PRESENTATIONS Mayor Kovacic presented the September, 2000 Mayor's Youth Service Award to Keith Rausch fOr his outstanding and dedicated service to the Arcadia Youth Basketball League, Mr. Rausch has been active at the league for eleven years, has coached several teams and has been a very dedicated servant to the league, He is willing to take on any task that will help to ensure that our local youth have a place to play basketball. 4, ' MAYOR'S Mayor Kovacic presented the September, 2000 Mayor's Employee Recognition Award to Jim EMPLOYEE Sloan and Scott Riggs, veterans of the Arcadia Fire Department for eighteen years and eight RECOGNITION years respectively, The Mayor thanked them for their dedicated service to the Arcadia Fire AWARD Department, community and especially Arcadia's youth by educating residents about the (Sloan and importance of water safety through the "Children Drown Without A Sound" program. (Waltrip's ~'usic Center) 6, MAYOR'S COMMUNITY SERVICE AWARD (Dickson) 7, BOY SCOUT WEEK (Oct. 8-14, 2000) Mayor Kovacic presented the August, 2000 Mayor's Community Service Award to Byron Dickson and thanked him for his dedicated service to the City of Arcadia and his support of the Fire Department. He is an exceptional volunteer in the Fire Prevention Bureau. His presence has allowed the Fire Prevention Bureau to remain staffed and open without cost to the citizens of Arcadia. Mayor Kovacic presented a proclamation to Boy Scout Troop 104, declaring the week of October 8 through 14, 2000 as Boy Scout Week and urging all Arcadians to support the scouts and their endeavors, 8, WHITE CANE DAYS (Arcadia Lions Club)' 9, OATH OF City Clerk June Alford administered the Oath of Office to incoming Planning Commissioner, OFFICE -. . '~"r" 42:0208 AUDIENCE PARTICIPATION, David Viboolkii, 130 E. Sycamore Avenue. Arcadia, requested dismissal of the pending law suit and court case with regard 10 code enforcement proceedings. He is unhappy with the way the code enforcement officer and a building inspector handled his case regarding his front yard fence and unpaid electrical fees, City Attorney Deitsch noted that the City Council cannot take action on this matter and it is up to the judge at this point to help resolve this case. Athena Gioia, 21 East Newman Avenue, Arcadia, expressed her concerns with regard to traffic danger at the intersection of Santa Anita and Newman Avenue, She urged Council to direct staff to take a more aggressive approach in solving the traffic problems at this intersection, In her opinion, one of the options in solving these problems would be installation of a traffic signal. Mrs, Gioia referred to a soundwall project along the north side of the 210 freeway from Fifth Avenue to Second Avenue, which was approved by the City Council, stating, she and several of her neighbors would like to have a soundwall on the east bound side of the 210 freeway, from Santa Anita to First Avenue, because that residential neighborhood suffers from the same traffic volume and noise problems that has been experienced in the approved area. By consensus, Council directed staff to study the traffic situation at Santa Anita and Newman Avenue, With respect to soundwall issues, staff stated, in part, that the soundwall from Fifth Avenue to Second Avenue is on the Caltrans list and it will probably be constructed within the next three years, The City Council has appropriated funds to make a match, Beyond that there is no other funding allocated for soundwalls in Arcadia. Mayor Kovacic asked staff to provide Ms. Gioia with copies of staff reports and letters concerning soundwalls, Jean Fohrer, 400 North Old Ranch Road, President, Hugo Reid Elementary School PTA, commented on the achievements and programs which have taken place at Hugo Reid Elementary School in her "What's Right With Arcadia Kids" presentation, Ms, Fohrer noted that community support is the hallmark of Hugo Reid Elementary School, and the Arcadia schools overall. Lewis Pollard, 405 South Baldwin Avenue, requested ciarification of the zoning on the Westfield Shopping Center. Mr, Pollard questioned the proposed ordinance with regard to the location of the two 10,000 sq, ft, pads for two restaurants in the Westfield Shoppingtown project. The Mayor noted he also has questions on this subject. City Attorney Deitsch, stated that it would be appropriate for Councilmembers and staff to discuss this matter later this evening when the Agenda Item is brought forward for discussion, By consensus, Council agreed to permit Westfield staff to address this item at that time also, MATTERS FROM ELECTED OFFICIALS SEGAL Mayor Pro tem Segal encouraged everyone to support the Arcadia High School Football (Arcadia High Team by attending football games. Councilmember Chang referred to, and read a letter from an Arcadia resident addressed to the Parks and Recreation Director, commending the Youth Center Summer Program, Councilmember Chandler noted that once a month he attends the Los Angeles County Sanitation District meetings as the City's representative. At the August meeting he was informed of the Sanitation District's lawsuit' 'against the Environmental Protection Agency (EPA), In addition, the Cities of Los Angeles, Burbank and Simi Valley have joined in filling a lawsuit against the Environmental Protection Agency, specifically because the EPA has introduced onerous requirements for any water that is treated and released into either the Los Angeles River, Simi River or the San Gabriel River, The Sanitation District believes these requirements are unreasonable., The cost of the program would be approximately $2.1 billion, which would significantly raise Sanitation District costs, City Clerk, June Alford announced, the last day of registration for the November 7, 2000 General Election