The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday,
December 19, 2000 at 6:00 p,m, in the Conference Room of the City Council Chambers,

ClTYCOUNCIL At the December 5, 2000 City Council meeting Council appointed a sub-committee
SUB-COMMITTEE comprised of Mayor Kovacic and Mayor Pro tem Segal to meet with Mr, Stronach, the owner
(Sa11aAnilaPa1<- of Santa Anita Park, The purpose of the sub-committee is to communicate to Mr, Stronach
Specili:Aa1 issues related to the Specific Plan Application that are of a community-wide concern, The
~ I Los Angeles Turf Club (Santa Anita Park) submitted a Specific Plan Application to the City on

, ,\ on October 19, 2000, The City has not yet received a written response or a revised project.
The Santa Anita expansion plan proposes to construct retail shops, restaurants, a hotel, a
multi-plex theater, an arena, off-track betting center, offices, stabies, barns, warehouses,
dormitories and new grandstand areas on the grounds surrounding the race track,
In his presentation Donald Penman, Assistant City Manager/Director of Development
Services, explained in detail three (3) areas where City Council direction to the sub-
committee for early discussion with the owner of Santa Anita Park may be warranted: 1)
development of the north parking lot and ancillary uses adjacent to residential, uses, The
Specific Plan Application proposed construction of new horse stables, training track and other
administrative operations in the north parking lot where parking is currently provided, and in
close proximity to single-family residential uses, The, current General Plan permits these
uses, however, the close proximity of stables and other "backstretch" operations to residential
uses will likely raise compatibility issues, 2) Linkages to the Mall - in the City letter to the
Racetrack dated October 19, 2000, the General Plan policy requiring linkages between
Westfield Shoppingtown and the Racetrack was addressed, The emphasis of the General
Plan is to blend the two properties in terms of land use and circulation, The Specific Plan
proposal did not provide for these linkages, 3) Architectural compatibility between existing
and proposed facilities - it is staffs view that the proposed architectural style is not consistent
with the General Plan and is not compatible with the existing facilities, Mr. Penman noted
Santa Anita appears to have three alternatives: Modify the proposed style and propose
something that is compatible; file for a General Plan amendment to delete the compatibility

requirement; or, submit additional information and make the argument through the hearing
process that what is proposed in the Specific Plan is compatible with what exists,

Mr. Penman also noted that the complete review of any Specific Plan application is subject to
full environmental review and public hearings,
In response to Council's question staff stated that the applicant has indicated that Santa Anita
will submit a complete history of the original buiiding and all the modifications that have taken
place since the buiiding was constructed,
In the discussion Mayor Kovacic noted that it is the role of the sub-committee to meet with
Santa Anita and provide not only the perspective of staff but also the perspective of
community members who have expressed their concerns,
Considerable discussion ensued centered on'the architectural design, colors and the track's
intention to develop the north parking lot with new stables and dorms for track employees,
Mayor Kovacic felt that a Spanish-Mediterranean design is not going to be compatible with
the unique architectural style of the race track, With regard to the color of the buiiding, the
Mayor stated, in part, that he would like to see something simiiar td the current color and he
is not in favor of a totally new architectural statement. Council members Chang and Marshall
concurred,
Counciimember Chandler stated that he is willing to give Mr. Stronach the benefit of the
doubt, considering how well the FrontRunner Restaurant turned out. If Mr, Stronach wants
to put a whole new look on the development he is open to that, and art deco and green is not
a deal-breaker for him,
With regard to linkages to the mall, City 'Manager Kelly stated, in part, that the nature of the
connection between the race track and the Mall is, the City does not want people to have to
drive out onto Huntington Drive to get from the shopping center to the race track,

Counciimembers and nearby residents in attendance expressed concerns with regard to the
proposed construction of stables and a three-story workers dormitory In the north parking lot.
They are concerned about noise, odor and flies, Mayor Pro tern Segal suggested City
officials measure the distance between the current barns and the closest homes across
Baldwin Avenue, to gauge how much of a buffer there should be between homes and horse
stables,

