STUDY SESSION Consideration of req~ests 'frllrn business owners to trim the ficus trees in City business cistricts. These requests primarily relate to the trees obstructing the view of business signs from vehicle traffic and pedestrians. Over the last two years, several of these trees have bean trimmed by business owners, which is in violation of the Municipal Code. Until the last two or three years, the City maintained 1I1ese ficus trees in a small ball "hape and trimmed each tree twice a year. Thi~ practice did ;]ot encourage growth and maintained the trees in a small ball shape commonly .eferred to as a "lollypop". Staff contacted the President of the Chamber of Commerce to enlist the Chambers support in arriving at' an' acceptable solution to the complaints,. and to enlist the support of-the merchants in achieving the City's goal of having large shade trees in the business districts. ' Staff presented four (4) tree-trimming alternatives for Council's consideration: Alternative 1 - "lollypop" shape, two times a year, annual cost of $34,320; Alternative 2 - natural (minor thinning), twice a year, annual cost of $34,320; Alternative 3 - natural (major thinning), once a year, annual cost of $17,160; and, Alternative 4 - natural (annual shaping), once a year, annual cost of$17,160. According to the Chamber's President, Lee Shimmin, the business owners are in favor of Alternative 3 and feel this solution provides a new architectural appearance, and beautifies . their business districts while the trees are growing to full maturity, Funding for Alternatives 3 and 4 is provided in this year's budget. An additional appropriation of $17,160 will be needed for Alternatives 1 and 2. Lee Shimmin, President, Chamber of Commerce, express appreciation for Council's ,(,- consideration of this tree trimming matter and stated, in part, that the Chamber of Commerce is committed to making Arcadia a beautiful City and helping business' with sign exposure. City staff, business owners and the Chamber of Commerce formed a committee; following several rneetings the committee arrived at the conclusion that, by cutting the trees properly the City could have the best of both beautiful trees and better views of business signs. Mr"Shimmin added that the committee is very interested in Alternative NO.3. , , . , In a' brief discussion, Councilmember Marshall noted that she will vote for whatever business owners decide and think is best for business and the area. . ., It was. PRESENTATIONS Mayor Kovacic presented the October, 2000 Mayor's Youth Service Award to Coyla Grumm and Terry Schreiner and thanked them for their many years of dedicated service to the youth of Arcadia through all their volunteer efforts, Both Coyla, a fourth grade teacher at Highland Oaks Elementary School, and Terry, Secretary to the Assistant Principal at the Arcadia High School, are active supporters of the High Schooi music program, the PTA, Sunday School and VBS programs. PUBLIC HEARING 5a. ZONE CHANGE Councilmember Chandler requested that he be excused from consideration of Zone Change Z 00-001 Z 00-001, due to a conflict of interest. (From R-2 to R-1 Properties Located North of Live Oak, bet. Greenfield & Fourth Ave) (APPROVED) O!:'Ui. /(1 The City Council at its August 1 st meeting directed staff to initiate a zone change study froln R-2 (Medium Density Residential) to R-1 (Single-Family Residential with a minimum lot size of 7,500 sq, ft) for the properties located at 2606 and 2615 Greenfield; 2600, 2601 and 2607 Lee Avenue; 2600 and 2601 Second Avenue, 2600 and 2601 Third Avenue and 2536 and 2601 Fourth Avenue, These properties were zoned R-2, but are inconsistent with the existing general Plan designation of Single-Family Residential 0-6 du/ac. The 1940 zoning map shows that the subject properties, as well as the properties to the north and south (including those along Live Oak Avenue), were zoned R-1. The 1949 zoning map indicates the properties along Live Oak as R-3 zone and the subject properties as R-2 zone. At some time after this date, most of the properties along live Oak were rezoned to commercial. The current General Plan designation for all the subject properties is Single-family residential 0-6 dulac and has been that way since at least 1970, according to City staff. As a result of concerns expressed by property owners in the area regarding multiple-family development of these properties, the City Council on .June 20, 2000 adopted a 45-day interim urgency ordinance (Ordinance No, 2123). This ordinance prohibited the approv<il of a!! land use entitlements and permits for construction on the subject properties. On August 1, the City Council adopted Ordinance No, 2126 extend;ng the 45-day moratorium for an additional period of ten (10) months, f:fteen (15) days, with the exception of construction of single-family dwellings. All of thl; lots are comparable in size to the adjoining R-1 lots within each of the neighborhoods. Four (4) of the lots are currently de\'eloped 'with duplexes and two single-family units,(2615 Gr'3cnfield, 2601 Le" Avenue, 2600 Lee Avenue and 2607 Lee Avenue). The remaining prC'perties are developed with single-family residences. All of the existing dwellings were built in the '1940's ana 1950's with tr,e exception of the one dwelling on Greenfield. . " ,-( 'I' , 42:0220 traffic light at the cross walk on Campu.s Drive, in order to ensure the safety of children, Chris Mead, Member, Traffic Safety Committee, spoke in favor of a fully activated traffic signal on Campus Drive in front of Arcadia High School, and thanked Council for their consideration of this matter. Mel GianQrande, President, Longley Way Elementary School PTA, commented on the programs and achiovements which have taken place at Longley Way Elementary School in her "What's Right With Arcadia Kids" presentation. Ms, Giangrande announced that October 23'" through the 31" is National Red Ribbon Week, and reminded everyone to support this program by wearin(~ a red ribbon during that week. John MacDonnnll, 155 East Laurel Avenue, spoke in favor of an installation of a traffic signal on Campus Drive in front of Arcadia High School. Further, he expressed concern with regard to a former crosswalk on Huntington Drive in front of City Hall, stating that, in order to educate pedestrians to use the other crosswalk to the race track, which is located in front of the former Armory building, a sign is not enough. Mr. MacDonnell noted race track patrons go through the fence and bushes to get to the track and suggested this opening be closed off. He also suggested removal of the concrete pad at the curb. Mr. MacDonnell referred to concerns expressed by Ms. Gioia at the September 191h meeting with regard to the soundwall and traffic problems and hoped for input from staff regarding those issues. Mayor Kovacic asked staff to study the crosswalk issues and also provide Ms. Gioia with information concerning soundwalls. MATTERS FROM ELECTED OFFICIALS Mayor Pro tem Segal announced that the second home game of the Arcadia High School football team will be Friday night, with the SI. Paul team. He recommended that everyone arrive early, because it will be extremely crowded. Mr. Segal reminded everyone of the opening of the Oak Tree Racing meet, Wednesday, October 4th, and suggested that residents support the race track and take advantage of the activities. Council member Marshall reminded everyone that the last day of registration for the November 7th, General Election is October 9, 2000. Registration cards are available at the City Clerk's Office, the Library and post offices. She encouraged everyone to exercise their right by voting at this important eiection, stating, "there are a lot of people who have died tor us to have that right", Ms, Marshall announced that the kick-off event for the Methodist Hospital 2000 Holiday .Homes Tour will take place on October 17, 2000. This event will consist of a coffee at 9:30 a.m., followed by the General Membership Meeting and announcement of the four (4) homeowners of the home~ on the Holiday Homes Tour, This years event will be held on December 1st from 9:30 a,m. to 8:00 p,m. Sixteen (16) households are being assisted this year. The City does not manage this program in-house because it is a very timely activity and requires certain expertise by the federal government.