is October 10, 2000. Registration cards are available at the City Clerk's Office, the Library and the Post Office. Mayor Kovacic thanked Jean Fohrer for her presentation this evening. Mayor Kovacic expressed concern with regard to the City Councilor the Planning Commission having any discretion concerning the location of particular buildings, if so, he would like to insert the word location in front of the word design in Section 2, Subsection 3 of 7 9/19/00 42:0213 Ordinance No, 2136, to read as follows: "that will allow the City an opportunity to better assess the location, design and potential impacts of the proposed buildings on properties to I the south and west of the project site". In response to Mayor Kovacic's question City Attorney Deitsch, stated, in part, that the only discretion the Council would be able to exercise later on regarding the location of buildings within the approved envelopes, would be based upon findings which the City Council and Planning Commission would later have to make for site plan approval, Following a brief discussion, the City Attorney noted that the next item for Council consideration is Resolution No. 6199, which contains more specific provisions, standards and guidelines for the development of the envelopes. It is in that resolution where the Council . may focus on making changes regarding where the buildings could be located, especially within building areas A and B, David Doll, Executive Vice-President of Development, Westfield Shoppingtown, noted that Westfield relocated buildings A and B at the request of the residents and the Council. In his opinion if there is already the right in the Council's authority, he was not sure that the addition of the word "location', will not create an additional obligation on this property. He does not believe the word "location" is necessary in this case, and requested that the building envelopes and the conditions previously agreed to, prevail. Considerable discussion ensued. Some Councilmembers felt that adding the word "location' to the ordinance is necessary for future expansions; others felt that by adopting the concept of the envelopes, A, Band C, with the modification of merging A with B as indicated in Exhibit A, set forth in the September 19, 2000 staff report, the location is obvious and there is no need to change any wording in the ordinance text. Mr. Doll suggested, if the Council decided to insert the word "location' in the ordinance, the I wording "with findings' be added also, City Attorney Deitsch presented the amendment to Section 2, Subsection 3, of Ordinance No, 2136, to read as follows: "That the Planning Commission and City Council will have the opportunity to review and approve the specific site plan for the mall expansion during separate public hearing processes that will allow the City an opportunity to better assess the location, design and potential impact of the proposed buildings on properties to the south and west of the project site, subiect to reauired and appropriate findinas'. J , In response to Council's question, Mr. Doll stated, in part, that Westfield's intend is to put restaurants at those locations, However, if a restaurant were to go out of business, then Westfield would want the flexibility to keep that location active and alive by having an appropriate use such as a bank branch, etcetera... ! I Further, in response to Council's request to add the word "speciaity" to food store, to the list of permitted uses, Mr, Doll noted that above and beyond the City's review process, regional mall tenants have rights over certain improvements as well, and they have a good handle on what is compatible with their type of business', He felt that with the changes in the industry, trying to define today what a specialty store is, would not be a good idea for the future. Askin, age ninety, was born in Crescent Mills, California to Charles and Jenette Askin, On August 17, 1934, he married Alice Losey and they began a wonderful life together. Charlie worked in Personnel and Labor Relations at Union Oil and Packard Bell, He was Secretary and Treasurer for the Pacific Oil Institute for almost 20 years, After retiring, Chariie went on to work ,as a consultant in the oil industry, He enjoyed playing handball and tennis into his late 70's. Charlie was known for his warmth, graciousness and quick sense of humor, He lived his life with great honor and dignity, treating others with respect and was a wonderful family man, He is survived by his wife Alice; children, Bingo and Gino Roncelli of Arcadia, Bob and Jayne Askin of Scottsdale and Gwen and Steve Gibson of Long Beach, Charlie had seven grandchildren and six Great grandchildren. And Charlie will be dearly missed. He was deariy loved and he would be dearly missed, He passed away on September 5,2000". Councilmember Chandler adjourned the meeting in memory of Jewell High. "Jewel High was a former Arcadia resident as well as being a City employee, She passed away in August, at the age of seventy-nine. She had moved to Arcadia in the early 50's and resided here until 1991, when her and her husband, after she retired from the City of Arcadia, moved to Oregon and then followed-up to move on to North Carolina, in 1994, From 1965 to 1982, Jewell served as the secretary to the Arcadia City Manager and at that time to the City Council as well. She was active in our community and in her spare time she helped her husband as a property manager in a local apartment complex here in town, In her later years Jewell enjoyed traveling, reading and being close to her friends and family, After she left, she continued to maintain a close friendship with many of the locals including two of her favorite people, one being former Mayor, Floretta Lauber and the other being former Mayor, Charles Gilb.