City Manager Kelly noted that it is important for track officials to understand that any changes
in the plan would have to be made before it is officially submitted to the City,
City Manager Kelly requested Agenda Item No, 1 b" "Discussion and direction regarding
commercial refuse and recycling matters", be CONTINUED to the January 2, 2001 Regular
Meeting, Council concurred,

PRESENTATIONS
Mayor Kovacic presented the December, 2000 Mayor's Community Service Award to Tom
Shriver, Chaplain of the Arcadia Police Department. Reverend Shriver became pastor of the
Arcadia Emmanuel Assembly of God Church in 1993, In 1994 and 1995 he served as
Volunteer Chaplain at the Arcadia Methodist Hospital and was appointed Chaplain of the
Arcadia Police department in 1996, As a Chaplain he ministers to the needs of the
department and their families and also makes himself available to victims of crimes and to
the criminals as well, Mayor Kovacic thanked Reverend Shriver for his dedication to the
e~tire community through his service and volunteer efforts,

MAYOR'S Mayor Kovacic presented the December, 2000 Mayor's Employee Recognition Award to Joy
EMPLOYEE Anderson, Administrative Services Department Accounting Technician II, stating, her
RECOGNITION, principal outy is doing the billing for the ambulance service provided by the City of Arcadia
AWARD Fire Department Paramedics, Joy does her job effectively and with sensitivity and
(Anderson) compassion toward those utilizing the Ambulance/Paramedic Service, Joy Anderson will be
retiring this month and her pleasant upbeat demeanor will be missed,

Mayor Kovacic presented the December, 2000 Mayor's Business Recognition Award to Judy
Roberto of Primerica, Judy Roberto started her business five years ago and educates
families of how to get out of debt, saving for their children's college education as well as their
retirement. Ms, Roberto is also very involved and a valuable asset to the Arcadia Chamber
of Commerce where she has been a member since 1990, Mayor Kovacic thanked Judy
Roberto for offering high quality service to local residents,
PUBLIC HEARING

ARCADIA Consideration of the report and recommendation to adopt the City of Arcadia's Urban Water
URBAN WATER Management Plan, Assembly Bill 797 passed by the California Legislature in 1983 requires
MANAGEMENT that all urban water suppliers prepare and submit an updated Urban Water Management Plan
PLAN to the State Department of Water Resources once every five years, The purpose of the Plan
(APPROVED) is to promote conservation and the efficient use of water supplies, The updated Management
()~ 'Ie; \'"\ Plan includes statistics on historical water use and general information inciuding utility size,
, population served and number of 'service connections, The Plan, which is used as a
guideline for water management planning for the next five years, also addresses suggestions
for alternative conservation methods such as demand management measures, wastewater
reclamation, and the use of drought resistant and native plants for landscaping, The Plan
concludes that Arcadia's vast quantities of underlying groundwater provides insurance

Mayor Pro tem Segal attended the Annual City Empioyee's Holiday Party on December 14th,
Mr, Segal thanked the employees for the invitation to this event.
Mr, Segal wished everyone Happy Holidays and a safe and Happy New Year.
Councilmember Marshall wished Arcadia residents, the City Council and the City employees
a joyous Holiday Season and a healthy and Happy New Year,
Ms, Marshall wished a speedy recovery to Arcadia Firefighter Steve Bench, who was severely
injured during a training exercise in Monrovia on November 26th,
Ms, Marshall expressed appreciation to the Arcadia Paramedics for their help to her husband
this morning, Mr. Marshall was experiencing a, severe allergy attack, ' .
Councilmember Marshall shared a "food for thought" by an unknown author, "God can mend
a broken heart, but we must give him all the pieces",
Councilmember Chang also wished Arcadia Firefighter Steve Bench a full recovery,
Dr. Chang wished everyone a Merry Christmas and a Happy New YElar.

