000 the Los
Angeles County Agricultural Commissioner's Office delivered the list of private properties
within the City on which the County has abated weeds, rubbish and refuse, Eight (8) of
the twenty-nine (29) properties listed incurred a minimal charge for inspection only of the
property by County personnel. The properties listed on the charge list were posted and
noticed of the public hearing this date, as required,

Management Program (CMP) requires local agencies to submit an annual Local
Implementation Report (L1R), The report must be adopted at a public hearing, and
submitted to the MTA by September 1, 2000, The L1R must be adopted by a resolution,
self-certifying that the City is in conformance with the Congestion Management Program
(CMP), the City must perform certain compliance actions setforth in the August 1, 2000
staff report,
Resolution No, 6191 and the report attached thereto indicate that the City of Arcadia is
satisfying its congestion reduction responsibility, and is in conformance with the CMP,

Dorothy Denne, Arcadia Centennial Commission, Publicity Chairperson, updated the City
Council of the Arcadia Centennial Commission's progress, programs and plans, Mrs,
Denne noted this is a self-supporting commission and the members will collect funds by
selling centennial products, She displayed a Centennial Celebration souvenir afghan,
which is available for $45,00 at the Arcadia Historical Museum, City Hall Cashier's office,
and the City summer concerts,

Ms, Marshall shared a "food for thought", "If the bible needs only seven-hundred and'
seventy-five' thousand words, why can't the congress, come up with a tax code' shorter'
then 2,8 million words.'
Councilmember Chang noted the need for additional funds for the Arcadia Historical
Museum building's interior and furniture and urged everyone to make donations, Over'
one-million dollars has been raised for the museum building project, of which $400,000 :
was donated by Charles and Ruth Gilb, and the remaining funds donated by individuals,
organizations and foundations, Dr. Chang commended Charles and Ruth Gilb for giving
their time for the welfare of the community, and for their generous donations to Arcadia
Historical Museum building,
Council member Chandler thanked Dr. Chang for commenting on the Arcadia Historical
Museum building project and benefactors, He also urged everyone to make donations,
Councilmember Chandler noted that Arcadia's cable company, Adelphia, has been in the
process of upgrading the cable system, During that process residents experienced
problems with their cable system, At this time the reconstruction period is over and the
residents will have better reception and increased channels,
Mayor Kovacic encouraged everyone to attend the summer concert series, Thursday,
August 3,10 and 17,2000, at 7:00 p,m, on the City Hall west lawn,

(Youth Council- Mayor Kovacic noted that he was invited to a meeting with the Youth Council at the
Skatebration Summer Youth Center located at First Avenue Middle School. The Youth Council I
Festival) requested having an all day "skateabration festival", which is a celebration of skating,
roller-blading and skate boarding, The Mayor noted that Jerry Collins, Parks and
Recreation Director, is working on that request.
