Pursuant to the foregoing adjournment of the August 1, 2000 Regular Meeting of the
Arcadia City Council the Deputy City Clerk appeared at the time and place of adjournment
at 6:00 p.m., and announced that no closed or study session is scheduled and no quorum
will be present until 7:00 p.m., at which time the Regular Meeting will convene in the
Council Chambers.

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Donald Penman, Assistant City Manager/Development Services Director requested
Agenda Item No. Bb., "Recommendation to accept all work performed by Sheldon
Mechanical Corporation for the replacement of a 30-ton chiller for the City Council
Chambers", be removed from tonight's agenda.
Mr. Penman also requested the addition of a non,agendized item, No. 4a., a special
presentation to the California Gold Soccer Team.
It was MOVED by Council member Chandler, seconded Councilmember Chang and
CARRIED that ordinances and resolutions be read by title only and that the reading in full
be WAIVED.
PRESENTATIONS
Mayor Kovacic presented the August, 2000 Mayor's Community Service Award to Dave
Hamada and Byron Dickson and thanked them for their dedicated service to the City of
Arcadia and their support of the Fire Department. They are exceptional volunteers at the
Fire Prevention Bureau. Their presence has allowed the Fire Prevention Bureau to remain
staffed and open without cost to the citizens of Arcadia. Their enthusiasm and positive
outlook on iife is refreshing for both staff and th~ public they serve.

MAYOR'S Mayor Kovacic presented the August, 2000 Mayor's Employee Recognition Award to
EMPLOYEE Christina Ruelas, Network Specialist in the Administrative Services Department,
RECOGNITION Information Systems Division. Christina has been with the City since January of this'year .
AWARD and has done an exemplary job. Her department is currently understaffed and she has
(Ruelas) voluntarily taken on a number of important tasks to diminish the backlog. ' Mayor Kovacic
congratulated Ms. Ruelas for her positive attitude, initiative and commitment to excellence.

MAYOR'S Mayor Kovacic presented the August, 2000 Mayor's Business Recognition Award to Frank,
BUSINESS Perini of Perini's Hair Plus, stating in part, that barbers at Perini's have been providing
RECOGNITION service to the community for close to 50 years. Frank Perini, the owner, opened Perini's
AWARD Barbershop in 1954, and has remained at the same location at 73 East Foothill Boulevard.
(Perini's Hair Perini is also constantly involved in the community and he holds the record (33 years) for
Plus) the longest sponsorship of any little league team in the San Gabriel Valley. Mayor
Kovacic congratulated Frank Perini and thanked him for being such a productive member
of the community,

SANTA ANITA Mayor Kovacic and Mayor Pro tem, Segal presented the Mayor's certificate to the Santa
SOCCER CLUB Anita Soccer Club "Stampede", known as "California Gold" when traveling abroad, head
STAMPEDE coaches, coaches, trainers and members for their outstanding achievement. The team
(California Gold) were the winners of the Copa De Catalunya in Spain on July 21, 2000. The tournament
directors were so impressed that they recommended the team for the Gothia Cup in
Sweden. This tournament draws the best of European and South American professional
teams.

Celia Corral, Innovation's for Woman, on behalf of the Arcadia Business Association,
invited everyone to attend the "First Avenue's Summer Shopper Street Fair", August 30,
2000 from 5:00 to 9:00 p.m.
MATTERS FROM ELECTED OFFICIALS
Mayor Pro tern Segal congratulated the award recipients this evening and the California
Gold Soccer team, wishing the members the best of luck.
Council member Marshall expressed congratulations to the recipients of the various
awards this evening and the California Gold Soccer team for doing a fine job in
representing the City of Arcadia.
Ms. Marshall announced that on Saturday August 5, 2000 she attended the Irwindale
Speedway Mayor's Cup race. Arcadia was among other local cities that participated and
won the First Mayor's Cup Race. Ms. Marshall thanked Mayor Kovacic for the opportunity
to be part of this event.
Ms. Marshall noted for clarification that the Anoakia property was in the County area until
1976 and was annexed into the City. Neither the City nor the County has ever had.

Ms. Marshall shared a "food for thought" by John Steinbeck, "A sad soul can kill you
quicker than a germ".
Councilmember Chang congratulated the recipients of the Mayor's awards this evening
and the California Gold Soccer team for their marvelous performance at the intemational
contest.
Mayor Kovacic announced that the last co~cert of the 2000 summer concert series would
be held Thursday, August 18, 2000, at 7:00 p.m. on the City Hall West Lawn, with the
performance of "The Howlin' Blues Boogie Band". The leader is former Arcadia City
Manager, George Watts.

