ADJOURNED REGULAR MEETING
OCTOBER 25, 2000
The City Council and Arcadia Redevelopment Agency mel in an Adjourned Regular Meeting with
Los Angeles County Supervisor Michael D. Antonovich on Wednesday, October 25, 2000 at 8:10
a.m., in the Conference Room of the City Council Chambers.

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

AUDIENCE PARTICIPATION
Warren Shaw, 1635 South Third Avenue, expressed the appreciation of the Lawn Bowler
Members to Supervisor Antonovich for his help in the restoration of the bowling green at the
Arcadia County Park. The Lawn Bowlers hope to bring national tournaments to the City's
Centennial Celebration in 2003. Mr. Shaw also thanked the City Council and City staff for the
fine senior service programs at the Community Center.
Beth Costanza, Executive Director, Arcadia Chamber of Commerce, announced that the
Chamber's recent 11th Annual Craft Faire and Carnival at the County Park was a smashing
success. Ms. Costanza thanked Supervisor Antonovich for his assistance in securing the
County Park for this event.

ARCADIA The Arcadia County Park is under the management of the Los Angeles County Parks and
CO. PARK Recreation Department. In recent years City staff has seen an increase in usage of this park
OPERATIONS and at the same time an increase of City police and fire services at the park. Problems have

events held at the park, most recently the Chinese Moon Festival and the Arcadia Chamber of
Commerce Craft Faire and Carnival. Staff noted issues have arisen that the City has not I
previously encountered after years of cooperation between the two jurisdictions. City Manager
Kelly asked if there has been a change in County policy. Roy Williams, Los Angeles County
Department of Parks and Recreation, East County Community Services Agency, reported his
division look over the reservation system for this area from the Los Angeles North County on
-July 1 st. There was a transition period that was difficuit and East County Parks and Recreation
was not aware of the various events held at Arcadia Park. He realized that fees were assessed
for the Moon Festival and the Chamber Craft Faire Ihis year that were-not charged in the past,
although they should have been. His office did manage to process these applications somewhat
late.
Mayor Kovacic noted that Jay Gomez, Senior Deputy, Office of Supervisor Antonovich, was
instrumental in working out problems for the Chamber's Craft Faire, and thanked him for his
assistance. Mr. Gomez commented that the Supervisor's office should be made aware of City
events held at the County Park to help facilitate the process.
In response to a policy for patrolling the park during such events, the City Manager reported,
Arcadia Police and Fire tend to be the first vehicles in when a situation arises because of their
proximity to the park. City police patrol the park if there is a community event. On a regular
basis Arcadia Police only go into the park if called in. Other times Arcadia PD peruse the park
when driving past. Ms. Costanza, Executive Director, Arcadia Chamber of Commerce, advised
that the Chamber hired off duty Arcadia Police to provide security at the perimeter of Arcadia
Park for the Chamber's Faire. Mr. Williams advised County Park Police usually cover events
inside the park and call Arcadia Police for back-up, if needed.
Mr. Williams introduced Joyce Gibson, County Parks and Recreation, who is in charge of this
area for the County.

Df;, L{o - 'jl ~EDEV. CNTY. The City CouncillRedevelopment Agency recently placed a portion of Live Oak Avenue within the
PTN. LIVE OAK City inlo a study area for redevelopment. This area met the definition of blighl as defined by
AVENUE. state law. The Agency has moved into a more formal phase of plan preparation, environmental
report, tax analysis, etcetera. The County area of Live Oak Avenue, when compared to
Arcadia's -portion, appears to be in worse condition than Arcadia's section of Live Oak. The
question of possible redevelopment of the County area of Live Oak in conjunction with the City's
section in a joint project was opened up for discussion... a commercial revitalization project
along the frontage of Live Oak from Peck Road west would benefit both agencies, staff noted.
Sidney White, Manager, EconomiclRedevelopment Division, County Community Development
Commission, referring to a joint project, stated in part, the first step is information gathering,
which Arcadia has already implemented, and possibly County's area of Live Oak could be
added; and what would be the cost to add the County area to the study; and, the potentials for
the area, opportunities and constraints. The project could be a combination of programs rather
than redevelopment, such as merchant participation and redevelopment. The question of the
cost of adding County's section of Live Oak to the study was discussed.
Mr. GOmez reported the Monrovia, Arcadia, Duarte (MAD) Town Council (unincorporated areas
of said cities) met with the County Community Development Commission (CDC) and residents to
discuss their concerns of these areas. At this point in time CDC is working on a plan to
determine how the County can address the concerns of these unincorporated areas.
Supervisor Antonovich, in response to Council's question of how to obtain County involvement in
the proposed project, commented, Council has now brought this matter to the table and County I
will address it. With respect to payment of the consultant for adding the County area of Live Oak
to the study, he felt there shouid be a scoping meeting to discuss that with all parties involved;