City Clerk, June Alford wished everyone a Merry Christmas and a Happy New Year,
Mayor Kovacic reminded everyone that electrical power supplies are extremely tight and
asked residents not to turn their holiday lights on before 8:00 p,m, and use the energy wisely,
(Federal Funds) Mayor Kovacic thanked Congressman David Dreier for his commitment to Arcadia and Sierra
Madre and for securing an appropriation of $750,000 in Federal Funds' for a Computer Aided
Dispatch System, which will jointly benefit the communities of Arcadia and Sierra Madre,
Also ,an appropriation of $3 million to continue the water infrastructure improvement program
undertaken by Arcadia and Sierra Madre five years ago,

Mayor Kovacic reminded everyone that the holiday tree-recycling program will begin on
December 26th and will last for three weeks,
Mayor Kovacic thanked the Recreation & Parks Commission and City staff for the wonderful
Holiday Snow Festival and Tree lighting Ceremony which was held on December 6th, An
estimated 3,000 people attended this event.
Mayor Kovacic wished everyone Happy Holidays, Me'rry Christmas and Happy Hanukkah,
Mayor Kovacic requested that Council members return with their New Year's Resolutions on
January 2, 2001,

banner design concepts,
Referring to' Agenda Item 10e" in response to a Council question, City Manager Kelly stated
that all bids significantly exceeded the City engineer's estimate for the construction of the
Anoakia Lane Water Well.
With regard to Agenda Item 10b" Construction of the St. Joseph Booster Pump Station, the
City Manager stated that the design concept will come before the Council for review at a
future date, The goal is to give the station the appearance of a building rather than a typical
water tank with a concrete block wail.
In response to a Council question regarding Agenda Item 10e" Mr, Kelly noted that the
Anoakia Lane Well structure will be designed to be compatible with the adjacent community
in terms of materials for both the walls and roofing,
Mayor Kovacic noted a revision to the December 5, 2000 Minutes, page 5, should be Ms,
Leatherman served as President of the Assistance League of Arcadia,
\'<eferencing Agenda Item 10g" in response to a Council question, Mr, Kelly stated, in part,
that every agency must adopt a formal procedure to ensure equal opportunities to
di,advant3ged business enterprise for federally assisted contracts, These requirements are
created by the Federai Highway Administration (FHWA),

CITY MANAGER
There has been a growing concern and a considerable amount of publicity regarding
chromium +6 in drinking water. As a result of a highly publicized lawsuit, the California
Department of Health Services (DHS) has asked water companies to sample for chromium
and chromium+6 in drinking water, Chromium occurs naturally in groundwater due to
geologic conditions and is a required nutrient for the body, However, it is aiso used in
industrial processes such as chrome plating, pigment manufacturing and leather tanning,
The City of Arcadia has an on-going water quality monitoring program, approved by the
Department of Health Services (DHS), Samples for bacteria, nitrate and volatile organics are
taken on a weekly basis at various locations in the City's water distribution system and are
analyzed by a State-certified laboratory, On a monthly, semi-annual and annual basis other
water quality samples are taken based upon the frequency as established by DHS,
Chromium in an unregulated chemical, had been sampled previously on a voluntary basis,
The City has sampled for total chromium for many years and each of these samples have
been non-detect in the past. However, laboratories recently have improved their testing
processes and are now able to detect total chromium and chromium+6 at lower levels, The I
Federal Environmental Protection Agency (EPA) standard for total chromium is 100 parts per
billion (ppb) and the DHS stricter standard is 50 ppb, There is no standard set at the present
time for chromium+6, The results for total chromium and chromium +6 samples, which were
taken at the City of Arcadia's Main San Gabriel Basin wells on November 13, 2000, were in
the range of non-detect to 8,7 ppb and from 0,57 to 10 ppb for chromium+6,
Staff recommended following directions from DHS, since Arcadia's water meets or exceeds
all State and Federal standards, until new standards are established,
Following a brief discussion it was MOVED by Council member Chang, seconded by Mayor
Pro tem Segal and CARRIED on roll call vote as follows to DIRECT staff to CONTINUE the
City's water quality monitoring program including testing for chromium and chromium+6
(hoxavalent chromium) as required by the California Department of Health Services (DHS),