Consideration of the report and recommendation to appropriate an additional $25,000.00
for traffic signal modifications at Huntington Drive and Second Avenue.
The placement of the new graphic "horse racing" design on both facades of the
Huntington/Second Avenue railroad bridge requires the re-design of the traffic signal
mastarms. This work will require installation of temporary traffic signal poles, the
installation of stronger poles with poured concrete foundations and the re-design of the
traffic mastarms.
It was MOVED by Agency Member Segal, seconded by Agency Member Marshall and
CARRIED on roll call vote as follows to APPROPRIATE an additional $25,000.00 for
traffic signal installation at Huntingfon Drive and Second Avenue, in accordance with the
August 15, 2000 staff report.

OF THE ARCADIA MUNICIPAL CODE TO ALLOW CREMATORIES IN C,O OR ANY

Donna Butler, Community Development Administrator presented the staff report stating, in
part, that an application was filed by Arcadia Chapel of Remembrance, Inc. to amend
Section 9275.1.51 of the Arcadia Municipal Code to allow crematories in CoO or any less
restrictive commercial or industrial zone with an approved Conditional Use Permit. The
applicant's request will allow mortuaries to better serve the needs to the community and to
ensure that mortuary businesses will continue to thrive in a changing mortuary industry.
In response to Councilmember's query staff stated, in part, that as a matter of
environmental concerns a crematory equipment system is safe to operate and does not
emit pollutants that would be considered harmful by the various local, state and Federal
environmental agencies.
Mayor Kovacic OPENED the Public Hearing. No one came forward to address the City
Council.
It was MOVED by Council member Chandler, seconded by Mayor Pro tern Segal to
CONTINUE the Public Hearing to September 5, 2000.
It was MOVED by Councilmember Chandler, seconded by Mayor Pro tern Segal and
CARRIED on roll call vote as follows to APPROVE the Negative Declaration and DIRECT
staff to file the Notice of Determination with the County Recorder; and, INTRODUCE

Councilmember Marshall adjourned the meeting in memory of Ed Spielman. "Arcadia lost
a good friend recently with the passing of Ed Spielman, former Managing Editor of the
Arcadia, Monrovia, Sierra Madre Weekly. Ed passed away in his home last week. He
was born in Ohio in 1943. Ed was most recently, a resident of Sierra Madre but he was
also well known in Arcadia. After beginning at the Weekly, Ed took such a liking to
Arcadia and the people who live here, that in addition to his editorial duties he quickly
became active and involved in Arcadia community affairs and friends with many of us. Ed
was respected for his professionalism as well as his efforts as a journalist to report all
sides thoroughly and fairly. He was not just a local reporter, he was a friend, a good friend
whose sharp mind and quick wit made him someone who was liked, respected and
appreciated. Ed is survived by his son Rob, daughter Julie, sister Barbara and broth'er
Jay."
Mayor Kovacic adjourned the meeting in memory of Jesse Valandingham. "It is with great
sadness that we adjourn tonight's City Council Meeting in memory of someone who was
very important to the City of Arcadia, Jesse Vanlandingham. "Van" as he was called,
passed away August 7th He lived a very rich and fulfilling life, and was loved and
respected by all who were fortunate to cross his path. Van lived in Arcadia for 39 years,
and was involved in community affairs for most of that time. He served the City in many
capacities including the Mayor's Prayer Breakfast Committee, and he was a very active
supporter of the California Hospital Medical Center Foundation. But his passion was
Arcadia's Public Library. Van was the founding president of the Arcadia Public Library
Foundation, which has raised close to $700,000 to provide new services, equipment,
furniture and special enhancements for the library. The Library held a special place in
Van's heart and as such it benefited greatly from his help. Van brought talent, dedication
and willingness to do whatever it took to get a job done. He made volunteerism an
important part of his life; a personal challenge that he faced with conviction, dedication and
a great attitude. Van was happily married to his late wife Lois for many years. He is
Survived by three children, Mark, Gail and Laura and five grandchildren Jessica, Brett,
Ashley, Blake and Brooks. Van once said that the people he admired most were "those
who give of themselves with humility, expecting nothing in return" that was Van. At its last
meeting, the board of the Library Foundation established a memorial in Van's name,
stating: 'It is through his vision that Jesse Vanlandingham has made knowledge and
learning a part of everyone's life.' A memorial service for Van will be held at the Arcadia
Presbyterian Church this Friday, August 18 at 3:00 p.rn. Donations in Van's memory may
be made to the Arcadia Library Foundation at 20 W. Duarte, Arcadia 91006 or the
California Hospital Medical Center Foundation, 1401 S. Grand, Los Angeles 90015.
Please designate that your donation is made in Van's memory. With deep respect and a
sense of loss, I adjourn tonight's meeting in memory of Jesse Vanlandingham."