the County CAO and CDC, the City Manager, City Council and the City's consultant, and, in
addition, scope out what the City wants to achieve from the study and what each entity can bring
to the table. His office will arrange this and gei all the parties together for such a meeting.
The City Manager noted staff will transmit all of Arcadia's existing reports and documents
regarding the subject area to Supervisor Antonovich's office in preparation of this meeting.
Considerable discussion ensued of the potential constraints of redevelopment or upgrading the
Live Oak area... County staff noted this particular project area would not be a simple process.
II was noted also, if the area could be upgraded, the large number of residents in that area would
support the businesses. Staff noted also there does not appear to be community opposition to
redevelopment in the Live Oak area.
Referring to the former site of the drive-in movie theater at the corner of Live Oak and Peck
Road, County staff reported Ihat 125 detached condominium unils are proposed to be built on
this property by a private developer. This project is scheduled for a November 21 st hearing
before the Regional Planning Commission. The Supervisor's office will pass along the status of .
this project following the November 21 st meeting of the Commission.
Josephine Tung, addressed the City Council and Supervisor Antonovich, stating in part that
residents in the unincorporated area of Arcadia cannot send their children to Arcadia High
School. Further, these properties do not have the same value as properties located in the
corporate Iimils of the City. Ms. Tung was advised this is a School Dislrict issue.

Councilmember Chang noted also, County residents wish to utilize the Arcadia Transit service
and the City cannot offer this service beyond the City limits. He asked if County can work with
the City in providing this type of transportation for these County residents.
Supervisor Antonovich stated in part that he is not aware of any Joint Powers Agreements (JPA)
to make this happen.
Mr. Penman, Assistant City Manager/Direclor of Economic Development, reported there may be
a means of expanding Arcadia's service area with approval of the Metropolitan Transportation
Authority (MTA). If approval can be obtained... it will then become a cost issue to use the City's
Prop A funds to serve County residents. Supervisor Antonovich said Jay Gomez and staff from
his office will work with Arcadia staff on the application form.
Arcadia staff will meet with County staff and return to Council regarding a service change in
Arcadia Transit operations for Council's consideration and allocation of funds to justify the
modifications.
On behalf of the City, Mr. Kelly thanked Supervisor Antonovich for the mudlftood assistance last
year and with the onset of the rainy season, future assistance. The City Manager commented
the assistance from the Supervisor's office was outstanding.
Supervisor Antonovich noted his hope thai the candidates on the November 7th ballot for the
California Senate and Assembly will make the issue of the MTA a priority and realize the
importance of a regional transportation body, rather than a body geared toward the City of Los
Angeles.

In reference to County Measure A on the November 7th ballot, Supervisor Antonovich feit an
increase in the Board of Supervisors from five to nine members would not be beneficial to its
constituents, and would be costly.

In response to Council, Mr. Antonovich reported County is .currently in negotiations with safety
members regarding a new retirement plan - 3% at age 50. Los Angeles County's' position is I
they cannot afford this, however, he noted it is on the table for negotiation and other retirement
benefits are under consideration also.
Jay Gomez reminded Council that Supervisor Antonovich is hosting a "Remembering Our
Veterans" on November 11th at Arcadia County Park.
In appreciation of Supervisor Antonovich's attendance at the meeting this date, Mayor Kovacic
presented him with an Arcadia hat and a cobalt blue mug. The Mayor further thanked him and
his staff for their help to the City of Arcadia in the past.
At 8:56 a.m..the Adjourned Regular Meeting with Supervisor Michael Antonovich ADJOURNED
to Tuesday, November 7, 2000 at 5:00 p.m. in the Conference Room of the City Council
Chambers for a Regular Meeting to conduct the business of the City Council and Arcadia
Redevelopment Agency and any Closed Session necessary to discuss personnel, litigation
matters or evaluation of properties.
